GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ESTABLISHES THE AUTHORITY, ELIGIBILITY, AND PROCEDURES FOR THE FY14 VOLUNTARY SEPARATION PAY (VSP) PROGRAM FOR ACTIVE DUTY OFFICERS. PER REF A, B, C. AND E, THE MARINE CORPS IS AUTHORIZED TO OFFER VOLUNTARY SEPARATIONS PAY TO ELIGIBLE OFFICERS. THE VSP PROGRAM IS NOT AN ENTITLEMENT AND EACH REQUEST WILL BE CONSIDERED BASED ON THE NEEDS OF THE MARINE CORPS. MARINES SEPARATED UNDER VSP ARE NOT ENTITLED TO INVOLUNTARY SEPARATION PAY (ISP), SPECIAL SEPARATION BENEFITS (SSB), OR VOLUNTARY SEPARATION INCENTIVE (VSI). VSP PROVIDES A LUMP \SUM MONETARY PAYMENT TO ELIGIBLE OFFICERS WHO VOLUNTARILY SEPARATE FROM ACTIVE DUTY.
2. BACKGROUND. REF C DESCRIBES THE VSP PROGRAM WHICH THE SECRETARY OF THE NAVY AUTHORIZED. THE VSP PROGRAM IS A FORCE SHAPING TOOL THAT WILL PERMIT SHAPING AND SUSTAINING THE FORCE WITHIN BUDGETARY CONSTRAINTS.
3. ELIGIBILITY.
A. MUST BE A MAJOR OR MAJOR (SELECT) SERVING ON THE ACTIVE DUTY LIST AT THE TIME OF VSP REQUEST.
B. MUST HOLD A PRIMARY MOS OF: 0180, 02XX, 0302, 0402, 0602, 0802, 1302, 1802, 1803, 3002, 3404, 4302, 4402, 5803, 6002, 6602, 72XX, 7509, 7523, 7525, 7543, 7556/57, 7562, 7563, 7564/66, 7565, OR 7588.
C. MUST HAVE SERVED ON ACTIVE DUTY FOR MORE THAN SIX YEARS BUT NOT MORE THAN 20 YEARS.
D. MUST HAVE SERVED AT LEAST FIVE YEARS OF CONTINUOUS ACTIVE DUTY IMMEDIATELY PRECEDING THE DATE OF THE MARINE'S SEPARATION FROM ACTIVE DUTY.
E. SERVICE OBLIGATIONS (PAYBACK FOR EDUCATION, TIME ON STATION, ETC.) WILL BE CONSIDERED FOR WAIVER ON A CASE BY CASE BASIS. AVIATORS WITH THE MOS 7562 MAY REQUEST A RELEASE FROM THEIR AVIATION CONTINUATION PAY (ACP) CONTRACT PER MARADMIN 366-11, WHICH IS MCBUL 7220 VOLUNTARY EARLY RELEASE FROM ACP FOR 7562.
F. MUST NOT BE SUBJECT TO PENDING DISCIPLINARY ACTION OR SUBJECT TO ADMINISTRATIVE SEPARATION OR MANDATORY DISCHARGE UNDER ANY OTHER PROVISION OF THE LAW OR REGULATIONS.
G. MUST NOT BE PENDING DISABILITY DISCHARGE, TRANSFER TO THE PERMANENT DISABILITY RETIRED LIST, OR TRANSFER TO THE TEMPORARY DISABILITY RETIRED LIST; MUST NOT BE CURRENTLY ENROLLED IN THE DISABILITY EVALUATION SYSTEM OR HAVE BEEN PREVIOUSLY DISCHARGED WITH VOLUNTARY SEPARATION PAY.
H. PER REF D, MARINES WHO PREVIOUSLY ELECTED TO TRANSFER POST 9-11 GI BILL BENEFITS ARE ELIGIBLE FOR VSP WITH NO EFFECT ON TRANSFERRED BENEFITS. THIS WAIVER OF OBLIGATED SERVICE FOR POST 9-11 GI BILL BENEFITS TRANSFER IS ONLY APPLICABLE TO FORCE SHAPING SEPARATION.
4. SEPARATION PAY AND BENEFITS.
A. VSP WILL BE CALCULATED BY .2 (20%) MULTIPLIED BY (YEARS OF SERVICE BASED ON ARMED FORCES ACTIVE DUTY BASE DATE) MULTIPLIED BY (ANNUAL BASIC PAY). EXAMPLE: THE CALCULATION FOR A MAJOR WITH 12 YEARS OF SERVICE WILL BE .2 MULTIPLIED BY 12 (YEARS OF SERVICE) BY (DOLLARSIGN)80,860 (ANNUAL BASIC PAY) WHICH EQUALS (DOLLARSIGN)194,064. AN ELIGIBLE MAJOR WITH 12 YEARS OF SERVICE WOULD RECEIVE (DOLLARSIGN)194,064 BEFORE TAXES.
B. VSP UNDER THIS SECTION WILL BE PAID IN A SINGLE LUMP SUM.VSP IS TAXABLE.
C. BY ACCEPTING VSP, THE MARINE AGREES TO SERVE 3 YEARS IN THE INDIVIDUAL READY RESERVE (IRR).
D. A MARINE WHO IS PAID VSP AND WHO LATER QUALIFIES FOR RETIRED OR RETAINER PAY SHALL HAVE DEDUCTED FROM EACH PAYMENT OF SUCH RETIRED OR RETAINER PAY A MONTHLY SCHEDULED AMOUNT UNTIL THE TOTAL AMOUNT DEDUCTED FROM SUCH RETIRED OR RETAINER PAY IS EQUAL TO THE TOTAL AMOUNT OF VSP PREVIOUSLY RECEIVED.
5. COORDINATING INSTRUCTIONS.
A. HQMC (MP) MAINTAINS ALL POLICY ASSOCIATED WITH THIS PROGRAM.
B. HQMC (MM) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS.
C. SUBMIT VSP REQUESTS BY AA FORM VIA THE CHAIN OF COMMAND, BATTALION-SQUADRON LEVEL, TO CMC (MMSR-3) 4-14 MONTHS BEFORE REQUESTED DATE OF RESIGNATION. SUBMIT REQUESTS TO THE CMC(MMSR-3) ORGANIZATIONAL MAILBOX AT: SMB.MANPOWER.MMSR3@USMC.MIL. MARINES RESIGNING WITH VSP SHALL INCLUDE THE FOLLOWING PARAGRAPH IN THEIR AA FORM ACKNOWLEDGING THAT THEY ARE VOLUNTEERING. THE RESIGNATION REQUEST WILL BE FORWARDED FOR INCLUSION IN THE SEPARATIONS FOLDER OF THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF). QUOTE, I UNDERSTAND THAT BY TAKING VOLUNTARY SEPARATION PAY (VSP), I AM FOREGOING THE BENEFITS, FINANCIAL AND OTHERWISE, OF AN ACTIVE DUTY RETIREMENT. I UNDERSTAND I MUST COMPLETE TAP-TAMP PRIOR TO SEPARATION. I UNDERSTAND THAT I ACCEPT A THREE YEAR OBLIGATION IN THE INDIVIDUAL READY RESERVE. I UNDERSTAND THAT IF I AM LATER QUALIFIED FOR RETIREMENT OR RETAINER PAY, I SHALL HAVE DEDUCTED FROM EACH PAYMENT OF SUCH RETIRED OR RETAINER PAY A MONTHLY SCHEDULED AMOUNT UNTIL THE TOTAL AMOUNT DEDUCTED FROM SUCH RETIRED OR RETAINER PAY IS EQUAL TO THE TOTAL AMOUNT OF VSP PREVIOUSLY RECEIVED. I HAVE BEEN COUNSELED ON AND UNDERSTAND THE CONTENTS OF THE VSP MARADMIN, UNQUOTE.
D. THE FIRST ELIGIBLE DATE OF RESIGNATION UNDER THE FY14 VSP PROGRAM IS 1 OCTOBER 2013.
E. A VSP REQUEST WITH A RESIGNATION DATE AFTER 30 SEP 2014 WILL NOT BE CONSIDERED FOR VSP AT THIS TIME.
F. ONCE APPROVED, MMSR-3 WILL REPORT TTC 786 000 AND A PLANNED SEPARATION CODE OF MCN1. THE NARRATIVE REASON OF "FORCE-SHAPING-VSP" WILL BE USED WHEN PREPARING THE DD FORM 214. THE SEPARATION AUTHORITY WILL BE PARAGRAPH 5002 OF MCO P1900.16F.
G. REQUESTS OUTSIDE OF THE 4-14 MONTH WINDOW MUST BE SUBMITTED VIA AA FORM AND BE ENDORSED BY THE BATTALION-SQUADRON LEVEL COMMANDER.
H. ANY OFFICER ON TEMPORARY ADDITIONAL DUTY (TAD), THE FLEET ASSISTANCE PROGRAM (FAP), OR TEMPORARILY ASSIGNED TO ANOTHER UNIT MUST RECEIVE FINAL APPROVAL FROM THEIR PARENT COMMAND.
I. TERMINAL LEAVE AND POST-DEPLOYMENT MOBILIZATION RESPITE ABSENCE MAY BE TAKEN IN CONJUNCTION WITH THIS PROGRAM BASED ON COMMANDER'S DISCRETION.
J. COMMANDERS WILL PROVIDE SPECIFIC JUSTIFICATION FOR INDIVIDUAL MARINES NOT RECOMMENDED FOR APPROVAL TO PARTICIPATE IN THE PROGRAM.
6. GENERAL INFORMATION
A. MARINES ARE REMINDED TO REVIEW EDUCATIONAL BENEFITS PRIOR TO SEPARATING. A LIST OF ELIGIBILITY REQUIREMENTS FOR THE POST 9-11 GI BILL CAN BE FOUND IN REFS F AND G. MGIB REQUIREMENTS ARE FOUND IN REF H.
B. MARINES WHO HAVE ALREADY REQUESTED RESIGNATION ARE INELIGIBLE FOR VSP.
C. TO BE ABLE TO IMPLEMENT THIS PROGRAM IN AN ORDERLY MANNER, THE DECISION TO APPLY FOR VSP IS A FINAL AND IRREVOCABLE DECISION TO RESIGN FROM THE MARINE CORPS. REQUESTS TO WITHDRAW, CANCEL, OR MODIFY APPLICATIONS WILL NOT BE APPROVED.
7. RESERVE COMPONENT OPPORTUNITY. THE SELECTED MARINE CORPS RESERVE (SMCR) IS ACTIVELY SEEKING OFFICERS WHO WANT TO REMAIN AFFILIATED WITH THE MARINE CORPS UPON TRANSITION FROM THE ACTIVE COMPONENT. OPPORTUNITIES EXIST FOR COMMAND AND RESIDENT PROFESSIONAL MILITARY EDUCATION. A 10,000 DOLLARS BONUS IS CURRENTLY AVAILABLE FOR SOME AVIATION OFFICERS, DEPENDENT ON MOS PER REF I, AS WELL AS INACTIVE DUTY TRAVEL (IDT) REIMBURSEMENT PER REF J. OPPORTUNITY ALSO EXISTS FOR CONVERSION OR TRANSITION TRAINING FOR AVIATORS IN THE SMCR. THROUGH SERVICE IN THE DRILLING RESERVE, LIMITED OPPORTUNITIES EXIST FOR FULL TIME ACTIVE DUTY SERVICE. ACTIVE DUTY OPPORTUNITIES INCLUDE VOLUNTARY MOBILIZATION, ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS) AND THE ACTIVE RESERVE PROGRAM. THE ACTIVE RESERVE PROGRAM IS OPEN TO MAJORS AND MAJOR SELECTS BASED ON THE CONTEMPORARY NEEDS OF THE PROGRAM.
