GENTEXT/REMARKS/1.  THE FY06 RESERVE COMMAND SCREENING BOARD WILL
RECONVENE ON 26 APR 05 THROUGH 17 MAY 05.  ELIGIBLE RESERVE COLS
AND LTCOLS WILL BE SCREENED FOR COMMAND BILLETS WITH PROJECTED
CHANGE OF COMMAND DATES FROM JUN 2005 THROUGH MAY 2006.  
2.  PURPOSE.  PER REF (A), THE PURPOSE OF THE RESERVE COMMAND
SCREENING BOARD IS TO ENSURE THAT OUR MARINES RECEIVE THE BEST
POSSIBLE LEADERSHIP AND THAT EVERY ELIGIBLE OFFICER RECEIVES FAIR
AND EQUITABLE CONSIDERATION FOR THE OPPORTUNITY TO COMMAND.
3.  CHANGES.  THE ORIGINAL FY06 RCSB WAS POSTPONED IOT CONDUCT A
PROCESS REVIEW.  THAT PROCESS REVIEW PRODUCED SEVERAL
RECOMMENDATIONS THAT ARE ANNOUNCED AND IMPLEMENTED IN THIS MARADMIN.
THESE CHANGES AFFECT THE SCREENED POPULATION, ANNOUNCE MANDATORY CO
TRAINING REQUIREMENTS, AND INTRODUCE A PLAN THAT RECOGNIZES AND
COMPENSATES THE EXTRA HOURS REQUIRED TO COMMAND A RESERVE BATTALION
OR SQUADRON.
A.  THE APPLICATION PROCESS WAS REVIEWED AND WILL CONTINUE TO BE
STUDIED AFTER THIS BOARD.  DURING THE CONDUCT OF THIS BOARD THE
SCREENED POPULATION FOR FLYING SQUADRONS WILL BE EXPANDED TO THE
ENTIRE ELIGIBLE RESERVE 75XX LTCOL POPULATION.  IN ADDITION TO THE
TRADITIONAL PROCESS OF ACCEPTING APPLICATIONS FOR COMMAND, THE BOARD
WILL MIRROR THE ACTIVE COMPONENT COMMAND SCREEN MODEL AND
AUTOMATICALLY CONSIDER ALL ELIGIBLE READY RESERVE AND ACTIVE RESERVE
(RESERVE COMPONENT CODES B1-B4 AND K6) LTCOLS POSSESSING ANY 75XX
MOS FOR BILLETS LISTED IN PARAGRAPH 8.B (17), (18), (19), (20),
(22), (24), (25) AND (27).  THE BOARD WILL SCREEN AND SLATE FOR ALL
OTHER COMMANDS IN PARAGRAPH 8 THROUGH THE APPLICATION PROCESS.
RESERVE 75XX LTCOL'S ARE NOT PRECLUDED FROM APPLYING FOR NONFLYING
UNITS AND ARE ENCOURAGED AND MUST APPLY TO SPECIFIC NONFLYING UNITS
IF INTERESTED.  AR OFFICERS (75XX) SELECTED TO COMMAND BY THE BOARD
WILL REMAIN ON THE AR PROGRAM.  AR OFFICERS ARE NOT ELIGIBLE TO
APPLY FOR NON FLYING UNITS.
B.  THE PROCESS REVIEW HIGHLIGHTED THE NEED FOR STANDARDIZED
COMMANDER TRAINING THROUGHOUT THE MARINE CORPS.  AS SUCH, ALL COMMAND
SCREENED AND SLATED RESERVE CO'S (COL AND LTCOL) WILL ATTEND MARINE
CORPS UNIVERSITY'S COMMANDER'S PROGRAM PRIOR TO OR WITHIN 6 MONTHS OF
ASSUMING COMMAND.  ADDITIONALLY, ALL COMMAND SCREENED AND SLATED
RESERVE CO'S OF FLYING SQUADRONS WILL ATTEND NAVAL FLIGHT SAFETY
SCHOOL PRIOR TO OR WITHIN 6 MONTHS OF ASSUMPTION OF COMMAND.
C.  FURTHER, THE PROCESS REVIEW FOUND SEVERAL FINANCIAL OBSTACLES TO
COMMAND A RESERVE BATTALION OR SQUADRON SUCH AS UNREIMBURSED TRAVEL
BETWEEN HOME AND THE RESERVE TRAINING CENTER (RTC).  HQMC RA IS
PURSUING A CHANGE TO REF B THAT WOULD MAKE TRAVEL EXPENSES INCURRED
BY RESERVE COS TRAVELING TO DRILL AT THE RTC REIMBURSABLE BY
FILING A TRAVEL CLAIM.
D.  ADDITIONALLY, HQMC RECOGNIZES COMMANDERS DEVOTE EXTRA MONTHLY
TIME ABOVE AND BEYOND UNIT DRILL WEEKENDS TO PREPARE AND COORDINATE
UNIT EVENTS AND IS ANNOUNCING THE COMMANDING OFFICER, ADDITIONAL
TRAINING PERIOD PROGRAM (CO ATP PROGRAM).  HISTORICALLY, RESERVE COS
SPEND MANY UNCOMPENSATED HOURS PER MONTH COMMUNICATING AND
COORDINATING WITH THEIR BATTALION/SQUADRON STAFFS IN PREPARATION FOR
NEXT DRILL.  OLD BUSINESS RULES AND TECHNOLOGY PRECLUDED
COMPENSATING RESERVISTS FOR WORK ACCOMPLISHED AWAY FROM THE RESERVE
TRAINING CENTER (RTC) UNLESS AUTHORIZED FOR TAD STATUS OR AN OFFSITE
DRILL.  THE NEWLY DEVELOPED CO ATP PROGRAM PRECLUDES THE REQUIREMENT
TO TRAVEL TO THE RTC PER REF C AND LEADS THE WAY TO COMPENSATE
RESERVE LTCOL COS FOR PREVIOUSLY UNCOMPENSATED TIME AND EFFORT.
HQMC'S GOAL IS TO ENCOURAGE MORE RESERVE OFFICERS TO APPLY FOR
COMMAND BY REMOVING OBSTACLES HINDERING PROPER COMPENSATION FOR TIME
SPENT IN PREPARATION FOR DRILL, TRAINING, AT, AND THE LIKE.  THE CO
ATP PROGRAM USES TWO EXISTING PROGRAMS AND HAS BEEN DEVELOPED TO MEET
THIS GOAL.  THE CO ATP PROGRAM COMBINES MCO P1001R.1J (MARINE CORPS
RESERVE ADMINISTRATIVE MANAGEMENT MANUAL) AND REF C TO AUTHORIZE THE
USE OF CO ATPS FOR ALL LTCOL COMMAND SCREENED AND SLATED MFR
COMMANDERS AND MAY BE ACCOMPLISHED IN ACCORDANCE WITH REF C.  EACH
CO WILL RATE AT A MINIMUM OF TWO ATPS EACH MONTH. THE CO ATP PROGRAM
WILL BE ADMINISTERED BY MFR.  FURTHER GUIDANCE WILL BE PUBLISHED IN
THE NEXT UPDATE TO MCO 1001R.1.  
4.  PROCESS.  THE BOARD WILL SELECT A SUFFICIENT NUMBER OF OFFICERS
TO FULFILL A MINIMUM OF 200 PERCENT OF COMMAND REQUIREMENTS.  ALL
APPLICANTS TO THE 1 DEC 04 RCSB ANNOUNCED IN REF D AND REF E WILL BE
AUTOMATICALLY SCREENED UNLESS THE OFFICER COMMUNICATES THEIR DESIRE
TO WITHDRAW THEIR APPLICATION PRIOR TO THE APPLICATION DEADLINE
DATE.  APPLICANTS ALREADY ON FILE ARE ENCOURAGED TO PROVIDE UPDATED
MATERIAL AS NECESSARY.  COLS AND LTCOL IN THE READY RESERVE (SMCR,
IMA, OR IRR) WHO HAVE NOT PREVIOUSLY APPLIED MAY SUBMIT APPLICATIONS
IN THEIR RESPECTIVE GRADE SUBJECT TO THE LIMITATIONS OUTLINED IN REF
A.  THOSE 75XX OFFICERS NOT DESIRING COMMAND MUST COMMUNICATE THEIR
DESIRE TO THE BOARD, PER PARAGRAPH 13, BY THE CONVENING DATE OF THE
BOARD.  THESE OFFICERS WILL BE EXCLUDED FROM CONSIDERATION BY THE
BOARD.  ALL OTHER LTCOL 75XX'S WILL BE CONSIDERED FOR COMMAND AND
ARE ENCOURAGED TO COMMUNICATE THEIR PARTICULAR DESIRES DIRECTLY TO
THE BOARD PER PARAGRAPHS 12.A, 12.B, AND 13 BY THE DEADLINE IN
PARAGRAPH 14;  THIS IS ESSENTIAL IF THEY WISH TO BE CONSIDERED FOR
COMMAND OF A NONFLYING UNIT.
5.  BOARD MAKE-UP. THE RESERVE COL COMMAND SCREEN BOARD WILL CONSIST
OF THREE GENERAL OFFICERS.  TWO OF THE THREE GENERAL OFFICERS WILL
BE FROM THE RESERVE COMPONENT AND ONE GENERAL OFFICER WILL BE FROM
THE ACTIVE COMPONENT.  THESE GOS WILL ALSO PROVIDE THE GENERAL
OFFICER MEMBERSHIP FOR THE RESERVE LTCOL COMMAND SCREEN BOARD.
ADDITIONALLY, THE LTCOL COMMAND SCREEN BOARD WILL CONSIST OF 10
COLONELS.  THE MIX OF COLONELS WILL BE THREE FROM THE ACTIVE
COMPONENT AND SEVEN FROM THE RESERVE COMPONENT WITH A MAGTF MIX OF
MOS.  THE EXPANDED NUMBERS OF COLONELS REFLECTS THE EXPANDED NUMBER
OF OFFICERS SCREENED ON THIS BOARD AND TEMPORARILY MODIFIES REF A.
6.  ELIGIBILITY.  THE FOLLOWING PARAMETERS OF INELIGIBILITY PER
REF (A), ARE PROVIDED:
A.  OFFICERS WITH ESTABLISHED SEPARATION DATES.
B.  OFFICERS WITH MANDATORY REMOVAL/RETIREMENT DATES THAT WOULD
PRECLUDE THEM FROM SERVING A COMPLETE 24 MONTH TOUR FROM THE
PROJECTED CHANGE OF COMMAND (PCOC) DATE FOR THE BILLETS LISTED IN
PARAGRAPH 8.
C.  OFFICERS WHO HAVE PREVIOUSLY HELD COMMAND IN ONE OF THE
DESIGNATED COMMAND BILLETS IN THEIR CURRENT GRADE FOR A PERIOD
OF NOT LESS THAN 12 MONTHS, ARE CURRENTLY HOLDING ONE OF THE
DESIGNATED COMMAND BILLETS, OR ARE SLATED FOR COMMAND AS A RESULT
OF A PREVIOUS RESERVE COMMAND SCREENING BOARD.
D.  LTCOLS WHO WERE IN, BELOW, OR ABOVE ZONE FOR THE FY06 RESERVE
COLONEL BOARD. THOSE LTCOLS WHO ARE NOT SURE OF THEIR PROMOTION ZONE
STATUS ARE ENCOURAGED TO GO TO THE MMPR WEBSITE TO VERIFY PROMOTION
ELIGIBILITY STATUS.
E.  THOSE OFFICERS (COLS AND LTCOLS) UNWILLING OR UNABLE TO ATTEND
MANDATORY TRAINING OUTLINED IN PARAGRAPH 3.B.
7.  SANCTUARY ELIGIBILITY.  FURTHER LIMITATIONS PERTAIN TO OFFICERS
APPROACHING, OR WHO HAVE OBTAINED, 18 TOTAL YEARS OF ACTIVE SERVICE:
(1) OFFICERS WHO ARE CURRENTLY MOBILIZED, OR ARE MOBILIZED PRIOR TO
THE CONVENING DATE OF THE BOARD, WHO ARE IN SANCTUARY OR ON ORDERS
THAT WILL TAKE THEM INTO SANCTUARY ARE INELIGIBLE TO APPLY.
(2) OFFICERS SLATED FOR COMMAND WHO ARE MOBILIZED AFTER THE CONVENING
OF THE BOARD WITH ORDERS THAT WILL TAKE THEM INTO SANCTUARY MUST MAKE
THE DETERMINATION AS WHETHER TO ACCEPT COMMAND OR REMAIN ON ORDERS.
OFFICERS WILL NOT BE ALLOWED TO REMAIN ON MOBILIZATION ORDERS AND
ACCEPT COMMAND.
(3) SLATED OFFICERS WHO HAVE ASSUMED COMMAND AND THEN BECOME
ELIGIBLE FOR SANCTUARY AS A RESULT OF UNIT MOBILIZATION WILL RETAIN
COMMAND.  UPON DEACTIVATION OF THE UNIT, THE OFFICER MUST MAKE THE
DETERMINATION TO RETAIN COMMAND AND REFUSE SANCTUARY OR INVOKE
SANCTUARY AND BE REASSIGNED BY HQMC (MPP-60).

OFFICIAL MILITARY PERSONNEL FILE (OMPF) OF OFFICERS WHO SUCCESSFULLY
SCREEN FOR COMMAND. THIS LIST OF OFFICERS IS NOT PUBLISHED, BUT IS
PRIORITIZED BY THE BOARD AND WILL BE USED TO FILL ANY FY06
DECLINATIONS OF COMMANDS SLATED BY THIS BOARD.
11.  DECLINATIONS.  
 A. OFFICERS WHO ARE SLATED AND DO NOT DESIRE TO ACCEPT COMMAND
WILL BE REQUIRED TO DECLINE IN WRITING THROUGH THE APPROPRIATE CHAIN
OF COMMAND.  IT IS IN THE OFFICER'S BEST INTEREST TO PROVIDE A
LETTER OF DECLINATION TO EXPLAIN ANY EXTENUATING CIRCUMSTANCES.
THESE LETTERS OF DECLINATION WILL BE PLACED IN THE OFFICER'S OMPF.
OFFICERS FAILING TO SUBMIT THEIR DECLINATION LETTER PER THIS
MARADMIN MESSAGE WILL HAVE A LETTER PLACED IN THEIR OMPF DOCUMENTING
THE COMMAND DECLINATION.  OFFICERS WHO DECLINE COMMAND WILL NOT BE
CONSIDERED FOR ANY OTHER COMMANDS DURING THE SLATING YEAR.
 B.  IF OFFICERS ON THE INITIAL SLATE DECLINE COMMAND, OFFICERS
WILL BE SELECTED FROM THE PRIORITIZED ALTERNATE LIST.  ALTERNATES
WHO ARE SELECTED TO VACATED COMMANDS WILL ALSO BE REQUIRED TO
FORMALLY DECLINE IF THEY SO CHOOSE.  ANY SUBSEQUENT DECLINATIONS
THROUGHOUT THE SLATING YEAR WILL ALSO BE FILLED THROUGH THE
ALTERNATE SELECTION PROCESS.
 C.  NO LETTER WILL BE FILED IN THE OMPFS OF THOSE OFFICERS WHO
APPLY FOR COMMAND, BUT ARE NOT SCREENED.
 D.  NO LETTER WILL BE FILED IN THE OMPFS OF ELIGIBLE OFFICERS WITH
MOS 75XX WHO DECLINE AUTOMATIC CONSIDERATION PER PARAGRAPH 4.
12.  APPLICATIONS.  
 A.  COMMAND SCREENING IS MEANT TO BE A PARTICIPATORY PROCESS.
ALL ELIGIBLE OFFICERS ARE STRONGLY ENCOURAGED TO COMMUNICATE WITH
THE BOARD PRESIDENT.  A COVER LETTER TO THE BOARD SHOULD CALL
ATTENTION TO ANY MATTER THE OFFICER CONSIDERS IMPORTANT, AND INCLUDE
PRIORITIZED PREFERENCES FOR COMMAND AND/OR GEOGRAPHIC LOCATION, AND
FAMILY/PERSONAL SITUATIONS WHICH SHOULD BE CONSIDERED IN MAKING A
RECOMMENDATION FOR ASSIGNMENT TO A COMMAND.  ALSO PROVIDE CURRENT
CONTACT INFORMATION AND, IF APPLICABLE, OFFICERS SHOULD ALSO REPORT
THEIR CURRENT MOBILIZATION STATUS, TO INCLUDE UNCLASSIFIED
DESCRIPTION OF DUTIES, ASSIGNMENT LOCATION, AND PERIOD OF ACTIVATION
ORDERS.  THE COMMANDANT'S INTENT IS FOR THE COMMAND SCREENING BOARD
TO BE FULLY AWARE OF ANY SITUATION THE OFFICER CONSIDERS CRITICAL TO
THEIR AVAILABILITY FOR FUTURE COMMAND ASSIGNMENT.
 B.  ALL COMMUNICATION WITH THE BOARD MUST ORIGINATE FROM, OR BE
ENDORSED BY, THE ELIGIBLE OFFICER.  ALL CORRESPONDENCE ADDRESSED TO
THE BOARD INCLUDING ENCLOSURES WILL BE FILED FOR TWO YEARS FROM THE
COMPLETION OF THE BOARD.  CORRESPONDENCE TO THE BOARD PRESIDENT
SHOULD BE FORWARDED PRIOR TO THE CONVENING OF THE BOARD TO THE
ADDRESS IN PARAGRAPH 13.
 C.  PREVIOUS APPLICANT MATERIAL WILL BE CONSIDERED VALID UNLESS
THE OFFICER SUBMITS UPDATE MATERIAL PRIOR TO THE DEADLINE IN
PARAGRAPH 14.  ALTHOUGH ADDITIONAL MATERIAL MAY BE SUBMITTED TO THE
BOARD, THE MINIMUM SUBMISSION REQUIREMENTS FOR NEW APPLICANTS ARE:
A LETTER INDICATING ALL BILLETS FOR WHICH THE OFFICER DESIRES TO
BE CONSIDERED IN ORDER OF PREFERENCE, RESERVE QUALIFICATION SUMMARY
(RQS), OFFICIAL PHOTOGRAPH TAKEN WITHIN 12 MONTHS OF THE CONVENING
DATE OF THE BOARD AND EITHER ELECTRONICALLY FILED IN THE OMPF OR
SUBMITTED TO THE BOARD.  REFS F, G, H, AND I IDENTIFY REQUIREMENTS
FOR THE SUBMISSION OF PHOTOGRAPHS.  IF AN AUTHORIZED COMBAT VISUAL
INFORMATION CENTER (CVIC) IS NOT LOCATED NEAR AN APPLICANT'S COMMAND
AND SOME OTHER MEANS OF TAKING A DIGITAL PHOTOGRAPH IS AVAILABLE, A
DIGITAL PHOTOGRAPH MAY BE E-MAILED VIA THE COMMAND'S ORGANIZATIONAL
MAILBOX OR VIA THE APPLICANT'S COMMANDING OFFICER OR EXECUTIVE
OFFICER OR, IF THE APPLICANT IS IN THE IRR, VIA MOBCOM TO THE
FOLLOWING E-MAIL ADDRESS: PHOTO@MANPOWER.USMC.MIL.  THE PHOTOGRAPH
MUST BE PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REF (G).
IT IS THE COMMAND'S RESPONSIBILITY TO ENSURE THE PHOTOGRAPH HAS ALL
THE REQUIRED INFORMATION ON THE TITLE BOARD AND TO ENSURE THE
PHOTOGRAPH HAS NOT BEEN ALTERED.  IF THE PHOTOGRAPH IS NOT SUBMITTED
ACCORDING TO THE REQUIREMENTS LISTED IN REF (G), THE APPLICANT WILL
BE NOTIFIED THAT THE PHOTOGRAPH HAS BEEN REJECTED.  IN THE EVENT
ELECTRONIC TRANSMISSION OF A DIGITAL PHOTOGRAPH IS NOT POSSIBLE,
OFFICERS MUST SUBMIT A HARD-COPY PHOTOGRAPH TO THE ADDRESS LISTED
BELOW IN PARAGRAPH 13.  OFFICERS HAVE A PERSONAL RESPONSIBILITY TO
ENSURE THEIR PHOTOGRAPH IS SUBMITTED AND RECEIVED BY THE BOARD.
OFFICERS WHO SUBMIT DIGITAL PHOTOGRAPHS TO THE OMPF SHOULD CONFIRM
RECEIPT OF THE DIGITAL PHOTOGRAPH BY CONTACTING CMC (MMSB-20) OR BY
CHECKING THE MMSB HOMEPAGE.  OFFICERS WHO SUBMIT A HARD COPY
PHOTOGRAPH MAY CONFIRM RECEIPT OF THE HARD COPY PHOTOGRAPH BY
CONTACTING THE POC IN THIS MESSAGE.
