AMPN/REF A IS DOD INSTRUCTION 1400.25, VOLUME 1100 WHICH IMPLEMENTS POLICY AND PROCEDURES FOR THE ENTERPRISE-WIDE DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS), WHICH IS THE AUTOMATED HUMAN RESOURCES (HR) INFORMATION AND TRANSACTION PROCESSING SYSTEM FOR DOD CIVILIAN EMPLOYEES.//
GENTEXT/REMARKS/1.  PER REF A, THE CIVILIAN EMPLOYEE-SUPERVISOR HIERARCHY MUST BE ESTABLISHED AND MAINTAINED WITHIN DCPDS. THE EMPLOYEE-SUPERVISOR HIERARCHY IDENTIFIES THE EMPLOYEE/SUPERVISOR RELATIONSHIP IN DCPDS WHICH IS REQUIRED TO PERFORM SPECIFIC CIVILIAN PERSONNEL MANAGEMENT FUNCTIONS AND IMPROVE DATA MINING CAPABILITIES ACROSS THE ENTERPRISE. THIS MARADMIN PROVIDES MARINE CORPS COMMANDS POLICY AND GUIDANCE ON THE UTILIZATION OF THE DCPDS CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL REQUIRED FOR ACCOMPLISHING THIS TASKING.
2. BACKGROUND
   A.  THE DCPDS CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL ALLOWS COMMANDS TO ESTABLISH AND MAINTAIN THEIR CIVILIAN EMPLOYEE-SUPERVISOR HIERARCHY LOCALLY.  THE TOOL IS WEB-BASED AND CAN BE ACCESSED BY AUTHORIZED USERS AT:  HTTPS:SLASH SLASH COMPO.DCPDS.CPMS.OSD.MIL/.
   B. CURRENT INITIATIVES REQUIRING COMPLETION OF THE CIVILIAN EMPLOYEE-SUPERVISOR HIERARCHY INCLUDE THE RECRUIT/REQUEST FOR PERSONNEL ACTIONS (RPA) TRACKING, AND AUTOMATED INTERIM PERFORMANCE MANAGEMENT SYSTEM (IPMS) APPRAISAL FORMS. ADDITIONAL INITATIVES ARE PLANNED FOR RELEASE BY DOD DURING FY13, TO INCLUDE THE ELECTRONIC OFFICIAL PERSONNEL FOLDER (E-OPF) NOTIFICATIONS AND THE DEFENSE COMPETENCY ASSESSMENT TOOL (DCAT). SPECIFIC RELEASE DATES HAVE NOT BEEN PROVIDED AT THIS TIME. COMMANDS/SUPERVISORS/EMPLOYEES WILL NOT BE ABLE TO ACCESS ASSOCIATED RECORDS OR PERFORM ASSOCIATED FUNCTIONS UNLESS HIERARCHIES HAVE BEEN PROPERLY ESTABLISHED.
3. ACTION
   A. COMMANDS WITH APPROPRIATED FUND (APF) CIVILIAN EMPLOYEES MUST ESTABLISH AND MAINTAIN THEIR COMMAND'S CIVILIAN EMPLOYEE-SUPERVISOR HIERARCHY USING THE TOOL.
   B. HUMAN RESOURCE OFFICES (HROS) AND COMMAND G-1 OFFICES ARE REQUIRED TO REQUEST ACCESS TO THE CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL AND TO MAINTAIN THE EMPLOYEE-SUPERVISOR HIERARCHY AT THE HRO/ACTIVITY UIC LEVEL.  
   C. HROS AND COMMAND G-1 OFFICES ARE RESPONSIBLE FOR MAINTAINING HIERARCHY AS GAINS AND LOSSES OF CIVILIAN AND MILITARY PERSONNEL OCCUR.
4. PROCEDURE FOR OBTAINING AUTHORIZED ACCESS
   A. ALL ACCESS TO THE CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL MUST BE APPROVED BY THE DIRECTOR CIVILIAN PERSONNEL PROGRAMS (DCPP). PRIMARY AND ALTERNATE COMMAND POCS WILL BE GRANTED ACCESS, WITH SERVICING HROS PROVIDING BACKUP SUPPORT.
      (1) EXISTING DCPDS USERS WITH HRO/ACTIVITY UIC LEVEL ACCESS MAY SUBMIT AN EMAIL REQUEST TO SABRINA.WEBB@USMC.MIL FOR DCPP APPROVAL. THE DCPP REPRESENTATIVE WILL SEND AN EMAIL BACK TO THE REQUESTOR APPROVING HIS/HER ACCESS TO THE CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL.  THE REQUESTOR WILL FORWARD DCPP APPROVAL TO THEIR SERVICING HUMAN RESOURCE SERVICE CENTER (HRSC) FOR ACTION.
      (2) NEW DCPDS USERS MUST COMPLETE AND SUBMIT A DCPDS USER REQUEST FORM TO DCPP FOR APPROVAL. REQUESTED ACCESS FOR EACH USER IS RESTRICTED TO THE USER'S AREA OF RESPONSIBILITYDOWN TO A SPECIFIC HRO/ACTIVITY UIC LEVEL AND MUST BE IDENTIFIED ON THE FORM.  COMPLETED FORMS SHOULD BE FORWARDED TO SABRINA.WEBB(AT)USMC.MIL. APPROVED FORMS WILL BE RETURNED TO THE REQUESTOR WHO WILL SUBMIT TO THE ACTIVITY'S HRSC FOR ACTION. 
5. NON-APPROPRIATED FUND (NAF) CIVILIAN AND MILITARY SUPERVISORS.  COMMANDS MUST SUBMIT A COMPLETED MYWORKPLACE USER ACCOUNT REQUEST FORM FOR ALL NAF AND MILITARY PERSONNEL THAT SUPERVISE APF CIVILIAN EMPLOYEES.  THIS IS REQUIRED TO ADD NAF AND MILITARY SUPERVISORS TO THE CIVILIAN POSITION MAINTENANCE HIERARCHY TOOL WITHIN DCPDS BEFORE THEY CAN BE ASSIGNED WITHIN THE CIVILIAN EMPLOYEE-SUPERVISOR HIERARCHY. COMPLETED FORMS SHOULD BE SUBMITTED TO THE COMMAND'S SERVICING HRO FOR APPROVAL.  APPROVED FORMS WILL BE SUBMITTED TO THE HRSC VIA CURRENT/NORMAL PROCEDURES.
6. DOCUMENTATION AND TRAINING.  TRAINING, INSTRUCTIONAL DOCUMENTS, AND USER REQUEST FORMS ARE AVAILABLE ON THE MPC-30 WEBSITE LOCATED AT HTTPS:SLASH SLASH WWW.MANPOWER.USMC.MIL/CWPD.  TRAINING MATERIALS INCLUDE A RECORDED DCO SESSION, POWERPOINT SLIDE DECK AND INSTRUCTIONAL GUIDES.
7. THIS MARADMIN IS APPLICABLE TO ALL MARINE CORPS COMMANDS WITH APF CIVILIAN EMPLOYEES.
8. ALL ACTIONS IN PARAGRAPH 3 MUST BE COMPLETED NLT 31 JANUARY 2013.
