GENTEXT/RMKS/1.  BACKGROUND/PURPOSE.  THIS MARADMIN WAS PREPARED IN COORDINATION WITH MARINE CORPS RECRUITING COMMAND (MCRC) AND HEADQUARTERS MARINE CORPS HEALTH SERVICES.  THE PURPOSE OF THIS MARADMIN IS TO PROVIDE INTERIM GUIDANCE TO THE MENTAL HEALTH SCREENING PROCESS PENDING FORMAL CHANGES TO REF (A).
2.  COMMANDS WILL CONTINUE TO COMPLY WITH APPENDIX B OF REF (A).  ADDITIONALLY, COMMANDING OFFICERS IN CONCERT WITH MEDICAL OFFICERS WILL EXPAND THE CURRENT SCREENING CHECKLIST.  A PROFESSIONAL MENTAL HEALTH EVALUATION WILL BE DIRECTED WHEN ANY OF THE FOLLOWING CONDITIONS ARE MET DURING INITIAL SCREENING OR FINAL CERTIFICATION:
    A.  ANY DISQUALIFYING CONDITION LISTED IN REFERENCES B AND C.
    B.  ANY HISTORY OF PSYCHIATRIC HOSPITALIZATION, TO INCLUDE DRUG OR ALCOHOL REHABILITATION.
    C.  ANY HISTORY OF OUTPATIENT MENTAL HEALTH TREATMENT.
    D.  ANY HISTORY OF PSYCHOTROPIC MEDICATION FOR TREATMENT OF A MENTAL HEALTH CONDITION.
3.  DURING ALL INITIAL SCREENINGS, MEDICAL OFFICERS WILL REVIEW RECORDS AND CONDUCT A PERSONAL INTERVIEW TO DETERMINE IF A MENTAL HEALTH EVALUATION BY MENTAL HEALTH PROFESSIONAL IS DEEMED APPROPRIATE PER THE ABOVE GUIDELINES.  MENTAL HEALTH PROFESSIONALS WHO CONDUCT EVALUATIONS BASED ON THE ABOVE GUIDELINES WILL MAKE A DETERMINATION FOR SDA RECRUITING DUTY ASSIGNMENT USING CLINICAL JUDGMENT TO DETERMINE SUITABILITY.  DURING FINAL CERTIFICATION MEDICAL OFFICERS WILL CONFIRM THERE HAS BEEN NO CHANGE IN STATUS FROM INITIAL SCREENING.
4.  COMMANDERS CONDUCTING FINAL CERTIFICATION WILL PERSONALLY INTERVIEW THEIR MARINES.  FOR THOSE REQUIRING MHP EVALUATIONS, COMMANDERS WILL CONSIDER THE EVALUATION RECOMMENDATION, SIGNIFICANCE, DURATION, RESOLUTION, AND STABILITY OF THE INDIVIDUAL MARINE.  COMMANDERS WILL ENSURE THAT EVERY MARINE ASSIGNED TO RECRUITING DUTY IS SCREENED FOR MENTAL HEALTH, AND THAT WHEN A MENTAL HEALTH EVALUATION IS REQUIRED, IT IS NOT AN IMMEDIATE DISQUALIFIER FOR RECRUITING DUTY UNTIL COMMANDERS REVIEW MENTAL HEALTH PROFESSIONAL RECOMMENDATIONS.  ON A CASE BY CASE BASIS COMMANDERS MAY REQUEST MENTAL HEALTH WAIVERS VIA THEIR GENERAL COURT MARTIAL CHAIN FOR APPROVAL BY THE DIRECTOR OF MANPOWER MANAGEMENT DIVISION.
5.  MARINES REPORTING TO BRC WITHOUT COMPLETED AND CERTIFIED CHECKLISTS WILL BE RETURNED TO THEIR PREVIOUS UNIT.  
6.  THIS MARADMIN IS EFFECTIVE WITH BRC STUDENTS ATTENDING BRC CLASS 2-13 WHICH CONVENES 8 JANUARY 2013.  THIS INTERIM GUIDANCE WILL BE INCORPORATED IN THE UPCOMING CHANGE TO REF (A).
