GENTEXT/REMARKS/1.  DUE TO CURRENT OVERAGES IN THE NUMBER OF JUNIOR
OFFICERS ON ACTIVE DUTY AND A REQUIREMENT TO MANAGE AND SHAPE THE
OFFICER CORPS TO MEET FUTURE REQUIREMENTS (BY YEAR GROUP), THE
MARINE CORPS WILL REINSTATE ITS COMPETITIVE AUGMENTATION PROCESS
THAT WILL CONSIDER RESERVE OFFICERS FOR RETENTION ON ACTIVE DUTY.
THIS OFFICER RETENTION BOARD IS DISTINCT AND SEPARATE FROM THE
CAPTAIN'S PROMOTION SELECTION BOARD, WHICH DETERMINES WHETHER OR NOT
AN OFFICER IS QUALIFIED TO SERVE IN THE GRADE OF CAPTAIN IN THE
UNITED STATES MARINE CORPS.  THE AUGMENTATION PROCESS WILL DETERMINE
WHICH OFFICERS WILL REMAIN ON ACTIVE DUTY AND WHICH OFFICERS WILL
TRANSITION TO FILL THE COMPANY GRADE REQUIREMENTS IN THE RESERVE
FORCES.
2.THE FY04 OFFICER RETENTION BOARD WILL CONVENE ON 6 JAN 04.  THIS
BULLETIN ANNOUNCES THE OFFICER RETENTION BOARD FOR ALL RESERVE
GROUND OFFICERS ON ACTIVE DUTY, PER REF (A), WHO ARE IN ZONE OR
ABOVE ZONE FOR PROMOTION TO CAPTAIN OR WHO DESIRE TO RETURN TO
ACTIVE DUTY (RAD).  THE OFFICER RETENTION BOARD WILL NOT BE COMBINED
WITH THE FY05 CAPTAIN'S PROMOTION SELECTION BOARD AS IT HAS BEEN IN
THE PAST FEW YEARS.  THE OFFICER RETENTION BOARD PROCESS WILL BE A
SEPARATE BOARD THAT WILL CONVENE AND SELECT THE BEST QUALIFIED
ELIGIBLE OFFICERS TO BE AUGMENTED, AND TO IDENTIFY ALTERNATES.   A
DIRECTED LATERAL MOVE BOARD WILL BE CONDUCTED CONCURRENTLY TO
CONSIDER OFFICERS FROM OVER-STRENGTH MOS'S TO UNDER-STRENGTH MOS'S,
IN AN EFFORT TO REDUCE SKILL IMBALANCES ACROSS THE OFFICER CORPS.
FOR THOSE OFFICERS ASSIGNED A DIRECTED LATERAL MOVE, THEIR
AUGMENTATION WILL BE CONTINGENT UPON ACCEPTANCE OF A LATERAL MOVE
INTO AN UNDER-STRENGTH MOS.  
3.  ELIGIBILITY REQUIREMENTS FOR THE FY04 OFFICER RETENTION BOARD.
THE FOLLOWING ARE ELIGIBILITY REQUIREMENTS THAT PERTAIN TO OFFICERS
WHO DESIRE AUGMENTATION:
A.  GROUND OFFICERS ELIGIBLE FOR THE FY05 CAPTAIN PROMOTION
SELECTION BOARD IN ACCORDANCE WITH REF (A), WHO WILL HAVE 540 DAYS
OBSERVED FITNESS REPORT TIME PRIOR TO CONVENING OF THE OFFICER
RETENTION BOARD.
B.  TBS MERITORIOUS PROGRAM:  LIEUTENANTS GRADUATING FROM TBS
BETWEEN JAN 03 AND JAN 04 WHO FINISH IN THE TOP 5% OF THEIR CLASS,
WILL BE OFFERED AUGMENTATION THROUGH THE FY04 OFFICER RETENTION
BOARD.  UPON RELEASE OF THE MARADMIN ANNOUNCING THE RESULTS OF THE
FY04 OFFICER RETENTION BOARD, THESE OFFICERS WILL BE REQUIRED TO
ACCEPT OR DECLINE AUGMENTATION.  NO ACTION IS REQUIRED UNTIL THAT
TIME.
C.  READY RESERVE MAJOR ELIGIBILITY.  ONLY READY RESERVE
MAJORS WITH A PRIMARY MOS OF 0180, 0202, 0602, 7202, 7509, 7523,

GUIDANCE IN PARA (6).  
B.  OFFICERS SHOULD ENSURE A CURRENT ELECTRONIC PHOTO IS INCLUDED IN
THEIR OMPF PRIOR TO THE AUGMENTATION BOARD CONVENING DATE.  ALL
OFFICERS SUBMITTING A HARD COPY PHOTO TO OFFICER PROMOTION SECTION,
CMC (MMPR-1) FOR THE PROMOTION BOARD MUST SUBMIT A SEPARATE PHOTO
FOR THE AUGMENTATION BOARD TO CMC (MMOA-3) NLT 5 DEC 03.  
C.  ALL OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR AUGMENTATION
SHOULD SUBMIT A LETTER TO THE OFFICER RETENTION BOARD WITH THE
FOLLOWING STATEMENT: "I REQUEST NOT TO BE CONSIDERED FOR
AUGMENTATION BY THE FY04 OFFICER RETENTION BOARD."  OFFICERS NEED TO
BE AWARE THAT A DECLINATION WILL BE CONSIDERED FINAL AND THAT THEY

HEADQUARTERS MARINE CORPS (MMOA-3) VIA THEIR CHAIN OF COMMAND (BN
LEVEL) NLT 5 DEC 03.  
B.  COMMANDING OFFICERS WILL COMMENT ON THE OFFICERS CHOICES AND/OR
DESIRE TO RETAIN THEIR PRIMARY MOS.  IT IS IMPERATIVE THAT THESE
COMMENTS PROVIDE A CONCISE APPRAISAL OF THE OFFICER'S POTENTIAL FOR
SERVICE IN AN UNDER-STRENGTH MOS TO ALLOW THE OFFICER RETENTION
BOARD THE ABILITY TO MAKE THE BEST RECOMMENDATION.
C.  THE OFFICER RETENTION BOARD WILL REVIEW THE MOS SUBMISSIONS IN
CONJUNCTION WITH THE RECORDS OF OFFICERS IN OVER STRENGTH MOS'S. THE
BOARD WILL THEN RECOMMEND LATERAL MOVE INTO A NEW PRIMARY MOS OR
RETENTION OF THE CURRENT MOS BASED UPON THE NEEDS OF THE MARINE
CORPS, THE COMMANDING OFFICER'S ENDORSEMENT, AND THE DESIRES OF THE
INDIVIDUAL.  
D.  OFFICERS IN OVER-STRENGTH MOS'S WHO FAIL TO SUBMIT AN AA FORM
LISTING, IN ORDER OF PREFERENCE, THREE UNDER-STRENGTH MOS'S WILL NOT
BE CONSIDERED FOR AUGMENTATION.    
E.  OFFICERS IN OVER-STRENGTH MOS'S WHO DESIRE TO VOLUNTEER FOR A
LATERAL MOVE INTO AN UNDER-STRENGTH MOS ARE ENCOURAGED TO DO SO VIA
AA FORM, TO HEADQUARTERS MARINE CORPS (MMOA-3) NLT 5 DEC 03, THROUGH

LATERAL MOVE, THE AUGMENTATION BOARD WILL DIRECT LATERAL MOVES TO
MEET THE SHORTFALL.  OFFICERS WHO ARE VOLUNTEERING FOR LATERAL MOVE
ARE NOT EXEMPT FROM THE AUGMENTATION PROCESS.  
7.  APPLICATION PROCESS FOR RETURN TO ACTIVE DUTY.
A.  OFFICERS ON THE RESERVE ACTIVE STATUS LIST APPLYING TO RETURN TO
ACTIVE DUTY WILL SUBMIT THEIR APPLICATIONS THROUGH AN AA FORM (NAVMC
10274) OR NAVAL LETTER, WITH PICTURE TO THE CMC (MMOA-3) VIA THEIR
CHAIN OF COMMAND.  IN ORDER TO EXPEDITE THE APPLICATION PROCESS,
ENDORSEMENTS TO THE APPLICATION ARE ONLY REQUIRED AT THE BATTALION,
SQUADRON, OR EQUIVALENT SIZE UNIT LEVEL.  
B.  ADDITIONALLY, RESERVE OFFICERS (SMCR, IRR) REQUESTING RETURN TO
ACTIVE DUTY ARE ALSO REQUIRED TO BE MEDICALLY QUALIFIED AS
DETERMINED BY THE COMMANDER, NAVAL MEDICAL COMMAND.  OFFICERS MUST
HAVE HAD A CURRENT MILITARY PHYSICAL (WITHIN TWO YEARS OF THE
CONVENING MONTH OF THE BOARD).  APPLICANTS SHOULD ENCLOSE A COPY OF
THEIR DD 2807-1 (REPORT OF MEDICAL HISTORY) AS PART OF THEIR
SUBMISSION PACKAGE.  OFFICERS REQUESTING AUGMENTATION/RETURN TO
ACTIVE DUTY WHO DO NOT HAVE A CURRENT PHYSICAL WILL STILL BE
CONSIDERED FOR AUGMENTATION/RETURN TO ACTIVE DUTY.  HOWEVER, ANY
OFFICER NOT POSSESSING A CURRENT PHYSICAL WHO IS SELECTED FOR RETURN
TO ACTIVE DUTY WILL ONLY BE ORDERED TO ACTIVE DUTY CONTINGENT UPON A
CURRENT QUALIFYING MEDICAL EXAMINATION.  OFFICERS REQUIRING A
PHYSICAL SHOULD CONTACT THEIR CLOSEST USMC RESERVE CENTER FOR
ASSISTANCE IN COORDINATING A PHYSICAL AT THE NEAREST MILITARY
MEDICAL FACILITY.  
C.  OFFICERS RETURNING TO ACTIVE DUTY MUST ALSO BE ELIGIBLE TO
OBTAIN A SECRET SECURITY CLEARANCE.  REF (D) STATES A NATIONAL
AGENCY CHECK WITH LOCAL AGENCY AND CREDIT CHECKS (NACLC) IS REQUIRED
TO SUPPORT SUITABILITY DETERMINATIONS ON MILITARY OFFICERS.
OFFICERS RETURNING TO ACTIVE DUTY MUST HAVE A FAVORABLE NACLC WITHIN
10 YEARS.  IN THOSE CASES WHERE THE NACLC IS OLDER THAN 10 YEARS OR
THE OFFICER HAS HAD A BREAK IN SERVICE OF 24 MONTHS OR MORE, THE
OFFICER MUST SUBMIT A PERSONNEL SECURITY INVESTIGATION FOR THE NACLC
UPON RE-ENTRY TO ACTIVE DUTY VIA THEIR LOCAL COMMAND SECURITY
MANAGER.  OFFICERS IN THE IRR SHOULD CONTACT MR JOHN CLARK, MCRSC,
1-800-255-5082 EXT 3101 REGARDING QUESTIONS, QUESTIONNAIRES (EPSQ),
AND OTHER PAPERWORK.  SMCR OFFICERS SHOULD CONTACT THEIR LOCAL
SECURITY MANAGER FOR ASSISTANCE REGARDING SUBMISSION OF EPSQ AND
OTHER RELEVANT PAPERWORK.  THE FOLLOWING CMC (ASR) WEBSITE PROVIDES

D.  ALL APPLICATIONS MUST ARRIVE AT CMC (MMOA-3) BY 5 DEC 03.
E.  OFFICERS WHO DECIDE TO WITHDRAW THEIR APPLICATIONS MAY DO SO ANY
TIME PRIOR TO THE SELECTION BOARD ADJOURNING.  REQUESTS TO WITHDRAW
APPLICATIONS SHOULD BE SUBMITTED TO CMC (MMOA-3).  
F.  ENDORSEMENTS FOR RESERVE OFFICERS WHO ARE RETURNING TO ACTIVE
DUTY.  THESE APPLICATIONS WILL BE FORWARDED TO CMC (MMOA-3) VIA THE
CHAIN OF COMMAND (BN OR SQDRN LEVEL ONLY).  COMPREHENSIVE
RECOMMENDATIONS AND RANKING OF OFFICERS BASED ON PERSONAL INTERVIEWS
OR SCREENING BOARDS WILL NOT BE SUBMITTED.  FORWARDING ENDORSEMENTS
ONLY NEED TO PROVIDE ONE OF THE FOLLOWING RECOMMENDATIONS:
RECOMMENDED WITH ENTHUSIASM; RECOMMENDED WITH CONFIDENCE;
RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.  ENDORSEMENTS,
OTHER THAN RECOMMENDED WITH ENTHUSIASM, WILL INCLUDE AMPLIFYING
COMMENTS ABOUT THE OFFICER'S QUALIFICATIONS AND THE REASON FOR THE
ENDORSEMENT.
G.  APPLICANTS FROM THE INDIVIDUAL READY RESERVE MUST FORWARD THEIR

8.  APPLICATION PROCESS FOR INTERSERVICE TRANSFERS.  OFFICERS WILL
SUBMIT APPLICATIONS PER ENCLOSURE (2) OF REF (E), BY 5 DEC 03.
9.  ALL OFFICERS ARE STRONGLY ENCOURAGED TO VERIFY THE ACCURACY OF
THEIR OMPF PER REF (F).  TELEPHONIC REQUESTS CANNOT BE ACCEPTED.
CERTIFIED COPIES OF FITNESS REPORTS MISSING FROM THE OMPF AND MBS
WILL BE ACCEPTED BY CMC (MMOA-3), HOWEVER, MISSING REPORTS MUST BE
RECEIVED BY MMSB FOR INCLUSION INTO THE OFFICIAL RECORD PRIOR TO
COMMENCEMENT OF THE ORB.
10.  THE NAMES OF ALL OFFICERS, TO INCLUDE ALTERNATES, RECOMMENDED
FOR RETENTION AND VOLUNTARY OR DIRECTED LATERAL MOVES, WILL BE
RELEASED BY MARADMIN, AS SOON AS POSSIBLE, AFTER CMC APPROVES THE
LIST.  CMC APPROVAL IS NOT ANTICIPATED UNTIL AFTER 15 MAR 04.  ALL
OFFICERS SELECTED BY THE ORB, OR FOR VOLUNTARY AND DIRECTED LATERAL
MOVE, WILL BE REQUIRED TO CONFIRM ACCEPTANCE OR DECLINE AUGMENTATION
THROUGH WRITTEN CORRESPONDENCE (EMAIL, AA FORM, OR NAVAL MSG) WITHIN
60 DAYS AFTER THE RELEASE OF THE ORB SELECTION MARADMIN.  THE ACTUAL
DUE DATE WILL BE PUBLISHED IN A MARADMIN ANNOUNCING THE RESULTS OF
THE ORB.  FAILURE TO RESPOND BY THE DUE DATE WILL BE CONSIDERED A
DECLINATION OF AUGMENTATION.  AS DECLINATIONS ARE IDENTIFIED,
OFFICERS ON THE ALTERNATE LIST WILL BE GIVEN THE OPPORTUNITY TO
ACCEPT AUGMENTATION.  ALL OFFICERS ACCEPTING AUGMENTATION AND THOSE
SELECTED FOR LATERAL MOVE WILL INCUR AN ADDITIONAL TWO-YEAR
OBLIGATION.  OFFICERS IN THE READY RESERVE SELECTED FOR
AUGMENTATION/RAD WILL BE ORDERED TO ACTIVE DUTY AFTER RECEIPT OF
THEIR ACCEPTANCE IN COORDINATION WITH THEIR PMOS MONITOR, NO SOONER
THAN 1 AUG 04.
11.  COMMANDING OFFICERS WILL ENSURE THIS BULLETIN IS BROUGHT TO THE
ATTENTION OF ALL OFFICERS ELIGIBLE FOR CONSIDERATION UNDER ITS
PROVISIONS.  THE COMMANDER, MARINE FORCES RESERVE, AND THE CG MCRSC,
WILL ENSURE ELIGIBLE OFFICERS IN THE READY RESERVE ARE INFORMED OF
THEIR OPPORTUNITY TO APPLY FOR RETURN TO ACTIVE DUTY.  RESERVISTS IN
THE IRR SHOULD SEND AN ADVANCE COPY OF THEIR REQUEST TO CMC
(MMOA-3).
