GENTEXT/REMARKS/1. THE GREEN TEAM STUDY GROUP WAS IN SESSION FROM 11 AUGUST - 30 NOVEMBER 2012 UNDER THE COGNIZANCE OF THE ASSISTANT COMMANDANT OF THE MARINE CORPS. THE OBJECTIVE OF THE STUDY WAS TO REVIEW AND ASSESS THE MARINE CORPS PROCESSES AT THE ENTERPRISE LEVEL FOR REQUIREMENTS DETERMINATION, ACQUISITION, RESOURCING, AND SUSTAINMENT OF GROUND EQUIPMENT TO PROVIDE SENIOR LEADERS RECOMMENDATIONS THAT WILL RESULT IN THE ABILITY TO MORE EFFECTIVELY PRIORITIZE PROGRAMS, ALLOCATE RESOURCES, AND IMPLEMENT TIMELY PROGRAM OVERSIGHT DECISIONS.
2. TO ACCOMPLISH THE STATED OBJECTIVE, THE GREEN TEAM WAS TASKED TO DEVELOP A CAPABILITY PORTFOLIO MANAGEMENT (CPM) CONSTRUCT THAT EVALUATES THE MARINE CORPS INVESTMENT STRATEGY AGAINST COMMANDANT OF THE MARINE CORPS (CMC) PRIORITIZED REQUIREMENTS. THE RESULTS OF THE STUDY WERE BRIEFED TO THE MARINE REQUIREMENTS BOARD, FOLLOWED BY A BRIEF TO THE MARINE REQUIREMENTS OVERSIGHT COUNCIL (MROC) ON 20 NOVEMBER, AND FURTHER BRIEFED AND APPROVED BY CMC ON 30 NOVEMBER 2012. THE DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC, CDI) HAS BEEN DIRECTED TO PRESENT THE MROC WITH AN IMPLEMENTATION STRATEGY WITHIN 120 DAYS.
3. MISSION. THE MISSION OF CPM IS TO BETTER INFORM CMC GUIDANCE IN ORDER TO PROVIDE PRECISION TO ENTERPRISE INVESTMENT DECISIONS, AND TO COMPLEMENT EXISTING REQUIREMENTS GENERATION AND INVESTMENT ANALYSIS BY PROVIDING A 10-YEAR "END TO END" ASSESSMENT OF CAPABILITIES NECESSARY TO MAINTAIN MARINE CORPS RELEVANCE IN THE CONTEXT OF A FISCALLY CONSTRAINED FUTURE SECURITY ENVIRONMENT.
4. INTENT. CPM WILL PROVIDE THE CMC DECISION SPACE TO MAKE "OFFSET AND RISK TO THE INSTITUTION" DECISIONS VIA ADVOCATE AND PROPONENT INFORMED, YET AN ENTERPRISE MARINE AIR GROUND TASK FORCE FOCUSED LENS. FURTHER, CPM WILL PROVIDE THE DEPUTY COMMANDANT FOR PROGRAMS AND RESOURCES (DC, PR) A DISTILLED MENU OF PRIORITIZED REQUIREMENTS THAT INFORM TIME SENSITIVE OBLIGATION DECISIONS AND TO ADVISE CMC ON OBLIGATIONS OF RECAPITALIZED RESOURCES. LASTLY, CPM WILL FACILITATE DEVELOPMENT OF MATERIEL AND NON-MATERIEL CAPABILITIES, BALANCED AGAINST OPERATIONAL, INSTITUTIONAL, AND PROGRAMATIC RISK.
5. CONCEPT. CPM IS COMPRISED OF FOUR CORE COMPONENTS: FOCUSING DC, CDI ALONG JOINT CAPABILITY AREAS (JCA'S), ALIGNING ADVOCATES AND PROPONENTS TO CAPABILITY PORTFOLIOS VICE INDIVIDUAL PROGRAMS,ESTABLISHMENT OF A CAPABILITY PORTFOLIO REVIEW BOARD, AND AN ENHANCED MARINE CORPS ENTERPRISE INTEGRATION PLAN (MCEIP) CHAPTER 8 THAT PROVIDES THE FOUNDATION FOR AN ITERATIVE PUBLICATION OF THE MARINE CORPS SERVICE CAMPAIGN PLAN (MCSCP) WHICH WILL CONSTITUTE "LEFT OF MCEIP" CMC STRATEGIC GUIDANCE.
A. DC, CDI ORGANIZED ALONG JCA'S. THE CPM CONSTRUCT ENVISIONS ALIGNING THE PLANNING PHASE OF THE PROGRAMMING, BUDGETING, AND BUDGET EXECUTION (PPBE) PROCESS WITH JCA'S AND REORGANIZING THE COMBAT DEVELOPMENT DIRECTORATE AS PORTFOLIO MANAGERS FOR EACH JCA. WHILE JCA'S ARE SIMPLY ONE POTENTIAL WAY TO ORGANIZE THE PLANNING EFFORT, THE GREEN TEAM BELIEVES THAT DC, CDI'S INTERACTION WITH THE JOINT COMMUNITY VIA THE JOINT CAPABILITIES INTEGRATION DEVELOPMENT SYSTEM AS IT RELATES TO CURRENT CAPABILITY PLANNING WILL MAKE IMPLEMENTING PORTFOLIOS ALIGNED TO JCA'S AN EVOLUTIONARY CHANGE AND PRODUCES ALIGNMENT BENEFITS WITH WORK THAT IS ALREADY BEING ACCOMPLISHED.
B. ALIGNING ADVOCATES AND PROPONENTS TO CAPABILITY PORTFOLIOS. ALIGNING ADVOCATES AND PROPONENTS TO SPECIFIC CAPABILITY PORTFOLIOS IN THE EARLY STAGES OF PLANNING WILL DRIVE SUBJECT MATTER EXPERTISE (SME) INPUT TO CAPABILITY REQUIREMENTS PLANNING MUCH EARLIER IN THE PROCESS AND WILL RESULT IN ADVOCATE AND PROPONENT INPUT TO CMC STRATEGIC GUIDANCE WITH SPECIFIC CAPABILITY TARGETS IN THE ENHANCED MCEIP CHAPTER 8.
C. ESTABLISH A CAPABILITY PORTFOLIO REVIEW BOARD (CPRB). THE CPRB WILL BE CO-CHAIRED AT THE 1- AND 2-STAR LEVEL BY DC, CDI AND DC, PR.THE CPRB WILL MEET AT LEAST YEARLY TO ASSESS THE ENTERPRISE PORTFOLIO, APPROVE THE CAPABILITIES INVESTMENT PLAN, AND REVIEW RECOMMENDED MCSCP LANGUAGE. PARTICIPANTS INCLUDE ADVOCATES,PROPONENTS, MARFORS, AND PORTFOLIO MANAGERS. THE RESULTS OF THE CPRB WILL BE BRIEFED TO THE MROC FOR FINAL APPROVAL.
D. DETAILED AND ENHANCED MCEIP CHAPTER 8. AN ENHANCED CHAPTER 8 OF THE MCEIP WILL CONTAIN THREE PARTS; "STATE OF THE MARINE CORPS" WHICH IS A DETAILED ASSESSMENT OF THE ORGANIZATION OF MARINE CORPS FORCES WITH MANPOWER AND EQUIPMENT TRANSLATED INTO BROAD CAPABILITY AND RESOURCE LANGUAGE, THE 10-YEAR OBJECTIVE WHICH IS A DESCRIPTION OF A TANGIBLE CAPABILITY IN 10 YEARS (I.E., 23 INFANTRY BATTALIONS OF X SIZE, 10 SQUADRONS OF X AIRCRAFT, TO PROVIDE FORCEABLE ENTRY CAPABILITY, SHIP TO SHORE MANEUVER, IN A DISTRIBUTED ENVIRONMENT DOWN TO THE COMPANY LEVEL, ETC.), AND THE ENTERPRISE CAPABILITY MANAGEMENT PLAN WHICH WILL DETAIL HOW TO GET FROM THE CURRENT STATE TO THE 10-YEAR OBJECTIVE, INFORMED BY RESOURCE PROJECTIONS.
6. SUPPORTED/SUPPORTING MISSIONS
A. DC, CDI SERVES AS THE SERVICE PROPONENT FOR CPM AND IS THE SUPPORTED DEPUTY COMMANDANT.
(1) CDI WILL DEVELOP A CAPABILITY PORTFOLIO MANAGEMENT IMPLEMENTATION PLAN THAT ASSIGNS DC, CDI AS THE CAPABILITY PORTFOLIO INTEGRATOR.
(2) DC, CDI WILL ALIGN INTEGRATION DIRECTORATES BY JCA'S.
(3) DC, CDI WILL INSTITUTE PLANNING TO CONDUCT A CPRB TO APPROVE AN ENHANCED MCEIP CHAPTER 8 IN PREPARATION FOR AN MROC DECISION IN ORDER TO SHAPE FOUNDATIONAL GUIDANCE (MCSCP).
(4) DC, CDI WILL CONDUCT PLANNING AND SCHEDULE A BRIEF TO THE MROC NOT LATER THAN 120 DAYS FROM RELEASE OF THIS MESSAGE THAT DETAILS ADVOCATE/PROPONENT RESPONSIBILITIES IN CPM BY JCA'S.
(5) DC, CDI WILL REVIEW THE PENDING ADVOCACY ORDER FOR APPICABILITY AND SYNERGY WITH THE CPM CONSTRUCT.
B. DC, PR
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
(3) PROVIDE A RECOMMENDED METHOD IN THE YEAR OF EXECUTION THAT REQUIRES SENIOR LEADERSHIP TO MAKE RE-INVESTMENT DECISIONS WHEN PROGRAMMED/BUDGETED RESOURCES BECOME AVAILABLE.
(4) ENSURE THAT CURRENT PBBE PROCESSES AND ASSESSMENTS ARE COMPLIMENTARY TO CPM.
C. DEPUTY COMMANDANT FOR AVIATION
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
D. DEPUTY COMMANDANT FOR LOGISTICS AND INSTALLATIONS
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
(3) ASSESS THE ROLE OF TOTAL LIFE CYCLE MANAGEMENT (TLCM) WITHIN THE CPM CONSTRUCT AND EVALUATE THE EFFICACY OF THE CURRENT TLCM ORDER AS CPM IS IMPLEMENTED.
(4) SCHEDULE AN MROC TO FORMALIZE THE WAY AHEAD FOR TLCM.
E. DEPUTY COMMANDANT FOR PLANS, POLICY, AND OPERATIONS
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
(3) PUBLISH THE MCSCP BASED ON MCEIP CHAPTER 8 IN ORDER TO CODIFY CMC STRATEGIC GUIDANCE AS IT RELATES TO THE 10-YEAR VISION AND PROGRAMMING FOR THE FUTURE.
F. DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
G. DIRECTOR, INTELLIGENCE DEPARTMENT
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
H. DIRECTOR, COMMAND, CONTROL, COMMUNICATIONS, AND COMPUTERS DEPARTMENT
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
(2) PROVIDE SUFFICIENT RESOURCES AND PERSONNEL TO SUPPORT CPM EXECUTION.
I. COMMANDER, MARINE FORCES COMMAND; COMMANDER, MARINE FORCES PACIFIC; COMMANDER, MARINE FORCES RESERVE
(1) PROVIDE SME AND PARTICIPATE IN SUBSEQUENTLY IDENTIFIED CONFERENCES, GROUPS, BOARDS, AND OTHER FORUMS DESIGNED TO FACILITATE CPM IMPLEMENTATION.
