2.  CASUALTY NOTIFICATION AND ASSISTANCE
A.  NOTIFICATION OF NEXT OF KIN (NOK) OF DECEASED AND DUTY STATUS
WHEREABOUTS UNKNOWN (DUSTWUN) MARINES WILL BE AS PER REF A, SEE ALSO
REF D.  HOURS OF NOTIFICATION FOR FAMILIES OF ALL MARINE CASUALTIES
WILL BE FROM 0500 TO 2400.
B.  UNIFORM FOR DECEASED AND DUSTWUN NOTIFICATIONS WILL BE SERVICE
ALPHAS.  REQUESTS TO MAKE NOTIFICATIONS IN THE DRESS BLUE UNIFORM
MUST BE APPROVED BY CMC (MRPC).
C.  CASUALTY ASSISTANCE CALLS OFFICERS (CACO) WILL NOTIFY MRPC AND
THE APPROPRIATE MEF WITH DATE AND TIME OF NOTIFICATION IMMEDIATELY
UPON COMPLETION.  CACOS WILL NOT MAKE INITIAL NOTIFICATION, OR
CONDOLENCE VISITS, TO THE NOK WITHOUT A COPY OF THE PERSONNEL
CASUALTY REPORT (PCR).  CACOS WILL ALSO PROVIDE MRPC WITH
ACCURATE/VERIFIED NOK ADDRESS INFORMATION, THE NICKNAME/PREFERRED
NAME BY WHICH THE CASUALTY WAS KNOWN BY THE NOK (E.G. WILLIAM->BILL,
ROBERT->BOB, ETC.) AND ANY OTHER INFORMATION THAT COULD AMPLIFY THE
CASUALTY'S FAMILY SITUATION.  THIS INFORMATION WILL BE USED FOR
COMMAND AND CMC CONDOLENCE LETTERS.
D.  IAW PUBLIC LAW 108-136, NAMES OF THE DECEASED OR ANY OTHER
IDENTIFYING INFORMATION WILL BE WITHHELD FOR 24 HOURS FOLLOWING THE
COMPLETION OF NOTIFICATION TO THE NOK.  DIRECT COORDINATION WITH
HQMC PUBLIC AFFAIRS IS REQUIRED PRIOR TO RELEASE OF ANY INFORMATION.
E.  THE MARINE CORPS WILL USE THE CAPABILITIES OF THE JOINT PERSONAL
EFFECTS DEPOT (JPED) LOCATED IN ABERDEEN, MD FOR PROCESSING PERSONAL
EFFECTS (PE) OF DECEASED MARINES.  THE JPED IS RESPONSIBLE FOR THE
CLEANING AND SHIPMENT OF THE PE TO THE ASSIGNED CACO.  THE ASSIGNED
CACO WILL COORDINATE THE INSPECTION OF AND PRESENTATION OF THE PE TO
THE NEXT OF KIN AS A PART OF THE CASUALTY ASSISTANCE PROCESS.
MARINE PERSONNEL ARE ASSIGNED TO THE JPED TO ENSURE MARINE STANDARDS
ARE MAINTAINED AND ALL PERSONAL EFFECTS ARE TREATED WITH DIGNITY AND
RESPECT.  COMMANDERS ARE REQUIRED TO INVENTORY AND SHIP ALL PERSONAL
EFFECTS OF THE DECEASED LOCATED IN THE THEATER OF OPERATIONS TO:
54TH QUARTERMASTER (QM) COMPANY, PE DEPOT, CAMP WOLF, KUWAIT 09336,
DSN: 318-830-1070.  COMMANDERS WILL INCLUDE A COPY OF BOTH DA FORM
54 (RECORD OF PERSONAL EFFECTS) AND DD FORM 1076 (MILITARY
OPERATIONS RECORD OF PERSONAL EFFECTS OF DECEASED PERSONNEL) INSIDE
THE SHIPMENT BOX PRIOR TO SENDING THE PE TO KUWAIT.  THE 54TH QM
WILL SEND THE PE TO THE JPED IN ABERDEEN, MD.  FOR INJURED/ILL
PERSONNEL, COMMANDERS WILL SHIP PE TO THE TRAFFIC MANAGEMENT OFFICE
CLOSEST TO THE MARINE'S PARENT COMMAND OR WHERE THE MARINE IS
CURRENTLY ASSIGNED.
3.  CASUALTY REPORTING AND REAR PARTY RESPONSIBILITIES
A.  THE RESPONSIBLE MEF COMBAT CASUALTY CELL (REAR PARTY) IS THE
SOLE RELEASING AUTHORITY FOR ALL OEF/OIF PCRS.  REPORTING UNITS ARE
TO USE THE DOD CASUALTY REPORTING SOFTWARE KNOWN AS THE DEFENSE
CASUALTY
INFORMATION PROCESSING SYSTEM-FORWARD (DCIPS-FORWARD) TO GENERATE
THE PCR AS OUTLINED IN REF B.  ALL PCRS WILL BE DISTRIBUTED VIA
E-MAIL.  THE FOLLOWING DISTRIBUTION GROUPS ON THE GLOBAL ADDRESS
LIST WILL BE USED IN THE "TO" BLOCK FOR SUBMISSION OF PCR(S).  FOR
DECEASED MARINES, UTILIZE "CASUALTY PCR USMC - DECEASED." FOR
INJURED/ILL/WIA, UTILIZE "CASUALTY PCR USMC - INJ_ILL_WIA."  FOR
SAILORS, SOLDIERS, AND AIRMEN, UTILIZE "CASUALTY PCR USN_USA_USAF
-DECEASED" OR "CASUALTY PCR USN_USA_USAF - INJ_ILL_WIA" AS
APPROPRIATE.  THE RELEASING AUTHORITY AND UNITS GENERATING PCRS
WILL ELIMINATE NON-ESSENTIAL PERSONNEL, AND AGENCIES, FROM THE
E-MAIL DISTRIBUTION LIST.  THIS IS CRITICAL IN PROTECTING A
CASUALTY'S PERSONAL INFORMATION AND PREVENTING UNAUTHORIZED RELEASE
OF INFORMATION.  THE RELEASING AGENCY MUST INCLUDE THE CASUALTY'S
HOME
STATION IN THE E-MAIL DISTRIBUTION LIST. 
B.  IN ORDER TO PROVIDE ACCURATE INFORMATION TO THE CASUALTY'S NOK,
IT IS IMPORTANT THAT UNITS GENERATING CASUALTY REPORTS ELIMINATE
AMBIGUOUS OR CONFLICTING INFORMATION FROM THE CIRCUMSTANCES BLOCK
(ITEM #39) OF A PCR.  PER REF A, THE INFORMATION CONTAINED IN THE
CIRCUMSTANCES BLOCK OF THE PCR IS TO BE ACCURATE AND VERIFIED. 
THIS INFORMATION WILL ALLOW THE CACO TO PROPERLY NOTIFY AND INFORM
THE NOK OF AN INCIDENT.  ADDITIONALLY, IT IS THE COMMANDER'S
RESPONSIBILITY TO CATEGORIZE THE CASUALTY TYPE AS HOSTILE OR
NON-HOSTILE BASED ON THE CIRCUMSTANCES OF THE EVENT AND THE
DEFINITIONS CONTAINED IN REF A.  IF THE CASUALTY TYPE IS UNCLEAR,
COMMANDERS MAY DESIGNATE A CASUALTY AS "PENDING" UNTIL A
DETERMINATION IS MADE.  IT IS IMPERATIVE THAT REPORTING UNITS
REFRAIN FROM PROVIDING CASUALTY CIRCUMSTANCES IN BLOCK 39 OF A
CASUALTY REPORT THAT CONFLICTS WITH THE CASUALTY TYPE (HOSTILE,
NON-HOSTILE, PENDING).  FOR EXAMPLE, A UNIT GENERATES A REPORT FOR
A NON-HOSTILE CASUALTY BUT THE CIRCUMSTANCES BLOCK OF THE REPORT
ERRONEOUSLY INCLUDES THE PHRASE "WHILE CONDUCTING COMBAT
OPERATIONS."  THESE TYPES OF ERRORS CONFUSE THE NOK DURING AND
AFTER THE NOTIFICATION.
C.  REAR PARTIES WILL SEND A SUPPLEMENTAL REPORT IF THE HASTY
REPORT SENT BY A FORWARD UNIT IS MISSING ANY OF THE REQUIRED
ELEMENTS OUTLINED IN REF B.  SUPPLEMENTAL REPORTS ARE TO BE
GENERATED ANY TIME THERE IS A CHANGE OF STATUS OF A MARINE
CASUALTY.  CHANGE IN STATUS IS DEFINED AS A CHANGE IN PHYSICAL
LOCATION (I.E. TRANSFER FROM LANDSTUHL TO BETHESDA, ETC.) OR A
CHANGE IN MEDICAL STATUS (I.E. SERIOUSLY ILL OR INJURED (SI) TO
VERY SERIOUSLY ILL OR INJURED (VSI), ETC.)  A SUPPLEMENTAL REPORT
WILL BE GENERATED BY THE REAR PARTY, AT LEAST ONCE A WEEK UNTIL
THE MARINE'S CASUALTY CATEGORY IS DOWNGRADED TO NSI, IS RETURNED
TO FULL DUTY, OR RELEASED FROM THE MEDICAL TREATMENT FACILITY ON
CONVALESCENT LEAVE.  REPORTS WILL NOT BE CLOSED WHILE A MARINE IS
IN THE MEDICAL TREATMENT PIPELINE UNDERGOING RECOVERY.
D.  INJURED/ILL NOTIFICATIONS
WHEN MAKING TELEPHONIC NOTIFICATION, UNITS WILL PROVIDE NOK
MULTIPLE TELEPHONE NUMBERS AT WHICH A UNIT REPRESENTATIVE CAN BE
CONTACTED IN REGARD TO THEIR MARINE.  IN ADDITION, WHEN AN
INJURED/ILL MARINE IN THEATER CHOOSES TO NOTIFY THEIR NOK OF
HIS/HER INJURY, THE UNIT MUST STILL FOLLOW-UP TELEPHONICALLY TO
PROVIDE CONTACT INFORMATION AS SPECIFIED ABOVE.  IT IS HIGHLY
ENCOURAGED THAT THE SAME COURTESY BE PROVIDED FOR HOSTILE (WIA)
NON-SERIOUS INJURIES.
4.  INJURED/ILL PATIENT TRACKING
EFFECTIVE 15 MAY 2007, ADMINISTRATIVE CONTROL OF THE INJURED/ILL
PATIENT TRACKING (IIPT) WEBSITE BELONGS TO THE MANPOWER
INFORMATION SYSTEM SUPPORT AGENCY (MISSA).  AS A RESULT OF THE
WOUNDED WARRIOR CONFERENCE, THE IIPT WEBSITE HAS BEEN ESTABLISHED
AS THE SOLE REPORTING AND TRACKING TOOL FOR INJURED/ILL MARINES,
MARINE CORPS-WIDE.  MISSA POCS FOR ACCESS OR OTHER ADMINISTRATIVE
ISSUES ARE MAJ JOHN S. POSTORINO AND MR. ALFRED ORTEGA, TEL:

5.  INVITATIONAL TRAVEL ORDER (ITO)
A.  TRAVEL TO BEDSIDE (SI/VSI):  THE JOINT FEDERAL TRAVEL
REGULATION (JFTR) AUTHORIZES THREE TRAVELERS TO BEDSIDE.  HQMC
WILL CUT THE INITIAL SET OF ITOS FOR 21 DAYS.  THE NUMBER OF DAYS
AUTHORIZED ON THE ITO WILL BE MODIFIED ONCE THE MEDICAL AUTHORITY
DETERMINES ACTUAL LENGTH OF STAY FOR THE MARINE.  PER DIEM AND
LODGING IS AUTHORIZED FOR ALL TRAVEL TO BEDSIDE CASES.
B.  TRAVEL TO BEDSIDE (NSI):  UP TO THREE FAMILY MEMBERS OF A
MARINE WHO WAS INJURED IN SUPPORT OF OEF/OIF, AND IS IN A NOT
SERIOUSLY ILL/INJURED (NSI) STATUS, ARE ELIGIBLE FOR ITOS.  THESE
ORDERS ARE AUTHORIZED FOR 30 DAYS MAXIMUM AND ARE APPLICABLE TO
MARINES HOSPITALIZED IN THE CONTINENTAL UNITED STATES.  A
DOCTOR'S NOTE REQUESTING THE PRESENCE OF NOK IS REQUIRED FOR
THESE NSI OEF/OIF CASES.
C.  TRAVEL TO BURIAL:  THE JFTR AUTHORIZES TRAVEL FOR THE SPOUSE,
CHILDREN, AND PARENTS TO THE BURIAL SITE OF THE DECEDENT MARINE.
PER DIEM AND LODGING ARE AUTHORIZED FOR TWO DAYS FOR THOSE
AUTHORIZED TRAVEL TO BURIAL.
D.  A RECENT CHANGE WAS MADE TO THE JFTR THAT AFFECTS THE
TERMINATION OF TRAVEL TO BEDSIDE ITOS.  AS PER REF E, ELIGIBLE
FAMILY MEMBERS ARE NOW AUTHORIZED TO RETURN TO HOME OF RECORD
WITHOUT TERMINATING ORDERS AS LONG AS THE TRAVEL BACK TO HOME OF
RECORD, AND THEN BACK TO THE BEDSIDE, IS NOT AT GOVERNMENT
EXPENSE (I.E. PRIVATELY FUNDED, FUNDED BY A
BENEVOLENT/PHILANTHROPIC AGENCY, ETC.).
6.  ESCORTS
A.  PER REF C, CENTCOM HAS DIRECTED THAT THE AIRCRAFT COMMANDER
WILL SERVE AS THE OFFICIAL ESCORT FROM THE CENTCOM AREA OF
RESPONSIBILITY TO THE DOVER PORT MORTUARY.  COMPONENT SERVICES
ARE NOT AUTHORIZED TO SEND ESCORTS FROM THEATER.  THE DOVER PORT
MORTUARY REQUIRES A MINIMUM OF TWO DAYS TO COMPLETE THEIR MISSION. 
THE TIMEFRAME FOR RELEASE OF REMAINS IS DEPENDENT UPON MANY
FACTORS WHICH VARY GREATLY FROM CASE TO CASE.  MCB QUANTICO WILL
PROVIDE THE ESCORTS FROM UNITS IN THE NATIONAL CAPITOL REGION WHEN
SPECIAL ESCORTS HAVE NOT BEEN SELECTED BY THE PERSON AUTHORIZED TO
DIRECT DISPOSITION OF REMAINS (PADD).  QUANTICO'S PROXIMITY TO
DOVER GREATLY ENHANCES OUR CAPABILITY TO RESPOND QUICKLY AND
EFFICIENTLY.
B.  UNITS ARE DIRECTED TO REFRAIN FROM SENDING UNIT
REPRESENTATIVES TO THE DOVER PORT MORTUARY UNLESS ONE HAS BEEN
REQUESTED BY THE FAMILY TO SERVE AS THE SPECIAL ESCORT FOR A
SPECIFIC MARINE CASUALTY.
C.  HEADQUARTERS, MARINE CORPS CASUALTY (MRPC) IS THE POINT OF
CONTACT FOR ALL ISSUES RELATED TO SHIPMENT OF REMAINS.  THE DOVER
PORT MORTUARY IS NOT STAFFED TO HANDLE THE NUMEROUS CALLS FROM
VARIOUS AGENCIES.  ALL CALLS MADE TO THE DOVER PORT MORTUARY WILL
BE PROMPTLY REFERRED TO MRPC FOR ACTION.
7.  ADMINISTRATIVE REQUIREMENTS
A.  THE RESPONSIBLE MEF COMBAT CASUALTY CELL (REAR PARTY) WILL
PROVIDE MRPC WITH A COPY OF THE FOLLOWING DOCUMENTS FROM THE
MARINE'S SERVICE RECORD BOOK/OFFICER QUALIFICATION RECORD:  LAST
SIGNED DD FORM 93 (RECORD OF EMERGENCY DATA); LAST SIGNED SGLV
8286 (SERVICEMEMBER'S GROUP LIFE INSURANCE ELECTION AND
CERTIFICATE FORM); DD FORM 1966/1 FOR ENLISTED MARINES (RECORD OF
MILITARY PROCESSING) OR NAVMAC 763 FOR MARINE OFFICERS (UNITED
STATES MARINE CORPS APPOINTMENT ACCEPTANCE AND RECORD); AND DD FORM
4/1(ENLISTMENT/REENLISTMENT DOCUMENT).  THESE DOCUMENTS WILL BE
SENT TO MRPC VIA E-MAIL OR FAX.  DELAY IN THE DELIVERY OF THESE
DOCUMENTS TO MRPC WILL SLOW DOWN THE CASUALTY ASSISTANCE
PROCESS.
B.  MARINE CORPS BASES, STATIONS AND MAJOR COMMANDS WILL ENSURE POC
INFORMATION FOR REAR PARTY PERSONNEL IS PROVIDED TO MRPC AT: (703)
784-9512; DSN: 278; TOLL FREE: (800) 847-1597; FAX: 4134; OR EMAIL:
CASUALTY.SECTION@USMC.MIL.
C.  COMMANDERS AT ALL LEVELS WILL ENSURE ALL MARINES REVIEW AND
UPDATE THEIR RED AND SGLV 8286 PRIOR TO DEPLOYMENT.  BENEFICIARIES
CANNOT BE CHANGED ON MOL.
D.  HEALTH AND DENTAL RECORDS OF DECEASED MARINES WILL BE EXPRESS
MAILED TO THE DOVER PORT MORTUARY, 116 26TH STREET, DOVER, AFB DE
19902-5121.  THESE RECORDS ARE REQUIRED TO MAKE POSITIVE
IDENTIFICATION.  DELAYS IN SENDING THESE RECORDS WILL RESULT IN
EXTENDED STAYS AT DOVER.
E.  DETAILED CACO TRAINING INFORMATION AND A GUIDE TO BENEFITS AND
ENTITLEMENTS ARE AVAILABLE ON THE CASUALTY WEBSITE:

ACCESS CHECKLISTS, DETAILED INFORMATION ON BENEFITS/ENTITLEMENTS
ASSOCIATED WITH THE CASUALTY ASSISTANCE PROCESS AND A THOROUGH
STEP-BY-STEP BREAKDOWN OF THE ENTIRE CASUALTY ASSISTANCE PROCESS.
F.  ADDITIONALLY, CACOS ARE ENCOURAGED TO REVIEW THE MATERIAL

AND SAFETY->CACO TRAINING).  THE FOUR PART VIDEO SERIES LOCATED AT

CASUALTY CALL" ARE OF SPECIAL INTEREST TO A CACO.
