GENTEXT/REMARKS/1.  THE REFERENCES REQUIRE SPECIFIC TRAINING ACROSS A MARINE'S CAREER TO INCLUDE ANNUAL, PRE-DEPLOYMENT, POST-DEPLOYMENT, AND PRE-COMMAND/SENIOR ENLISTED LEADER SAPR TRAINING.  SAPR TRAINING IS ALSO REQUIRED DURING RECRUIT TRAINING AND AT MILITARY OCCUPATIONAL SPECIALTY (MOS) SCHOOLS.  TO ENSURE RELEVANCE, SEXUAL ASSAULT PREVENTION AND RESPONSE (SAPR) TRAINING WILL CONTINUE TO EVOLVE TO ENSURE IT IS APPROPRIATE TO THE INDIVIDUAL'S RANK AND COMMENSURATE WITH HIS OR HER LEVEL OF RESPONSIBILITY.  TO MEET THESE REQUIREMENTS, AND CONSIDERING THE OPERATIONAL TEMPO OF THE FLEET, THE FOLLOWING GUIDANCE IS PROVIDED:
  A.  SAPR ANNUAL TRAINING IS A FISCAL YEAR REQUIREMENT.
  B.  TAKE A STAND.  FROM THE DATE OF THIS MARADMIN, ALL NEWLY PROMOTED CORPORALS AND NEWLY PROMOTED SERGEANTS ARE REQUIRED TO COMPLETE "TAKE A STAND" TRAINING TO MEET THEIR ANNUAL TRAINING REQUIREMENT IN ORDER TO REINFORCE THE TENENTS OF LEADERSHIP AND BYSTANDER INTERVENTION PERTAINING TO SAPR.  THE ANNUAL SAPR TRAINING REQUIREMENT FOR CORPORALS AND SERGEANTS WHO HAVE COMPLETED TAKE A STAND IN GRADE CAN BE SATISFIED BY THE SAPR OVERVIEW BRIEF, BY TRAINING RECEIVED AT PROFESSIONAL MILITARY EDUCATION SCHOOLS, OR BY PRE-DEPLOYMENT SAPR TRAINING DELIVERED BY A UNIFORMED VICTIM ADVOCATE (UVA) OR SEXUAL ASSAULT RESPONSE COORDINATOR (SARC).  NONCOMMISSIONED OFFICERS ARE NOT REQUIRED TO COMPLETE "TAKE A STAND" TWICE IN GRADE.
    (1) NEWLY PROMOTED CORPORALS AND NEWLY PROMOTED SERGEANTS WHO HAVE ALREADY COMPLETED THEIR ANNUAL SAPR TRAINING REQUIREMENT FOR THE YEAR WILL NOT ADDITIONALLY BE REQUIRED TO COMPLETE "TAKE A STAND" IN THE SAME YEAR, BUT MUST COMPLETE IT THE FOLLOWING YEAR.
    (2)  UVAS, CERTIFIED BY A MASTER TRAINING TEAM LED BY AN INSTALLATION SARC, WILL BE THE ONLY MARINES PROVIDING "TAKE A STAND" TRAINING TO NCOS.  THE INTEGRITY OF "TAKE A STAND" TRAINING MUST BE MAINTAINED.  THE COURSE IS INTENDED TO BE DELIVERED BY A UVA IN ONE BLOCK OF TIME AND IN SMALL GROUP FORMAT.  THE PURPOSE OF THIS FORMAT IS TO PROMOTE DISCUSSION AND REDUCE STIGMA ABOUT THE TOPIC OF SEXUAL ASSAULT.
    (3) THIS MARADMIN DOES NOT CHANGE THE "TAKE A STAND" COMPLETION REQUIREMENT OUTLINED IN REF B FOR MARINE CORPS EMBASSY SECURITY GROUP (MCESG).  THE TARGET COMPLETION DATE FOR MCESG IS 30 SEPTEMBER 2013.
  C.  MOS PRODUCING SCHOOLS.  SAPR TRAINING RECEIVED AT THE MOS PRODUCING SCHOOLS WILL FULFILL THE ANNUAL TRAINING REQUIREMENT.
  D.  PRE-DEPLOYMENT SAPR TRAINING.  THE SAPR PRE-DEPLOYMENT TRAINING CREATED BY HQMC SAPR AND TAUGHT BY SARCS AND UVAS WILL FULFILL THE ANNUAL TRAINING REQUIREMENT FOR ALL MARINES.  THIS TRAINING IS HUNG ON THE HQMC SAPR SHARE POINT SITE AND CAN BE DOWNLOADED BY SARCS AND UVAS.
  E.  PROFESSIONAL MILITARY EDUCATION (PME) SCHOOLS.  SAPR TRAINING CONDUCTED AT PME SCHOOLS WILL SATISFY THE ANNUAL TRAINING REQUIREMENT FOR ALL MARINES.
  F.  PRE-COMMAND/SENIOR ENLISTED LEADER TRAINING.  PRE-COMMAND/SENIOR ENLISTED LEADER SAPR TRAINING, RECEIVED AT THE COMMANDERS/SERGEANTS MAJOR COURSE, AT THE ADVANCED COURSE, AND STAFF ACADEMY, SATISFIES THE ANNUAL TRAINING REQUIREMENT.
  G.  ANNUAL TRAINING.  FOR THOSE WHO DO NOT RECEIVE SAPR TRAINING IN ONE OF THE ABOVE LISTED VENUES, NEW SAPR ANNUAL TRAINING IS BEING DEVELOPED THAT IS APPROPRIATE TO THE INDIVIDUAL'S RANK AND COMMENSURATE WITH HIS OR HER LEVEL OF RESPONSIBILITY.  IN THE INTERIM AND AS OF THE DATE OF THIS MARADMIN, AN ANNUAL TRAINING BRIEF FOR ALL RANKS HAS BEEN PROVIDED TO SARCS AND UVAS FOR DELIVERY TO THE FLEET.  THIS BRIEF IS ALSO HUNG ON THE HQMC SAPR SHARE POINT SITE AND CAN BE DOWNLOADED BY SARCS AND UVAS.
2.  REPORTING ACTIONS:  UNITS ARE REQUIRED TO REPORT THE COMPLETION OF "TAKE A STAND" AND ANNUAL SAPR TRAINING VIA MARINE-ON-LINE TRAINING MODULE OR MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) REPORTING USING THE FOLLOWING CODES: SB - TAKE A STAND (SEXUAL ASSAULT NCO COURSE) SC - TAKE A STAND (TRAIN-THE-TRAINER COURSE) SD - TAKE A STAND (MASTER TRAINER COURSE) (WILL BE RUN BY HQMC SAPR ONLY)  AT - ANNUAL TRAINING (SATISFIED BY COMPLETION OF THE ANNUAL TRAINING BRIEF DELIVERED BY UVAS, SAPR TRAINING DELIVERED AT THE MOS SCHOOLS, SAPR PRE-DEPLOYMENT TRAINING, PRE-COMMAND/SENIOR ENLISTED LEADER TRAINING, AND PRIMARY/PROFESSIONAL MILITARY EDUCATION SCHOOLS)
3.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
