GENTEXT/REMARKS/1.  PURPOSE.  TO ANNOUNCE THE FIELDING OF RTAMMS AS AN INTEGRATED SUB-MODULE WITHIN THE TFAS-DMM.
2.  BACKGROUND.  RTAMMS IS A SYSTEM DESIGNED TO SUPPORT THE DEVELOPMENT,FORECASTING, PRIORITIZATION, AND SOURCING OF SELECTED MARINE CORPS RESERVE (SMCR) AND INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) MANPOWER REQUIREMENTS. TFAS DMM IS A WEB-BASED SYSTEM THAT PROVIDES THE MARINE CORPS WITH THE ABILITY TO SCHEDULE, MANAGE, ALLOCATE, MUSTER, REPORT, AND PAY INACTIVE DUTY TRAINING (IDT) DRILLS. RTAMMS HAS FOUR SUB-COMPONENTS WHICH WILL BE FIELDED INCREMENTALLY OVER A 12-MONTH PERIOD:
    A.  INVENTORY MANAGEMENT MODULE (IMM). THE IMM WILL PROVIDE UNIT LEVEL VISIBILITY TO THE AUTHORIZED STRENGTH REPORT (ASR) MANNING LEVELS AND BILLETS. UNIT PERSONNEL WILL USE THIS MODULE TO ASSIGN INDIVIDUAL MARINES TO BILLET IDENTIFICATION CODES (BIC) RESULTING IN CHANGES TO MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) RESERVE BIC ASSIGNMENTS.  UNITS AND HIGHER HQ WILL HAVE THE ABILITY TO IDENTIFY AND RECTIFY BIC ASSIGNMENT DISCREPANCIES AND REQUEST EXCEPTIONS TO PERSONNEL ASSIGNMENT POLICIES. IMM WILL ALSO FACILITATE IDENTIFICATION OF VACANT BILLETS BY CAREER PLANNERS, PRIOR SERVICE RECRUITERS AND INDIVIDUAL MARINES.
    B.  NEEDS IDENTIFICATION AND FORECASTING MODULE (NFM). THE NFM WILL PROVIDE HQMC MANPOWER PLANNERS A SYSTEMATIC APPROACH TO FORECASTING FUTURE NEEDS RESULTING FROM BOTH ATTRITION AND CONTINUATION LOSSES. ADDITIONALLY, HQMC WILL BE ABLE TO BETTER IDENTIFY CHANGES IN FUTURE NEEDS DUE TO UNIT RELOCATIONS AND STRUCTURE CHANGES.  HQMC WILL HAVE THE ABILITY TO VALIDATE REQUIREMENTS IDENTIFIED THROUGH THIS MODULE AND THE INVENTORY MANAGEMENT MODULE FOR SOURCING. THE NFM WILL GENERATE THE PRIOR SERVICE (PS) AND NON-PRIOR SERVICE (NPS) RECRUITING PLANS.
    C.  PRIORITIZATION AND SOURCING MODULE (PSM). THE PRIORITIZATION AND SOURCING MODULE PROVIDES HQMC THE CAPABILITY TO DETERMINE THE METHOD, TIMING, AND SOURCING OF VALIDATED REQUIREMENTS. BILLETS IDENTIFIED FOR INCENTIVES, TRAVEL EXPENSE REIMBURSEMENT, AND RETRAINING OPPORTUNITIES WILL BE TRACKED VIA THIS MODULE.  DIFFERENT SOURCING METHODS WILL RESULT IN VISIBILITY OF THE REQUIREMENTS TO THE VARIOUS RECRUITING SOURCES AND OPPORTUNITIES. BILLETS IDENTIFIED FOR GLOBAL SOURCING WILL BE VISIBLE TO INDIVIDUAL RESERVE AND TRANSITIONING ACTIVE COMPONENT MARINES.  INDIVIDUALS INTERESTED IN FILLING (AND QUALIFIED TO FILL) A PRIORITIZED BILLET VACANCY WILL BE ABLE TO APPLY FOR THAT PARTICULAR VACANCY THROUGH A PRIOR SERVICE RECRUITER. THIS MODULE WILL ALSO PROVIDE VISIBILITY AND VALIDATION OF THE RESERVE COMPONENT RECRUITING PLAN DOWN TO THE UNIT AND RECRUITING STATION LEVEL.
    D.  MANAGEMENT MODULE. THE MANAGEMENT MODULE WILL FACILITATE THE MANAGEMENT OF RESERVE MARINES FILLING CRITICAL BILLETS AND THOSE PARTICIPATING IN INVESTMENT OPPORTUNITIES SUCH AS CONGRESSIONAL FELLOWSHIPS, DISTANCE LEARNING, AND FULL-LENGTH SCHOOL WITHIN THE MARINE CORPS RESERVE ALONG WITH MONITORING (BIC ASSIGNMENT) OF SPECIAL POPULATIONS, TO INCLUDE BUT NOT BE LIMITED TO, E8/E9 AND THE RESERVE OFFICER COMMISSIONING PROGRAM (ROCP). THE MANAGEMENT MODULE WILL ALLOW USERS TO MATCH QUALIFIED CANDIDATES TO VALIDATED BILLETS TO ENSURE SELECTED OFFICERS AND SENIOR ENLISTED SERVE IN ASSIGNMENTS DEEMED CRITICALLY FORMATIVE TO THEIR OVERALL DEVELOPMENT SO THAT THEY CAN ASSUME LEADERSHIP ROLES WITHIN THE RESERVE COMPONENT (RC).
3.  FIELDING PLAN. RTAMMS WILL BEGIN MODULE ONE FIELDING IN FEBRUARY AND IS SCHEDULED TO BE COMPLETELY FIELDED BY NOVEMBER 2013.  THE FIELDING PLAN FOR THE INDIVIDUAL RTAMMS COMPONENTS IS AS FOLLOWS:
    A.  INVENTORY MANAGEMENT MODULE. THE IMM WILL BE AVAILABLE FOR IMA UNIT LEVEL BIC MANAGEMENT ON 4 FEBRUARY 2013. THE DETAILED IMM FIELDING SCHEDULE FOR IMA UNITS IS OUTLINED BELOW.  THE FIELDING FOR MARFORRES UNITS WILL BEGIN ON OR ABOUT 15 FEBRUARY 2013 AND THE SCHEDULE PROVIDED VIA SEPCOR.  EFFECTIVE 30 APR 2013, RTAMMS IS THE ONLY AUTHORIZED METHOD FOR SMCR AND IMA UNIT RESERVE BIC MANAGEMENT.

4.  USER ROLES. ALL ROLES AND THEIR PERMISSIONS FOR DMM REMAIN THE SAME. THE ONLY CHANGE IS THE ABILITY FOR THE DM MANAGER TO ASSIGN RTAMMS ROLES TO PERSONNEL IN THEIR UNIT. THE THREE RTAMMS ROLES THE DM MANAGER CAN ASSIGN ARE THE UNIT MANPOWER MANAGER, THE RTAMMS REVIEWER, AND THE CAREER PLANNER ROLES. USERS WILL BE ABLE TO HOLD MULTIPLE ROLES.
    A.  THE RTAMMS USER ROLES APPLICABLE TO THE SMCR AND IMA UNIT LEVEL ARE AS FOLLOWS:
        (1) DM MANAGER: GRANTS UNIT LEVEL ACCESS TO THE UNIT MANPOWER MANAGER, RTAMMS REVIEWER, AND CAREER PLANNER ROLES.
        (2) UNIT MANPOWER MANAGER: MAKES BIC ASSIGNMENT REQUESTS FOR SUBMISSION TO UNIT DIARY. REVIEWS AND REQUESTS MODIFICATIONS TO THE UNIT'S BIC NEEDS AND DISCREPANCIES REPORTS. ADVERTISES BIC AVAILABILITY (IMA).
        (3) CAREER PLANNER: IDENTIFIES BICS FOR SOURCING.
        (4) RTAMMS REVIEWER: COMMENTS ON SUBORDINATE UNIT EXCEPTION (DEFERRAL) REQUESTS AS APPLICABLE. HAS THE AUTHORITY TO DISAPPROVE REQUESTS SUBMITTED BY SUBORDINATE UNITS.
    B.  THE RTAMMS USER ROLES APPLICABLE TO MARFORRES AND MAJOR SUBORDINATE COMMANDS (MSC) ARE AS FOLLOWS:
        (1) MARFORRES MANPOWER MANAGER: APPROVES BIC ASSIGNMENT EXCEPTION (DEFERRAL) REQUESTS FOR ENLISTED E-7 AND BELOW.  PROVIDES INPUT AND ENDORSEMENT ON E8 THROUGH O6 ASSIGNMENT EXCEPTION REQUESTS.
        (2) MSC MANPOWER MANAGER: PROVIDES INPUT AND ENDORSEMENT ON MANPOWER PLANNING PROCESSES AT THE MSC LEVEL.
    C.  THE RTAMMS USER ROLES APPLICABLE TO MARINE CORPS RECRUITING COMMAND (MCRC) ARE AS FOLLOWS:
        (1) MCRC MANPOWER MANAGER: MANAGES THE NPS AND PS CURRENT AND FUTURE YEARS RECRUITING PLANS. GRANTS ACCESS TO RECRUITERS.
        (2) PRIOR SERVICE RECRUITER: IDENTIFIES BICS FOR SOURCING.
    D.  THE RTAMMS USER ROLES APPLICABLE TO HQMC ARE AS FOLLOWS:
        (1) HQMC MANPOWER MANAGER: GENERATES THE SMCR AND IMA BIC NEEDS AND DISCREPANCY REPORTS. MANAGES THE SMCR AND IMA MANNING LEVELS IN THE ASR. GENERATES THE NON-PRIOR SERVICE AND PRIOR SERVICE CURRENT AND FUTURE YEARS RECRUITING PLANS. ADDITIONALLY, THE IMA PROGRAM MANAGER HAS COGNIZANCE OVER FUNCTIONS APPLICABLE TO RUC 88831.
        (2) SENIOR ENLISTED MANPOWER MANAGER: MANAGES BIC ASSIGNMENT EXCEPTION (DEFERRAL) REQUESTS FOR E-8 AND E-9 BILLETS.
        (3) OFFICER MANPOWER MANAGER: MANAGES BIC ASSIGNMENT EXCEPTION (DEFERRAL) REQUESTS FOR OFFICER BILLETS.
        (4) HHQ VIEWER: VIEW ACCESS ONLY.
    E.  INDIVIDUAL ACCOUNTS WILL ALLOW MARINES TO RESEARCH AVAILABLE BILLETS IN THE SMCR AND IMA (PENDING FIELDING OF THE PRIORITIZATION AND SOURCING MODULE).
5.  TRAINING. TRAINING IS A REQUIREMENT FOR ACCESS TO THE RTAMMS MODULE. RTAMMS TRAINING IS CONDUCTED ONLINE.

6.  TASKS
    A.  NLT 30 APR 2013, SMCR AND IMA UNITS WILL USE RTAMMS EXCLUSIVELY TO MANAGE RESERVE BICS.
        (1) BIC ASSIGNMENTS AND EXCEPTIONS WILL BE MANAGED PER THE CURRENT SELRES BIC MANAGEMENT AND ASSIGNMENT POLICY AVAILABLE FOR DOWNLOAD ON THE RTAMMS SYSTEM HELP TAB.  POLICY COVERING EXCEPTIONS IS DELINEATED IN PARAGRAPH 7 BELOW.
        (2) SMCR AND IMA UNITS SHALL REVIEW THEIR BICS AND RECONCILE ANY DISCREPANCIES MONTHLY. UNITS SHALL RESOLVE ANY BIC MANAGEMENT DISCREPANCIES BY THE END OF EACH MONTH EFFECTIVE 30 APR 2013.
    B.  EFFECTIVE UPON RECEIPT, MARFORRES AND MSC MANPOWER MANAGERS SHALL REVIEW AND ADJUDICATE EXCEPTION (DEFERRAL) REQUESTS AS APPROPRIATE.
    C.  NLT 1 MAY 2013, PRIOR SERVICE RECRUITERS SHALL EMPLOY RTAMMS TO VERIFY BILLET AVAILABILITY AT SMCR AND IMA UNITS.
7.  RESERVE BIC ASSIGNMENT EXCEPTION (DEFERRAL) POLICY. VARYING FROM THE T/O MANPOWER REQUIREMENT NEGATIVELY IMPACTS THE READINESS OF THE UNIT.  THEREFORE, BIC ASSIGNMENT EXCEPTION (DEFERRAL) REQUESTS WILL BE HELD TO A MINIMUM AND SUBJECT TO THE FOLLOWING:
    A.  EXCEPTIONS TO E-7 AND BELOW RESERVE BIC ASSIGNMENTS WILL NOT EXCEED ONE YEAR.
    B.  EXCEPTIONS WILL NOT BE APPROVED FOR UNITS THAT ARE OVER-STRENGTH.
    C.  RESERVE BICS WITH ASSIGNMENT EXCEPTIONS APPLIED TO THEM WILL BE REMOVED FROM THE NEEDS REPORT AND WILL NOT BE RECRUITED FOR.
    D.  RESERVE BICS WITH ASSIGNMENT EXCEPTIONS APPLIED TO THEM WILL NOT BE CONSIDERED A MATCH FOR REPORTING PURPOSES.
8.  COORDINATING INSTRUCTIONS
    A.  QUESTIONS PERTAINING TO THIS MESSAGE SHOULD BE DIRECTED TO THE POCS LISTED ABOVE.
    B.  UNIT MANPOWER MANAGERS ARE AUTHORIZED DIRECT LIAISON WITH RESERVE AFFAIRS POCS LISTED ABOVE FOR TECHNICAL ASSISTANCE UNTIL RTAMMS FIELDING IS COMPLETE.
    C.  TFAS DMM IS ACCESSIBLE FROM THE M AND RA MANPOWER INFORMATION (MI) PORTAL VIA WWW.MANPOWER.USMC.MIL. RTAMMS REQUIRES A CAC CARD FOR LOGIN.
    D.  USERS WITH INTERNET EXPLORER 8 MUST VIEW RTAMMS IN IE7 COMPATIBILITY MODE.
    E.  RTAMMS USER ROLES DO NOT REQUIRE A DD FORM 577 UNLESS THE INDIVIDUAL ALSO MAINTAINS A USER ROLE IN THE DRILL MANAGER MODULE.
    F.  FIELDING DETAILS FOR THE PRIORITIZATION AND SOURCING MODULE AND THE MANAGEMENT MODULE WILL BE PROMULGATED VIA SEPARATE CORRESPONDENCE.
9.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
