GENTEXT/REMARKS/1. PURPOSE. THIS MESSAGE DISSEMINATES PRIOR SERVICE (PS) SELECTED MARINE CORPS RESERVE (SMCR) UNIT AND INDIVIDUALMOBILIZATION AUGMENTEES (IMA) RECRUITING PHASING (MONTLY LIMITS ON ACCESSION). THIS MESSAGE ALSO PROMULGATES SIGNIFICANT CHANGES TO INTER-UNIT TRANSFER (IUT) PROCEDURES FOR IMMEDIATE IMPLEMENTATION WITHIN MARFORRES.
2. BACKGROUND. PER REF (A), THE AUTHORIZED SELRES END-STRENGTH IS 39,600. IN ORDER TO REDUCE AVERAGE MONTHLY STRENGTH AND ENSURE THAT THE FORCE DOES NOT EXCEED END-STRENGTH ON 30 SEP OF EACH FISCAL YEAR (FY), PRIOR SERVICE RECRUITING MUST BE CAREFULLY MANAGED. CHANGES TO INTER-UNIT TRANSFER PROCEDURES ARE NECESSARY TO CONTROL PERSONNEL ALIGNMENT, SELRES END STRENGTH AND CAREER DEVELOPMENT.
3. ACTION
A. MARINE CORPS RECRUITING COMMAND WILL NOT EXCEED MEMO-02 PHASING FOR ALL RECRUITING CATEGORIES WITHOUT PRIOR APPROVAL OF CMC(RA).
B. PER REF (B-D), UNITS ARE NOT AUTHORIZED TO JOIN PS MARINES UNLESS THEY ARE PROCESSED THROUGH A PSR. EXCEPTIONS ARE HQMC DIRECTED PROGRAMS TO INCLUDE EARLY-OUTS, RESERVE OFFICER COMMISSIONING PROGRAM (ROCP), NON-PRIOR SERVICE (NPS) INITIAL ACTIVE DUTY TRAINING (IADT) ACCESSIONS, DIRECT AFFILIATIONS, ACTIVE RESERVE (AR), FIRST SERGEANT AND SERGEANT MAJOR ASSIGNMENTS, WARRANT OFFICER (HQMC INITIAL SELECTION ASSIGNMENT), 0-6 ASSIGNMENTS AND HQMC BOARD-SELECTED PROGRAMS. ALL HQMC DIRECTED JOINS WILL BE COORDINATED WITH CMC (RAP) PRIOR TO APPROVAL. ALL 0-6 JOINS WILL BE APPROVED BY MARFORRES AC/S G-1. ANY MARINES INVOLUNTARILY TRANSFERRED TO THE IRR AS A RESULT OF IMPROPER ALIGNMENT WILL NOT BE JOINED TO THE SAME UNIT WITHIN 60 DAYS OF THE TRANSFER WITHOUT APPROVAL OF MARFORRES CHIEF OF STAFF.
C. ALL SMCR INTER-UNIT TRANSFERS OF BOTH OBLIGORS AND NON-OBLIGORS (TO INCLUDE DIRECT TRANSFERS FROM THE IMA PROGRAM) WILL BE REVIEWED BY MARFORRES (G1) TO ENSURE COMPLIANCE WITH REF (B-E) AND SUSTAIN OPTIMAL PERSONNEL ALIGNMENT TO REQUIREMENTS. IUT REQUESTS WILL HAVE LOSING AND GAINING COMMAND ENDORSEMENTS. ENDORSED REQUESTS WILL BE SENT TO THE MARFORRES ORGANIZATIONAL MAILBOX: MFR_MANPOWER(AT)USMC.MIL. MARFORRES G-1 MANPOWER WILL COORDINATE WITH THE LOSING AND GAINING MSC AND ADJUDICATE THE REQUEST. APPROVED IUT'S WILL BE RETURNED TO THE LOSING UNIT TO REPORT THE TRANSFER ON UNIT DIARY. MARFORRES G-1 MANPOWER WILL FORWARD ALL COMPLETED TRANSFERS TO CMC (RAP) TO ENABLE TIMELY ADJUSTMENTS TO THE RECRUITING PLAN. MARINES DIRECTED TO IUT BY THE FSRG PERSONNEL TRANSITION TEAM (PTT) MEET THESE AFOREMENTIONED REQUIREMENTS.
D. INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) INTER-UNIT TRANSFER REQUESTS THAT WOULD RESULT IN AN OPSPONSOR PLATOON CODE CHANGE OR MODIFICATION OF TOUR START/END DATES OR A DIRECT TRANSFER FROM AN SMCR UNIT MUST FIRST BE APPROVED BY THE IMA PROGRAM MANAGER (RAM-5).
4. COORDINATING INSTRUCTIONS
A. REQUESTS TO PRIORITIZE PRIOR SERVICE RECRUITING AND JOINS FOR MARINES WITH CRITICAL SKILLS MAY BE REQUESTED VIA E-MAIL TO CMC (RAP) VIA MARFORRES FOR SMCR UNITS OR THE IMA PROGRAM MANAGER (RAM-5) AT THE POC LISTED ABOVE.
B. INDIVIDUALS NOT APPROVED TO JOIN DURING THE FY MAY RECEIVE ASSOCIATE DUTY ORDERS WITH SMCR UNITS OR THE PROVISIONAL IMA PROGRAM (PIP), WHILE REMAINING IN THE INDIVIDUAL READY RESERVE (IRR), AND CONDUCT NON-PAID DRILLS. THESE INDIVIDUALS WILL BE REQUIRED TO JOIN THE UNIT OR IMA VIA PSR AS A FUTURE JOIN AFTER 30 SEP OF EACH FISCAL YEAR. MEMBERS ON ASSOCIATE DUTY ORDERS WITH AN SMCR UNIT OR IMA ARE NOT AUTHORIZED MOBILIZATION OR ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) ORDERS GREATER THAN 30 DAYS WITHOUT PRIOR COORDINATION WITH THE POC LISTED ABOVE.
C. OFFICER AND ENLISTED AFFILIATION AND REENLISTMENT BONUSES WILL CONTINUE TO BE ACCEPTED UNTIL 27 AUG EACH FISCAL YEAR.
D. BILLET IDENTIFICATION CODE (BIC) MATCH RULES (BILLET ASSIGNMENT POLICY) PER REF (E) FOR FY13 REMAIN IN EFFECT AND WILL CONTINUE IN FUTURE FISCAL YEARS.
E. MARFORRES WILL CONTINUE TO PROCESS MARINE CORPS ENLISTED ADMINISTRATIVE SEPARATION (MCEAS) PACKAGES, VOLUNTARY AND INVOLUNTARY TRANSFERS, AND INTER-UNIT TRANSFERS (IUT).
F. MARINES INTERESTED IN SELRES AFFILIATION SHOULD CONTINUE WORKING WITH PS RECRUITERS FOR AFFILIATION BASED ON PROJECTED VACANCIES AND END STRENGTH AVAILABILITY. PER PARA 4B, ASSOCIATE DUTY ORDERS FOR IRR MEMBERS MAY BE AUTHORIZED IN THE INTERIM.
G. ASSOCIATE DUTY ORDERS REFERRED TO IN PARAGRAPH 4B WILL BE COORDINATED BETWEEN THE GAINING UNIT AND THE MARINE CORPS INDIVIDUAL RESERVE SUPPORT ACTIVITY (MCIRSA)
H. TO CONTROL THE TIMING OF IMA ACCESSIONS, IMA OPSPONSORS MUST RETURN ALL NEW JOIN WORKSHEETS TO THE RESPECTIVE PSR FOR FURTHER SUBMISSION TO MCIRSA. IMA NEW JOIN WORKSHEETS SUBMITTED TO MCIRSA BY ANY ORGANIZATION OTHER THAN MCRC (PSR) WILL BE RETURNED WITHOUT FURTHER ACTION.
I. UPON REDUCTION OF AVERAGE END STRENGTH WITHIN BUDGET CONSTRAINTS AND CONSISTENT WITH END STRENGTH REQUIREMENTS, CMC(RAP) MAY COORDINATE A SELECTIVE EARLY START OF THE NEXT FY MISSION VIA PSR ON A CASE-BY-CASE BASIS BEGINNING IN SEPTEMBER OF EACH FY.
5. THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
