GENTEXT/RMKS/1. PURPOSE. PROVIDE GUIDANCE FOR THE UNMAPPING OF CONTRACTING MARINES, REESTABLISHMENT OF MARINE EXPEDITIONARY FORCE (MEF) REGIONAL CONTINGENCY CONTRACTING OFFICE (RCCO) AND REDEFINE CONTINGENCY CONTRACTING CAPABILITY ACROSS THE MARINE CORPS.
2. BACKGROUND. THE MARINE CORPS' CONTINGENCY CONTRACTING FORCE (CCF) IS COMPRISED OF 151 MARINES: 121 ENLISTED AND 30 OFFICERS. REFERENCES A AND B REORGANIZED THE CCF BY MAPPING CONTRACTING MARINES IN I AND II MEF TO THE SUPPORTING REGIONAL CONTRACTING OFFICES (RCO). MAPPING MARINES TO THE SUPPORTING RCO WAS DONE TO OPTIMIZE THE USE OF CONTRACTING MARINES WHILE IN GARRISON, IMPROVE CONTRACTING SUPPORT FOR OIF/OEF, AND PROVIDE A STABLE ENVIRONMENT TO TRAIN AND MEET EDUCATIONAL REQUIREMENTS FOR CONTRACTING MARINES. MAPPING ALSO REMOVED THE CONTINGENCY CONTRACTING CAPABILITY FROM THE OPERATIONAL FORCES, SPECIFICALLY FROM 1ST AND 2ND MLG. THE DETRIMENTAL AFFECTS OF THESE ACTIONS FAR EXCEEDED THE ORIGINALLY ENVISIONED BENEFITS AND RESULTED IN A DETERIORATION OF I AND II MEF'S ABILITY TO PROVIDE EXPEDITIONARY CONTRACTING SUPPORT AND RESPOND EFFICIENTLY AND EFFECTIVELY TO OPERATIONAL MISSIONS. III MEF'S RCCO REMAINED IN PLACE AND CONTINUES TO PROVIDE RESPONSIVE AND CONSISTENT SUPPORT TO MEET III MEF AND MARINE
FORCES PACIFIC OPERATIONAL MISSION REQUIREMENTS.
3. GENERAL. AS A RESULT OF THE MLG TABLE OF ORGANIZATION CHANGES TO OPTIMIZE THE FORCE, CONTRACTING STRUCTURE THAT WAS MAPPED TO MARINE CORPS INSTALLATION (MCI) EAST AND WEST REGIONAL CONTRACTING OFFICES (RCOS), WILL BE UNMAPPED AND RETURNED TO 1ST AND 2ND MLG. THESE MLG TABLE OF ORGANIZATION CHANGES REALIGNED CONTRACTING STRUCTURE TO INCREASE CONTRACTING MARINES ON THE TABLES OF ORGANIZATION OF MARINE FORCES SPECIAL OPERATIONS COMMAND (MARSOC) AND 3RD MLG. THE REALIGNMENT OF CONTRACTING MARINES TO THE OPERATING FORCES WILL BE IMPLEMENTED AS FOLLOWS:
A. TIMELINE: BASED ON MLG TABLE OF ORGANIZATION IMPLEMENTATION SCHEDULE, UNMAPPING WILL BEGIN IN FY14 AND COMPLETE IN FY16. AS CCF MARINES ARE ISSUED ORDERS, THEY WILL ATTRITE FROM THE MCI RCOS TO THE OPFORCES. ADDITIONAL T/O CHANGES RECOMMENDED BY THE WORKING GROUP WILL BE EXECUTED THROUGH NORMAL PCS CYCLES. THESE ADDITIONAL MOVES WILL OCCUR IN CONJUNCTION WITH THE MLG IMPLEMENTATION SCHEDULE.
B: ORGANIZATION: ESTABLISH RCCOS UNDER THE MEF'S EXISTING CONTRACTING AUTHORITY. USING III MEF'S DEDICATED RCCO AS A MODEL FOR EXPEDITIONARY/OPERATIONAL CONTRACTING SUPPORT, DEVELOP ORGANIZATIONAL STRUCTURES TO SUPPORT THE MISSIONS AT I AND II MEF.
C: PERSONNEL: REALIGN THE CONTRACTING CAPABILITY ACROSS THE MARINE CORPS WITHIN THE OPFORCES AND SUPPORTING ESTABLISHMENT TO ENSURE THE CCF IS DISTRIBUTED WHERE IT CAN BEST SUPPORT THE OPERATIONAL MISSION AND MEET NECESSARY TRAINING AND EDUCATION REQUIREMENTS. CLEARLY DEFINE THE ROLES OF THE CCF WITHIN THE OPFORCES AND SUPPORTING ESTABLISHMENT TO ENSURE THERE ARE NO GAPS IN CONTRACTING SUPPORT.
4. ACTION. HQMC, I AND L CONTRACTS DIVISION(LB):
A: ESTABLISH, IN SEPARATE CORRESPONDENCE, A WORKING GROUP TO ALIGN AND DEFINE A CONTINGENCY CONTRACTING CAPABILITY THAT IS RESPONSIVE AND ORGANIZED TO SUPPORT THE OPERATIONAL MISSION OF THE MARINE CORPS.
B: THE WORKING GROUP WILL BE RESPONSIBLE FOR THE FOLLOWING TASKS:
(1). DEVELOPING A DRAFT CONCEPT OF OPERATIONS TO ESTABLISH THE PROPER PLACEMENT AND EMPLOYMENT OF THE CCF TO BEST SUPPORT EXPEDITIONARY/OPERATIONAL CONTRACTING REQUIREMENTS AT BOTH THE MEF AND MARFOR LEVELS.
(2). ESTABLISHING RCCOS THAT PLAN AND SUPPORT MEF CONTRACTING REQUIREMENTS (E.G. EXERCISES, OPERATIONS, AND CONTINGENCY/HADR OPERATIONS).
(3). ESTABLISHING OPERATIONAL CONTRACTING SUPPORT CELLS AT THE MEFS AND MARFORS TO SUPPORT COMBATANT COMMANDER CONTRACTING REQUIREMENTS.
(4). DETERMINING THE ASSIGNMENT OF ENTRY LEVEL CCF PERSONNEL AND STAFF NEEDED TO SUPPORT THEM.
(5). ENSURING THAT ALL RCCOS AND CONTRACTING PERSONNEL MAINTAIN FUNCTIONAL INDEPENDENCE AT ALL LEVELS.
(6). EVALUATING THE IMPACT THE REALIGNMENT OF THE CCF WILL HAVE ON THE SUPPORTING ESTABLISHMENT.
C: STAKEHOLDERS INCLUDE PERSONNEL FROM DON DASN AP, HQMC (LB), MCICOM (PAC, EAST, WEST), TECOM, MCSC, LOGCOM, I/II/III MEF, MARINE FORCES PACIFIC, MARINE FORCES COMMAND, MARINE FORCES SOUTH, MARINE FORCES CENTRAL COMMAND, MARSOC, MARINE FORCES AFRICA, MARINE FORCES EUROPE, AND MARINE FORCES RESERVE, LOGISTICS COMMAND, AND NORTH CAPITAL REGION QUANTICO. THE WORKING GROUP WILL CONVENE NLT 31 JANUARY 2013 AND REPORT RESULTS WITH RECOMMENDATIONS TO HQMC, DC I AND L UPON COMPLETION.
