GENTEXT/REMARKS/1. THE CONGRESSIONAL FELLOWSHIP PROGRAM OFFERS
MARINE OFFICERSTHE OPPORTUNITY TO BETTER UNDERSTAND THE OPERATIONS
AND FUNCTIONS OF THE LEGISLATIVE BRANCH OF THE U.S. GOVERNMENT AND
THE LEGISLATIVE PROCESS, WHICH IS VITAL TO THE CORPS. TYPICAL
RESPONSIBILITIES OFFELLOWS INCLUDE: DRAFTING LEGISLATION, PLANNING
CONGRESSIONALCOMMITTEE HEARINGS, SERVING AS LIAISONS TO
CONSTITUENTS, BUSINESSES, TRADE ASSOCIATIONS AND PUBLIC INTEREST
GROUPS, BRIEFING MEMBERS OFCONGRESS FOR FLOOR DEBATES, STRATEGIC
PLANNING AND ANALYSIS OFPUBLIC POLICY ISSUES, AND PLANNING
INTERNATIONAL CONFERENCES ANDDIALOGUES.
2. THIS BULLETIN ANNOUNCES THE 2004 CONGRESSIONAL FELLOWSHIP
PROGRAM. THE PROGRAM RUNS FROM DEC 2003 TO DEC 2004. INTERESTED
OFFICERS MUST SUBMIT THEIR APPLICATION TO MMOA BY 10 JUNE 2003.
3. ELIGIBILITY CRITERIAS:
A. CAPTAIN/MAJOR
B. ANY MOS
C. SUPERIOR PERFORMANCE
D. MEET TIME ON STATION REQUIREMENTS BY DECEMBER 2003
4. OFFICERS MUST AGREE NOT TO TENDER A RESIGNATION OR REQUEST
SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THE
FELLOWSHIPPROGRAM. OFFICERS MUST AGREE TO REMAIN ON ACTIVE DUTY
AFTERCOMPLETION OF THE PROGRAM, OR UPON SEPARATION FROM THE PROGRAM
FOR ANYOTHER REASON FOR A PERIOD OF THREE TIMES THE LENGTH OF THE
PROGRAM.FOR EXAMPLE, A TWELVE-MONTH FELLOWSHIP WILL INCUR A
SERVICEOBLIGATION OF 36 MONTHS. THIS OBLIGATED SERVICE WILL BE
SERVEDCONCURRENTLY WITH ANY PRE-EXISTING SERVICE OBLIGATION. THE
SERVICEOBLIGATION WILL BE STATED ON THE SELECTEES PCS/PCA
ORDERS.ACCEPTANCE OF ORDERS TO PARTICIPATE IN THE FELLOWSHIP
PROGRAMCONSTITUTES AGREEMENT TO REMAIN ON ACTIVE DUTY TO FULFILL
THESERVICE OBLIGATION. A PAYBACK TOUR WILL COMMENCE UPON COMPLETION
OF THE GELLOWSHIP THAT WILL UTILIZE THE EDICATIONAL EXPERIENCE
GAINED FROM THE CONGRESSIONAL FELLOWSHIP. THIS PAYBACK TOUR WILL BE
IDENTIFIED BY MMOA-5 PRIOR TO THE COMMENCEMENT OF THE FELLOWSHIP PER
THE SECDEF'S DIRECTION.
5. APPLICATIONS FOR THIS FELLOWSHIP PROGRAM SHOULD BE SUBMITTED VIA
A/A FORM TO HEADQUARTERS UNITED STATES MARINE CORPS, MANPOWER
ANDRESERVE AFFAIRS (MMOA-5, ATTN: GRADUATE EDUCATION) 3280

6. THE AA FORM WILL INCLUDE, THE FOLLOWING:
A. NAME, SSN, GRADE, CURRENT POSITION TITLE,
ORGANIZATIONADDRESS/TELEPHONE NUMBER AND EMAIL ADDRESS, AND HOME
ADDRESS/TELEPHONE NUMBER.
B. RESUME WITH PERSONAL DATA: SERVICE HISTORY, CIVILIANEDUCATION,
MILITARY EDUCATION AND MILITARY DECORATIONS/UNITAWARDS. AGE, SSN,
SPOUSE INFORMATION I.E. MARRIED TO THE FORMER-------, CHILDREN:
NAME/AGE.
C. STATEMENT BY THE APPLICANT INDICATING THE REASON IN APPLYINGFOR
THE FELLOWSHIP, THE RELEVANCE OF THIS FELLOWSHIP TO CAREERGOALS, AND
HOW THIS FELLOWSHIP WILL BE UTILIZED.
D. APPLICATIONS MUST CONTAIN THE FOLLOWING STATEMENT: "IF SELECTED
I AGREE TO REMAIN ON ACTIVE DUTY A MINIMUM OF THREE YEARSAFTER
COMPLETION OF MY FELLOWSHIP. I AGREE NOT TO TENDER RESIGNATIONOR
REQUEST SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THEPROGRAM."
