GENTEXT/REMARKS/1. APPLICABILITY. THIS MARADMIN APPLIES TO ALL
APPROPRIATED FUND CIVILIAN EMPLOYEES AND THEIR NONAPPROPRIATED
FUND (NAF) AND MILITARY SUPERVISORS.
2. BACKGROUND. THE IMPLEMENTATION OF THE NSPS IS THE MOST
DRAMATIC CHANGE TO IMPACT THE CIVIL SERVICE SYSTEM IN 50 YEARS.
NSPS IS A PAY-FOR-PERFORMANCE SYSTEM THAT PROVIDES DOD AND THE
USMC WITH THE TOOLS NECESSARY TO COMPENSATE AND REWARD ITS MOST
VALUABLE ASSET, ITS EMPLOYEES. NSPS IS CRITICAL TO OUR OVERALL
TRANSFORMATION TO A RESULTS-ORIENTED, PERFORMANCE-BASED CULTURE.
NSPS EMPHASIZES THREE KEY CONCEPTS THAT ARE CORE TO THE SYSTEM:
ACCOUNTABILITY, FLEXIBILITY, AND RESULTS. NSPS REINFORCES THESE
CONCEPTS THROUGH IMPLEMENTATION OF NEW HIRING AND PAY-SETTING
FLEXIBILITIES, IMPROVED ABILITY TO REWARD EMPLOYEE PERFORMANCE,
AND INCREASED ACCOUNTABILITY FOR RESULTS THROUGH SPECIFIC AND
MEASURABLE JOB OBJECTIVES.
3. IMPLEMENTATION TIMELINE. THE MARINE CORPS FIRST NSPS
CONVERSION DATE IS IMMINENT. NSPS IS BEING IMPLEMENTED USING A
SPIRAL APPROACH. SPIRAL 1.2 CONVERTS TO NSPS ON 21 JAN 07 AND IS
THE FIRST SPIRAL THAT INCLUDES MARINE CORPS ORGANIZATIONS.
SPIRAL 1.2 COMPRISES: HEADQUARTERS MARINE CORPS (UIC 00027);
MARINE CORPS SYSTEMS COMMAND (UIC 67854); AND MARINE CORPS
TACTICAL SYSTEMS SUPPORT ACTIVITY (UIC 68909). HEADQUARTERS
MARINE CORPS (HQMC) EMPLOYEES, WITH THE EXCEPTION OF THE
TECHNICAL SERVICES ORGANIZATION (TSO), LOCATED AT KANSAS CITY,
ARE INCLUDED IN SPIRAL 1.2.
4. TRAINING PREPARATION. TO EFFECTIVELY PREPARE OUR WORKFORCE
FOR THIS SIGNIFICANT TRANSITION, ALL APPROPRIATED FUND EMPLOYEES
AND THEIR MILITARY AND NAF SUPERVISORS, ARE DIRECTED TO
SUCCESSFULLY COMPLETE THE REQUIRED MARINE CORPS NSPS CORE
TRAINING REQUIREMENTS WITHIN 30 DAYS OF THE SPECIFIED CONVERSION
DATE. PRIOR TO COMMENCEMENT OF NSPS CORE TRAINING, ALL
PERSONNEL ARE STRONGLY ENCOURAGED TO TAKE THE NSPS 101 ON-LINE
COURSE ACCESSIBLE AT HTTP:WWW.CPMS.OSD.MIL/NSPS/ TO GAIN
FAMILIARITY WITH NSPS CORE CONCEPTS AND PRINCIPLES.
5. CORE TRAINING REQUIREMENTS. THE FOLLOWING COURSES ARE
REQUIRED NSPS TRAINING: 1) HUMAN RESOURCES (HR) ELEMENTS FOR
MANAGERS, SUPERVISORS AND EMPLOYEES, 2) PERFORMANCE MANAGEMENT (PM)
FOR EMPLOYEES, AND 3) PM FOR MANAGERS AND SUPERVISORS. MANAGERS AND
SUPERVISORS ARE ANY CIVILIAN OR MILITARY MEMBER RESPONSIBLE FOR
DEFINING PERFORMANCE REQUIREMENTS AND CONDUCTING SUPERVISORY
APPRAISALS FOR CIVILIAN EMPLOYEES. SUPERVISORS/MANAGERS MUST
COMPLETE THE REQUIRED TRAINING REQUIREMENTS SPECIFIED IN DEPARTMENT
OF DEFENSE (DOD) AND DEPARTMENT OF NAVY (DON) GUIDANCE. SUPERVISORS/
MANAGERS WHO DO NOT COMPLETE REQUIRED TRAINING WILL NOT BE
AUTHORIZED TO DEVELOP AND APPROVE EMPLOYEE PERFORMANCE PLANS, AND
WILL NOT BE ABLE TO APPRAISE EMPLOYEE PERFORMANCE AND FULFILL THEIR
DUTIES AS RATING OFFICIALS.
6. COURSE ENROLLMENT. ALL AFFECTED CIVILIAN EMPLOYEES AND
MILITARY MEMBERS SHOULD SEEK GUIDANCE FROM THEIR RESPECTIVE
COMMAND NSPS PROGRAM MANAGER FOR ASSISTANCE WITH CLASSROOM
TRAINING ENROLLMENT. SPIRAL 1.2 ORGANIZATIONS ARE CURRENTLY
PROVIDED WITH ENOUGH FUNDED TRAINING SEATS TO ENSURE 100% NSPS
TRAINING ACCOMPLISHMENT. TRAINING FOR SPIRAL 1.2 ORGANIZATIONS ENDS
ON 15 DEC 06. DELAY OF ENROLLMENT OR FAILURE OF PERSONNEL TO ATTEND
SCHEDULED TRAINING WILL RESULT IN ADDITIONAL TRAINING REQUIREMENTS
AND INSUFFICIENT SEATS. COMMANDS WILL BE RESPONSIBLE FOR FUNDING
ADDITIONAL TRAINING SEATS AFTER 15 DEC 06.
7. TRAINING REPORTING. ALL COMPLETED TRAINING REQUIRED FOR NSPS
IS REPORTED TO DOD ON A WEEKLY BASIS. TRAINING FOR APPROPRIATED
FUND EMEMPLOYEES MUST BE REPORTED IN THE DEFENSE CIVILIAN PERSONNEL
DATA SYSYSTEM (DCPDS). TRAINING FOR MARINES MUST BE REPORTED IN THE
MARINE CORPS TOTAL FORCE SYSTEM (MCTFS). THE CAPABILITY
TO DOCUMENT COMPLETED NSPS TRAINING IN MCTFS WILL BE AVAILABLE ON
OR ABOUT 01 NOV 06. IN THE INTERIM, COMMANDS WILL ENSURE ATTENDANCE
ROSTERS AND COMPLETED TRAINING RECORDS ARE KEPT UNTIL AN AUTOMATED
SOLUTION BECOMES AVAILABLE. TRAINING FOR NAF SUPERVISORS OF
APPROPRIATED FUND CIVILIANS WILL BE REPORTED THROUGH THE PEOPLESOFT
TRAINING ADMINISTRATION MODULE. COMMAND NSPS PROGRAM OFFICES ARE
RESPONSIBLE FOR REPORTING ALL SUBJECT TRAINING DATA IN ACCORDANCE
WITH THIS MARADMIN, AND AS REQUIRED BY THE MARINE CORPS NSPS PROGRAM
OFFICE.
8. FUTURE SPIRALS. GUIDANCE FOR MARINE CORPS COMMANDS PROJECTED
TO CONVERT AT LATER DATES IS FORTHCOMING AND WILL BE RELEASED AS
MORE INFORMATION BECOMES AVAILABLE. ALTHOUGH THE NEXT PROJECTED
CONVERSION DATE AFFECTING MARINE CORPS COMMANDS IS OCTOBER 2007
FOR SPIRAL 2.0 ORGANIZATIONS, THESE COMMANDS SHOULD BEGIN
ASSESSING REQUIREMENTS AND START THE DEVELOPMENT OF THEIR
TRAINING PLANS NOW.
