GENTEXT/REMARKS/1. THE 35TH ENLISTED RETENTION TASK FORCE (ERTF)
CONFERENCE WAS HELD ON 29 MAR 2006. THIS MARADMIN REVIEWS TOPICS
DISCUSSED AND ANNOUNCES THE DATE FOR THE NEXT CONFERENCE.
2. TOPICS DISCUSSED:
A. FY06 RETENTION UPDATE: AS OF 29 MAR 2006, 91.9% OF THE FY06
FIRST TERM ALIGNMENT PLAN (FTAP) WAS ACHIEVED OUT OF AN AGGREGATE
REENLISTMENT GOAL OF 5,892. MOS MATCH WAS 98.9%. SIMILARLY,
71.4% OF THE SUBSEQUENT TERM ALIGNMENT PLAN (STAP) HAD BEEN EXECUTED
OUT OF THE FY06 GOAL OF 6,250. MOS MATCH WAS 95.3%.
B. MMEA ENCOURAGES COMMANDS TO CLOSE THE FY06 FTAP EARLY, WITH A
DESIRED TARGET DATE OF 1 MAY 2006.
C. AS OF 29 MAR 2006, 426 PSEPS HAVE EXECUTED REENLISTMENT,
COMPARED TO 318 AT THIS TIME IN FY05. ONE THIRD OF THE FY06 PSEPS
EAS'D LESS THAN ONE YEAR AGO. AS THE GWOT CONTINUES, WE EXPECT A
CONTINUED INCREASE IN THE NUMBER OF PSEP REQUESTS. MARINES
TRANSITIONING TO THE CIVILIAN COMMUNITY NEED TO BE BRIEFED BY CRS'
ON THE OPPORTUNITIES TO REAUGMENT AT A LATER DATE SHOULD THEY
DESIRE. THERE ARE MANY OPPORTUNITIES FOR MARINES RETURNING FROM
COMBAT DUTY TO GET A BREAK FROM THE DEPLOYMENT CYCLE AND ENLISTED
MONITORS ARE MORE THAN WILLING TO WORK WITH THEM. ADDITIONALLY, REF
C ANNOUNCES PSEP ELIGIBILITY FOR BROKEN SERVICE SELECTIVE
REENLISTMENT BONUS PROGRAM (BSSRB). LIKEWISE, REF D ADDRESSES SNCO
REACCESSION FROM A MOBILIZED RESERVE STATUS.
D. PER REF E, THE FY06 SRBP WAS EXTENDED TO 30 JUN 2006. TO DATE,
OVER $67.2 MILLION HAS BEEN OBLIGATED FROM THE TOTAL $85.1 MILLION
BUDGETED FOR THE FY06 SRBP. ALSO, MARINES DESIRING TO LATMOVE TO
0261 WILL NOW RATE A LATMOVE SRBP MULTIPLE OF 5. 02XX MARINES
DESIRING LATMOVE TO ANOTHER 02XX MOS WILL ALSO RATE A LATMOVE SRBP.
MARINES HOLDING THE MOS 8611 (INTERPRETER) WITH A 2/2 PROFICIENCY
AND MARINES WHO ARE AWARDED THE 8611 MOS WILL RATE A SRBP MULTIPLE
OF 5, REGARDLESS OF THEIR PMOS. ADDITIONALLY, MARINES WHO LATMOVE
TO 2671 (ARABIC CRYPTOLOGIC LINGUIST) WILL ALSO RATE A LATMOVE SRBP

F. MMEA WILL CONDUCT RETENTION ASSIST VISITS (RAVS) FOR II MEF FROM
3-7 APR 2006 AND FOR MARFORRES (NEW ORLEANS) 25-27 APR 2006.
G. MPP-50 CLARIFIED THE RESULTS OF THE FY06 FTAP EAS SURVEY AND
ANNOUNCED THAT THE FY07 FTAP EAS SURVEY WILL BE POSTED ON-LINE AT:
WWW.MANPOWER.USMC.MIL.
H. CAREER RETENTION SPECIALIST (CRS) INFORMATION (1) AN ENLISTED
RETENTION ADVERTISING CONTRACT IS CURRENTLY PENDING APPROVAL AT THE
REGIONAL CONTRACT OFFICE. MMEA INTENDS TO USE PROFESSIONAL
ADVERTISING AND CONSULTATION IOT DEVELOP RETENTION THEMES AND A
RETENTION CAMPAIGN PLAN. THE THEMES WILL TARGET RETENTION OF SINGLE
MARINES AND HIGH DEMAND/LOW DENSITY (HD/LD) MOS', AND PROMOTE
SPECIAL DUTY ASSIGNMENTS (SDA'S). (2) AS A RESULT OF
REGIONALIZATION AND THE ESTABLISHMENT OF MARFORSOC, THE STRUCTURE OF
THE 8421 CRS MOS IS CURRENTLY UNDER REVIEW. (3) POLICY FOR
RETAINING COMBAT WOUNDED MARINES IN A PERMANENT LIMITED DUTY (PLD)
STATUS IS CURRENTLY UNDER REVIEW. ANTICIPATE MARADMIN PROVIDING
GUIDANCE, ELIGIBILITY, AND CLARIFICATION TO BE RELEASED IN THE NEXT
MONTH OR SOONER. (4) ANTICIPATE REVISION OF MCO 1326 AND SDA
CHECKLIST TO BE RELEASED SUMMER 2006. (5) THE SCHEDULE FOR THE HOME
STATION HQMC RECRUITER SCREENING TEAM (HRST) HAS CHANGED. THE NEW
DATES ARE 21-30 JUN 2006.
(6) MCO 1040.31J AND MCO 1130.80A ARE CURRENTLY UNDER REVISION. (7)
THE CRS MCI IS NOW AVAILABLE AND READY FOR ORDER. (8) TO DATE, MMEA

CRS' IN FY06 AND (2) CRS' IN FY07. (9) THE 2006 CRS CONFERENCE WILL
BE HELD 1-5 MAY 2006 AT PEARL HARBOR, HI. THE THEME OF THE
CONFERENCE IS "STANDARDIZATION OF CRS SNCOIC TRAINING." ATTENDEES
ARE REQUIRED TO MAKE RESERVATIONS BY 15 APR 2006. FOLLOW-ON CRS
SNCOIC TRAINING (IMS/PSS) WILL BE HELD 8-12 MAY 2006 IN PEARL
HARBOR. I. AUTOMATED CAREER RETENTION SYSTEM (ACRS) (1) ALL USMC
COMMANDS WILL HAVE ACCESS TO ACRS IN APR 2006. THIS AVAILABILITY
DATE ALLOWS CRS AND COMMANDERS TO INTERVIEW MARINES, INPUT RETENTION
INFORMATION, AND CONDUCT TRAINING. ACRS WILL BE FULLY OPERATIONALLY
CAPABLE AND REPLACE THE TOTAL FORCE RETENTION SYSTEM (TFRS) IN EARLY
CY 2007.
(2) REMAINING MMEA SPONSORED TRAINING DATES INCLUDE: 10-14 APR 2006
FOR THE EASTERN RECRUITING REGION (ERR) CONFERENCE AND 8-12 MAY 2006
FOR HAWAII AND REMAINING CRS'.
3. CRS QUESTIONS/COMMENT
A. QUESTION (3D MLG): TEMINS ORDERS TO RECRUITERS' SCHOOL FROM
OKINAWA PROVIDE THE OPTION TO LEAVE DEPENDENTS ON OKINAWA, BUT THE
MARINE MUST FUND HIS/HER RETURN TRAVEL TO OKINAWA TO AID THE
FAMILY'S PCS TO THE NEW DUTY STATION. WILL FUNDING EVER BE
AVAILABLE TO ALLOW THE MARINE TO RETURN TO OKINAWA? ANSWER: YES,
FUNDING IS AVAILABLE TO RETURN THE MARINE TO OKINAWA AND COLLECT
HOUSEHOLD GOODS/FAMILY MEMBERS PRIOR TO THE PCS. TFRS-SIGN ON
MESSAGE #1080 PROVIDES CLARIFICATION. ANTICIPATE MARADMIN RELEASE
IN NEAR FUTURE FOR CLARIFICATION.
B. QUESTION (MCB JAPAN): WILL PERMISSIONS EVER ALLOW DESIGNATED
PERSONNEL TO "VIEW ONLY" REENLISTMENT REQUESTS IN ACRS? THIS WOULD
ENABLE CLERKS AT THE DESIGNATED PERSONNEL ADMINISTRATIVE CENTER
(PAC) TO VIEW PERTINENT REENLISTMENT INFORMATION (RE CODES).
ANSWER: CURRENTLY, MOL IS EXPERIENCING DIFFICULTY ALLOWING A
COMMANDER TO DELEGATE "VIEW ONLY" AUTHORITY. THIS REQUEST IS BEING
ADDRESSED BUT CANNOT BE IMPLEMENTED UNTIL ACRS PHASE II.
4. BRANCH HEAD, MMEA ENCOURAGES COMMANDERS TO ATTEND THE NEXT ERTF
VTC TO IMPROVE DIALOGUE. ADDITIONALLY, BRANCH HEAD STATED THAT
FUTURE MMEA ROADSHOWS WILL HAVE "CAREER FAIR" THEMES. FINALLY, THE
SPRING HRST SHOULD BE BETTER FOR COMMANDS AS NEW FILTERS HAVE BEEN
USED IN SCREENING AT MMEA.
5. THE NEXT ERTF CONFERENCE WILL BE 27 JUN 2006 AT 1530 EST.
6. A DETAILED AGENDA FOR THE 36TH ERTF CONFERENCE WILL BE POSTED IN
TFRS FOR CONFERENCE ATTENDEES TO ACCESS.
