GENTEXT/REMARKS/1.  SITUATION.  THIS MESSAGE CONVENES AND PROVIDES ADMINISTRATIVE UPDATES FOR THE EXECUTION OF THE MARINE CORPS THESIS RESEARCH WORKING GROUP (TRWG) 13-1 MEETING, 22-24 APR, 2013 AT NAVAL POSTGRADUATE SCHOOL (NPS) IN MONTEREY, CA.
2.  MISSION.  PER REF A, THE TRWG MEETING WILL CONVENE ABOARD NPS AS A FORUM FOR COMMUNICATING, REVIEWING, VALIDATING, AND RECOMMENDING MARINE CORPS RESEARCH CHALLENGES FOR STUDY IN ORDER TO EFFECTIVELY LEVERAGE NPS AS AN EXISTING RESEARCH ASSET.
3.  EXECUTION
3.A.  METHOD.  TRWG MEETING PARTICIPANTS INCLUDE INDIVIDUALS FROM INTERNAL MARINE CORPS AGENCIES WHO HAVE RESEARCH OR ANALYSIS NEEDS.  THESE INTERNAL AGENCIES ARE TERMED SPONSOR SUB-GROUPS.
3.A.1.  ABOUT 15 DAYS PRIOR TO THE WORKING GROUP MEETING, EACH SPONSOR SUB-GROUP POC IS RESPONSIBLE FOR FORWARDING THEIR RESEARCH TOPICS TO THE TRWG SECRETARIAT (PRIMARY POC ABOVE).  THE SECRETARIAT WILL COMPILE SUB-GROUP INPUT INTO A PLENARY BRIEF.
3.A.2.  DAY 1 (22 APR):  AFTER OPENING REMARKS, THE TRWG MEETING WILL CONVENE WITH A PLENARY SESSION WHERE SUB-GROUP REPRESENTATIVES WILL BRIEF CURRENT RESEARCH NEEDS AND POTENTIAL THESIS TOPICS TO NPS STUDENTS, STAFF, AND FACULTY.  ALL MARINE STUDENTS AT NPS ARE REQUIRED TO PARTICIPATE IN THE TRWG MEETING.  FACULTY AND OTHER NPS STUDENTS ARE INVITED TO PARTICIPATE.  THE INITIAL PLENARY SESSION WILL BE FOLLOWED BY A SERIES OF BREAK-OUT SESSIONS, WHERE SPONSOR SUB-GROUP REPRESENTATIVES WILL MEET WITH FACULTY AND STUDENTS IN ASSIGNED BREAK-OUT ROOMS TO DISCUSS RESEARCH NEEDS IN DETAIL AND BEGIN TO SCOPE ANY PROPOSED WORK.
3.A.3.  DAY 2 (23 APR):  IN THE MORNING, SPONSOR SUB-GROUP REPRESENTATIVES WILL RECEIVE UPDATES, IN THEIR BREAK-OUT ROOMS, FROM RESEARCH TEAMS THAT THEY ALREADY SPONSOR.  IN THE AFTERNOON, STUDENTS AND/OR FACULTY WILL BRIEF THE SPONSOR SUB-GROUP REPRESENTATIVE ABOUT THE WAY AHEAD (OUT-BRIEFS).  OUT-BRIEFS MAY BE AS ROBUST AS A FULL POAM WITH A THESIS OR RESEARCH TEAM CHARTER OR AS SIMPLE AS CONFIRMING FOLLOW-UP DATES AND TIME.  THE OUT-BRIEFS WILL BE HELD IN THE BREAK-OUT ROOMS.
3.A.4.  DAY 3 (24 APR):  THE TRWG MEETING WILL CONCLUDE WITH A PLENARY SESSION DURING WHICH PROGRESS WILL BE SUMMARIZED AND MEASURES OF EFFECTIVENESS BRIEFED.
3.A.5.  TRWG MEETING OUTPUT WILL BE COMPLETED RESEARCH OR THESIS PROPOSALS FOR REVIEW BY THE EXECUTIVE RESEARCH BOARD (ERB).  AT THE COMPLETION OF THE TRWG MEETING, A DECISION WILL BE MADE AS TO WHETHER TO CONVENE THE ERB FORMALLY IN QUANTICO, VIA VTC, OR VIA ELECTRONIC STAFFING.  THE ERB IS LED BY CG, EDCOM AND WILL:  VERIFY THAT PROPOSED RESEARCH IS RELEVANT, REVIEW PROPOSALS FOR DUPLICATION OF EFFORT WITH OTHER EXISTING OR PROPOSED WORK, AND RECOMMEND ASSIGNMENT OF RESOURCES TO PROPOSED RESEARCH.  MORE INFORMATION ABOUT THE ERB WILL BE RELEASED TO SPONSOR POC VIA SEPCOR.
3.B.  END STATE.  THESIS OR RESEARCH PROPOSALS, THAT ADDRESS THE NEEDS OF THE SPONSOR, FOR SUBMISSION TO THE ERB.  A LIST OF RESEARCH THESES, PROJECTS, AND BROAD AREA STUDIES THAT WILL BE EXECUTED BY NPS STUDENTS AND FACULTY WILL BE ROUTED TO MARINE CORPS LEADERSHIP AT THE TERMINATION OF THE ERB.
3.C.  COORDINATING INSTRUCTIONS
3.C.1.  DATES AND LOCATION.  THE FIRST TRWG MEETING (13-1) WILL BE HELD 22-24 APR 13 AT HERRMANN HALL, NPS, MONTEREY, CA. ATTENDEES SHOULD PLAN RETURN TRAVEL AFTER 1200 ON WEDNESDAY 24 APR 13.3.C.2.  ADDRESSEES WHO WISH TO PARTICIPATE ARE REQUESTED TO SUBMIT THEIR POINT OF CONTACT INFORMATION TO THE TRWG SECRETARIAT NLT 29 MAR.  PLEASE INCLUDE NAME, RANK, BILLET TITLE, PHONE NUMBER, AND EMAIL ADDRESS.

3.C.5.  SPONSOR SUB-GROUP POC IS REQUESTED TO SUBMIT COMPLETED PLENARY SESSION PRODUCTS TO THE TRWG SECRETARIAT NLT 5 APR.
3.C.6.  THE TRWG SECRETARIAT WILL DISTRIBUTE READ-AHEAD AND DETAILED AGENDA TO SUB-GROUP POCS NLT 17 APR.
3.C.7.  ATTIRE.  DESERT MARPAT (OR EQUIVALENT) FOR MILITARY AND BUSINESS CASUAL (COLLARED SHIRT TO SPORT JACKET, NO TIES REQUIRED) FOR CIVILIANS.
3.C.8.  A SUMMARY OF PROCEEDINGS FROM THE TRWG WILL BE DISTRIBUTED TO THE SUB-GROUP POCS UPON COMPLETION OF THE MEETING.
4.  ADMINISTRATION AND LOGISTICS
4.A.  VISIT REQUESTS.  ALTHOUGH THE TRWG MEETING WILL BE CONDUCTED AT THE UNCLASSIFIED LEVEL, THERE MAY BE A REQUIREMENT FOR DISCUSSION OF CLASSIFIED MATERIAL; THEREFORE VISIT REQUESTS ARE RECOMMENDED FOR ALL ATTENDEES.  PLEASE SUBMIT VISIT REQUESTS FOR THE "TRWG 13-1" VIA THE JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS).  SCI CLEARANCES SHOULD BE SUBMITTED UNDER SMO CODE 622713; COLLATERAL CLEARANCES SHOULD BE SUBMITTED UNDER SMO CODE 622715.  ENSURE THE REQUEST LISTS CAPT POLLMAN AS THE TECHNICAL POC.  PLEASE CONTACT PO1 ANDERSON (831)656-3448 TO VERIFY RECEIPT.
4.B.  LODGING.  ATTENDEES WILL ARRANGE THEIR OWN BILLETING.  ON BASE BILLETING IS AVAILABLE AT HERRMANN HALL ((831) 656-2060, OPTION #1 OR WWW.NPS.EDU/SERVICES/NGIS/INDEX.HTML).
4.C.  TRAVEL, BILLETING COSTS, AND OTHER ARRANGEMENTS ASSOCIATED WITH THIS MEETING WILL BE THE INDIVIDUAL UNIT'S RESPONSIBILITY.
4.D.  DTS WILL IDENTIFY THE 2013 MAX PER DIEM RATE FOR MONTEREY, CA, 93940.
4.E.  TRANSPORTATION.  ATTENDEES ARE RESPONSIBLE FOR THEIR OWN TRANSPORTATION.  RENTAL CAR IS AUTHORIZED.
4.F.  WIRELESS ACCESS IS AVAILABLE THROUGHOUT HERMANN HALL.  SIPR ACCESS IS AVAILABLE IN THE NPS SCIF.
4.G.  STORAGE.  THE SCIF CAN ACCOMMODATE STORAGE OF CLASSIFIED (TOP SECRET) MATERIAL.
4.H.  CONFERENCE EXCEPTION.  THIS WORKING GROUP HAS BEEN DESIGNATED A TITLE 10 FUNCTION AND IS THEREFORE CONFERENCE EXEMPT.  FURTHER, IT HAS BEEN FORMALLY VETTED AND MEETS EXEMPTION 2B ON PAGE 4 OF DEPSECDEF MEMO DTD 29 SEP 2013, AS A INTERNAL AGENCY BUSINESS MATTER HELD ON A MILITARY INSTALLATION, NAVAL POSTGRADUATE SCHOOL.
4.I.  MISSION CRITICAL TRAVEL.  ALTHOUGH SPONSOR ATTENDANCE IS HIGHLY ENCOURAGED, MISSION CRITICALITY FOR TRWG ATTENDANCE WILL BE ESTABLISHED BY THE TRAVELERS' COMMAND.
4.J.  ABSENTEE PARTICIPATION.  SPONSOR SUB-GROUPS THAT WISH TO PARTICIPATE, BUT CANNOT TRAVEL ARE STILL ENCOURAGED TO SUBMIT RESEARCH AND ANALYSIS NEEDS TO THE SECRETARIAT.  THE SECRETARIAT WILL BRIEF THESE RESEARCH NEEDS TO THE PLENARY SESSION ON BEHALF OF THE ABSENTEE SPONSOR.  ABSENTEE SPONSOR POINTS OF CONTACT SHOULD BE PREPARED TO EXPEDITIOUSLY FIELD QUESTIONS RELATED TO THEIR RESEARCH VIA PHONE OR E-MAIL, AND SUPPORT FOLLOW-ON VTC SESSIONS AS NECESSARY.
