GENTEXT/REMARKS/1. SITUATION. THE ANNUAL ENLISTED ASSIGNMENTS
VISIT TO THE MARINE CORPS MAJOR SUBORDINATE COMMANDS (MSC) WILL BE
CONDUCTED FROM SEP 05 THROUGH JAN 06.
2. MISSION. CMC (MMEA) WILL VISIT EACH MSC AS SCHEDULED BELOW,
TO DISCUSS ASSIGNMENT ISSUES WITH THE SENIOR OFFICER, ENLISTED
LEADERSHIP, AND G-1'S OF EACH COMMAND. PROFESSIONAL MILITARY
EDUCATION WILL BE CONDUCTED AND THE ENLISTED MONITORS WILL PROVIDE
ONE-ON-ONE DISCUSSION WITH ENLISTED MARINES. THESE VISITS HAVE A
POSITIVE IMPACT ON THE ENLISTED ASSIGNMENT AND RETENTION INTERESTS
OF OUR CORPS AND OUR MARINES.

B. COORDINATING INSTRUCTIONS.
(1) ENLISTED MONITOR INTERVIEWS. ENLISTED MOS MONITORS WILL
BE AVAILABLE FOR INTERVIEWS FOLLOWING CAREER BRIEFS. ONE-ON-ONE
DISCUSSION WITH THE MONITORS ENSURES CLEAR COMMUNICATION WITH REGARD
TO THE ASSIGNMENT NEEDS OF THE MARINE CORPS AND THE DESIRES OF THE
INDIVIDUAL MARINE. DUE TO FISCAL CONSTRAINTS, ONLY A LIMITED NUMBER
OF MOS MONITORS WILL BE ABLE TO VISIT EACH COMMAND. IF SPECIFIC MOS
MONITORS ARE REQUIRED AT A GIVEN COMMAND, REQUEST THAT MSC CAREER
RETENTION SPECIALIST CONTACT CMC (MMEA) WITH SPECIFIC REQUIREMENTS
PRIOR TO 15 SEP 05.
(2) ENLISTED SPECIAL DUTY ASSIGNMENT (SDA) MONITOR
REPRESENTATIVES. SDA REPRESENTATIVES WILL BE AVAILABLE TO DISCUSS
SPECIAL DUTY ASSIGNMENTS TO INCLUDE: DRILL INSTRUCTOR DUTY,
RECRUITING, MARINE SECURITY GUARD, MARINE COMBAT INSTRUCTOR.
(3) CAREER COUNSELORS INTERVIEWS. REPRESENTATIVES FROM THE
ENLISTED COUNSELING SECTION WILL BE AVAILABLE TO INTERVIEW ALL
INTERESTED CAREER ENLISTED MARINES. COMMANDERS AND SERGEANTS MAJOR
SHOULD ENCOURAGE THEIR CAREER MARINES TO TAKE ADVANTAGE OF MEETING
THE ENLISTED CAREER COUNSELORS BEFORE SPEAKING TO THEIR MOS MONITOR
AND DISCUSSING CAREER MOVES. CAREER COUNSELORS DO NOT HAVE ACCESS
TO INDIVIDUAL RECORDS WHILE TRAVELING. MARINES DESIRING CAREER
COUNSELING MUST PRE-ORDER THEIR RECORDS DIRECTLY FROM CMC (MMSB).

AWARENESS OF ENLISTED MARINE ISSUES INCLUDING ASSIGNMENTS,
RETENTION, STAFFING, UNIT COHESION, AND ENLISTED CAREER FORCE
CONTROLS (ECFC). TARGET AUDIENCE IS COMMANDERS AND ALL OFFICERS.
(TIME REQUIRED: 50 MIN).
(2) MMEA BRANCH SGTMAJ BRIEF: THE FOCUS IS ON ENLISTED
ASSIGNMENTS, PROMOTIONS, RETENTION PROGRAMS, AND CURRENT MARINE
CORPS POLICIES. TARGET AUDIENCE IS ALL SENIOR ENLISTED MARINES IN
THE GRADES OF E-8 AND E-9. (TIME REQUIRED: 50 MIN)
(3) FIRST TERM BRIEF: THE FOCUS IS CURRENT ISSUES AND
POLICIES FOR RETENTION OF FIRST TERM MARINES, INCLUDING
LATERAL MOVES, THE FIRST TERM ALIGNMENT PLAN (FTAP), REENLISTMENT
INCENTIVES, AND SPECIAL DUTY ASSIGNMENTS. TARGET AUDIENCE IS ALL
FY-05/06 FIRST TERM MARINES. (TIME REQUIRED: 50 MIN)
(4) CAREER BRIEF 101: THE BRIEF PROVIDES AN OVERVIEW ON THE
IMPACT OF PERFORMANCE, EVALUATIONS, AND ASSIGNMENT DECISIONS ON
INDIVIDUAL CAREERS. TARGET AUDIENCE IS CAREER MARINES IN THE GRADES
OF E-5 THROUGH E-7. (TIME REQUIRED: 50 MIN)
(5) CAREER BRIEF 501: THIS BRIEF PROVIDES INSIGHT INTO THE
IMPACT OF FITNESS REPORTS ON THE SNCO PROMOTION PROCESS, A SYNOPSIS
OF NOTES FROM SELECTION BOARD DEBRIEFS, AND INFORMATION ON
ISSUES/TRENDS CONCERNING ENLISTED PROMOTIONS. TARGET AUDIENCE IS
ALL REPORTING SENIORS AND REVIEWING OFFICERS AND ENLISTED
MARINES IN THE GRADES OF E-8 AND E-9. (TIME REQUIRED: 50 MIN)
4. ADMIN AND LOGISTICS.
A. COORDINATOR. EACH MAJOR COMMAND/SCHOOL WILL DESIGNATE A
FLEET CAREER RETENTION SPECIALIST AS COORDINATOR TO RESERVE
APPROPRIATE MEETING AND BRIEFING FACILITIES, ASSIST IN
TRANSPORTATION
AND LODGING REQUIREMENTS, AND COORDINATE THE INTERVIEW SCHEDULE.
FURTHER DETAILED COORDINATION WILL BE CONDUCTED BY SEPARATE
CORRESPONDENCE.
B. EQUIPMENT. REQUEST A LAPTOP/DESKTOP WITH A CD/R AND AN
IN-FOCUS OR SIMILAR PROJECTION DEVICE IN ORDER TO PRESENT THE MMEA
BRIEF AT EACH LOCATION.
5. COMMAND AND SIGNAL.
A. MAXIMUM PARTICIPATION FROM ALL LEVELS OF COMMAND IS
DESIRABLE. A DETAILED SCHEDULE FOR EACH MSC WILL BE PUBLISHED BY
THIS HEADQUARTERS AT LEAST 30 DAYS PRIOR TO THE VISIT.
B. C4 INSTRUCTIONS.
(1) MARINE CORPS BASE OR STATION G-6'S PROVIDE THE FOLLOWING

NETWORK AT THE MMEA COMMAND VISIT SITE LOCATIONS AT EACH BASE PER
THE TIMELINE AT PARAGRAPH 3A OF THIS MESSAGE:

(2) LAN DROPS MUST BE 10 BASE -T CAT V CABLING WITH 100 MB

INFORMATION SYSTEMS THROUGH ACCESS TO THE NMCI NETWORK. ALL MMEA
PERSONNEL WILL HAVE NMCI DEPLOYABLE LAPTOPS AND ACCOUNTS.
(3) CONFIRM THAT MARINE CORPS BASE JAPAN G-6 WILL PROVIDE
MINIMUM TEN CELLULAR PHONES DURING MMEA COMMAND VISIT.
