GENTEXT/REMARKS/1. BACKGROUND. IAW REF A, DC CD AND I AND DC M AND RA WILL CONDUCT A REVIEW OF CURRENT ACTIVE RESERVE PROGRAM STRUCTURE 11-15 MAR 2013 AT MCB QUANTICO VA. REF A IDENTIFIES THE FOLLOWING COMMANDS AS VOTING MEMBERS OF A REVIEW BOARD THAT WILL CONVENE DURING THIS PERIOD TO CONSIDER AR PROGRAM STRUCTURE CHANGE REQUESTS RECEIVED FROM THE FIELD:

I. NON-VOTING BOARD REPRESENTATION WILL BE PROVIDED BY MCRC, TECOM, AND MCICOM.
2. MISSION. THE MISSION OF THE FY13 AR PROGRAM STRUCTURE REVIEW IS TO ENSURE AR STRUCTURE IS RELEVANT, PROPERLY ALIGNED, AND ORGANIZED TO MEET THE FULL-TIME SUPPORT (FTS) TO THE RESERVE COMPONENT (RC) MANDATES SET FORTH IN LAW IAW REF B AND IMPLEMENTED BY DOD AND SERVICE POLICY IN REFS C AND D.
A. INTENT. THE INTENT OF THE AR PROGRAM STRUCTURE REVIEW IS TO IDENTIFY AND PRIORITIZE SPECIFIC AR REQUIREMENTS ACROSS THE TOTAL FORCE THAT WILL ENHANCE MARINE CORPS WARFIGHTING CAPABILITY. THIS IS ACCOMPLISHED BY A RC PROPERLY MANNED, TRAINED, EQUIPPED, ADMINISTERED AND SUPPORTED SUCH THAT RC UNITS AND PERSONNEL ARE READY TO BE MOBILIZED, ACTIVATED, INTEGRATED AND DEPLOYED AS PART OF THE TOTAL FORCE AS OUTLINED IN REF E. TO THIS END, THE AR PROGRAM STRUCTURE REVIEW WILL STRIVE TO ENSURE THAT AR STRUCTURE IS OPTIMALLY POSITIONED TO ACCOMPLISH THE FTS TASKS OUTLINED IN REFS B THROUGH D AND REF F.
B. GUIDANCE
(1) THE AR STRUCTURE REVIEW WILL BE CONDUCTED UNDER THE CONSTRUCT OF ZERO STRUCTURE GROWTH.
(2) IAW REF G, THE DECISIONS RESULTING FROM THE COMMANDANT'S DIRECTED FORCE STRUCTURE REVIEW HAVE HAD SIGNIFICANT IMPACT UPON THE ORGANIZATION AND STRUCTURE OF THE RC. AS SUCH, THE AR STRUCTURE REVIEW MUST CONSIDER ALL CHANGES REQUIRED TO ALIGN AND OPTIMIZE AR PROGRAM STRUCTURE TO ENSURE IT REMAINS RELEVANT AND PROPERLY ALIGNED IN LIGHT OF THESE CHANGES.
(3) THE AR STRUCTURE REVIEW MUST CONSIDER ALL CHANGES REQUIRED TO OPTIMIZE AR PROGRAM STRUCTURE SUPPORT TO ACTIVE COMPONENT (AC) OPERATIONAL FORCES AND SUPPORTING ESTABLISHMENT INORDER TO FACILITATE THE INTEGRATION OF THE RC INTO THE TOTAL FORCE. WHERE AR STRUCTURE IS ALIGNED TO THE AC, AN EMPHASIS WILL BE PLACED UPON THAT STRUCTURE FULFILLING THE ROLES AND RESPONSIBILITIES SPECIFIED UNDER TITLE 10 U.S. CODE, APPLICABLE DOD INSTRUCTIONS AND SERVICE POLICY AS IDENTIFIED ABOVE.
(4) WITH THE TRANSITION OF THE RC FROM WARTIME TO PEACETIME, THE LESSONS LEARNED FROM THE PAST 11 YEARS MUST BE REFLECTED IN HOW WE SUPPORT THE RC AND INTEGRATE THE RC INTO AC OPERATIONAL FORCES. STRUCTURE CHANGE REQUESTS SUBMITTED TO THE AR PROGRAM STRUCTURE REVIEW SHOULD TAKE INTO ACCOUNT THESE LESSONS LEARNED WITH A VIEW TOWARD FUTURE UTILIZATION OF THE RC.
3. EXECUTION
A. CONCEPT OF OPERATIONS. THE AR STRUCTURE REVIEW WILL PROCEED IN TWO DISTINCT PHASES. PHASE I WILL BE AN AR PROGRAM STRUCTURE REVIEW FOCUSED UPON THE STRUCTURAL NEEDS OF THE AR PROGRAM IN ORDER TO MEET ESSENTIAL TASKS. PHASE II WILL FOCUS UPON THE MANPOWER MANAGEMENT IMPLICATIONS OF RECOMMENDED STRUCTURE CHANGES APPROVED FOR SUBMISSION DURING PHASE I. AMPLIFYING INSTRUCTIONS FOR ACCOMPLISHING THESE TWO PHASES WILL BE FORWARDED VIA SEPCOR.
(1) PHASE I. PHASE I WILL BE CONDUCTED 11-15 MAR 2013 AT MCB QUANTICO, VA. DETAILED SCHEDULE AND OTHER COORDINATING INSTRUCTIONS WILL BE ISSUED VIA SEPCOR. PHASE I WILL CONSIST OF A COMPREHENSIVE REVIEW OF EXISTING AR STRUCTURE AND VALIDATE THAT CURRENT STRUCTURE IS IN CONFORMANCE WITH THE FTS TO THE RC MANDATE AND OTHER REQUIREMENTS AS CONTAINED IN REFS B THROUGH D AND REF F. ADDITIONAL CONSIDERATION WILL BE GIVEN TO THE FOLLOWING:
(A) VALIDATING THAT CURRENT AR STRUCTURE IS FULFILLING ITS INTENDED PURPOSE OF FACILITATING THE MOBILIZATION, ACTIVATION, INTEGRATION AND DEACTIVATION OF THE RC WHILE ALSO ASSISTING THE AC WITH THEIR TOTAL FORCE INTEGRATION ROLES AND RESPONSIBILITIES AS THEY PERTAIN TO ORGANIZING, ADMINISTERING, RECRUITING, INSTRUCTING, TRAINING AND INTEGRATING THE RC.
(B) IDENTIFYING AND RECOMMENDING EMERGING AR REQUIREMENTS DESIGNED TO OPTIMIZE SUPPORT OF THE RC, ENSURING ADEQUATE SUPPORT TO THE ORGANIZATIONAL CHANGES RESULTING FROM THE COMMANDANT'S FORCE STRUCTURE REVIEW BEING CARRIED OUT IAW REF G.
(2) PHASE II. PHASE II WILL BE CONDUCTED BY M AND RA FOLLOWING COMPLETION OF PHASE I TO ENSURE RECOMMENDED STRUCTURE CHANGES ARE CONSISTENT AND SUPPORTED BY OVERALL MANPOWER MANAGEMENT POLICIES TO INCLUDE STATUTORY AND POLICY PROVISIONS THAT GOVERN THE AR PROGRAM AND ITS GRADE STRUCTURE, IMPACT UPON PROFESSIONAL GROWTH AND EXPERIENCE REQUIRED FOR PROGRESSION AND SELECTION TO SENIOR GRADES AND BILLETS, AND IMPACT UPON RETENTION AND PROMOTION OPPORTUNITIES WITHIN CAREER MILITARY OCCUPATIONAL FIELDS.
B. TASKS
(1) DIRECTOR, RESERVE AFFAIRS (RA). RA IS THE SUPPORTED DIVISION OF M AND RA FOR THE COORDINATION AND EXECUTION OF THE FY13 AR PROGRAM STRUCTURE REVIEW. IAW REF A, DESIGNATE THE CO-CHAIR FOR THE FY13 AR PROGRAM STRUCTURE REVIEW BOARD AND A PRIMARY ACTION OFFICER RESPONSIBLE FOR COORDINATION AND EXECUTION OF ESSENTIAL TASKS NECESSARY TO CONDUCT THE FY13 AR STRUCTURE REVIEW.
(2) DIRECTOR, TOTAL FORCE STRUCTURE DIVISION (TFSD). TFSD IS THE SUPPORTED DIVISION OF CD AND I FOR THE COORDINATION AND EXECUTION OF THE FY13 AR PROGRAM STRUCTURE REVIEW. IAW REF A, DESIGNATE THE CO-CHAIR FOR THE FY13 AR PROGRAM STRUCTURE REVIEW BOARD AND A PRIMARY ACTION OFFICER RESPONSIBLE FOR COORDINATION AND EXECUTION OF ESSENTIAL TASKS NECESSARY TO CONDUCT THE FY13 AR STRUCTURE REVIEW.
(3) COMMANDS IDENTIFIED AS HAVING REPRESENTATION ON THE AR PROGRAM STRUCTURE REVIEW BOARD WILL CONDUCT A COMPREHENSIVE REVIEW OF ALL AR STRUCTURE CONTAINED ON UNIT TO AND E REPORTS WITHIN THEIR CHAIN OF COMMAND AND CONSOLIDATE A SINGLE AR STRUCTURE REVIEW AND CHANGE REQUEST FOR SUBMISSION TO POCS NLT 20 FEB 2013. IDENTIFIED COMMANDS SHOULD BE PREPARED TO BRIEF IN DETAIL THEIR SUBMISSIONS BEFORE THE ENTIRE AR PROGRAM STRUCTURE REVIEW BOARD. MAJOR SUBORDINATE ELEMENTS DESIRING TO BRIEF THEIR SUBMISSIONS WILL BE PERMITTED TO DO SO AT THE DISCRETION OF THE SENIOR COMMAND REPRESENTATIVE APPOINTED TO THE BOARD. DETAILED COORDINATION FOR THE PRESENTATION OF SUCH BRIEFS WILL BE WITH POCS AND PUBLISHED IN A DETAILED SCHEDULE OF EVENTS VIA SEPCOR.
(4) COMMANDS NOT IDENTIFIED AS HAVING DIRECT REPRESENTATION ON THE AR PROGRAM STRUCTURE REVIEW BOARD WILL CONDUCT A COMPREHENSIVE REVIEW OF ALL AR STRUCTURE CONTAINED ON UNIT TO AND E REPORTS WITHIN THEIR CHAIN OF COMMAND AND CONSOLIDATE AR STRUCTURE REVIEW AND CHANGE REQUESTS FOR SUBMISSION TO POCS NLT 20 FEB 2013 ALONG WITH AN OVERVIEW BRIEF FOR PRESENTATION TO THE AR PROGRAM STRUCTURE REVIEW BOARD BY CD AND I ACTING AS THE ADVOCATE. COMMANDS DESIRING TO PRESENT THEIR AR STRUCTURE REVIEW AND CHANGE REQUESTS MUST SUBMIT REQUESTS TO DO SO TO POCS ALONG WITH THEIR SUBMISSION NLT 20 FEB 2013.
C. COORDINATING INSTRUCTIONS
(1) THE AR STRUCTURE REVIEW WILL BE CONDUCTED AT MCB QUANTICO, VA 11-15 MAR 2013. SPECIFIC LOCATION AND SCHEDULE WILL BE PUBLISHED VIA SEPCOR.
(2) COMMANDS THAT POSSESS AR STRUCTURE WILL CONDUCT AN INTERNAL REVIEW OF AR STRUCTURE TO ENSURE THAT IT MEETS THE PROGRAMMANDATES SPECIFIED IN REFS B THROUGH D AND REF F WHILE IDENTIFYING EMERGING STRUCTURE REQUIREMENTS OR WHERE STRUCTURE IS EXCESS. FORMAT FOR SUBMISSION OF COMMAND REVIEWS TO THE AR STRUCTURE REVIEW WILL BE PUBLISHED VIA SEPCOR IN A DETAILED LOI. SUBMISSIONS WILL BE DUE TO POCS NLT 20 FEB 2013.
4. ADMINISTRATION
A. ORDERS ARE A UNIT RESPONSIBILITY AND SHOULD BE NON-REPORTING.
