GENTEXT/REMARKS/1. SITUATION
A. PER REF A, THE ROFEP WAS ESTABLISHED IN 1986 TO FACILITATE
THE RECIPROCAL EXCHANGE OF UNITED STATES (US) AND ALLIED RESERVE
OFFICERS. CURRENT PARTICIPANTS INCLUDE THE US, THE UNITED
KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND (UK) AND THE
FEDERAL REPUBLIC OF GERMANY (FRG). REF A INCLUDES INFORMATION
ON THE POLICIES, ASSIGNED RESPONSIBILITIES, AND PRESCRIBED
PROCEDURES FOR ROFEP MANAGEMENT. EXCHANGE OFFICERS ARE TO
PARTICIPATE IN TRAINING OPPORTUNITIES THAT BROADEN THEIR
PROFESSIONAL DEVELOPMENT AND INCREASE THEIR KNOWLEDGE OF ALLIED
RESERVE FORCES.
B. MARINE CORPS RESERVE PARTICIPATION WAS SOLICITED PER REF B.
TENTATIVE MARINE CORPS RESERVE PARTICIPATION INCLUDES HOSTING
UK/FRG EXCHANGE OFFICERS BETWEEN MAY - SEPTEMBER 2006. LIKEWISE,
THE UK AND FRG WILL HOST MARINE CORPS RESERVE OFFICERS BETWEEN
MAY-SEPTEMBER 2006.
C. ROFEP ELIGIBILITY
(1) THE ROFEP IS PRIMARILY DESIGNED FOR MEMBERS OF SELECTED
MARINE CORPS RESERVE (SMCR) UNITS, HOWEVER, INDIVIDUAL MOBILIZATION
AUGMENTEE (IMA) AND ACTIVE RESERVE (AR) MEMBERS OF THE SELECTED
RESERVE AND MEMBERS OF THE INDIVIDUAL READY RESERVE (IRR) MAY
APPLY. SELECTION PRIORITY WILL BE GIVEN TO SMCR UNIT MEMBERS.
(2) US TO UK EXCHANGE OFFICERS ARE RESTRICTED TO THE GRADES OF
02-04.
(3) US TO FRG EXCHANGE OFFICERS ARE RESTRICTED TO THE GRADES OF
02-05.
(4) THERE ARE NO MOS OR GENDER RESTRICTIONS.
2. MISSION. BEGINNING ON OR ABOUT 1 MAY 2006 AND ENDING NO LATER
THAN 29 SEPTEMBER 2006, MARINE FORCES RESERVE (MARFORRES) WILL
HOST, AT A MINIMUM, THREE (3) UK AND THREE (3) FRG EXCHANGE
OFFICERS. ADDITIONALLY, MARFORRES WILL ENCOURAGE AND FACILITATE
MARINE CORPS RESERVE OFFICER PARTICIPATION IN THE ROFEP.
3. EXECUTION. CMC(RA) IS RESPONSIBLE FOR THE OVERALL MANAGEMENT
OF MARINE CORPS PARTICIPATION IN THE ROFEP. TO ENSURE PROPER
COORDINATION AND ADMINISTRATION OF THE PROGRAM, THE FOLLOWING
RESPONSIBILITIES ARE ASSIGNED:
A. CMC(RAP)
(1) SERVE AS SERVICE REPRESENTATIVE AT ALL DOD WORKING
GROUP/COORDINATION MEETINGS, PRESENTATIONS, AND OTHER OFFICIAL
FUNCTIONS ASSOCIATED WITH THE ROFEP.
(2) COORDINATE WITH MARFORRES, TO SCREEN, SELECT, AND ASSIGN THE
MOST FULLY QUALIFIED MARINE CORPS RESERVE OFFICERS TO SERVE AS
FOREIGN EXCHANGE OFFICERS TO THE UK/FRG DURING SUMMER 2006.
CONVENE A ONE DAY NON-STATUTORY SELECTION BOARD AT QUANTICO,
VA ON 6 APRIL 2006 TO SELECT SIX (6) PRIMARY AND TWELVE (12)
ALTERNATE FOREIGN EXCHANGE OFFICERS. PUBLISH APPROPRIATE
MARADMIN ANNOUNCING FY 2006 ROFEP SELECTEES BY NLT 14 APRIL 2006.
(3) COORDINATE US EXCHANGE OFFICER TRAVEL REQUIREMENTS,
TO INCLUDE, ORDERS, COUNTRY CLEARANCE, TRAVEL ARRANGEMENTS, ETC.
B. CMC(RAC)
(1) PROVIDE FUNDING TO SUPPORT US ROFEP PARTICIPANT TRAVEL
TO/FROM UK/FRG HOST UNIT LOCATIONS.
(2) FUND UK/FRG EXCHANGE OFFICER TRAVEL FROM POINT OF US ENTRY
TO HOST UNIT LOCATION WHEN REQUIRED.
C. COMMARFORRES
(1) IDENTIFY MARINE CORPS RESERVE HOST UNITS FOR THREE (3) UK AND
THREE (3) FRG EXCHANGE OFFICERS. UK EXCHANGE OFFICER AVAILABILITY
WILL BE DETERMINED AT A LATER DATE AND COORDINATED VIA SEPCOR.
ANTICIPATE UK EXCHANGE OFFICERS TO BE AVAILABLE BEGINNING 1 MAY
2006. FRG EXCHANGE OFFICERS WILL BE AVAILABLE FOR TRAINING
BEGINNING 11 JUNE 2006 (10 JUNE TRAVEL DAY) AND ENDING 23 JUNE
(24 JUNE TRAVEL DAY).
(2) ENCOURAGE SMCR OFFICERS TO APPLY FOR THE 2006 ROFEP.
INFORM UNIT COMMANDERS AND IMA OPERATIONAL SPONSORS, VIA
MOBILIZATION COMMAND (MOBCOM), TO PROPERLY ENDORSE AND SUBMIT
ROFEP APPLICATIONS BY NLT 3 APRIL 2006.
(3) SELECT REPRESENTATIVES FOR ROFEP SELECTION BOARD MEMBERSHIP.
REQUEST A MINIMUM OF TWO (2) REPRESENTATIVES FROM MARFORRES IN
THE GRADE OF O5/O6 WITH REPRESENTAIVES COMING FROM EITHER/OR
MARFORRES HEADQUARTERS, 4TH MARINE DIVISION, 4TH MARINE AIRCRAFT
WING, 4TH MARINE LOGISTICS GROUP, AND MOBCOM. REMAINING BOARD
MEMBERSHIP WILL BE PROVIDED BY CMC(RA).
