GENTEXT/REMARKS/1. THE FY04 COMMAND SCREENING BOARDS WILL CONVENE
ON 8 JUL 03 FOR LTCOL AND 15 JUL 03 FOR COL. THESE BOARDS WILL
SELECT OFFICERS FOR DESIGNATED COMMAND BILLETS THAT WILL BE
AVAILABLE DURING THE PERIOD 1 JUN 04 TO 31 MAY 05.
2. PURPOSE. PER REF A, THE PURPOSE OF THE COMMAND SCREENING
PROGRAM IS TO ENSURE THAT OUR MARINES RECEIVE THE BEST POSSIBLE
LEADERSHIP. IN ACCOMPLISHING THIS, IT IS PARAMOUNT THAT EVERY
ELIGIBLE OFFICER RECEIVES FAIR AND EQUITABLE CONSIDERATION FOR THE
OPPORTUNITY TO COMMAND.
3. PROCESS. THE BOARDS WILL SELECT FROM A LIST OF ELIGIBLE COLS
AND LTCOLS THOSE OFFICERS WHO ARE BEST AND MOST FULLY QUALIFIED FOR
COMMAND. THE BOARD WILL SELECT AS PRIMARIES A NUMBER OF OFFICERS
EQUAL TO THE NUMBER OF COMMANDS AVAILABLE. ADDITIONALLY, THE BOARD
WILL SELECT AS ALTERNATES A NUMBER OF OFFICERS THAT WILL EXCEED THE
ACTUAL NUMBER OF COMMAND BILLETS AVAILABLE TO PROVIDE A SUFFICIENT
NUMBER OF OFFICERS TO MEET COMMAND REQUIREMENTS WHEN OFFICERS
DECLINE OR OTHERWISE CANNOT TAKE COMMAND. THE BOARDS WILL DEVELOP
PROPOSED COMMAND SLATES FOR THE PRIMARY SELECTEES AND FORWARD THEM
WITH THE ALTERNATE LIST TO THE CMC FOR APPROVAL. ONCE THE LIST IS
APPROVED THE BOARD RESULTS CONTAINING THE PRIMARY SELECTEES WILL BE
ANNOUNCED VIA MARADMIN MESSAGE.
4. BOARD MAKE-UP. THE COL COMMAND SCREENING BOARD WILL CONSIST OF
9 GENERAL OFFICERS REPRESENTATIVE OF THE GCE, ACE, CSSE, AND
SUPPORTING ESTABLISHMENT TO ENSURE A BROAD PERSPECTIVE AMONG BOARD
MEMBERS. THE LTCOL COMMAND SCREENING BOARD WILL CONSIST OF 3
GENERAL OFFICERS AND 14 COLS. AGAIN, THEY WILL REPRESENT TO THE
BEST EXTENT POSSIBLE ALL ELEMENTS OF THE MAGTF AND THE SUPPORTING
ESTABLISHMENT.
5. ELIGIBILITY.
A. THE COMMAND SCREENING PROGRAM USES COMMON ELIGIBILITY
CRITERIA FOR BOTH SCREENING AND SLATING. IF AN OFFICER SCREENS FOR
COMMAND, THAT OFFICER WILL BE ELIGIBLE FOR SLATING. ELIGIBILITY FOR
COMMAND SCREENING INCLUDES ALL UNRESTRICTED COL/COL SELECTS AND
LTCOL/LTCOL SELECTS. EXCEPT FOR OFFICERS IN UNIQUE CIRCUMSTANCES,
AS OUTLINED IN PARA 5.B.6-8, OFFICERS IN THE FIRST YEAR OF AN
ASSIGNMENT ARE ELIGIBLE FOR SCREENING AND SLATING, INCLUDING THOSE
SERVING OCONUS ON A 36 MONTH ACCOMPANIED TOUR. THEY MAY SLATE TO A
CONUS COMMAND NO DIFFERENTLY THAN OFFICERS SERVING IN CONUS.
B. INELIGIBLE OFFICERS ARE:
(1) OFFICERS WITH A MANDATORY RETIREMENT DATE PRIOR TO
01 JUL 06.
(2) LTCOLS IN OR ABOVE THE PRIMARY ZONE FOR THE FY05 COL
SELECTION BOARD ARE NOT ELIGIBLE FOR LTCOL COMMAND.
(3) OFFICERS WITH ESTABLISHED VOLUNTARY SEPARATION DATES.
(4) OFFICERS WHO HAVE PREVIOUSLY HELD COMMAND IN ONE OF THE
DESIGNATED COL/LTCOL COMMAND SCREENED BILLETS FOR A PERIOD OF NOT
LESS THAN 12 MONTHS, ARE CURRENTLY IN COMMAND, OR ARE SLATED AND
AWAITING COMMAND AS A RESULT OF A PREVIOUS COL/LTCOL COMMAND
SCREENING BOARD.
(5) PRIOR TO THE CONVENING OF THE BOARD, OFFICERS WHO WISH
NOT TO BE SCREENED FOR COMMAND MAY SEND AN E-MAIL TO THEIR
RESPECTIVE MONITOR TO BE REMOVED FROM CONSIDERATION WITHOUT
PREJUDICE. AFTER THE COMMENCEMENT OF THE BOARDS OFFICERS MUST
REQUEST IN WRITING TO THE BOARD PRESIDENT NOT TO BE CONSIDERED FOR
COMMAND. THE OFFICER MUST INDICATE THE REASON FOR REQUESTING TO BE
EXCLUDED. THESE LETTERS WILL NOT BE PLACED IN AN OFFICER'S OFFICIAL
MILITARY PERSONNEL FILE (OMPF).
(6) OFFICERS SERVING IN A JOINT DUTY ASSIGNMENT ARE ELIGIBLE
TO SCREEN AND SLATE IF THEY WILL COMPLETE 24 MONTHS IN THEIR JOINT
DUTY ASSIGNMENT DURING THE SLATING WINDOW, BUT WILL ONLY BE SLATED
TO COMMANDS THAT WILL ALLOW THEM TO COMPLETE 24 MONTHS BEFORE PCSING
TO COMMAND. MMOA WILL PROVIDE THE COMMAND SCREENING BOARDS WITH THE
DATES THAT OFFICERS SERVING IN A JOINT DUTY ASSIGNMENT ARE ELIGIBLE
TO PCS TO COMMAND.
(7) OFFICERS CURRENTLY IN DESIGNATED CRITICAL ACQUISITION
BILLETS WILL BE ELIGIBLE TO SCREEN AND SLATE IF THEY WILL HAVE
COMPLETED 36 MONTHS BEFORE PCSING TO COMMAND. OFFICERS IN PROGRAM
MANAGER BILLETS WILL NORMALLY COMPLETE A MINIMUM OF 48 MONTHS BEFORE
PCSING TO COMMAND. MMOA WILL PROVIDE THE COMMAND SCREENING BOARDS
WITH THE DATES THAT OFFICERS SERVING IN CRITICAL ACQUISITION
ASSIGNMENTS ARE ELIGIBLE TO PCS TO COMMAND.
(8) OFFICERS IN THE SPECIAL EDUCATION PROGRAM (SEP) WILL BE
ELIGIBLE TO SLATE TO COMMANDS AVAILABLE AFTER THEIR GRADUATION FROM
SEP.
6. ALTERNATES. OFFICERS SCREENED BUT NOT SLATED TO A COMMAND WILL
BE PRIORITIZED BY THE BOARD. COMMAND VACANCIES WILL BE FILLED BY
FLEETING-UP OFFICERS FROM THIS PRIORITIZED LIST. THE ALTERNATES
WILL NOT BE DEFERRED BUT WILL BE RECONSIDERED THE FOLLOWING YEAR
DEPENDING ON CONTINUED ELIGIBILITY. THE ALTERNATES LIST WILL BE
POSTED ON THE MMOA WEBSITE BY NAME, LAST FOUR OF SSN, AND MOS.
7. DECLINATIONS.
A. OFFICERS WHO ARE SLATED AND DO NOT DESIRE TO ACCEPT COMMAND
WILL BE REQUIRED TO DECLINE IN WRITING THROUGH THE APPROPRIATE CHAIN
OF COMMAND. LETTERS OF DECLINATION WILL BE PLACED IN THE OFFICERS'
OMPF. OFFICERS WHO DECLINE COMMAND WILL NOT BE CONSIDERED FOR ANY
OTHER COMMANDS DURING THE SLATING YEAR.
B. IF OFFICERS ON THE INITIAL SLATE DECLINE COMMAND, OFFICERS
WILL BE FLEETED UP FROM THE PRIORITIZED ALTERNATE LIST. ALTERNATES
WHO FLEET UP TO VACATED COMMANDS WILL ALSO BE REQUIRED TO FORMALLY
DECLINE IF THEY SO CHOOSE. ANY SUBSEQUENT DECLINATIONS THROUGHOUT
THE SLATING YEAR WILL ALSO BE FILLED THROUGH THE FLEETUP PROCESS.
8. BOARD COMMUNICATION.
A. THE INTENT IS FOR COMMAND SCREENING TO BE A PARTICIPATORY
PROCESS. ALL ELIGIBLE OFFICERS ARE STRONGLY ENCOURAGED TO
COMMUNICATE WITH THE BOARD PRESIDENT. COMMUNICATION WITH THE BOARD
MAY CALL ATTENTION TO ANY MATTER THE OFFICER CONSIDERS IMPORTANT,
INCLUDING PREFERENCES FOR COMMAND AND/OR GEOGRAPHIC LOCATION, AND
FAMILY/PERSONAL SITUATIONS WHICH SHOULD BE CONSIDERED IN MAKING A
RECOMMENDATION FOR ASSIGNMENT TO A COMMAND. THE COMMANDANT'S INTENT
IS FOR THE COMMAND SCREENING BOARD TO BE FULLY AWARE OF ANY
SITUATION IN WHICH THE OFFICER CONSIDERS CRITICAL TO THEIR
AVAILABILITY FOR FUTURE COMMAND ASSIGNMENT.
B. ALL COMMUNICATION WITH THE BOARD MUST ORIGINATE FROM, OR BE
ENDORSED BY, THE ELIGIBLE OFFICER. TRADITIONAL CORRESPONDENCE TO
THE BOARD PRESIDENT SHOULD BE FORWARDED TO:

SCREENING QUESTIONNAIRE WILL BE LOCATED ON MARINE ON LINE (MOL).
ELIGIBLE OFFICERS CAN GO DIRECTLY TO MOL , OR VIA
LINKS FROM MMOA'S HOMEPAGE, WHICH CAN BE REACHED VIA .
OFFICER ELIGIBILITY WILL BE POSTED ON THE CMC (MMOA) HOMEPAGE AND
COMMAND AVAILABILITY WILL BE POSTED WITH THE QUESTIONNAIRE.
D. PHOTOGRAPHS. TO PARALLEL OFFICER PROMOTION BOARD
REQUIREMENTS, AN OFFICIAL PHOTOGRAPH IS REQUIRED TO BE SUBMITTED TO
THE COMMAND SCREENING BOARD. DIGITAL PHOTOGRAPHS ARE PREFERRED AND
ARE TO BE ELECTRONICALLY FILED IN THE OMPF, AS PER REFS B AND C.
OFFICERS WHO SUBMIT DIGITAL PHOTOGRAPHS TO THE OMPF MAY CONFIRM
RECEIPT OF THE DIGITAL PHOTOGRAPH BY CONTACTING THE CMC (MMSB-20) OR
BY CHECKING THE MMSB HOMEPAGE. IF ELECTRONIC TRANSMISSION OF
DIGITAL PHOTOGRAPHS IS NOT POSSIBLE, OFFICERS MUST SUBMIT A
HARD-COPY PHOTOGRAPH TO THE BOARD. OFFICERS HAVE A PERSONAL
RESPONSIBILITY TO ENSURE THEIR PHOTOGRAPH IS SUBMITTED AND RECEIVED
BY THE BOARD.
E. FITNESS REPORTS. COMPLETED FITNESS REPORTS MUST BE
SUBMITTED TO THE CMC (MMSB-32) FOR INCLUSION INTO THE OMPF.
INCOMPLETE FITNESS REPORTS WILL NOT BE ACCEPTED, NOR FORWARDED, TO
THE BOARD. THIS WILL INCLUDE THOSE FITREPS MISSING SIGNATURES OR
REVIEWING OFFICER CERTIFICATION. FITREPS NEED TO BE FORWARDED TO:
