FY05 MARINE CORPS SECURITY COOPERATION STRATEGY, REF (A), 
WHICH WAS MANDATED BY REF (B).

THE STRATEGY PROVIDES THE FOLLOWING INFORMATION RELATED TO 
MARINE CORPS SECURITY COOPERATION: 
1.A. THE COMMANDANT OF THE MARINE CORPS' (CMC'S) SC GUIDANCE 
TO ALL MARINE CORPS ORGANIZATIONS AND PERSONNEL.
1.B. THE REQUIREMENT TO ASSESS ALL SC ACTIVITIES.

3.A.(1) CAPITALIZE ON THE UNIQUE, EXPEDITIONARY NATURE OF THE
MARINE CORPS.  BASING, DEPLOYMENTS, AND TEMPORARY DUTY 
ROUTINELY PLACE OUR MARINES IN A POSITION TO COOPERATE WITH 
PARTNER NATION MILITARY FORCES.  MANY OF THESE ACTIVITIES
CAN BE CONDUCTED AT LITTLE OR NO ADDITIONAL COST WITH
POTENTIAL LONG-TERM BENEFITS.  THEREFORE, IT IS IMPORTANT FOR
MARINES TO PLAN FOR "CONCURRENT" ACTIVITIES AND TAKE ADVANTAGE
OF "TARGETS OF OPPORTUNITY" WHENEVER POSSIBLE.
3.A.(2) THE MARFORS WILL BE THE FOCUS OF MARINE CORPS SC. THEY 
ARE THE PRIMARY ARBITERS OF MARINE CORPS SC ACTIVITIES IN 
THEIR AORS, TO INCLUDE THOSE CONDUCTED BY ORGANIZATIONS 
EXTERNAL TO THE MARFOR.  ALL MARINES AND MARINE ORGANIZATIONS 
FROM OUTSIDE THE AOR MUST COORDINATE THEIR SC ACTIVITIES WITH 
THE MARFOR TO ENSURE SYNCHRONIZED AND COORDINATED EFFORTS.
3.A.(3) TO ECONOMIZE ON PERSONNEL AND FUNDING RESOURCES, 
TIGHTLY FOCUSED, SHORT EVENTS ARE IDEAL.  THEY MINIMIZE IMPACT 
ON THE UNIT CONDUCTING THE SC ACTIVITY AND THEY MAXIMIZE VALUE.  
CLOSE COORDINATION WITH THE MARFOR HELPS ACHIEVE THIS FOCUS. 
3.A.(4) WITHIN THE GUIDELINES IN REF (B) AND APPLICABLE 
COMBATANT COMMANDER'S GUIDANCE, ALL MARINE CORPS ORGANIZATIONS 
WILL EMPHASIZE THE FOLLOWING PRIORITIES:

POSITIVE COMMUNICATION WITH THE MARFOR IS REQUIRED PRIOR TO 
CONDUCTING ACTIVITIES WITHIN ITS AREA OF RESPONSIBILITY.
3.B.(4)(E) ASSESSMENT.  REF (B) REQUIRES THAT ALL SC 
ACTIVITIES BE ASSESSED TO DETERMINE THEIR CONTRIBUTION 
TOWARD THE SC PLAN.  ALL MARINE CORPS ORGANIZATIONS

UNIT EXCHANGES, STAFF LIAISON VISITS) WITH FOREIGN 
COUNTERPARTS. COUNTERPART CONFERENCES HOSTED BY FOREIGN 
COUNTERPARTS OCCUR EVERY ONE TO TWO YEARS, AND THEY INCLUDE 
THE EUROPEAN MARINE LEADERS CONFERENCE, THE MARINE LEADERS OF 
THE AMERICAS CONFERENCE, AND THE PACIFIC RIM MARINE LEADERS 
CONFERENCE.  EVERY FOUR YEARS, CMC HOSTS THE WORLDWIDE 
COMMANDANTS CONFERENCE IN THE U.S.; THIS CONFERENCE TAKES THE 
PLACE OF REGIONAL CONFERENCES FOR THE YEAR.  IT PROVIDES AN 
OPPORTUNITY TO SHOWCASE MARINE CORPS CAPABILITIES AND 
CONCEPTS; TO DEMONSTRATE MARINE CORPS LEADERSHIP IN 
EXPEDITIONARY WARFARE; TO ENCOURAGE ALLIED AND PARTNER NATION 
AMPHIBIOUS INTEROPERABILITY; AND TO INFLUENCE THE COUNTERPART 
LEADERS POSITIVELY TOWARD THE U.S.
3.B.(4)(F)[4] HQMC (WITH MARFOR PARTICIPATION) WILL 
PARTICIPATE IN BILATERAL AND TRILATERAL STAFF TALKS WITH 
COUNTERPART SERVICES.  THESE STAFF TALKS ENHANCE EXISTING

STUDENTS AT MARINE CORPS SCHOOLS, CONDUCT MILITARY-TO-MILITARY 
EXCHANGES, AND PROVIDE PERSONNEL FOR OTHER SC ACTIVITIES 
OUTSIDE THE CAPABILITIES OF THE MARFORS (E.G. SPECIALIZED 
MOBILE TRAINING TEAMS, SITE VISITS TO MARINE CORPS FACILITIES 
OUTSIDE THE MARFOR).  THESE EVENTS MAY BE INITIATED IN SUPPORT 
OF THE GUIDANCE IN THIS MARADMIN BY ANY APPROPRIATE MARINE 
CORPS ORGANIZATION, OR REQUESTED BY OUTSIDE ORGANIZATIONS 
(E.G. A REGIONAL COMBATANT COMMANDER, USMILGP, OR OFFICE OF 
DEFENSE COOPERATION).  HOWEVER, ALL SUCH ACTIVITIES WILL BE 
COORDINATED WITH THE RESPECTIVE MARFOR.

4.A. SC PLANS WILL BE SUBMITTED TO CMC (PP&O/PLU) BY 
31 AUGUST.
4.B. SC ASSESSMENT REPORTS WILL BE SUBMITTED TO CMC (PP&O/PLU)

4.B.(1) SC PLAN FORMAT. MARFORS AND OTHER ORGANIZATIONS THAT 
ALREADY PRODUCE SC PLANS WILL CONTINUE TO DO SO IN THE SAME 
FORMAT.  ORGANIZATIONS THAT HAVE NOT PREVIOUSLY PRODUCED SC 
PLANS ARE REQUIRED TO INCLUDE, AT MINIMUM, THE BELOW
