GENTEXT/REMARKS/1. PURPOSE. TO SOLICIT SUBJECT MATTER EXPERTS TO
PARTICIPATE IN A WORKFORCE PLANNING WORKSHOP TO BE HELD IN QUANTICO
09-11 MAY 2007 AS A FOLLOW ON ACTION TO REF A.
2. THE BIENNIAL INFORMATION TECHNOLOGY WORKFORCE CAPABILITY
ASSESSMENT (ITWCA) SURVEY FOR IT CIVILIANS IS COMPLETE. THE RESULTS
ARE NOW AVAILABLE AND DEFINE THE EXTENT TO WHICH OUR CURRENT WORKFORCE
POSSESSES CERTAIN SKILLS, COMPETENCIES AND CERTIFICATIONS.
3. C4 WILL CONDUCT A WORKSHOP THAT WILL BUILD ON THE SURVEY RESULTS
IN ORDER TO ASSESS OUR IM/IT WORKFORCE CAPABILITIES AND PROJECT FUTURE
REQUIREMENTS. DURING THE WORKSHOP WE WILL A) PRIORITIZE SPECIALIZED
JOB ACTIVITIES (SJA); B) SELECT THE TOP FIVE COMPETENCIES AND SKILLS
FOR EACH SJA; C) SET USMC STANDARD PROFICIENCIES FOR EACH COMPETENCY
AND SKILL BASED ON FEDERAL STANDARDS; AND D) IDENTIFY TRAINING
PRIORITIES.
4. PROJECTIONS OF A DESIRED END STATE ARE THE OUTPUT OF THE WORKSHOP,
AND ALLOW IDENTIFICATION OF POTENTIAL GAPS BETWEEN CURRENT CAPABILITIES
AND FUTURE REQUIREMENTS. THESE GAPS MAY BE ADDRESSED BY TARGETED
TRAINING AND DEVELOPMENT STRATEGIES. A WORKFORCE ASSESSMENT REPORT WILL
BE PUBLISHED FOLLOWING COMPLETION OF THE WORKSHOP THAT COVERS EACH SJA
IN OUR CURRENT IT WORKFORCE. THE REPORT WILL HIGHLIGHT AREAS FOR
IMPROVEMENT AND WILL PROVIDE INPUT TO MID- AND LONG-RANGE WORKFORCE
PLANNING EFFORTS. ULTIMATELY THE GAP ANALYSIS WILL FORM THE BASIS FOR
PROFESSIONAL DEVELOPMENT REQUIREMENTS VALIDATION FOR MEMBERS OF THE
INFORMATION TECHNOLOGY MANAGEMENT COMMUNITY OF INTEREST (ITM COI).
5. PERSONNEL IN OCCUPATIONAL SERIES GS-0391, GS-0854, GS-1550 AND
GS-2210, OR ANY OTHERS WHO PERFORM IT-RELATED WORK, ARE STRONGLY
ENCOURAGED TO PARTICPATE. IT-RELATED WORK INCLUDES THE FOLLOWING
SPECIALIZED JOB ACTIVITIES: APPLICATIONS SOFTWARE; CAPITAL
PLANNING AND INVESTMENT CONTROL; DATA MANAGEMENT; E-GOVERNMENT; END
USER SUPPORT; ENTERPRISE ARCHITECTURE (EA); INTERNET; PROJECT MANAGEMENT;
IT SECURITY/INFORMATION ASSURANCE; IT WORKFORCE MANAGEMENT/ DEVELOPMENT;
KNOWLEDGE MANAGEMENT; NETWORK SERVICES; OPERATING SYSTEMS; POLICY AND
PLANNING; PRIVACY; RECORDS MANAGEMENT; SOLUTIONS ARCHITECTURE; SYSTEMS
ADMINISTRATION; OR SYSTEMS ANALYSIS.
