RMKS/1. THE NAACP WILL HOST ITS 94TH ANNUAL CONVENTION
12-17 JULY 2003 AT THE MIAMI BEACH CONVENTION CENTER, MIAMI
BEACH, FL. THIS YEAR'S THEME IS "HAVING OUR SAY".
2. COMMANDING OFFICERS AND SUPERVISORS ARE HIGHLY ENCOURAGED TO
ALLOW PERSONNEL INVOLVED IN POLICIES AND PROGRAMS AFFECTING THE
EMPLOYMENT AND ADVANCEMENT OF MINORITIES AND WOMEN TO TAKE ADVANTAGE
OF THIS CONVENTION. EXAMPLES OF PERSONS IN THESE CATEGORIES INCLUDE
MILITARY AND CIVILIAN EQUAL OPPORTUNITY ADVISORS, DIRECTORS AND
MANAGERS, SPECIAL EMPHASIS PROGRAM MANAGERS, PERSONNEL SPECIALISTS,
AND INDIVIDUALS IN SUPERVISORY AND MANAGERIAL POSITIONS. COMMANDERS
MAY ALSO CONSIDER REQUESTS TO ATTEND FROM MARINES WHO MAY NOT HAVE A
PROGRAMMATIC RESPONSIBILITY BUT WHO MAY BENEFIT FROM ATTENDANCE. THE
SELECTION OF SPECIFIC CONVENTION ATTENDEES IS LEFT TO THE DISCRETION
OF THE COMMAND.
3. PER PARAGRAPH 5B OF REF C AND PARAGRAPH 5A(2) OF REF D, ECHELON 2
COMMANDERS (MARFORPAC AND MARFORLANT) ARE AUTHORIZED TO DELEGATE TO
SUBORDINATE COMMANDERS APPROVAL OF EXPENSES OF TRAVEL BY MILITARY
PERSONNEL. TAD ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE AND
PARTICIPATION IN THE CONFERENCE INCLUDING TRANSPORTATION, PER DIEM,
AND REGISTRATION FEES IAW JFTR AND JTR. IF FUNDS ARE NOT AVAILABLE,
PERMISSIVE TAD ORDERS MAY BE ISSUED. UTILIZATION OF AVAILABLE
GOVERNMENT TRANSPORTATION IS ENCOURAGED TO ENHANCE CONFERENCE
PARTICIPATION AND TO HELP DEFRAY THE COST OF TAD ORDERS.
4. REGISTRATION FEES:

B. ADULT DAILY REGISTRATION--$15
C. ARMED SERVICES AND VETERANS AFFAIRS DINNER--$60
D. FREEDOM FUND/SPINGARN AWARDS DINNER--$75

6. THE UNIFORM OF THE DAY FOR THE CONVENTION WILL BE DRESS BLUE "D"
AND THE UNIFORM FOR THE ARMED FORCES AND VETERANS AFFAIRS BANQUET
WILL BE EVENING DRESS (BLUE-WHITE DRESS "A" FOR CAPT AND BELOW).
