GENTEXT/REMARKS/1. WHEN A MEMBER RECEIVES A CONUS PCS ASSIGNMENT OF
12-MONTHS DURATION OR LESS FOR PURPOSES OF PARTICIPATING IN PME OR
TRAINING CLASSES, THE MEMBER MAY ELECT TO LEAVE DEPENDENTS IN PLACE
RATHER THAN RELOCATE THEM FOR THE SHORT DURATION OF THE ASSIGNMENT.
A MEMBER'S ELECTION TO LEAVE DEPENDENTS IN PLACE COULD BE BASED UPON
VARIOUS UNUSUAL CIRCUMSTANCES OF THE ASSIGNMENT, INCLUDING, BUT NOT
LIMITED TO: (1) KNOWN IN ADVANCE THAT THE DURATION OF THIS
ASSIGNMENT, WITHIN CONUS, WILL BE FOR A SHORT TERM OF LESS THAN 12
MONTHS, (2) MEMBER WILL RETURN TO PREVIOUS DUTY LOCATION UPON
COMPLETION OF EDUCATION OR TRAINING; OR (3) ASSIGNMENT CREATES A
PARTICULAR HARDSHIP FOR THE MEMBER AND FAMILY (E.G., SCHOOL-AGED
CHILDREN WOULD BE REQUIRED TO MOVE DURING A SCHOOL YEAR).
A. EFFECTIVE 01 JUN 2004, THE MARINE CORPS WILL IMPLEMENT A PME
AND TRAINING BAH WAIVER PROGRAM. THIS PROGRAM IS APPLICABLE TO
MEMBERS ASSIGNED PERMANENT CHANGE OF STATION (PCS) ORDERS TO
SCHOOLS OR TRAINING BEGINNING ON OR AFTER 01 JUN 2004 AND IS NOT
RETROACTIVE. THE WAIVER ALLOWS MEMBERS TO RETAIN THEIR PREVIOUS
PERMANENT DUTY STATION BAH RATE (OR PREVIOUSLY APPROVED DEPENDENT
LOCATION BAH RATE) IN LIEU OF THE BAH RATE FOR THEIR NEW PERMANENT
DUTY STATION (PDS), I.E., SCHOOL LOCATION. ALTERNATIVELY, MEMBERS
MAY RECEIVE A BAH RATE BASED ON DEPENDENT LOCATION. IN ORDER TO
QUALIFY FOR A DEPENDENT'S LOCATION BAH WAIVER, MEMBERS MUST HAVE
BEEN RECEIVING A RATE OF BAH BASED ON THEIR DEPENDENT'S LOCATION
WHILE ASSIGNED TO THEIR PREVIOUS DUTY STATION ASSIGNMENT.
2. ELIGIBILITY/APPLICATION. MEMBERS MUST BE ISSUED PCS ORDERS FOR
12 MONTHS OR LESS TO PME OR TRAINING CLASSES. THE PROGRAM IS ONLY
APPLICABLE TO MEMBERS WITH DEPENDENTS AND TO MEMBERS MARRIED TO
ANOTHER MILITARY MEMBER. THOSE WITHOUT DEPENDENTS CANNOT RECEIVE
THE WAIVER. THIS WAIVER PROGRAM IS LIMITED TO PME/TRAINING CLASSES
WITHIN CONUS. BAH WAIVERS ARE NOT APPLICABLE TO MEMBERS ISSUED
ORDERS FOR FOLLOW-ON PME OR TRAINING IF, WHEN COMBINED, THE
DURATION EXCEEDS 12 MONTHS. TO QUALIFY FOR A PME BAH WAIVER,
MEMBERS MUST AGREE TO LIMITED PCS ENTITLEMENTS. PCS ENTITLEMENTS
UNDER THESE CIRCUMSTANCES ARE LIMITED TO SHIPMENT OF AUTHORIZED
UNACCOMPANIED BAGGAGE WEIGHT ALLOWANCE (ENLISTED = 500 LBS.,
WARRANT OFFICERS = 600 LBS., OFFICERS O1-O5 = 600 LBS., O6-O7 = 800
LBS., O8-O10= 1,000 LBS). THIS WEIGHT ALLOWANCE INCLUDES
PROFESSIONAL BOOKS, PAPERS, AND EQUIPMENT. IF APPLICABLE, MEMBERS
WILL ONLY BE ENTITLED TO DISLOCATION ALLOWANCE (DLA) AND TEMPORARY
LODGING EXPENSE (TLE) AT THE WITHOUT DEPENDENT RATES. MEMBERS
CANNOT QUALIFY FOR A SECRETARIAL WAIVER IF THEY EXCEED THEIR
RESPECTIVE UNACCOMPANIED WEIGHT ALLOWANCE.
A. RESTRICTIONS. MEMBERS ARE NOT ELIGIBLE FOR A WAIVER IF THEIR
FAMILIES RESIDE IN GOVERNMENT QUARTERS AT EITHER THE SCHOOL OR
THEIR PREVIOUS DUTY LOCATION. FOR BAH PURPOSES, PUBLIC PRIVATE
VENTURE QUARTERS ARE NOT CONSIDERED GOVERNMENT QUARTERS.
B. RESERVE COMPONENT. THOSE SERVING ON ACDU FOR TRAINING ORDERS
QUALIFY FOR AND MAY REQUEST TO RECEIVE THE BAH RATE APPLICABLE TO
THEIR DEPENDENT'S LOCATION IF THEY MEET ALL THE PME AND TRAINING
BAH WAIVER REQUIREMENTS.
3. ACTION. UPON REPORTING TO THE SCHOOL OR TRAINING COMMAND,
MEMBER MUST SUBMIT THE PME AND TRAINING BAH WAIVER REQUEST TO CMC
(MMIA) VIA THE CHAIN OF COMMAND. INCLUDE:
A. PCS ORDERS FROM THE PREVIOUS DUTY STATION (PCS ASSIGNMENT PRIOR
TO THOSE SENDING THE MARINE TO SCHOOL). THIS IS NOT REQUIRED FOR
RESERVE COMPONENT MARINES ON ADT ORDERS.
B. PCS ORDERS TO THE SCHOOL PDS LOCATION.
C. A MEMO SIGNED BY THE MEMBER REQUESTING THE BAH WAIVER. INCLUDE
THE FOLLOWING STATEMENT: "I, (RANK, FIRST AND LAST NAME, SSN),
REQUEST A PME AND TRAINING BAH WAIVER TO RECEIVE BAH AT THE WITH-
DEPENDENT RATE BASED ON MY PREVIOUS DUTY STATION OR PREVIOUSLY
APPROVED DEPENDENT'S LOCATION (NOTE: ONE IS NOT AUTHORIZED TO
RECEIVE THIS WAIVER IF, IN FACT, BAH IS NOT CURRENTLY RECEIVED). I
AGREE TO LIMITED PCS ENTITLEMENTS (AS APPLICABLE) TO INCLUDE THE
WITHOUT-DEPENDENT RATES OF DISLOCATION ALLOWANCE (DLA) AND
TEMPORARY LODGING EXPENSE (TLE). I FURTHER AGREE THAT MY SHIPPING
ENTITLEMENT IS LIMITED TO THE UNACCOMPANIED BAGGAGE WEIGHT
ALLOWANCE AND THAT I HAVE NOT EXCEEDED NOR WILL I EXCEED MY
UNACCOMPANIED WEIGHT ALLOWANCE LIMITATION. I UNDERSTAND THAT I AM
NOT ENTITLED TO FAMILY SEPARATION ALLOWANCE (FSA) OR FAMILY
SEPARATION HOUSING (FSH). I ALSO UNDERSTAND THAT SHOULD I MOVE MY
FAMILY, THE BAH RATE MUST BE ADJUSTED TO REFLECT THAT OF MY SCHOOL
PDS."
4. COMMANDS MAY MAIL THE BAH WAIVER REQUEST TO CMC (MMIA), 3280
RUSSELL ROAD, QUANTICO, VA 22134. ALTERNATE MEANS OF TRANSMITTAL
TO CMC (MMIA) ARE: NAVAL MESSAGE, FAX (703) 784-9838 OR
ELECTRONICALLY (SCAN SIGNED AND DATED CORRESPONDENCE). UPON
APPROVAL/DISAPPROVAL, CMC (MMIA) WILL EITHER RESPOND VIA NAVAL
MESSAGE, FAX, OR SEND A SIGNED COPY ELECTRONICALLY TO THE POC
LISTED ON THE COMMAND'S REQUEST. MEMBERS MAY THEN SUBMIT THEIR PME
AND TRAINING BAH APPROVAL MEMORANDUM TO THEIR SERVICING
ADMINISTRATIVE UNIT AT THEIR SCHOOL OR TRAINING LOCATION FOR
PROCESSING.//
