2. CONTINUATION SELECTION BOARDS. THE CONVENING OF CONTINUATION
SELECTION BOARDS WILL BE ANNOUNCED IN THE MARADMIN MESSAGE
ANNOUNCING THE PROMOTION ZONES, AS REQUIRED, BASED ON
SECNAV-APPROVED
CONTINUATION PLANS FOR THE FISCAL YEAR. OFFICERS ARE ADVISED THAT
CONTINUATION BOARDS ARE CONVENED BASED ON NEEDS OF THE MARINE
CORPS AND SELECTION CRITERIA MAY VARY FROM YEAR TO YEAR.
3. REF B PROVIDES A LINEAL LIST OF ALL OFFICERS IN THE MARINE
CORPS. UPON ANNOUNCEMENT OF THE PROMOTION ZONES, OFFICERS MAY
DETERMINE THEIR ELIGIBILITY STATUS BY REVIEWING REF B AT THE
OFFICER PROMOTION HOMEPAGE. QUESTIONS REGARDING AN OFFICER'S
STATUS IN REF B SHOULD BE DIRECTED TO THE LINEAL SECTION, THE CMC
(MMPR-1).
4. ELIGIBILITY FOR CONSIDERATION FOR PROMOTION: TIME-IN-GRADE
(TIG) AND OTHER REQUIREMENTS.
A. OFFICERS MAY NOT BE CONSIDERED FOR PROMOTION TO THE NEXT
HIGHER GRADE IN ANY ZONE UNTIL THE OFFICERS COMPLETE THE PERIOD OF
SERVICE IN GRADE AS SPECIFIED BELOW. THE MINIMUM PERIOD OF SERVICE
IN GRADE MAY BE WAIVED BASED ON THE NEEDS OF THE MARINE CORPS TO A
LESSER TIG TO ALLOW OFFICERS ONE OR TWO OPPORTUNITIES FOR
CONSIDERATION IN THE BELOW-ZONE. THIS WAIVER AUTHORITY IS NOT
APPLICABLE TO CWO PROMOTION BOARDS. THIS INFORMATION IS PROVIDED IN
AN EFFORT TO PROVIDE OFFICERS AN APPROXIMATE INDICATION OF WHEN THEY
MAY EXPECT TO BE CONSIDERED FOR PROMOTION. AN OFFICER'S ELIGIBILITY
FOR CONSIDERATION FOR PROMOTION IS DETERMINED AS OF THE DATE THE

C. ONE-YEAR RULE FOR RESERVE OFFICERS: RESERVE OFFICERS ARE
ELIGIBLE FOR CONSIDERATION FOR PROMOTION IF, ON THE CONVENING DATE
OF THE BOARD, THE OFFICERS HAVE CONTINUOUSLY PERFORMED SERVICE ON
EITHER THE RESERVE ACTIVE-STATUS LIST (RASL) OR THE ACTIVE-DUTY
LIST (ADL) (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE
YEAR. SERVICE ON THE RASL INCLUDES SERVICE IN THE READY RESERVE
(AR, SMCR, IMA, AND IRR) AND IN AN ACTIVE STATUS OF THE STANDBY
RESERVE.
5. REQUEST FOR DEFERMENT OF ELIGIBILITY. DEFERMENT OF
ELIGIBILITY IS INTENDED TO PROVIDE OFFICERS WHO ENTERED ACTIVE
DUTY, AND HAVE BEEN PLACED ON THE ADL, AN OPPORTUNITY TO OBTAIN
ACTIVE-DUTY EXPERIENCE, QUALIFICATIONS, AND SIGNIFICANT EVALUATION

REQUEST DEFERMENT IN WRITING. THE REQUEST MUST BE RECEIVED PRIOR

(MBS) WITHIN 12 MONTHS OF THE CONVENING DATE OF THE BOARD. THE
OMPF AND MBS CAN BE OBTAINED BY FAX, E-MAIL, OR WRITTEN REQUEST TO
THE CMC (MMSB-10). TO DETERMINE WHAT IS AN APPROPRIATE DOCUMENT FOR
INCLUSION IN THE OMPF SEE REF D. IF DEFICIENCIES, MISSING
INFORMATION, OR UNREADABLE DOCUMENTS ARE PRESENT IN THEIR OMPF OR
MBS, OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING THE
PROBLEM OFFICIALLY WITH THE CMC (MMSB-20). OFFICERS ARE REMINDED
THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-

(MMSB-30). NOTE ON THE ENVELOPE "CONTAINS FITREP FOR FY06
(APPROPRIATE BOARD)
SELECTION BOARD." THE CMC (MMSB-30) WILL DELIVER A COPY OF TIME-
SENSITIVE REPORTS TO THE BOARD AND POST THE ORIGINAL REPORT TO THE
OMPF. DUE TO THE LARGE VOLUME OF INCOMING FITNESS REPORTS, IT IS
IMPERATIVE THAT THE FORWARDING ENVELOPE IS CONSPICUOUSLY MARKED
"CONTAINS FITREPS FOR FY06 (APPROPRIATE BOARD) SELECTION BOARD."
FAILURE TO SUBMIT FITNESS REPORTS IN ACCORDANCE WITH FITNESS
REPORTING TIME-LINES CAUSES THE CMC (MMSB-30) TO BE INUNDATED WITH
LATE FITNESS REPORTS. IT IS IMPERATIVE THAT THE CMC (MMSB-30) HAVE
AMPLE TIME TO REVIEW ALL FITNESS REPORTS, THEREFORE, COMMANDING
OFFICERS MUST ENSURE THAT ALL FITNESS REPORT TIME-LINES NOTED IN REF
A ARE MET. ELIGIBLE OFFICERS SHOULD CONTACT THE CMC (MMSB-30) BEFORE
SUBMITTING A FITNESS REPORT AS UPDATE MATERIAL.
(1) DATE GAPS MUST BE CORRECTED IAW CHAPTER 8 AND APPENDIX
I OF REF E OR CHAPTER 8 AND APPENDIX H AND I OF REF F, AS
APPLICABLE. IF MISSING REPORTS ARE LESS THAN 1 YEAR OLD, A
RECONSTRUCTED ORIGINAL IS REQUIRED. COPIES OF THE COMPLETED
FITNESS REPORTS OVER 1 YEAR OLD MUST HAVE ALL PAGES CERTIFIED AS
TRUE BY ONE OF THE REPORTING OFFICIALS SHOWN IN BLOCK 11 OR 25 OF
THE REPORT. REVIEWING OFFICER ACTION MAY BE ACCOMPLISHED AT THE CMC
(MMSB-30) FOR REPORTS MORE THAN 1 YEAR OLD AND NOT ADVERSE.
(2) ADVERSE REPORTS MUST BE REVIEWED PER THE PROVISION OF
CHAPTER 5 OF REFERENCES E OR F, AS APPLICABLE.

TO THE PRESIDENT OF THE BOARD.
B. PHOTOGRAPHS. AN OFFICIAL PHOTOGRAPH, TAKEN WITHIN 12
MONTHS OF THE CONVENING DATE OF THE BOARD IS REQUIRED TO BE

PROGRESS IN COMPLETING THE PME AND INCLUDING DOCUMENTED EVIDENCE

OFFICER SUBMITS MATERIAL, I.E., MAIL, FAX, E-MAIL, ETC.:
(1) UPDATE MATERIAL MUST BE SUBMITTED UNDER COVER LETTER
WITH THE UPDATE MATERIAL AS ENCLOSURES;
(2) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY06
(APPROPRIATE BOARD) SELECTION BOARD;
(3) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE OFFICER; AND
(4) THE COVER LETTER MUST BE SIGNED BY THE OFFICER.
MATERIAL SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER
MIDNIGHT ON THE CONVENING DATE OF THE BOARD WILL NOT BE SUBMITTED
TO THE BOARD. A SAMPLE COVER LETTER IS AVAILABLE AT THE OFFICER
PROMOTION HOMEPAGE.
B. REQUEST FOR NONSELECTION. SOME OFFICERS ELIGIBLE FOR
PROMOTION MAY PLAN TO LEAVE ACTIVE DUTY AND DESIRE TO WRITE TO THE
PRESIDENT OF THE BOARD REQUESTING THEY NOT BE SELECTED FOR
PROMOTION. ANY OFFICER WHO WRITES SUCH A LETTER TO THE BOARD WILL
STILL BE CONSIDERED FOR PROMOTION AND WILL INCUR A FAILURE OF
SELECTION IF NOT RECOMMENDED FOR PROMOTION BY THE BOARD. UNDER
CURRENT LAW, AN OFFICER WHO SUBMITS A REQUEST NOT TO BE SELECTED
FOR PROMOTION, OR WHO OTHERWISE DIRECTLY CAUSED HIS OR HER
NONSELECTION THROUGH WRITTEN COMMUNICATION TO THE BOARD, IS NOT
ENTITLED TO SEPARATION PAY IF INVOLUNTARILY DISCHARGED FROM ACTIVE
DUTY. THIS PERTAINS TO ALL ACTIVE DUTY BOARDS, WITH THE EXCEPTION
OF THE CWO BOARD.
8. IN ADDITION TO INFORMATION IN PARAGRAPH 7 ABOVE, RESERVE
OFFICERS MUST ACCOMPLISH THE FOLLOWING:
A. THE CAREER RETIREMENT CREDIT REPORT (CRCR) IS PROVIDED TO
RESERVE BOARDS AS A QUANTITATIVE MEASURE OF ACTIVE PARTICIPATION.
THE CRCR SUMMARIZES RETIREMENT QUALIFICATION AND IS USED AS A
CONTINUATION ELIGIBILITY DETERMINANT. THEREFORE, IT IS IMPERATIVE
THAT EACH OFFICER REVIEWS HIS OR HER CRCR. IT IS THE
RESPONSIBILITY OF EACH OFFICER TO ENSURE THE CRCR IS ACCURATE
PRIOR TO THE CONVENING DATE OF THE BOARD. PER REF M, SCREENING
WILL BE CONDUCTED ANNUALLY. OFFICERS SHOULD IDENTIFY
DISCREPANCIES AND PROVIDE UPDATING OR MODIFYING CRCR INFORMATION
TO THEIR INSPECTOR-INSTRUCTOR OR COMMANDING OFFICER DURING THESE
AUDITS. RESERVE UNIT COMMANDERS WILL CORRECT DISCREPANCIES VIA
THE UNIT DIARY. INDIVIDUAL READY RESERVE AND INDIVIDUAL
MOBILIZATION AUGMENTEE OFFICERS WILL RECEIVE AN UPDATED CRCR FROM
THE MARINE CORPS RESERVE SUPPORT COMMAND (MCRSC) WITHIN 45 DAYS OF
THEIR ANNIVERSARY DATE. PER REF M, CORRECTIONS MUST BE ANNOTATED
AND RETURNED WITH SUPPORTING DOCUMENTATION (MUSTER SHEETS, ORDERS,
HISTORICAL NAVMC 798S, ETC.) TO MCRSC.
B. RESERVE QUALIFICATION SUMMARY (RQS). PER REF M, RESERVE
OFFICERS ELIGIBLE FOR CONSIDERATION FOR PROMOTION ARE REQUIRED TO
SUBMIT A COMPLETE RQS (HQMC VERSION 1-02) AS UPDATE MATERIAL TO
THE BOARD PRIOR TO THE CONVENING DATE OF THE BOARD. ACTIVE
RESERVE OFFICERS ARE NOT REQUIRED TO SUBMIT AN RQS TO THE BOARD.
THE PURPOSE OF THE RQS IS TO PROVIDE THE BOARD INFORMATION NOT
INCLUDED IN OTHER OFFICIAL RECORDS OR FITNESS REPORTS. BLANK RQS
FORMS ARE AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE.
9. POST-BOARD INFORMATION AND GUIDANCE. OFFICERS MAY VIEW THE
APPROVAL PROGRESS OF THEIR BOARD AT THE OFFICER PROMOTION
HOMEPAGE. UPON APPROVAL OF THE BOARD BY THE DESIGNATED APPROVAL
AUTHORITY OR TRANSMITTAL TO THE PRESIDENT, AS APPLICABLE, A
"PERSONAL FOR" (P-4) E-MAIL WILL BE FORWARDED TO ALL GENERAL
OFFICERS AND CERTAIN MARINE CORPS COLONELS FOR ALL FIELD GRADE
BOARDS. THE P-4 AFFORDS THE P-4 RECIPIENTS AN OPPORTUNITY TO ENSURE
EACH SELECT AND IN-ZONE NONSELECT OFFICER IS ADVISED OF THEIR
PROMOTION STATUS. THE P-4 INCLUDES WORK PHONE NUMBERS THAT ARE
TAKEN DIRECTLY OUT OF MCTFS. THESE WORK PHONE NUMBERS ARE OFTEN
INCORRECT, THEREFORE IT IS IMPERATIVE THAT ELIGIBLE OFFICERS ENSURE
THEIR WORK NUMBER IS UPDATED IN MARINE CORPS TOTAL FORCE SYSTEM

FROCKING WILL BE CONDUCTED IN ACCORDANCE WITH PARAGRAPH 6007 OF
REF C AND PER THE ADMINISTRATIVE GUIDANCE IN REF N. FOR ADDITIONAL
