GENTEXT/REMARKS/1.  PER REF (A) EACH MEMBER OF THE CIVILIAN MARINE WORKFORCE IS ASSIGNED TO A CIVILIAN COMMUNITY OF INTEREST (COI) BY ALIGNING ALL CIVILIAN OCCUPATIONAL SERIES/JOB RELATED FAMILIES INTO FUNCTIONAL COMMUNITY GROUPINGS. EACH COI HAS A DESIGNATED LEADER AND IS RESPONSIBLE FOR CIVILIAN STRATEGIC HUMAN CAPITAL PLANNING, DEVELOPING/MAINTAINING COMMUNITY COMPETENCIES, ESTABLISHING CAREER PATHS, PROVIDING CAREER ROAD MAPS, AND IDENTIFYING TRAINING THAT ADDRESSES POTENTIAL OR KNOWN GAPS IN THESE AREAS.  TO SUPPORT COIS IN THEIR EFFORTS, THE DEPUTY COMMANDANT, MANPOWER AND RESERVE AFFAIRS (DC MRA) PROVIDES A LIMITED AMOUNT OF FUNDING FOR THEIR USE.  THIS MARADMIN SOLICITS COI REQUESTS FOR FUNDING BASED ON NEEDS THEY HAVE IDENTIFIED FOR FISCAL YEAR 2013.
2.  EVENTS INCLUDED IN THE FUNDING REQUEST SHOULD TARGET THE RESPONSIBILITIES DISCUSSED ABOVE AND CONSIDER THE OBJECTIVES PROVIDED IN REF (B).  REQUESTS MUST BE LINKED TO EFFORTS THAT DEVELOP SPECIFIC COMMUNITY COMPETENCIES/EXPERIENCE OR STRATEGIC COMMUNITY ISSUES. THE CIVILIAN WORKFORCE STRATEGIC PLAN TASK COI LEADERS TO MANAGE COMPETENCY REQUIREMENTS AND PROFICIENCY EXPECTATIONS WITHIN THEIR COMMUNITY TO SUPPORT OPERATIONAL READINESS.
3.  EACH COI SHOULD ASSESS COMMUNITY NEEDS AND SUBMIT REQUESTS FOR FUNDING BASED ON REQUIREMENTS FOR COI-SPECIFIC PROFESSIONAL DEVELOPMENT, CAREER GROWTH, AND STRATEGIC PLANNING.  REQUESTS MUST BE SENT TO DC MRA, CIVILIAN WORKFORCE PLANNING AND DEVELOPMENT SECTION (MPC 30) FOR CONSIDERATION NLT 31 OCTOBER 2012.
  A.  MPC 30 WILL REVIEW EACH COI SUBMISSION AND FORWARD RECOMMENDATIONS TO ASSISTANT DEPUTY COMMANDANT MANPOWER AND RESERVE AFFAIRS (ADC MRA) FOR APPROVAL.  ADC MRA IS THE FINAL AUTHORITY FOR APPROVING COI FUNDED PROGRAMS.
  B.  DETAILED INSTRUCTIONS ON SUBMISSION PACKAGE REQUIREMENTS ARE LOCATED ON THE MPC WEBSITE AT HTTP:(FORWARDSLASHFORWARDSLASH) WWW.MANPOWER.USMC.MIL(FORWARDSLASH)CWPD.  A SAMPLE PACKAGE IS ALSO INCLUDED ON THE WEBSITE.
  C.  COIS WILL BE INFORMED OF FUNDING APPROVALS NLT 23 NOVEMBER 2012.
  D.  ANNOUNCEMENT OF FUNDED COI TRAINING PROGRAMS WILL BE PUBLISHED IN SEPARATE CORRESPONDENCE.  EACH COI LEADER IS REQUIRED TO COORDINATE AND COMMUNICATE PROFESSIONAL DEVELOPMENT AND CAREER GROWTH OPPORTUNITIES WITHIN THEIR COMMUNITY.  COI-SPECIFIC DEVELOPMENTAL OPPORTUNITIES WILL BE OPEN TO ALL APPROPRIATED AND NONAPPOPRIATED EMPLOYEES BASED ON THE DESIGNATED USMC COMMUNITY FOR THEIR OCCUPATIONAL SERIES AND APPLICABLE FINANCIAL REGULATIONS.  A COMPLETE LIST OF USMC OCCUPATIONAL SERIES BY COMMUNITY IS AVAILABLE ON THE MRA PORTAL.
