GENTEXT/REMARKS/1. IN ACCORDANCE WITH REF A, THE PURPOSE OF THIS MARADMIN IS TO SOLICIT APPLICANTS FOR LATERAL MOVE CONSIDERATION ON THE FY13 ACQUISITION PRIMARY MOS SELECTION (8059 AND 8061) BOARD. THE OBJECTIVE OF THE ACQUISITION PRIMARY MOS SELECTION PROCESS IS TO DEVELOP A POPULATION OF ACQUISITION PROFESSIONAL OFFICERS WHO MEET STATUTORY REQUIREMENTS AND ARE HIGHLY COMPETITIVE FOR PROGRAM MANAGEMENT POSITIONS OF MAJOR DEFENSE ACQUISITION PROGRAMS.  THE FOLLOWING APPLIES:
    A.  THE FY13 ACQUISITION PRIMARY MOS SELECTION (8059 AND 8061) BOARD WILL CONVENE ON OR ABOUT 11 FEB 2013 IN QUANTICO, VA. APPLICATIONS ARE DUE NO LATER THAN CLOSE OF BUSINESS 18 JAN 2013.
    B.  MARINE CORPS SYSTEMS COMMAND (MCSC), AS THE EXECUTIVE AGENT FOR ACQUISITION TRAINING AND EDUCATION, WILL VERIFY ALL ACQUISITION CERTIFICATIONS, WORKFORCE EXPERIENCE, AND ACADEMIC QUALIFICATIONS PRIOR TO THE SELECTION BOARD. ALL APPLICANTS MUST INITIATE AN ACQUISITION RECORDS AUDIT WITH THE USMC DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) WORKFORCE DEVELOPMENT SPECIALIST NLT 9 JAN 2013 AND ENSURE COLLEGE TRANSCRIPTS AND OTHER SUPPORTING DOCUMENTATION, AS MAY BE REQUIRED, ARE ON FILE WITH MCSC. 2.  ELIGIBILITY REQUIREMENTS FOR LATERAL MOVE TO PMOS 8059 AND 8061ARE:
    A.  UNRESTRICTED OFFICERS, RANK OF MAJOR SELECT THROUGH LIEUTENANT COLONEL WHO HAVE LESS THAN 24 YEARS OF ACTIVE COMMISSIONED SERVICE AS OF 1 JUN 2013, AND WHO ARE NOT CURRENTLY SLATED FOR COMMAND AS A RESULT OF THE FY13 COMMAND SCREENING BOARD.  OFFICERS IN JOINT BILLETS ARE ELIGIBLE IF THEY WILL HAVE COMPLETED 36 MONTHS IN THEIR CURRENT ASSIGNMENT BY 30 SEP 2013.
    B.  APPLICANTS FOR 8059 MUST BE DESIGNATED NAVAL AVIATORS CURRENTLY HOLDING 75XX PMOS.
    C.  POSSESS OR QUALIFY FOR DEFENSE ACQUISITION CORPS (DAC) MEMBERSHIP AND ADDITIONAL MOS 8058.  QUALIFICATIONS INCLUDE:
        (1) CERTIFIED DAWIA LEVEL II IN PRIMARY ACQUISITION CAREER FIELD.
        (2) BACCALAUREATE DEGREE
        (3) HAVE 24 SEMESTER CREDIT HOURS IN BUSINESS OR BUSINESS RELATED FIELDS, OR 24 SEMESTER CREDIT HOURS IN PRIMARY DAWIA CAREER FIELD AND TWELVE SEMESTER CREDIT HOURS IN BUSINESS OR BUSINESS RELATED FIELDS.  SEMESTER CREDIT HOURS MUST BE ON A COLLEGE TRANSCRIPT.
        (4) HAVE 48 MONTHS ACQUISITION EXPERIENCE BY 30 SEP 2013.  TWELVE MONTHS OF EXPERIENCE MAY BE CREDITED FOR ACQUISITION RELATED EDUCATION.  EIGHTEEN MONTHS ACQUISITION EXPERIENCE MAY BE CREDITED FOR LTCOL/O5 COMMAND.
    D.  WAIVERS WILL NOT BE CONSIDERED FOR DEFENSE ACQUISITION CORPS (DAC) REQUIREMENTS.
    E.  OFFICERS MAY NOT APPLY DURING THE FIRST YEAR OF CURRENT ASSIGNMENT, UNLESS CURRENTLY SERVING IN AN ACQUISITION BILLET.
    F.  OFFICERS WHO ARE IN THE ABOVE ZONE CANNOT APPLY.
    G.  PACKAGES MUST BE ENDORSED BY THE APPLICANT'S CHAIN OF COMMAND THROUGH THE FIRST GENERAL OFFICER (WING, DIVISION, OR MLG EQUIVALENT) AS APPROPRIATE.
    H.  APPLICANTS ARE RESPONSIBLE FOR ENSURING THEIR APPLICATIONSARRIVE AT CMC (MMOA-3) NLT 18 JAN 2013.  MAIL OR SCAN APPLICATIONS TO THE ADDRESS IN PARA 7.
3.  APPLICATIONS WILL USE STANDARD NAVAL CORRESPONDENCE FORMAT, WITH ENCLOSURES AND ENDORSEMENTS.  THE FOLLOWING INFORMATION IS REQUIRED.

    B.  DATA SHEET FOR 8059/8061 PMOS APPLICATION (PROVIDED BY MCSC DIRECTLY TO BOARD).
    C.  STANDARD ONE PAGE MILITARY BIOGRAPHY.
    D.  RELEASE OF INFORMATION FORM.
    E.  LETTER OF RECOMMENDATIONS MAY BE INCLUDED AS ENCLOSURES.
    F.  APPLICANTS MUST SUBMIT A PRIVACY ACT STATEMENT.
    G.  OFFICIAL PHOTOGRAPHS.  ALL ELIGIBLE OFFICERS MUST HAVE AN ELECTRONIC PHOTO IN THEIR OMPF TAKEN WITHIN 12 MONTHS OF THE CONVENING DATE OF THE BOARD.
    H.  APPLICANTS MUST NOTIFY THEIR PRIMARY MOS MONITOR OF THEIR INTENT TO APPLY FOR THE PROGRAM PRIOR TO SUBMITTING AN APPLICATION.
    I.  APPLICATION TO THE FY13 ACQUISITION PMOS 8059 AND 8061 BOARD AND SELECTION BY THE BOARD WILL CONSTITUTE PCS OR PCA ORDERS TO AN 8059 OR 8061 BILLET.  THEREFORE, OFFICERS NEED TO ENSURE APPLICATION IS A TRUE AND VALID DESIRE.  OFFICERS SELECTED FOR PMOS 8059 OR 8061 INCUR A 4 YEAR SERVICE OBLIGATION.
    J.  AN APPLICATION TEMPLATE CAN BE FOUND BY FIRST LOGGING ON TO THE MANPOWER AND RESERVE AFFAIRS (MRA) WEBSITE WWW.MANPOWER.USMC.MIL THEN NAVIGATING TO THE ACQUISITION MANAGEMENT WEBPAGE.  ONE MUST BE LOGGED INTO THE MANPOWER WEBSITE FOR THE SAMPLE APPLICATION TO BE VISIBLE.  THE ACQUISITION MANAGEMENT WEBPAGE CAN BE REACHED BY CLICKING ON "ACTIVE MARINE," CLICKING ON "MANPOWER MANAGEMENT (MM)," CLICKING ON "OFFICER ASSIGNMENTS (MMOA)," CLICKING ON "PLANS AND PROGRAMS (MMOA-3)," AND THEN SCROLLING DOWN TO THE BOTTOM LEFT OF THE SCREEN.  SELECT "ACQUISITION MANAGEMENT," AND THEN CLICK ON "ACQUISITION MANAGEMENT PROFESSIONAL (8059 AND 8061)," 8059 AND 8061 PMOS SAMPLE APPLICATION IS POSTED ON THE RIGHT SIDE OF THE PAGE UNDER THE TITLE "FORMS."  NOTE: ONE MUST BE LOGGED INTO THE MANPOWER WEBSITE FOR THE SAMPLE APPLICATION TO BE VISIBLE.
4.  OFFICERS RECEIVING AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHTPAY) OR UNDER CONTRACT WITH AVIATION CONTINUATION PAY (ACP-BONUS) ARE ELIGIBLE TO APPLY.  SELECTION TO PMOS 8059 DOES NOT IMPACT ACIP OR ACP PAYMENTS FOR THE DURATION OF THE CURRENT CONTRACT AS LONG AS ELIGIBILITY REQUIREMENTS ARE MET.  SELECTION TO PMOS 8061 TERMINATES ACIP AND ACP UPON RECEIPT OF THE 8061 MOS.
5.  ADDITIONAL CORRESPONDENCE DEEMED NECESSARY BY THE APPLICANT, SUBSEQUENT TO THE ACQUISITION RECORD AUDIT WITH MCSC, MAY BE ADDRESSED TO THE PRESIDENT OF THE BOARD AND DELIVERED TO THE ADDRESS IN PAR 7.
6.  FOLLOWING THE FY13 PMOS 8059 AND 8061 SELECTION BOARD, THEMARINE CORPS ACQUISITION COMMAND SELECTION BOARD (MCACSB) WILL CONVENE TO SCREEN AND SELECT ELIGIBLE ACQUISITION PROFESSIONAL OFFICERS FOR SPECIFIC ACQUISITION COMMANDS AND COMMAND EQUIVALENT BILLETS.  THE COMMANDS TO BE SELECTED AND AMPLIFYING DETAILS WILL BE RELEASED VIA FY13 MARINE CORPS ACQUISITION COMMAND SELECTION BOARD MARADMIN.
