GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES THE MINIMUM
FY07 SUBSEQUENT TERM ALIGNMENT PLAN (STAP) MISSIONS AND TASKS THE SEVEN
MAJOR SUBORDINATE COMMANDS (MSC) - MARFORCOM, MARFORPAC, MCCDC,
MARFORRES, MCRC, MARSOC, AND LOGCOM - WITH A FAIR SHARE OF THE OVERALL
REENLISTMENT MISSION. THESE MINIMUM MISSIONS ARE BASED UPON EACH
COMMAND'S EAS POPULATION BY MOS, AND ALLOWS COMMANDERS AND CAREER
RETENTION SPECIALISTS (CRS) TO FOCUS THEIR EFFORTS.
NOTWITHSTANDING, TO GUARANTEE THE MARINE CORPS SUCCEEDS IN MEETING THE
REQUIREMENTS FOR THE LONG WAR, COMMANDS MUST CONTINUE TO SEEK OUT
QUALIFIED MARINES FOR REENLISTMENT EVEN IF THESE MINIMUM MISSIONS HAVE
BEEN MET.
2. BACKGROUND
A. DUE TO EXCEPTIONAL COMMANDERS, CRS(S), AND MARINE LEADERSHIP AT
EVERY LEVEL, THE MARINE CORPS CONTINUES TO BE SUCCESSFUL IN MEETING ITS
AGGREGATE CAREER FORCE RETENTION REQUIREMENTS. THE CORPS EXPECTS
CONTINUED STAP SUCCESS AS OUR CAREER MARINES CONTINUE TO SERVE CORPS AND
COUNTRY IN A TIME OF GREAT NEED. OUR PAST SUCCESS IS DUE TO YOUR
OUTSTANDING EFFORTS.
B. IN FY07, THE AGGREGATE STAP MISSION OF 7,800 MARINES REQUIRES
REENLISTMENT OF 40 PERCENT OF THE CAREER MARINES WITH AN EAS FROM
1 OCT 06 TO 30 SEP 08. REGARDLESS, A MINIMUM OF 5,025 OF THE AGGREGATE
STAP MISSION MUST COME FROM CAREER MARINES WITH AN EAS FROM 1 OCT 06 TO
30 SEP 07. THIS GREATLY EXCEEDS PAST STAP MISSIONS, AND WILL REQUIRE A
MAXIMUM EFFORT BY ALL COMMANDS.
C. LEADERS AT EVERY LEVEL MUST CONTINUE TO SHARE RESPONSIBILITY FOR
MARINE CORPS RETENTION EFFORTS IN ORDER TO ENSURE WE SUSTAIN THE QUALITY
ENLISTED CAREER FORCE THAT WE ENJOY TODAY. MAINTAINING A PERSONAL
LEADERSHIP TOUCH WITH OUR CAREER MARINES AND ENCOURAGING THEIR RETENTION
IS THE KEY WAY TO ACHIEVE RETENTION SUCCESS.
3. ACTION. THE SEVEN MAJOR COMMANDS ARE ASSIGNED FY07 STAP MINIMUM
MISSIONS TO REENLIST CAREER MARINES, IN THE GRADES OF MASTER SERGEANT
AND BELOW WITH LESS THAN 18 YEARS OF SERVICE, AS OUTLINED

COMMAND ENCOURAGE OUR BEST AND BRIGHTEST CAREER MARINES TO STAY MARINE.
MANY FACTORS CONTRIBUTE TO A MARINE'S DECISION TO REENLIST.
FACTORS INCLUDE LEADERSHIP, PATRIOTISM, DUTY STATION PREFERENCE,
SELECTIVE REENLISTMENT BONUSES, PAY, JOB SATISFACTION, AND JOB SECURITY.
B. THE ALLOCATIONS LISTED ABOVE ARE CONSIDERED MINIMUM REQUIREMENTS
ONLY. THERE IS NO CAP ON THE MAXIMUM NUMBER OF CAREER FORCE
REENLISTMENTS AUTHORIZED IN ANY MOS. EXCEEDING THE STAP MISSION, AND
ENCOURAGING MAXIMUM REENLISTMENT OF MARINES WITH AN EAS FROM
1 OCT 06 TO 30 SEP 07, WILL ENSURE CURRENT MISSION AND LONG TERM
SUCCESS.
C. CAREER MARINES BECOME REENLISTMENT ELIGIBLE 365 DAYS PRIOR TO THEIR
EAS. THEREFORE, CAREER MARINES ELIGIBLE TO REENLIST WILL REACH THEIR
EAS DURING BOTH FY07 AND FY08.
