GENTEXT/REMARKS/1. PURPOSE. TO ESTABLISH POLICY FOR MARINE CORPS GROUND EQUIPMENT LEVELS OF MAINTENANCE (LOM) AND CLARIFY APPLICATION OF UNIFORM SOURCE MAINTENANCE AND RECOVERABILITY (SMR) CODES.
2. SITUATION. THE MARADMINS IDENTIFIED FOR CANCELLATION IN PARAGRAPH 5A, RELEASED AT VARIOUS POINTS OVER THE PAST 12 YEARS, PROVIDE CONFLICTING INFORMATION REGARDING LOM AND APPLICATION OF SMR CODES AND DO NOT ALIGN WITH CURRENT MAINTENANCE PRACTICES OR WITH THE MAINTENANCE STRATEGY THAT WILL BE ESTABLISHED IN THE MARINE CORPS GROUND EQUIPMENT MAINTENANCE PROGRAM.
3. MISSION. ESTABLISH LOM AND ALIGNMENT OF MAINTENANCE TASKS IN A MANNER THAT ENABLES FLEXIBILITY AND ADAPTABILITY IN MEETING MISSION REQUIREMENTS, WHILE PRESERVING NECESSARY DISTINCTION AMONG CAPABILITIES, IN ORDER TO IMPROVE MARINE AIR GROUND TASK FORCE MAINTENANCE EFFECTIVENESS.
4. EXECUTION
4.A. MAINTENANCE AUTHORITY. MAINTENANCE AUTHORITY IS THE DOCUMENTED ESTABLISHMENT OF AN ORGANIZATION OR ACTIVITY'S CAPABILITY AND CAPACITY TO PERFORM MAINTENANCE BASED ON AVAILABLE RESOURCES SUCH AS PERSONNEL, TRAINING, REPAIR PARTS, TOOLS AND SUPPORT EQUIPMENT, FACILITIES, PUBLICATIONS, AND FUNDS. THE PRINCIPAL DOCUMENT THAT DEFINES A COMMAND'S AUTHORIZED MAINTENANCE RESOURCES IS THE TABLE OF ORGANIZATION AND EQUIPMENT (T/OE). THESE MAINTENANCE RESOURCES ENABLE MAINTENANCE CAPABILITIES THAT SUPPORT ACCOMPLISHMENT OF SPECIFIC MAINTENANCE TASKS. AUTHORITY TO EXECUTE SPECIFIC MAINTENANCE TASKS IS INHERENT AND CORRESPONDS DIRECTLY TO THE MAINTENANCE CAPABILITIES SUPPORTED BY T/OE AND UNIT MISSION STATEMENTS.
4.B. LEVELS OF MAINTENANCE (LOM). MAINTENANCE CAPABILITY IS DEFINED WITHIN TWO LOM: FIELD AND DEPOT. THE DISTINCTION BETWEEN FIELD AND DEPOT LOM IS BASED ON THE MAINTENANCE TASKS PERFORMED WITHIN EACH.
4.B.1. FIELD LOM. FIELD MAINTENANCE IS ANY MAINTENANCE THAT DOES NOT REQUIRE DEPOT MAINTENANCE CAPABILITY AND IS PERFORMED BY CREW/OPERATORS AND MECHANICS/TECHNICIANS WITHIN MARINE CORPS ORGANIZATIONS AND ACTIVITIES, AND/OR BY APPROVED COMMERCIAL/CONTRACT SOURCES.
4.B.1.A. MAINTENANCE TASKS PERFORMED WITHIN THE FIELD LOM ARE CATEGORIZED AS ORGANIZATIONAL OR INTERMEDIATE. ALIGNMENT OF TASKS WITHIN THE FIELD LOM IS BASED ON SUPPORTING/SUPPORTED RELATIONSHIPS AND RESPECTIVE CAPABILITIES AMONG UNITS. A UNIT MAY PERFORM ANY FIELD MAINTENANCE TASKS FOR WHICH IT IS MANNED, TRAINED AND EQUIPPED. UNITS ARE NOT AUTHORIZED TO CONDUCT MAINTENANCE OUTSIDE OF THEIR ASSIGNED CAPABILITIES.
4.B.1.B. ALIGNMENT OF MAINTENANCE TASKS WITHIN THE FIELD LOM. PER REF A, SUPPORTING/SUPPORTED RELATIONSHIPS MAY BE STANDING/LONG-TERM AND DEFINED IN UNIT MISSION STATEMENTS AND SUPPORTED WITH CAPABILITIES ESTABLISHED IN T/OE, OR ASSIGNED FOR SPECIFIC OPERATIONS AND SUPPORTED WITH TASK-ORGANIZED CAPABILITIES. SUPPORTING/SUPPORTED RELATIONSHIPS WILL BE PLANNED AND EXECUTED TO ALIGN AND MANAGE THE RESPECTIVE MAINTENANCE CAPABILITIES AMONG SUPPORTING AND SUPPORTED UNITS AS EFFECTIVELY AS POSSIBLE WITHIN CONSTRAINTS. FLEXIBILITY IN ALIGNMENT OF MAINTENANCE TASKS WITHIN THE SUPPORTING/SUPPORTED RELATIONSHIP FRAMEWORK IS REQUIRED TO ENABLE COMMANDERS TO BEST ALIGN MAINTENANCE REQUIREMENTS TO CAPABILITIES. SUPPORTING COMMANDERS MAY PERFORM MAINTENANCE TASKS THAT ARE WITHIN SUPPORTED UNITS' CAPABILITIES, INCLUDING BUT NOT LIMITED TO OVERFLOW MAINTENANCE AND ORGANIZATIONAL TASKS THAT MUST BE COMPLETED IN ORDER FOR INTERMEDIATE TASKS TO BE PERFORMED ON EQUIPMENT EVACUATED TO SUPPORTING UNITS. SUPPORTING AND SUPPORTED UNIT COMMANDERS WILL COORDINATE CLOSELY TO ENSURE THE MOST EFFECTIVE USE OF MAINTENANCE RESOURCES WITHIN THEIR RESPECTIVE CAPABILITIES, AND WILL INCORPORATE LOCAL STANDARD OPERATING PROCEDURES TO ENSURE THE SAME.
4.B.2. DEPOT LOM. DEPOT MAINTENANCE IS DEFINED IN REFS B AND C. DEPOT MAINTENANCE IS NOT DEFINED BY LOCATION. THE MARINE CORPS ORGANIC DEPOTS, OTHER SERVICE DEPOTS, COMMERCIAL INDUSTRIAL FACILITIES, AND/OR ORIGINAL EQUIPMENT MANUFACTURERS MAY PERFORM DEPOT MAINTENANCE RELATED ACTIVITIES THROUGHOUT THE LOGISTICS CHAIN FRAMEWORK; HOWEVER, IN ALL CASES DEPOT MAINTENANCE WILL BE SPECIFICALLY AUTHORIZED AND DIRECTED BY THE DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS (DC, IL); FOLLOWING COORDINATION WITH COMMANDER, MARINE CORPS SYSTEMS COMMAND (MCSC), AND PROGRAM EXECUTIVE OFFICER - LAND SYSTEMS (PEO-LS), AND THE COMMANDING GENERAL, MARINE CORPS LOGISTICS COMMAND. DEPOT MAINTENANCE CAPABILITIES MAY ALSO BE LEVERAGED TO CONTRIBUTE TO FIELD MAINTENANCE EFFORTS BY PROVIDING OVERFLOW, ONSITE MAINTENANCE SERVICES, AND TECHNICAL ASSISTANCE AS APPROPRIATE TO MAINTAIN ENTERPRISE MATERIEL AVAILABILITY.
4.C. MAINTENANCE TASKS. ALIGNMENT OF SPECIFIC MAINTENANCE TASKS WITH THE CAPABILITIES REQUIRED TO PERFORM THEM IS ACCOMPLISHED THROUGH SMR CODING ASSIGNED THROUGH APPLICABLE TECHNICAL MANUALS. MAINTENANCE CODES WITHIN THE UNIFORM SMR CODE FORMAT IDENTIFY THE LOWEST LEVEL OF MAINTENANCE AT WHICH SPECIFIC MAINTENANCE ACTIONS ARE INTENDED TO BE PERFORMED, AND CORRESPOND WITH CAPABILITIES OF UNITS THAT ARE ESTABLISHED BY T/OE. SMR CODES ARE ASSIGNED TO EACH ITEM OF SUPPLY DURING THE ACQUISITION PROCESS OR FOLLOW-ON SYSTEM ENGINEERING.
4.C.1. SMR CODES. SMR CODES ARE USED TO COMMUNICATE MAINTENANCE AND SUPPLY INSTRUCTIONS FOR THE LOGISTICS SUPPORT OF SYSTEMS, EQUIPMENT, AND END ITEMS. THESE CODES ARE MADE AVAILABLE TO THEIR INTENDED USERS BY MEANS OF TECHNICAL PUBLICATIONS, AND ARE ASSIGNED BASED ON THE LOGISTICS SUPPORT PLANNED FOR THE END ITEM AND ITS COMPONENTS. EFFECTIVE IMMEDIATELY, THE FOLLOWING SMR CODES, APPLICABLE TO THE 3RD, 4TH, AND 5TH POSITIONS OF THE MAINTENANCE AND RECOVERABILITY CODES, WILL BE USED TO GUIDE NEW EQUIPMENT/MATERIAL ACQUISITIONS AND UPDATES TO THE EXISTING LOGISTICS SUPPORT FOR LEGACY ITEMS: CODE "O" DENOTES "FIELD LOM, ORGANIZATIONAL CATEGORY." CODE "F" DENOTES "FIELD LOM, INTERMEDIATE CATEGORY." CODE "H" DENOTES "FIELD LOM, INTERMEDIATE CATEGORY, COMPONENT REPAIR ACTIVITY." CODE "L" DENOTES "DEPOT LOM" (SPECIALIZED REPAIR FACILITY) FOR MARINE CORPS PROGRAMS ONLY. CODE "D" DENOTES "DEPOT-LOM" FOR MARINE CORPS PROGRAMS ONLY.
4.C.1.A. SIXTH POSITION OF THE SMR CODE. CURRENTLY, REF D IDENTIFIES THE SIXTH DIGIT CODE OPTION FOR USE BY THE NAVY. MARINE CORPS PROGRAM MANAGERS MAY USE THE NAVY SIXTH DIGIT CODES FROM APPENDIX F, TABLE F-1, OF REF D, IF APPLICABLE AND NECESSARY FOR DISSEMINATION OF SPECIFIC INSTRUCTIONS RELEVANT TO MARINE CORPS INTERNAL LOGISTICS PRACTICES. FUTURE RELEASE OF REF C WILL INCORPORATE USE OF THE SIXTH POSITION FOR THE MARINE CORPS.
4.C.1.B. THIS MARADMIN SHALL BE USED IN CONJUNCTION WITH REF D FOR FULL SMR CODE DEFINITION AND APPLICATION OF CHANGES.
4.C.1.C. PROCEDURES FOR RECOMMENDING CHANGES TO EXISTING SMR CODES ARE CONTAINED IN REFS D AND G.
4.C.2. SMR CODE CHANGES WILL NOT REQUIRE ARBITRARY UPDATES TO EXISTING TECHNICAL DOCUMENTS. TECHNICAL DOCUMENTATION WILL BE UPDATED IN CONJUNCTION WITH CHANGES IN LOGISTICS SUPPORT STRATEGIES FOR EXISTING MARINE CORPS SYSTEMS.
4.D. TASKS
4.D.1. DC, IL. SERVE AS THE MAINTENANCE FUNCTIONAL AREA MANAGER AND MAINTENANCE MANAGEMENT ADVOCATE FOR REVIEWING AND REVISING MAINTENANCE POLICY.
4.D.2. DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION/COMMANDING GENERAL, MARINE CORPS COMBAT DEVELOPMENT COMMAND
4.D.2.A. ENSURE THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM REFLECTS THE REQUIRED PERSONNEL AND EQUIPMENT TO SUPPORT MAINTENANCE CAPABILITIES REQUIRED FOR OPERATIONS.
4.D.2.B. REVIEW AND UPDATE UNIT MISSION STATEMENTS AND T/OE, AND MISSION ESSENTIAL TASK LISTS, REQUIREMENTS, AND TRAINING AND EDUCATION MATERIAL AND RESOURCES TO REFLECT AND SUPPORT THIS POLICY.
4.D.3. MCSC, PEO-LS. DEVELOP AND MAINTAIN PROGRAM/PRODUCT SUPPORT MAINTENANCE, SUSTAINMENT DOCUMENTATION, AND DATA STANDARDS THROUGHOUT SYSTEM LIFECYCLES IN ACCORDANCE WITH THIS POLICY.
5. ADMIN AND LOGISTICS. THIS MARADMIN CANCELS THE FOLLOWING MARADMINS:
