GENTEXT/REMARKS/1. PER REF A, THE PURPOSE OF THIS MARADMIN IS TO
ANNOUNCE THE ESTABLISHMENT OF THE SENIOR LEADER MANAGEMENT BRANCH
(MMSL). MMSL IS ONE OF THE NINE BRANCHES WITHIN PERSONNEL
MANAGEMENT DIVISION, MANPOWER AND RESERVE AFFAIRS DEPARTMENT,
HEADQUARTERS, UNITED STATES MARINE CORPS.
2. PURPOSE. MMSL INTEGRATES GENERAL OFFICER (ACTIVE, RESERVE,
RETIRED AND SURVIVING SPOUSE) AND SENIOR EXECUTIVE (POST-ACCESSION)
CAREER AND INFORMATION MANAGEMENT ACTIVITIES INTO A SINGLE
ORGANIZATION IN ORDER TO:
2A. ESTABLISH UNITY OF EFFORT WITHIN HEADQUARTERS, UNITED STATES
MARINE CORPS FOR GENERAL OFFICER AND SENIOR EXECUTIVE CAREER AND
INFORMATION MANAGEMENT ACTIVITIES.
2B. PROVIDE HIGH QUALITY, SIMPLIFIED, SINGLE POINT OF SERVICE TO
SATISFY THE NEEDS OF THE COMMANDANT OF THE MARINE CORPS AND INTERNAL
(GENERAL OFFICERS; SENIOR EXECUTIVES; AND HEADQUARTERS MARINE CORPS
DEPARTMENTS, DIVISIONS, AND SEPARATE OFFICES) AND EXTERNAL CUSTOMERS
(RETIRED GENERAL OFFICERS, SURVIVING SPOUSES OF DECEASED GENERAL
OFFICERS, MARINE CORPS OPERATING FORCES AND SUPPORTING
ESTABLISHMENT, THE DEPARTMENT OF DEFENSE AND GENERAL PUBLIC).
2C. ELIMINATE REDUNDANCY.
2D. ENSURE SEAMLESS, TOTAL FORCE INTEGRATION OF ACTIVE AND RESERVE
GENERAL OFFICERS, AND SENIOR EXECUTIVES.
3. ORGANIZATION. THE GENERAL OFFICER MATTERS OFFICE FORMED THE
NUCLEUS OF MMSL AND HAS BEEN REORGANIZED AS FOLLOWS.
3A. BRANCH HEAD.
3B. OPERATIONS SECTION (MMSL-1). MMSL-1 WILL PROVIDE CONSOLIDATED
PERSONNEL ADMINISTRATION SUPPORT FOR ALL ACTIVE AND RESERVE GENERAL
OFFICERS. DETAILED INSTRUCTIONS FOR TRANSFERRING ALL ACTIVE DUTY
GENERAL OFFICERS TO MMSL (MCC 1UG/RUC 54028) FOR ADMINISTRATIVE
PURPOSES, WILL BE PROVIDED VIA SEPARATE CORRESPONDENCE. RESERVE
GENERAL OFFICERS WILL CONTINUE TO BE JOINED TO MCC HAB/RUC 88830.
ENDSTATE: (1) ALL GENERAL OFFICERS (ACTIVE AND RESERVE) WILL BE
CARRIED ON THE ROLLS OF MMSL FOR ADMINISTRATIVE PURPOSES; (2) ALL
GENERAL OFFICERS' (ACTIVE AND RESERVE) OQRS WILL BE MAINTAINED BY
MMSL-1; AND (3) MMSL-1 WILL PERFORM ALL UNIT DIARY REPORTING FOR ALL
GENERAL OFFICERS (ACTIVE AND RESERVE).
3C. SENIOR LEADER HELP DESK (MMSL-2). MMSL-2 WILL MANAGE ALL
REQUESTS FOR INFORMATION AND SUPPORT FOR INTERNAL AND EXTERNAL
CUSTOMERS. IN ORDER TO AVOID CONFUSION, THE SPECIAL PROJECTS
DIRECTORATE (SPD) "GO HELP DESK" HAS BEEN REDESIGNATED THE "SPD HELP
DESK" TO ASSOCIATE IT DIRECTLY WITH THE EVENT MANAGEMENT FUNCTIONS
PERFORMED BY SPD. NOTE: SPD WILL CONTINUE TO PROVIDE SUPPORT TO
GENERAL OFFICERS AND SENIOR EXECUTIVES VISITING THE NATIONAL CAPITAL
REGION (NCR). SPD WILL COORDINATE THE ADMIN AND LOGISTICS
REQUIREMENTS FOR GENERAL OFFICERS AND SENIOR EXECUTIVES VISITING THE
NCR AS WELL AS PROVIDE ACCESS TO THE VISITING GENERAL OFFICER
OFFICES LOCATED IN THE NAVY ANNEX AND PENTAGON.
4. IMPLEMENTATION. MMSL WILL BE IMPLEMENTED IN ACCORDANCE WITH THE
FOLLOWING TIMELINE.
4A. 1 MAY 06. SENIOR LEADER HELP DESK ESTABLISHED.
4B. 16 MAY 06 (0800-1600). CONSOLIDATED GENERAL OFFICER PERSONNEL
ADMINISTRATION PLANNING CONFERENCE. A REPRESENTATIVE FROM EACH OF
THE FOLLOWING HEADQUARTERS MARINE CORPS DEPARTMENTS AND DIVISIONS
(AND LOCAL PACS) ARE DIRECTED TO ATTEND A ONE-DAY PLANNING
CONFERENCE TO BE HELD IN ROOM 306 OF THE JOHN WESLEY MARSH CENTER IN
QUANTICO, VA, TO DEVELOP RECOMMENDATIONS, TASKINGS FOR REQUIRED
ACTIONS, AND A DETAILED IMPLEMENTATION PLAN FOR MMSL-1. INDIVIDUALS
AND/OR ORGANIZATIONS NOT SPECIFICALLY TASKED WITH PROVIDING A
REPRESENTATIVE MAY DO SO.

AND SENIOR EXECUTIVE BIOGRAPHIES, GENERAL OFFICER AND SENIOR
EXECUTIVE DIRECTORIES. NOTE: INSTRUCTIONS REGARDING THE PROCESS FOR
UPDATING BIOGRAPHIES AND PHOTOS WILL BE SENT VIA SEPARATE
CORRESPONDENCE.
4E. 12 JUN 06. RESPONSIBILITY FOR THE FOLLOWING ACTIVITY
PREVIOUSLY MANAGED BY THE DIRECTOR MARINE CORPS STAFF WILL BE
ASSUMED BY MMSL:
MAINTENANCE OF FLAGALL EMAIL DISTRIBUTION LISTS.
4F. 14 AUG 06. RESPONSIBILITY FOR ALL RESERVE GENERAL OFFICER
MANAGEMENT ACTIVITIES TRANSFERRED FROM RESERVE AFFAIRS DIVISION TO
PERSONNEL MANAGEMENT DIVISION (MMSL-1). NOTE: DIRECTOR, RESERVE
AFFAIRS DIVISION WILL CONTINUE TO BE THE RESERVE GENERAL OFFICER IMA
DET COMMANDER AND WILL RETAIN APPROVAL AUTHORITY FOR ALL ACTIVE DUTY
SPECIAL WORK (ADSW)/MOBILIZATION REQUESTS GREATER THAN 30 DAYS. IN
ADDITION, DIRECTOR, RESERVE AFFAIRS DIVISION WILL CONTINUE TO MANAGE
THE RESERVE GENERAL OFFICER ADSW BUDGET.
4G. 1 OCT 06. FULL OPERATIONAL CAPABILITY WILL BE ACHIEVED PRIOR
TO THE START OF THE OCTOBER GENERAL OFFICER SYMPOSIUM.
5. RESPONSIBILITY FOR THE SENIOR EXECUTIVE RECRUITMENT/SELECTION
PROCESS, PERFORMANCE MANAGEMENT, AND AWARDS WILL CONTINUE TO RESIDE
WITHIN THE CIVILIAN WORKFORCE MANAGEMENT BRANCH (MPC), MANPOWER
PLANS AND POLICY DIVISION. A DETERMINATION AS TO WHETHER OR NOT
MMSL WILL ASSUME RESPONSIBILITY FOR SENIOR EXECUTIVE PERFORMANCE
MANAGEMENT WILL BE MADE BY ALCON FOLLOWING THE COMPLETION OF THE
2006 RATING PROCESS.
