GENTEXT/REMARKS/ 1.  SITUATION.  IN ACCORDANCE WITH REFERENCES (A) AND (B), THE DIRECTOR, RA DIVISION WILL CONDUCT A TRIENNIAL PROGRAM REVIEW OF THE INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM 14-17 MAY 2013 AT MCB QUANTICO, VA.  REF A IDENTIFIES THE FOLLOWING COMMANDS AND HQMC DEPARTMENTS AS VOTING MEMBERS OF THE IMA PROGRAM REVIEW BOARD (PRB) THAT WILL CONVENE TO CONSIDER RECOMMENDATIONS FOR PROGRAM IMPROVEMENTS RECEIVED FROM THE MARINE CORPS TOTAL FORCE AND OTHER COMMANDS AND AGENCIES THAT POSSESS MARINE CORPS IMA STRUCTURE.

2.  MISSION.  THE MISSION OF THE FISCAL YEAR 2013 IMA PRB IS TO DETERMINE THE FUTURE SIZE AND COMPOSITION OF THE MARINE CORPS IMA PROGRAMWHILE SATISFYING DEPARTMENT OF DEFENSE AND SERVICE POLICY CONTAINED IN REFERENCES (A) AND (B).
3.  EXECUTION
    A.  INTENT.  THE INTENT OF THE IMA PRB IS TO POSITION THE MARINE CORPS IMA PROGRAM AS A RESPONSIVE, SUSTAINABLE SOURCE OF CONTINGENT INDIVIDUAL MANPOWER READILY AVAILABLE TO SOURCE EMERGENT REQUIREMENTS FROM THE OPERATING FORCES AND SUPPORTING ESTABLISHMENT.  AS THE MARINE CORPS EVALUATES LESSONS LEARNED FROM THE PAST TWELVE YEARS OF OVERSEAS CONTINGENCY OPERATIONS (OCO), AND AS ACTIVE COMPONENT (AC) END STRENGTH IS REDUCED INTO THE FUTURE, IT IS NECESSARY TO ENSURE THE IMA PROGRAM IS ORGANIZED, ADMINISTERED AND RESOURCED TO ENHANCE MARINE CORPS WARFIGHTING CAPABILITY.  THIS IS ACCOMPLISHED BY AN IMA PROGRAM THAT IS PROPERLY STRUCTURED, MANNED, TRAINED, ADMINISTERED AND SUPPORTED SUCH THAT IMA PERSONNEL ARE READY TO BE MOBILIZED, ACTIVATED, INTEGRATED AND DEPLOYED AS PART OF THE TOTAL FORCE AS OUTLINED IN REFERENCE (C).
    B.  GUIDANCE
        (1) ORGANIZATION.  THE IMA PRB WILL CONSIDER ORGANIZATIONAL CHANGES THAT HAVE OCCURRED OVER THE PAST THREE YEARS (FORCE STRUCTURE REVIEW GROUP (FSRG), FORCE OPTIMIZATION REVIEW GROUP (FORG)), AND DETERMINE WHETHER IMA PROGRAM STRUCTURE COMPLIMENTS THESE INTIATIVES. 
        (2) ADMINISTRATION.  WITH THE TRANSITION TO A POST-OCO ENVIRONMENT,  THE LESSONS LEARNED FROM THE PAST 12 YEARS MUST BE REFLECTED IN HOW THE MARINE CORPS RESERVE PROVIDES INDIVIDUAL AUGMENTATION SUPPORT TO THE OPERATING FORCES AND SUPPORTING ESTABLISHMENT. THE IMA PRB WILL EVALUATE THE EFFICACY OF HOW THE ADMINISTRATION OF THE IMA PROGRAM IS CARRIED OUT, WITH THE INTENT OF STREAMLINING PROGRAM MANAGEMENT, PERSONNEL ADMINISTRATIVE SUPPORT TO IMA MARINES, AND IMPROVING THE SUPPORTED COMMANDER'S ABILITY TO UTILIZE THE IMA PROGRAM.
        (3) RESOURCING.  WHILE IMA STRUCTURE WILL ALWAYS BE GREATER THAN MANNING, IT IS CRITICAL TO ENSURE THAT IMA MANNING SUPPORTS HIGH PRIORITY, CONTINGENT MANPOWER REQUIREMENTS THAT ENABLE THE MARINE CORPS TO EXECUTE CONTINGENCY OPERATIONS.  THE IMA PRB WILL EVALUATE MANNING TO ENSURE THESE INVESTMENTS CONTRIBUTE TO THE MARINE CORPS ABILITY TO PROSECUTE CONTINGENCY OPERATIONS.  ANY IMA BILLET THAT HAS NOT BEEN MOBILIZED/ACTIVATED IN THE LAST 12 YEARS WILL BE HIGHLY SCRUTINIZED.
    C.  CONCEPT OF OPERATIONS.  THE BOARD WILL PROCEED IN TWO DISTINCT PHASES AS OUTLINED BELOW.  AN OUTBRIEF WILL BE CONDUCTED ON THE FINAL DAY OF THE REVIEW.  PHASE I WILL BE AN IMA PROGRAM MANAGEMENT REVIEW, PHASE II WILL CONSIST OF AN IMA PROGRAM STRUCTURE UPDATE.  THE FIRST PHASE WILL FOCUS UPON PROGRAM ADMINISTRATION TO ENSURE THE ABILITY TO EXERCISE MANAGEMENT CONTROL OVER THE IMA PROGRAM.  THE SECOND PHASE WILL FOCUS UPON STRUCTURAL UPDATES NEEDED TO MEET THE REQUIREMENTS SET FORTH IN PHASE I.  AMPLIFYING INSTRUCTIONS FOR ACCOMPLISHING THESE TWO PHASES ARE PROVIDED BELOW:
        (1) PHASE I IMA PROGRAM MANAGEMENT REVIEW.  THIS PHASE WILL BE CONDUCTED BY DIRECTOR, RA WITH THOSE VOTING MEMBERS IDENTIFIED ABOVE ON 14 MAY 2013 FOR A PERIOD OF TWO DAYS.  CONSIDERATION WILL BE GIVEN TO THE FOLLOWING DURING PHASE I:
            (A) HIERARCHICAL PROGRAM MANAGEMENT/SUPPORT OF ALL IMA STRUCTURE, I.E. THE APPOINTMENT OF OPERATIONAL SPONSORS (OPSPONSORS) AT HIGHER HEADQUARTERS LEVELS, DEPUTY COMMANDANT AND MARFOR, IN ORDER TO FACILITATE PROGRAM CONTROL/SUPPORT.
            (B) IMA RECRUITING AND RETENTION REQUIREMENTS AND IMPROVEMENTS NECESSARY TO SUPPORT RECOMMENDED PROGRAM MANAGEMENT CHANGES.
            (C) IMA PROGRAM MANAGEMENT/SUPPORT IMPROVEMENTS NECESSARY TO SUPPORT COMMANDS/AGENCIES WITH IMA STRUCTURE, TO INCLUDE PERSONNEL ADMINISTRATION SUPPORT AND PRIORITIZATION OF PAY GROUP B FUNDING AND AUTHORIZED MANNING.
            (D) STATUTORY AND POLICY CHANGES NECESSARY TO IMPLEMENT RECOMMENDED PROGRAM MANAGEMENT CHANGES.
        (2) PHASE II IMA PROGRAM STRUCTURE UPDATE.  THE IMA PROGRAM STRUCTURE UPDATE PHASE WILL BE CONDUCTED WITH THOSE VOTING MEMBERS IDENTIFIED ABOVE ON 16 MAY 2013 FOR A PERIOD OF TWO DAYS.  THE IMA PROGRAM STRUCTURE UPDATE WILL REVIEW AND VALIDATE NEW INITIATIVES AND CHANGES OF EXISTING IMA STRUCTURE IN ACCORDANCE WITH THE REQUIREMENTS CONTAINED IN REFERENCES (B) THROUGH (D).  ADDITIONAL CONSIDERATION SHALL BE GIVEN TO THE FOLLOWING: 
            (A) IMA STRUCTURE EXISTS TO FACILITATE MISSION ACCOMPLISHMENT OF THE ASSIGNED AC COMMAND/AGENCY.  THIS INCLUDES ITS OWN MOBILIZATION/DEPLOYMENT, AND THE ACTIVATION, INTEGRATION AND DEPLOYMENT OF RC INDIVIDUALS/UNITS WITH THAT AC COMMAND/AGENCY. 
            (B) ENSURE SUFFICIENT TIME IS GIVEN TO THOSE COMMANDS AND AGENCIES THAT DESIRE TO BRIEF THEIR SUBMISSIONS FOR THE IMA STRUCTURE UPDATE.  UPON REQUEST, DIRECTOR, RA WILL ACT AS AN ADVOCATE FOR THOSE COMMANDS AND ORGANIZATIONS NOT INCLUDED ABOVE AS VOTING AND NON-VOTING MEMBERS OR WHO ARE OTHERWISE UNABLE TO PROVIDE REPRESENTATION TO THE BOARD.
    D.  TASKS
        (1) DIRECTOR, RESERVE AFFAIRS IS THE SUPPORTED DIVISION OF MRA FOR THE COORDINATION AND EXECUTION OF THE IMA PRB.  IAW REF A, DESIGNATE AN O6/GS15 CHAIR TO THE IMA PRB AND A PRIMARY ACTION OFFICER RESPONSIBLE FOR THE COORDINATION AND EXECUTION OF ESSENTIAL TASKS NECESSSARY FOR THE SUCCESSFUL CONDUCT OF THE REVIEW.
        (2) COMMANDS AND HQMC DEPARTMENTS HAVING REPRESENTATION ON THE IMA PRB WILL APPOINT AN O6/GS15 BOARD MEMBER AND CONDUCT A COMPREHENSIVE PROGRAM AND STRUCTURE REVIEW OF ALL IMA STRUCTURE CONTAINED ON UNIT TO AND E REPORTS WITHIN THEIR CHAIN OF COMMAND.  CONSOLIDATE IMA PROGRAM RECOMMENDATIONS AND STRUCTURE CHANGES FOR SUBMISSION TO THE PRIMARY POCS IDENTIFED ABOVE NLT 1 MAY 2013. IDENTIFIED COMMANDS AND HQMC DEPARTMENTS SHOULD BE PREPARED TO BRIEF THEIR RECOMMENDATIONS TO THE BOARD.
        (3) COMMANDS AND OTHER AGENCIES NOT IDENTIFIED AS HAVING REPRESENTATION ON THE IMA PRB WILL CONDUCT ACOMPREHENSIVE PROGRAM AND STRUCTURE REVIEW OF ALL IMA STRUCTURE CONTAINED ON UNIT TABLES OF ORGANIZATION AND EQUIPTMENT REPORTS WITHIN THEIR CHAIN OF COMMAND AND CONSOLIDATE IMA PROGRAM RECOMMENDATION AND STRUCTURE CHANGES FOR SUBMISSION TO THE PRIMARY POCS IDENTIFED ABOVE NLT 1 MAY 2013.  COMMANDS AND AGENCIES DESIRING TO BRIEF THEIR RECOMMENDATIONS TO THE BOARD SHOULD REQUEST TO DO SO WITH THE POCS NLT 15 APR 2013.
    E.  COORDINATING INSTRUCTIONS 
        (1) THE IMA PRB WILL BE CONDUCTED AT MCB QUANTICO, vA FROM 14-17 MAY 2013. SPECIFIC LOCATION AND SCHEDULE WILL BE PUBLISHED VIA SEPCOR.
        (2) A LETTER OF INSTRUCTION (LOI) WILL BE PUBLISHED VIA SEPCOR IDENTIFYING THE PROCEDURES UNDER WHICH THE BOARD WILL OPERATE, AND WILL PROVIDE DETAILED INSTRUCTIONS REGARDING SUBMISSION REQUIREMENTS AND FORMAT FOR COMMANDS AND AGENCIES THAT HAVE IMA STRUCTURE BASED UPON THE MOST RECENTLY PUBLISHED ASR.
        (3) COMMANDS AND AGENCIES POSSESSING IMA STRUCTURE WILL BE GIVEN AN OPPORTUNITY TO ADVISE THE BOARD DURING BOTH PHASE I AND PHASE II.  REQUESTS TO PRESENT ISSUES WILL BE FORWARDED TO THIS HQ NLT 17 APR 2013 WITH SUBMISSION OF BRIEFS NLT 19 APR 2013. BRIEF FORMAT WILL BE PROMULGATED VIA SEPCOR.
        (4) UPON REQUEST, DIRECTOR, RA WILL ACT AS THE ADVOCATE FOR THOSE COMMANDS AND AGENCIES NOT INCLUDED ABOVE THAT POSSESS IMA STRUCTURE AND THAT DESIRE ADVOCACY BEFORE THE IMA PRB.  COMMANDS AND AGENCIES OTHER THAN THOSE LISTED ABOVE THAT ALSO DESIRE TO BRIEF THE BOARD WILL BE GIVEN THE OPPORTUNITY TO DO SO IF REQUESTED.
4.  ADMINISTRATION AND LOGISTICS
        (1) ORDERS ARE A UNIT RESPONSIBILITY AND SHOULD BE NON-REPORTING.
        (2) TRAVEL EXPENSES TO INCLUDE LODGING AND RENTAL WILL BE A UNIT RESPONSIBILITY. LODGING IS AVAILABLE ABOARD MCB QUANTICO, VA AT LIVERSEDGE HALL, PHONE (703) 784-3149/DSN 432-1341; OR THE CROSS ROADS IN, PHONE (703) 630-4444/DSN 800-965-9511. TRAVELERS DESIRING TO STAY IN COMMERCIAL LODGING ARE ADVISED THAT A CERTIFICATE OF NON-AVAILABILITY MAY BE REQUIRED BY LOCAL DISBURSING OFFICE IN ORDER TO SETTLE TRAVEL CLAIMS INCLUDING CHARGES FOR COMMERCIAL BILLETING.
        (3) ATTENDANCE IS LIMITED TO THOSE COMMANDS LISTED IN PARA 1. COMMANDS AND AGENCIES NOT LISTED IN PARA 1 THAT DESIRE TO ATTEND AND BRIEF THE IMA PRB MUST SUBMIT REQUESTS WITH JUSTIFICATION VIA THEIR CHAIN OF COMMAND TO BE RECEIVED BY POCS NLT 17 APR 2013.
5.  COMMAND AND SIGNAL
    A.  THE VOTING BOARD MEMBERS OF THE IMA PRB WILL BE COMPRISED OF O6/GS15 REPRESENTATIVES, EMPOWERED TO MAKE DECISIONS ON BEHALF OF THEIR RESPECTIVE GENERAL OFFICERS.  MEMBERS MUST POSSESS THE REQUISITE EXPERTISE OR BE ACCOMPANIED BY A SUBJECT MATTER EXPERT WITH APPROPRIATE EXPERIENCE TO ADVISE THE BOARD. 
    B. PRIMARY RA ACTION OFFICERS ARE LISTED AS POCS ABOVE.
    C. COMMANDS SUBMITTING IMA PROGRAM RECOMMENDATIONS MUST IDENTIFY A PRIMARY ACTION OFFICER TO POCS NLT 10 APR 2013 TO ENSURE COMMAND RECEIPT OF DETAILED LOI, POA AND M, AND FOLLOW ON CORRESPONDANCE WHEN PUBLISHED.
