(BSSRB) PROGRAM.//
GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE AMPLIFYING GUIDANCE ON
THE FY07 END STRENGTH INCENTIVE PROGRAM POLICY CONTAINED IN REF A.
2. SPECIFICALLY:
A. ELIGIBILITY REQUIREMENTS. DUE TO THE MID-YEAR IMPLEMENTATION
OF THIS PROGRAM, SEVERAL MARINES WITH LESS THAN 20 YEARS OF SERVICE
HAD REENLISTED FOR 36 MONTHS ALTHOUGH THEY WERE ELIGIBLE PER REF B
FOR 48 MONTHS; LIKEWISE, MARINES WITH GREATER THAN 20 YEARS OF
SERVICE REENLISTED FOR 24 MONTHS ALTHOUGH THEY WERE ELIGIBLE FOR
36 MONTHS PER REF B. MARINES IN THIS SITUATION ARE AUTHORIZED THE
FY07 END STRENGTH INCENTIVE IF IN CONJUNCTION WITH THE AIP AGREEMENT,
THE MARINE ACCEPTS AN ADDITIONAL EXTENSION OF 12 MONTHS TO THEIR
CURRENT REENLISTMENT CONTRACT. THE 12 MONTH EXTENSION MUST BE
APPROVED BY HQMC (MMEA-6) PRIOR TO PAYMENT OF THE AIP. MARINES WHO
DO NOT MEET THE CRITERIA SET FORTH IN REF C WILL NOT BE AUTHORIZED
THE PAYMENT. WAIVERS ARE NOT AUTHORIZED. MARINES WHO ARE ELIGIBLE
FOR REENLISTMENT AFTER 14 FEB 07 MUST REENLIST PER REF A TO RECEIVE
THE FY07 END STRENGTH INCENTIVE. MARINES WHO REENLISTED FOR 24
MONTHS ARE NOT AUTHORIZED A 24 MONTH EXTENSION.
B. PRIOR SERVICE ENLISTMENT PROGRAM (PSEP). IAW REF C,
MARINES WHO RETURN TO THE ACTIVE COMPONENT DURING FY07 WITH 90
DAYS OR LESS BREAK IN SERVICE WITH THE ACTIVE COMPONENT, AND
REENLIST FOR A MINIMUM PERIOD OF 48 MONTHS WILL BE ELIGIBLE FOR THE
FY07 END STRENGTH INCENTIVE. MARINES WITH GREATER THAN 91 DAYS
BREAK IN SERVICE IN THE ACTIVE COMPONENT ARE NOT ELIGIBLE. THE
AGREEMENT CONTAINED IN REF A WILL BE USED AS SUPPORTING
DOCUMENTATION FOR PAYMENT OF THE INCENTIVE. THE STATEMENT OF
UNDERSTANDING FOR ASSIGNMENT INCENTIVE PAY FOR PSEP MARINES
WILL HAVE THE FOLLOWING AMENDMENT: "I (RANK, LAST NAME, FI,
MI, L4-SSN) UNDERSTAND THAT, INCIDENT TO MY FY07 REENLISTMENT,
WILL BE PAID ASSIGNMENT INCENTIVE PAY (AIP) IN THE AMOUNT OF
$10,000 PAYABLE IN A LUMP SUM, LESS TAXES, NO EARLIER THAN
30 DAYS AFTER MY ARRIVAL AT MY FIRST PERMANENT DUTY STATION
FOLLOWING REENLISTMENT."
C. ENLISTED COMMISSIONING PROGRAMS. ACTIVE COMPONENT
MARINES REENLISTING FOR A SPECIAL OFFICER PROGRAM ARE ELIGIBLE
FOR THE FY07 END STRENGTH INCENTIVE PROVIDED THEY MEET THE
GUIDELINES ESTABLISHED IN REF A. MARINES WHO RECEIVE THE
FY07 END STRENGTH INCENTIVE AND ARE EITHER COMMISSIONED OR
APPOINTED AS A WARRANT OFFICER WILL NOT BE REQUIRED TO REPAY
ANY PORTION OF THE FY07 END STRENGTH INCENTIVE.
D. COMBAT ZONE TAX EXCLUSION. CLARIFICATION OF
PARAGRAPH 10 OF REF A. COMBAT ZONE TAX EXCLUSION (CZTE)
APPLIES TO ALL PAY AND ALLOWANCES EARNED DURING THE MONTH OF
TAX EXCLUSION. IN ORDER FOR AIP TO BE TAX EXCLUDED THE AIP
AGREEMENT MUST BE SIGNED WHEN THE MEMBER IS PHYSICALLY LOCATED
IN A COMBAT ZONE TAX EXCLUDED AREA OR DURING THE MONTH IN WHICH
CZTE APPLIES. IF THE MEMBER SIGNED THE AIP AGREEMENT OUTSIDE
THE MONTH FOR WHICH CZTE APPLIES, THE PAYMENT IS NOT TAX EXEMPT.
E. OTHER SERVICE PROGRAMS (E.G. BLUE TO GREEN). MARINES
THAT SEPARATE TO PARTICIPATE IN A PROGRAM OFFERED BY A DIFFERENT
MILITARY SERVICE WILL BE REQUIRED TO REPAY ANY UNEARNED PORTION
OF THE AIP AGREEMENT IAW PARA 5.G. OF REF A.
3. CHANGE ON MAINTAINING SUPPORTING DOCUMENTATION. PARAGRAPH 5E(1)
OF REF A IS CHANGED AS FOLLOWS: THE AIP AGREEMENT WILL BE COMPLETED
SIMILARLY TO A STATEMENT OF UNDERSTANDING PER MCO 7220.24M AND WILL
BE ATTACHED TO THE REENLISTMENT CONTRACT FOR RETENTION IN THE
MARINE'S SERVICE RECORD BOOK. SUBMIT THE ORIGINAL REENLISTMENT
CONTRACT WITH COPY OF THE AIP STATEMENT OF UNDERSTANDING TO
CMC (MMSB-20) PER PARAGRAPH 4003.4 OF THE IRAM.
4. MARINES IN THE GRADE OF E7 WITH MORE THAN 18 BUT LESS THAN 19
YEARS OF SERVICE WHO HAVE NEVER BEEN IN ZONE FOR THE NEXT GRADE
ARE ELIGIBLE FOR THE FY07 END STRENGTH INCENTIVE. MARINES IN THIS
SITUATION MUST REENLIST FOR A MINIMUM OF 36 MONTHS AND ADHERE TO
THE GUIDANCE SET FORTH IN REF B.
5. REENLISTMENT IS REQUIRED TO BE ELIGIBLE FOR THIS INCENTIVE.
6. MARINES ARE ENCOURAGED TO CONTACT THEIR CRS FOR ADDITIONAL
INFORMATION.//
