RMKS/1. PURPOSE. TO ANNOUNCE PUBLICATION OF MCO 3900.15A, MARINE
CORPS EXPEDITIONARY FORCE DEVELOPMENT SYSTEM (EFDS). ACCESS TO MCO
3900.15A IS AVAILABLE THROUGH THE HQMC PUBLICATIONS WEBSITE. A
FACSIMILE OF THE ORDER IS AVAILABLE AT THE MARINE CORPS COMBAT
DEVELOPMENT COMMAND (MCCDC) WEBSITE, HTTP:WWW.MCCDCMUSMC.MIL
WITHIN THE EFDS (OVERVIEW). THE FACSMILE CONTAINS HYPERLINKS FOR
CONVENIENT ACCESS AND RESEARCH OF SUPPORTING INFORMATION RELATIVE TO
EFDS.
2. BACKGROUND. REF A WAS SUPERSEDED BY MCO 3900.L5A, EFDS ON 26
NOVEMBER 2002 AND FUNDAMENTALLY CHANGED THE METHODOLOGY BY WHICH THE
MARINE WARFIGHTER IS SUPPORTED. EFDS IMPROVES THE PREVIOUS COMBAT
DEVELOPMENT PROCESS WITH EMPHASIS ON INVOLVEMENT BY THE OPERATING
FORCES, ADVOCATES, MARFORS, AND SUPPORTING ESTABLISHMENT. EFDS
ALLOWS PRIORITIZED RESPONSIVENESS IN MEETING THE REALTIME CHALLENGES
OF WARFIGHTING, AND IS CONSISTENT WITH NATIONAL, JOINT AND
INSTITUTIONAL STRATEGY INTO THE 21ST CENTURY. EFDS IS COMPATIBLE
WITH AND SUPPORTS NAVAL AND JOINT TRANSFORMATION EFFORTS. MCO
3900.15A WAS DEVELOPED IN COLLABORATION WITH THE ADVOCATES, MARFORS
AND HQMC AGENCIES. THE MCCDC'S EXPEDITIONARY FORCE DEVELOPMENT
CENTER IS THE RESPONSIBLE AGENCY FOR EFDS ADMINISTRATION AND
MAINTENANCE.
3. MCO 3900.15A DOCUMENTS EFDS'S SYSTEMATIC FOUR PHASED APPROACH
ENCOMPASSING A CRADLE TO GRAVE CONCEPT BEGINNING WITH DEVELOPMENTAL
CONCEPTS OR WARFIGHTING REQUIREMENTS AND ENDING WITH EITHER
NONMATERIEL ENHANCEMENTS TO DOCTRINE/TRAINING OR FIELDED MATERIEL
SOLUTIONS FOR COMBAT REQUIREMENTS. REF B AUTHORIZED IMPLEMENTATION
OF THE UNIVERSAL NEED STATEMENT (UNS) AS THE BASIC TOOL FOR ENTRY
INTO THE EFDS. THE FORM PREVIOUSLY IDENTIFIED AS MCCDC FORM 1001
HAS BEEN REVISED AND DESIGNATED NAVMC 11475 (OCT 02). PRIMARY
