GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO SOLICIT ACTIVE RESERVE (AR) APPLICANTS FOR THE FISCAL YEAR 2014 (FY14) SPECIAL EDUCATION PROGRAM (SEP).
2. THE SEP ANNUALLY SELECTS OFFICERS TO PARTICIPATE IN A FULLY FUNDED GRADUATE EDUCATION PROGRAM. CURRENTLY, ONE OPPORTUNITY EXISTS EVERY THREE YEARS FOR AN AR MARINE CORPS OFFICER TO RECEIVE A MASTER OF SCIENCE IN MANAGEMENT FROM THE NAVAL POSTGRADUATE SCHOOL (NPS) IN THE MANPOWER SYSTEMS ANALYSIS (MSA) 847 CURRICULUM AND RECEIVE AN 8840 ADDITIONAL MILITARY OCCUPATIONAL SPECIALTY (AMOS). PARTICIPATION IN SEP PREPARES THIS OFFICER FOR DUTY IN A RESERVE AFFAIRS PERSONNEL PLANS AND POLICY BILLET REQUIRING AN ADVANCED DEGREE. FILLING THIS BILLET IS CRITICAL TO MEETING THE MARINE CORPS RESERVE FUTURE MANPOWER REQUIREMENTS.
3. THE FOLLOWING GUIDELINES APPLY TO THE SEP APPLICATION PROCESS:
A. THE SEP BOARD WILL CONVENE ON 20 JUN 2013. THE APPLICATION DEADLINE IS 10 JUN 2013. ONE PRIMARY AND UP TO TWO ALTERNATE CANDIDATES WILL BE SELECTED.
B. ALL AR APPLICANTS WILL BE SCREENED BY THE NPS BUSINESS SCHOOL FOR THE MSA DISCIPLINE. NO OTHER DISCIPLINES ARE AVAILABLE FOR AR SEP APPLICANTS. CONTACT MAJ ANTHONY LICARI (EMAIL: ANTHONY.LICARI(AT)USMC.MIL) AT 703-784-0514 FOR FURTHER INFORMATION CONCERNING THE MSA CURRICULUM.
C. THE AR OFFICER SELECTED FOR SEP WILL BE ASSIGNED TO A UTILIZATION TOUR IN RESERVE AFFAIRS PERSONNEL, PLANS AND POLICY IMMEDIATELY UPON GRADUATION. THE SELECTED SEP APPLICANT WILL NOT BE DEFERRED ORDERS TO SCHOOL. APPLICANTS SHOULD NOT EXPECT A WAIVER TO THIS POLICY.
D. UPON RELEASE OF THE RESULTS MARADMIN, PCS ORDERS WILL BE ISSUED FOR THE SELECTED OFFICER TO ATTEND THE 21-MONTH NPS MSA CURRICULUM REPORTING IN JUN 2014 AND GRADUATING IN MAR 2016. THEREFORE, OFFICERS MUST ENSURE A TRUE AND VALID INTEREST IN THE SEP PROGRAM BEFORE APPLYING.
E. AN APPLICATION FORMAT AND PRIVACY ACT STATEMENT CAN BE FOUND IN THE REFERENCES AND ON THE RESERVE AFFAIRS PERSONNEL MANAGEMENT BRANCH, CURRENT OPERATIONS AND PROGRAMS SECTION (RAM-3) WEBPAGE. LETTERS OF RECOMMENDATION MAY BE INCLUDED AS ENCLOSURES.
F. APPLICANTS MUST COMPLETE THE ONLINE REGISTRATION CONTAINED ON THE NPS WEBSITE. ONE OFFICIAL SEALED TRANSCRIPT FROM ALL COLLEGES/UNIVERSITIES ATTENDED, WITH CREDITS AND LETTER GRADES, MUST BE MAILED TO NPS NLT 10 JUN 2013 AT THE ADDRESS PROVIDED IN PAR 6. THE ONLINE REGISTRATION CAN BE LOCATED AT HTTP:(SLASH)(SLASH)WWW.NPS.EDU/ADMISSIONS/APPLYONLINE.HTML. ANY QUESTIONS REGARDING THE NPS PROCESS MAY BE ADDRESSED VIA EMAIL AT ADMISSIONS(AT)NPS.EDU. GRE/GMAT SCORES ARE NOT REQUIRED FOR THE NPS CURRICULUM.
G. PHOTOGRAPHS. A CURRENT OFFICIAL PHOTOGRAPH IS REQUIRED BY THE SEP BOARD IAW REF (B). ELIGIBLE OFFICERS ARE HIGHLY ENCOURAGED TO READ AND COMPLY WITH REF (B). IF DIGITAL PHOTOGRAPHIC EQUIPMENT IS NOT AVAILABLE, A HARD COPY PHOTOGRAPH MUST BE SUBMITTED DIRECTLY TO THE POC ON THIS MARADMIN BUT WILL NOT BE MADE A PART OF THE OMPF. THE PHOTOGRAPH MUST BE PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REF (B).
H. APPLICANTS MUST HAVE MET THE TWO YEARS TIME ON STATION (TOS) REQUIREMENT PRIOR TO 1 JUL 2014. THE TOS REQUIREMENT MAY BE WAIVED DOWN TO 21 MONTHS. AN APPLICANT'S PRESCRIBED TOUR OF DUTY WILL NOT NORMALLY BE INTERRUPTED.
I. CAREER DESIGNATED AR MAJORS AND AR CAPTAINS SELECTED FOR PROMOTION TO MAJOR WHO WILL HAVE AT LEAST 30 MONTHS OF SERVICE IN THE AR PROGRAM BY 1 JUL 2014 MAY SUBMIT FOR CONSIDERATION. AR OFFICERS SELECTED FOR PROMOTION TO LIEUTENANT COLONEL AND AR LIEUTENANT COLONELS WITH A DATE OF RANK NET 1 FEB 2013 ARE ALSO ELIGIBLE TO APPLY. ADDITIONALLY, AR CAPTAINS IN THE FY15 IN-ZONE POPULATION FOR MAJOR MAY APPLY; HOWEVER, SUBSEQUENT FAILURE OF SELECTION FOR PROMOTION WILL RESULT IN DISQUALIFICATION AND SELECTION OF AN ALTERNATE CANDIDATE FOR SEP ATTENDANCE. OFFICERS MUST HAVE NO LESS THAN SIX YEARS OF COMMISSIONED SERVICE REMAINING TO BE CONSIDERED FOR THIS PROGRAM.
J. PREFERENCE WILL BE GIVEN TO QUALIFIED APPLICANTS WITH A PREVIOUS HQMC TOUR.
K. AR OFFICERS IN THE 4402 AND 75XX OCCUPATIONAL FIELDS ARE INELIGIBLE FOR THE AR SEP PROGRAM.
L. APPLICANTS MUST NOTIFY THEIR MONITOR OF THEIR INTENT TO APPLY TO THE RESPECTIVE PROGRAM PRIOR TO SUBMITTING AN APPLICATION.
M. PARTICIPATION IN THE SEP MSA CURRICULUM INCURS A FOUR YEAR SERVICE OBLIGATION.
N. THE FOLLOWING STATEMENT MUST BE INCLUDED IN THE APPLICATION: "IF SELECTED, I AGREE TO REMAIN ON ACTIVE DUTY FOR AT LEAST FOUR YEARS AFTER COMPLETION OF MY TRAINING. I AGREE NOT TO TRANSFER FROM THE ACTIVE RESERVE PROGRAM OR REQUEST SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THE PROGRAM. I FURTHER UNDERSTAND THAT THIS OBLIGATION IS IN ADDITION AND NOT CONCURRENT TO ANY OBLIGATION PREVIOUSLY INCURRED."
O. AR MSA NPS STUDENTS ARE HIGHLY ENCOURAGED TO SELECT A THESIS TOPIC APPROVED AND FUNDED BY THE DIRECTOR OF RESERVE AFFAIRS.
P. APPLICANTS ARE RESPONSIBLE FOR ENSURING THEIR APPLICATION ARRIVES AT CMC (RAM-3) NLT 10 JUN 2013. MAIL APPLICATIONS TO THE ADDRESS LISTED IN PAR 5. FEDEX OR SOME OTHER MEANS OF TRACKING PACKAGES IS RECOMMENDED.
