2.  SCOPE.  GUIDANCE CONTAINED HEREIN ADDRESSES "REQUESTS" FOR
DELAY, DEFERMENT AND EXEMPTION (DD&E) MADE BY MEMBERS OF THE
READY RESERVE AND RETIREES WHO HAVE BEEN INVOLUNTARILY ORDERED
TO ACTIVE DUTY.  THIS MARADMIN IS NOT INTENDED TO BE USED AS A
GUIDE IN DETERMINING THE FITNESS OR SUITABILITY OF MEMBERS TO BE
MOBILIZED AND/OR ACTIVATED.  THE READINESS OF A RESERVIST OR
RETIREE TO BE MOBILIZED, ACTIVATED AND DEPLOYED WILL BE
DETERMINED PER THE REFERENCES AND OTHER APPLICABLE DIRECTIVES,
EXCEPT AS SPECIFICALLY NOTED BELOW.  FURTHERMORE, THE DD&E
POLICIES AND PROCESSES OUTLINED IN THIS MARADMIN ARE NOT TO BE
USED TO CIRCUMVENT HUMANITARIAN TRANSFER PROCEDURES AS OUTLINED
IN REF M, OR SEPARATIONS POLICIES AND PROCEDURES AS STIPULATED

3.  DEFINITIONS
A.  NOTIFICATION (N-DAY):
(1) THE DAY/DATE IN WHICH A SELECTED MARINE CORPS RESERVE (SMCR)
UNIT/DETACHMENT IS ORDERED TO ACTIVATE (I.E., THE DAY A UNIT/DET
RECEIVES CMC'S ACTIVATION ORDER), OR;
(2) THE DAY/DATE IN WHICH ORDERS/MAILGRAMS ARE DELIVERED FOR AN
INDIVIDUAL MOBILIZATION AUGMENTEE (IMA), INDIVIDUAL READY
RESERVIST (IRR) OR RETIREE.
B.  DELAY: A SITUATION WHICH REQUIRES MODIFICATION TO A MEMBER'S
INITIAL REPORT DATE/ORDERS, BUT DOES NOT WARRANT OR REQUIRE
CANCELLATION OF THEIR ACTIVATION ORDERS.  DELAYS WILL NORMALLY
BE AUTH UP TO NO MORE THAN 112 DAYS (16 WEEKS) FROM THE MEMBER'S
SCHEDULED REPORT DATE.
C.  DEFERMENT: A SITUATION WHICH REQUIRES CANCELLATION OF A
MEMBER'S INITIAL SET OF ACTIVATION ORDERS.  ANOTHER SET OF
MOBILIZATION ORDERS MAY BE ISSUED AT A LATER DATE.  DEFERMENTS
WILL BE ISSUED TO MEMBERS OF THE IRR AND RETIREES WHO PROVE
UNABLE TO REPORT WITHIN 112 DAYS OF THEIR SCHEDULED REPORT DATE,
SO AS TO FACILITATE THE TIMELY ACTIVATION OF ANOTHER IRR OR
RETIREE.  IMA AND SMCR MEMBERS WILL NOT BE AUTH DEFERMENTS.  
THEY MAY IN SOME CIRCUMSTANCES BE AUTH A DELAY IN EXCESS OF 14
DAYS.
D.  EXEMPTION: A SITUATION WHICH NECESSITATES CANCELLATION OF A
MEMBER'S MOBILIZATION ORDERS AND PRECLUDES RE-ISSUANCE OF
MOBILIZATION ORDERS UNDER CURRENT PARTIAL MOBILIZATION
AUTHORITY, BUT DOES NOT WARRANT THE MEMBER'S SEPARATION.
E.  SEPARATION:  A SITUATION THAT WARRANTS A MEMBER'S
ADMINISTRATIVE DISCHARGE FROM THE MARINE CORPS RESERVE, PER REF
J, OR OTHER APPLICABLE DIRECTIVES.
4.  POLICY
A.  GENERAL
(1) PER REF E, SMCR AND IMA MARINES INVOLUNTARILY ACTIVATED UNDER
REF B WILL BE PERMITTED A MANDATORY MINIMUM DELAY OF THREE FULL
CALENDAR DAYS (72 HOURS) FOLLOWING THE DAY OF NOTIFICATION ("N-
DAY"), PRIOR TO REPORTING FOR DUTY.  IRR MARINES AND RETIREES
WILL BE PERMITTED A MANDATORY MINIMUM OF 14 FULL CALENDAR DAYS
OF DELAY FOLLOWING THE DAY OF NOTIFICATION, PRIOR TO REPORTING
FOR DUTY.  ACCORDINGLY, THE REPORT DATE IDENTIFIED IN ACTIVATION
ORDERS/MAILGRAMS ISSUED TO READY RESERVISTS AND RETIREES WILL
REFLECT THE INCLUSION OF THESE MANDATORY MINIMUM DELAY DAYS AUTH
BY SECDEF.  FOR EXAMPLE, SMCR/IMA MEMBERS OFFICIALLY MOBILIZED
ON N-DAY, WILL NOT BE REQUIRED TO REPORT UNTIL AT LEAST 2359 ON
N+4 (ASSUMING ONLY ONE DAY OF TRAVEL IS AUTH), AND
ORDERS/MAILGRAMS DELIVERED TO IRR MARINES AND RETIREES ON N-DAY
WILL NOT REQUIRE THEM TO REPORT UNTIL AT LEAST 2359 ON N+15
(ASSUMING ONLY ONE DAY TRAVEL IS AUTH).  IF A MEMBER IS AUTH
POV TRAVEL, THEIR REPORT DATE WILL BE MODIFIED TO ACCOMMODATE
TRAVEL TIME REQUIREMENTS IAW THE JFTR (I.E., MAXIMUM MILES PER
DAY), BUT WILL STILL ALLOW THE MEMBER THEIR MANDATORY MINIMUM
DELAY.
(2) REQUESTS FOR DD&E WILL BE PROCESSED PER PAR 5 AND
ADJUDICATED PER THE DD&E AUTHORITIES OUTLINED BELOW.  REQUESTS
FOR SEPARATION AND/OR REQUIRED SEPARATION ACTIONS WILL BE
PROCESSED PER REF J.
(3) RESERVISTS AND RETIREES WILL BE REQUIRED TO EXECUTE THEIR
ORDERS IAW THEIR INITIAL REPORT DATE IF THEY HAVE NOT RECEIVED
FORMAL NOTIFICATION THAT THEY HAVE BEEN APPROVED FOR A DELAY,
DEFERMENT OR EXEMPTION PRIOR TO THEIR REPORT DATE.
(4) RESERVISTS AND RETIREES ORDERED TO ACTIVE DUTY SHALL REPORT
AS ORDERED.  IF PHYSICALLY IMPOSSIBLE TO REPORT, OR THEIR
REQUIREMENT TO REPORT WOULD CLEARLY BE A THREAT TO THE HEALTH,
WELFARE OR SAFETY OF THEMSELVES OR OTHERS, MEMBERS MUST SUBMIT A
REQUEST PER PAR 5 BELOW.
(5) THE AMOUNT OF TIME PROVIDED MEMBERS FROM DATE OF
NOTIFICATION TO THEIR SCHEDULED REPORT DATE WILL BE CONSIDERED
IN ADJUDICATING REQUESTS FOR DELAY, AND ADDITIONAL DELAY WILL
ONLY BE GRANTED IF THE REQUESTING MEMBER CAN DEMONSTRATE THAT:
(A) THE PERIOD BETWEEN NOTIFICATION AND THEIR SCHEDULED REPORT
DATE WAS INSUFFICIENT FOR THEM TO PREPARE FOR THEIR PENDING
ACTIVATION OR;
(B) EXENTUATING CIRCUMSTANCES WHICH WOULD JUSTIFY ADDITIONAL
DELAY DEVELOPED JUST PRIOR TO THEIR REPORT DATE.
B.  DELAY, DEFERMENT AND EXEMPTION AUTHORITIES
(1) DELAY AUTHORITIES
(A) THE SMCR COMMANDER OF THE UNIT FROM WHICH THE MARINE IS
ACTIVATED MAY AUTH DELAY UP TO 14 DAYS (2 WEEKS) FROM THEIR
MEMBERS' REPORT DATE.
(B) CG MCRSC MAY AUTH IMA MARINES DELAY UP TO 14 DAYS (2 WEEKS)
FROM THE SCHEDULED REPORT DATE.  CG, MCRSC MAY AUTH IRR AND
RETIRED MARINES DELAY UP TO 28 DAYS (4 WEEKS) FROM THE
SCHEDULED REPORT DATE.
(C) COMMARFORRES MAY AUTH DELAY FOR RESERVISTS AND RETIREES
NORMALLY FOR UP TO 112 DAYS (16 WEEKS) FROM THE ORIGINALLY
SCHEDULED REPORT DATE.  
(2) DEFERMENT AUTHORITIES
(A) IMA AND SMCR MEMBERS WILL NOT BE AUTH DEFERMENTS (I.E.,
THEIR ORDERS WILL NOT BE CANCELLED; THEY WILL ONLY BE MODIFIED).
(B) COMMARFORRES MAY AUTH (WHEN APPROPRIATELY JUSTIFIED)
DEFERMENTS FOR IRR MARINES AND RETIREES WHO PROVE UNABLE TO
REPORT WITHIN 112 DAYS OF THEIR REPORT DATE.
(3) EXEMPTION AUTHORITIES.  ONLY COMMARFORRES CAN AUTH EXEMPTION
OF RESERVISTS AND RETIREES RECALLED TO ACTIVE DUTY.  
COMMARFORRES MAY ALSO DIRECT ADMINISTRATIVE SEPARATION (WHEN
APPROPRIATE) OF MEMBERS AUTH EXEMPTION.
(4) SEPARATION AUTHORITIES.  SEPARATION ACTIONS WILL BE
ADJUDICATED AND PROCESSED IAW REF J.
C.  REQUESTS FOR DELAYS, DEFERMENTS, EXEMPTIONS AND SEPARATIONS
WILL ONLY BE CONSIDERED FOR THE FOL REASONS:
(1) DELAYS AND DEFERMENTS
(A) TEMPORARY HEALTH DISORDERS IN WHICH THE MEMBER IS
HOSPITALIZED OR CONVALESCING UNDER THE DIRECTION OF A MEDICAL
DOCTOR.  IF THE MEMBER IS AN IRR OR RETIREE AND SHOULD BE ABLE
TO REPORT WITHIN 12 WEEKS OF REPORT DATE, THEY WILL BE AUTH A
DELAY.  IF IT IS APPARENT THE IRR OR RETIREE WILL NOT BE ABLE TO
REPORT WITHIN 12 WEEKS OF REPORT DATE, THEY WILL BE ISSUED A
DEFERMENT.  IMA AND SMCR MEMBERS WILL BE AUTH A DELAY UNTIL
PHYSICALLY QUALIFIED TO ACTIVATE.
(B) TEMPORARY PERSONAL HARDSHIP, OR A HARDSHIP THAT WOULD
CLEARLY BE A THREAT TO THE HEALTH, WELFARE OR SAFETY OF ANOTHER.  
IF THE MEMBER IS AN IRR OR RETIREE AND SHOULD BE ABLE TO REPORT
WITHIN 2 WEEKS OF REPORT DATE, THEY WILL BE AUTH A DELAY.  IF IT
IS APPARENT THE IRR OR RETIREE WILL NOT BE ABLE TO REPORT WITHIN
12 WEEKS OF REPORT DATE, THEY WILL BE ISSUED A DEFERMENT.  IMA
AND SMCR MEMBERS MAY BE AUTH A DELAY UNTIL THE HARDSHIP IS
RESOLVED.
(C) NEW NATURAL OR ADOPTIVE MOTHERS WILL BE AUTH EITHER A DELAY
OR DEFERMENT (AS APPROPRIATE) FOR 16 WEEKS FROM DATE OF BIRTH OR
ADOPTED CHILD IN-HOME PLACEMENT.  PREGNANT MARINES WILL NOT BE
ACTIVATED.
(D) HIGH SCHOOL STUDENTS UNDER 20 YEARS OF AGE WILL BE GRANTED A
DELAY UNTIL AFTER THEIR SCHEDULED HIGH SCHOOL GRADUATION DATE.
(E) INITIAL ACTIVE DUTY FOR TRAINING (IADT) HAS NOT BEEN
COMPLETED.  NON-PRIOR SERVICE (NPS) MARINES SCHEDULED TO
COMPLETE STANDARD IADT (BASIC TRAINING IMMEDIATELY FOLLOWED BY
MCT AND MOS TRAINING) WILL EXECUTE THEIR ASSIGNED TRAINING TRACK
SCHEDULE.  UPON COMPLETION OF IADT, NPS MARINES WILL RETURN TO
THEIR SMCR UNIT, BE JOINED UNDER THE REPORTING UNIT CODE (RUC)
FOR WHICH THEY WERE RECRUITED, AND BE ACTIVATED AS REQUIRED.
(F) INCREMENTAL INITIAL ACTIVE DUTY FOR TRAINING (IIADT).  NPS
MARINES ENLISTED UNDER THE IIADT PROGRAM WILL NOT BE ACTIVATED
UNTIL COMPLETION OF THE BASIC TRAINING PHASE OF IIADT.  UPON
COMPLETION OF THE BASIC TRAINING PHASE, NPS MARINES WILL RETURN
TO THEIR SMCR UNIT, BE JOINED UNDER THE RUC FOR WHICH THEY WERE
RECRUITED, AND MAY BE ACTIVATED AS REQUIRED.  
(G) TEMPORARILY CONFINED AND/OR PENDING MINOR CRIMINAL CHARGES.  
MEMBERS CONFINED OR FACING MINOR CRIMINAL CHARGES WILL BE AUTH A
DELAY OR DEFERMENT (AS APPROPRIATE) UNTIL RESOLUTION OF THEIR
CASE.
(2) EXEMPTIONS    
(A) CONFIRMED HIV POSITIVE PERSONNEL WILL NOT BE ACTIVATED (SEE
REF O).  HIV POSITIVE MEMBERS WHOSE HIV TESTING RESULTS HAVE
BEEN CONFIRMED BY AN AUTH MILITARY TESTING FACILITY WILL BE
DELAYED UNTIL EXEMPTION ACTIONS ARE DIRECTED AND COMPLETED.  
(B) THEOLOGY OR DIVINITY SCHOOL STUDENTS WILL NOT BE ACTIVATED;
THEY WILL BE DELAYED UNTIL EXEMPTION ACTIONS ARE DIRECTED AND
COMPLETED.  MILITARY CHAPLAIN CANDIDATES OR THOSE IN A MILITARY
THEOLOGICAL STUDENT PROGRAM WILL RECEIVE A DEFERMENT UNTIL SUCH
TIME AS THEY COMPLETE THEIR TRAINING. UPON COMPLETION OF
TRAINING, MEMBERS IS THIS CATEGORY MAY THEN APPLY FOR EXEMPTION.
(3) SEPARATION
(A) PERMANENT HEALTH DISORDERS WHICH HAVE BEEN SUBSTANTIATED BY
MILITARY MEDICAL AUTHORITIES.
(B) CONFINED FOR SERIOUS CRIMINAL CHARGES.
(C) HIV POSITIVE MEMBERS WHOSE HIV TESTING RESULTS HAVE BEEN
CONFIRMED BY AN AUTH MILITARY TESTING FACILITY WILL NOT BE
ADMINISTRATIVELY SEPARATED,  UNLESS A REQUEST FOR VOLUNTARY
SEPARATION IS SUBMITTED BY THE MEMBER.
D.  OTHER EXTENUATING CIRCUMSTANCES
(1) CONSCIENTIOUS OBJECTORS.  UNLESS A REQUEST FOR RECOGNITION
AS A CONSCIENTIOUS OBJECTOR IS RECEIVED AND ADJUDICATED PRIOR TO
NOTIFICATION (N-DAY), CONSCIENTIOUS OBJECTORS WILL BE ACTIVATED
AND PROCESSED PER REF I.    MARINES WHO CLAIM CONSCIENTIOUS
OBJECTOR STATUS SUBSEQUENT TO NOTIFICATION (N-DAY) WILL NOT BE
PERMANENTLY ASSIGNED TO THEIR GAINING FORCE COMMAND (GFC) OR
UNIT; THEY WILL BE SENT TAD EXCESS BY THEIR RESPECTIVE IMPC,
MPC, SMCR UNIT, OR AC OPSPONSOR TO HQBN, MARFORRES UNTIL
ADJUDICATION OF THEIR CASE.  
(2) SOLE SURVIVORS.  SOLE SURVIVORS (AN ONLY REMAINING SON OR
DAUGHTER IN A FAMILY WHERE A PARENT OR ONE OR MORE SIBLINGS WAS
KILLED IN THE LINE OF DUTY, LISTED AS MISSING IN ACTION, OR HAS
BEEN DETERMINED BY THE VA OR MILITARY TO BE 100 PERCENT DISABLED
AND IS HOSPITALIZED AND NOT EMPLOYED) WILL BE ACTIVATED AND
PROCESSED PER REF F.  SOLE SURVIVORS WILL NOT BE DEPLOYED UNLESS
THEY WAIVE THEIR STATUS.
(3) SOLE PARENT OR MILITARY SPOUSES WILL BE ACTIVATED, BUT MAY
SEEK SEPARATION FOR EXTREME HARDSHIP.
(4) EXTREME HARDSHIP.  MARINES WHO BELIEVE THEY HAVE A BONA FIDE
CASE OF EXTREME PERSONAL HARDSHIP MAY, AFTER ACTIVATION, SUBMIT
A REQUEST FOR SEPARATION OR OTHER APPROPRIATE RELIEF VIA THEIR
CHAIN OF COMMAND.
5.  PROCEDURES
A.  GENERAL
(1) MEMBERS REPORTING FOR ACTIVATION WITH OBVIOUS PERMANENT
AND/OR DEBILITATING PHYSICAL PROBLEMS (E.G., MISSING OR BROKEN
LIMBS, BLINDED, ETC.), OR THOSE THAT SHOULD NOT BE ACTIVATED PER
PAR 4(C)(2) AND 4(C)(3), WILL NOT BE "INITIALLY JOINED".  THE RTC
(IN THE CASE OF SMCR MARINES), GFC (IN THE CASE OF IMA MARINES),
IMPC OR MPC (IN THE CASE OF IRR MARINES AND RETIREES) WILL
IMMEDIATELY NOTIFY THE MEMBERS' PARENT COMMAND (SMCR UNIT FOR
SMCR MEMBERS, MCRSC FOR IRR/IMA MEMBERS AND RETIREES) OF THEIR
CONDITION, ENDORSE THEIR ORDERS, MAKE APPROPRIATE RETURN TRAVEL
ARRANGEMENTS, AND DIRECT THE MEMBER TO IMMEDIATELY RETURN TO
THEIR PRIMARY RESIDENCE.  THEY WILL ALSO PROVIDE MEMBERS WITH
NECESSARY FORMS TO COMPLETE A TRAVEL CLAIM AND WILL DIRECT THEM
TO SUBMIT THEIR CLAIM TO THEIR PARENT UNIT.  UPON RECEIPT OF THE
COMPLETED TRAVEL CLAIM, THE PARENT UNIT WILL THEN COMPLETE
NECESSARY ACTIONS FOR PAYMENT OF THE MEMBER'S ENTITLEMENTS UNDER
ACTIVATION ORDERS, AND INITIATE APPROPRIATE SEPARATION ACTIONS
(IF REQUIRED).
(2) MEMBERS THAT DO NOT HAVE OBVIOUS PERMANENT OR DEBILITATING
PHYSICAL PROBLEMS, OR ARE NOT SPECIFICALLY PROHIBITED FROM BEING
ACTIVATED PER PAR 4(C)(2) AND 4(C)(3), WILL BE "INITIALLY
JOINED."  IF AFTER BEING JOINED, MEMBERS ARE FOUND TO BE NOT
PHYSICALLY QUALIFIED OR UNSUITABLE TO BE RETAINED ON ACTIVE
DUTY, THEN THEIR GFC WILL INITIATE SEPARATION ACTIONS PER
APPLICABLE DIRECTIVES.
B.  PREPARATION OF REQUESTS
(1) READY RESERVISTS AND RETIREES SEEKING DELAY, DEFERMENT,
EXEMPTION OR SEPARATION WILL BE RESPONSIBLE FOR PREPARING AND
SUBMITTING THEIR OWN REQUESTS, TO INCLUDE OBTAINING AND
PREPARING REQUISITE SUPPORTING DOCUMENTATION AND EVIDENCE.
(2) REQUESTS SHOULD BE SUBMITTED AS SOON AS PRACTICAL AFTER
NOTIFICATION OF MOBILIZATION TO ENSURE ADEQUATE TIME (I.E., A
MINIMUM OF ONE WEEK) FOR PROCESSING AND ADJUDICATION.  
(3) REQUESTS WILL BE SUBMITTED IN LETTER FORMAT AND MUST
CONTAIN (AT A MINIMUM):
(A) DATE OF REQUEST
(B) GRADE, FIRST NAME, MIDDLE INITIAL, LAST NAME
(C) SOCIAL SECURITY NUMBER/PMOS
(D) HOME MAILING ADDRESS
(E) HOME AND WORK PHONE NUMBERS
(F) TRAINING CATEGORY (SMCR, IMA, IRR, RETIREE)
(G) UNIT ADDRESS AND PHONE NUMBER (IF SMCR/IMA)
(H) NATURE OF REQUEST (DELAY W/# OF DAYS REQUESTED,
EXEMPTION OR SEPARATION)
(I) REPORT DATE AND BASIS OF REQUEST (PER PAR 4(C) ABOVE)
(J) DETAILED STATEMENT EXPLAINING BASIS OF THE REQUEST

STATEMENTS), OR ANYTHING ELSE THAT WOULD HELP EXPEDITE
PROCESSING AND ADJUDICATION OF A REQUEST.
C.  SUBMISSION OF REQUEST
(1) SMCR MEMBERS WILL SUBMIT THEIR REQUEST TO THEIR UNIT
COMMANDERS.  IMA, IRR AND RETIRED MEMBERS WILL SUBMIT THEIR
REQUEST TO CG MCRSC.
(2) REQUESTS SHOULD BE SUBMITTED BY THE MOST EXPEDITIOUS MEANS
POSSIBLE (FAX, OVERNIGHT MAIL OR HAND-DELIVERED).  E-MAIL MAY BE
USED ONLY IF SCANNED DOCUMENTS ARE ATTACHED WITH APPROPRIATE
SIGNATURES.  IF REQUESTS ARE FAXED OR E-MAILED, ORIGINAL SIGNED
REQUEST (WITH SIGNED STATEMENTS) MUST BE IMMEDIATELY MAILED TO
THE DELAY AUTHORITY.  MEMBERS ARE ADVISED TO CALL THEIR DELAY
AUTHORITY TO VERIFY RECEIPT OF REQUESTS.
D.  PROCESSING OF REQUESTS
(1) REQUESTS WILL BE EVALUATED AND ADJUDICATED BASED ON
GUIDANCE CONTAINED HEREIN, THE COMPLETENESS AND VALIDITY OF
SUPPORTING DOCUMENTATION, AND ALL APPLICABLE DIRECTIVES.  THOSE
ADJUDICATING REQUESTS MAY REQUIRE/REQUEST ADDITIONAL INFORMATION
FROM MEMBERS, AS NECESSARY, TO MAKE A DECISION.  IF REQUIRED,
COMMANDERS MAY SEEK LEGAL ADVICE FROM THE MARFORRES STAFF JUDGE
ADVOCATE (SJA) OFFICE TO HELP ADJUDICATE REQUESTS.
(2) SMCR UNIT COMMANDERS WILL OVERNIGHT MAIL REQUESTS THAT
EXCEED THEIR AUTHORITY TO COMMARFORRES WITH AN
APPROVAL/DISAPPROVAL RECOMMENDATION.  IRR/IMA MEMBERS AND
RETIREES WILL SUBMIT REQUESTS DIRECTLY TO CG, MCRSC, WHO WILL
OVERNIGHT MAIL REQUESTS THAT EXCEED THEIR AUTHORITY TO
COMMARFORRES WITH AN APPROVAL/DISAPPROVAL RECOMMENDATION.  
EXPEDITING PROCESSING BY FAX OR E-MAIL (WITH ATTACHMENTS) IS
ENCOURAGED.
(3) COMMANDERS WITH DELAY AUTHORITY MAY GRANT ANY NUMBER OF DAYS
OF DELAY UP TO THE LIMIT OF THEIR DELAY AUTHORITY, CONSISTENT
WITH OPERATIONAL REQUIREMENTS. CONVERSELY, COMMANDERS MAY ALSO
DENY ANY REQUESTS MADE WITHIN THEIR AUTHORITY.  REQUESTS THAT
ARE DENIED CANNOT BE APPEALED AND MEMBERS WILL BE REQUIRED TO
REPORT AS INITIALLY ORDERED OR LAST ORDERED (IF A PREVIOUS DELAY
WAS AUTHORIZED).
(4) A REQUEST THAT EXCEEDS A COMMANDER'S AUTHORITY (E.G., A
REQUEST FOR MORE THAN 14 DAYS DELAY, OR A REQUEST FOR DEFERMENT
OR EXEMPTION) WILL BE IMMEDIATELY FORWARDED TO COMMARFORRES.  
UNLESS IT IS OBVIOUS THAT THERE IS NO BASIS FOR THE REQUEST,
COMMANDERS WILL APPROVE AN INTERIM PERIOD OF DELAY UP TO THEIR
AUTHORITY, AS APPROPRIATE, IN ORDER TO ALLOW HIGHER HEADQUARTERS
TIME TO ADJUDICATE THE REQUEST.
D.  ADJUDICATED REQUESTS
(1) MEMBERS SUBMITTING DD&E REQUESTS WILL BE NOTIFIED, IN
WRITING BY THE APPROVING AUTHORITY, OF THE REQUEST'S APPROVAL OR
DISAPPROVAL.  IF A DELAY IS APPROVED, THE WRITTEN NOTIFICATION
WILL SPECIFY THE NUMBER OF DAYS THAT HAVE BEEN APPROVED WITH THE
MEMBER'S NEW REPORT DATE.
(2) FORMAL APPROVAL NOTIFICATIONS FROM APPROVAL AUTHORITIES WILL
BE USED AS THE SOURCE DOCUMENTATION REQUIRED FOR APPROPRIATE
ORDERS MODIFICATIONS OR CANCELLATIONS.  
(3) SEPARATIONS WILL BE PROCESSED PER REF J.
(4) THE APPROVING AUTHORITY WILL NOTIFY HQMC (MPP-60) AND THE
MPC/GFC IN ANY CASE WHERE A DELAY, DEFERMENT, OR EXEMPTION IS
AUTHORIZED.
(5) DD&E REQUESTS WILL BE MAINTAINED ON FILE FOR A PERIOD OF TWO
YEARS BY THE FINAL ADJUDICATING AUTHORITY.
(6) COMMARFORRES WILL PROCESS REQUESTS VIA A DD&E BOARD.  THE
DD&E BOARD WILL BE CONDUCTED PER PROCEDURES OUTLINED IN REF G,
AND SHALL BE UNDERTAKEN IN A MANNER THAT WILL WITHSTAND THE
STRICT SCRUTINY AND REVIEW THAT SUCH PROCEEDINGS MAY BRING.
