GENTEXT/REMARKS/1.  PURPOSE.  TO ANNOUNCE THE MARINE CORPS INSTRUCTIONS ANDTIMELINE FOR SUBMITTING THE 2008 INHERENTLY GOVERNMENTAL AND COMMERCIALACTIVITIES (IG/CA) INVENTORY TO THE OFFICE OF SECRETARY OF DEFENSE (OSD) AND THE OFFICE OF MANAGEMENT AND BUDGET (OMB).
2.  BACKGROUND.  THE IG/CA INVENTORY IS AN ANNUAL DOD-DIRECTED CODING OF ALLAUTHORIZED MANPOWER (ACTIVE, RESERVE, AND CIVILIAN) BY FUNCTION AND MANPOWERMIX CRITERIA (INHERENTLY GOVERNMENTAL, EXEMPT FROM COMPETITION, AND SUBJECTTO DIVESTITURE OR PRIVATE SECTOR PERFORMANCE).  THE IG/CA INVENTORY IS ONE OF THE PRINCIPAL DOCUMENTS FOR ASSESSING MANPOWER MIXES AND IDENTIFYING FUNCTIONS AND ASSOCIATED MANPOWER FOR POTENTIAL COMPETITION AND/OR MILITARY REALIGNMENT. 
IT IS ALSO THE PRIMARY DATA SOURCE FOR THE FEDERAL AGENCY INVENTORY REFORM (FAIR) ACT INVENTORY REPORTED TO OMB AND CONGRESS. 
3.  THE FOLLOWING COORDINATING INSTRUCTIONS ARE PROVIDED TO ASSIST COMMANDS IN PREPARING THEIR SUBMISSIONS:  DOCUMENTS/FILES REQUIRED TO COMPLETE THE INVENTORY ARE POSTED ON THE M&RA MP DIVISION WEBSITE:

A.  G-1'S/MANPOWER SHOULD OVERSEE THE COMPLETION AND SUBMISSION OF THE INVENTORY FOR ORGANIZATIONS UNDER THEIR STAFF COGNIZANCE.  OCC FIELD SPONSORS/MOS SPECIALISTS WILL REVIEW CODING FOR THEIR MOS'S AND OCC FIELDS. ALL SUBMISSIONS ARE DUE TO HQMC

B.  T/O'S TO BE REVIEWED ARE POSTED IN AN EXCEL SPREADSHEET ON THE M&RA MP HOMEPAGE TITLED "IGCA INVENTORY".  ADDRESSEES SHOULD EXTRACT THEIR T/O AND OR MOS'S WITHIN OCC FIELDS FROM THE WEB SITE BY SORTING ON MCC, BMOS, OR UIC COPYING IT TO THEIR OWN SPREADSHEET.  CHANGES ARE BY EXCEPTION ONLY AND MUST BE JUSTIFIED IN THE COMMENTS COLUMN. 
SPREADSHEETS SHOULD BE TITLED BY THE NAME OF THE SUBMITTING UNIT, MOS OR OCC FIELD.
C.  REQUIRED DATA.  THE CRITERIA AND FUNCTION CODES POSTED ON THE WEB PAGE ARE THE CURRENT CODES THAT ARE IN THE TOTAL FORCE MANAGEMENT SYSTEM (TFSMS). REVIEW THE CODES USING THE GUIDANCE PROVIDED ON THE WEBSITE AND PROVIDE INPUT.  ALL PROPOSED CHANGES WILL BE REVIEWED BY THE MIL/CIV WG, HQMC AND EVENTUALLY INCORPORATED INTO TFSMS AFTER FEB
FY08 ASR.
