GENTEXT/REMARKS/1. THE EXECUTIVE FORCE PRESERVATION BOARD (EFPB) ESTABLISHES SAFETY AND FORCE PRESERVATION POLICY AND GUIDANCE FOR THE MARINE CORPS. PER THE REFERENCES, THE EFPB CONVENED ITS 28TH MEETING AT THE PENTAGON, (SMITH CONFERENCE ROOM) AND VIA SECURE VIDEO TELECONFERENCE, ON 27 MARCH 2013 (1200 -1630L).

J. INFO PAPERS WERE PROVIDED ON HEARING READINESS AND MEDICAL SURVEILLANCE, 8-DAY BRIEF REQUIREMENTS, AND ASSESSMENT OF THE AVIATION COMMANDERS SAFETY COURSE.
4. SUMMARY
4.A. ACMC OPENED THE 28TH EFPB WITH INTRODUCTION OF MS. JANET FROETSCHER, (PRESIDENT-NATIONAL SAFETY COUNCIL) WHO RECOGNIZED MAJGEN TALLERI, (CG MCIPAC) AS A "CEO WHO GETS IT" FOR 2013. DIRECTOR, SD PROVIDED EFPB MEMBERS WITH AN UPDATE AND TREND ANALYSIS OF THE SERVICE SAFETY PROGRAM AND LED A DISCUSSION ON 8-DAY BRIEF REQUIREMENTS AND ANNOUNCED THE FY12 GROUND SAFETY AWARD RECIPIENTS.
4.B. 2D MAW DELIVERED A REVIEW OF THEIR SUICIDE PREVENTION EFFORTS AND PROVIDED RECOMMENDATIONS FOR LEVERAGING 8-DAY BRIEFS AND BETTER USE OF EXISTING RESOURCES, (E.G., LEGAL, MEDICAL, MCCS, CHAPLAIN, FAMILY, AND MENTOR PROGRAMS).
4.C. MRA (MF) PROVIDED AN UPDATE OF BEHAVIORAL HEALTH BRAIN INJURY ADVISORY COUNCIL ACTIONS CENTERING ON THE PROGRAM REVIEW PROCESS (PRP). PRP ENSURES EMERGING BEHAVIORAL HEALTH CAPABILITIES ARE EVIDENCE-BASED, EFFECTIVE AND SUSTAINABLE.
4.D. UPDATE OF THE MARINE TOTAL FITNESS (MTF) INITIATIVE WAS ALSO DELIVERED BY MRA (MF). THE BOARD WAS REMINDED MTF IS A HARDENING OF BODY AND MIND, INFUSION OF DISCIPLINE AND CASTING AN INDELIBLE ESPIRT DE CORPS. SENSE OF THE BOARD WAS TO ENSURE THAT PERSONAL FINANCIAL FITNESS SHOULD PERMEATE EACH OF THE FOUR MTF CORDS, (MIND, BODY, SPIRIT, AND SOCIAL) COMPRISING THE MTF MODEL.
4.E. THREE MARINE SERGEANTS CURRENTLY ATTENDING THE SERGEANTS COURSE WERE INVITED TO PROVIDE THEIR PERSPECTIVE ON PEER UNDERSTANDING OF FORCE PRESERVATION PROGRAMS, INTRUSIVE VERSUS ENGAGED LEADERSHIP, EXPECTATIONS OF PRIVACY, SAFETY AND FORCE PRESERVATION PME AS WELL AS SUICIDE PREVENTION TRAINING. SPEAKING ON BEHALF OF THEIR FELLOW SERGEANTS COURSE CLASSMATES, THESE MARINES INDICATED THAT LARGE SCALE SAFETY STAND DOWNS ARE INEFFECTIVE DUE TO THE REPETITIVE NATURE OF THE SUBJECT MATTER AND FORMAT AS WELL AS A LACK OF INTERACTION AND SMALL GROUP DISCUSSION. THE SERGEANTS RECOMMENDED THAT SAFETY AND FORCE PRESERVATION TRAINING BE CONDUCTED BY MARINES VICE CIVILIAN INSTRUCTORS TO THE MAXIMUM EXTENT POSSIBLE. THE SERGEANTS ALSO RECOMMENDED A REVIEW OF THE MENTORSHIP PROGRAM TO INCLUDE IDENTIFYING THE PROPER QUALIFICATIONS FOR MENTORS. THE SERGEANTS ALSO IDENTIFIED A NEED FOR INSTRUCTION IN THE AREA OF INTERPERSONAL COMMUNICATION SKILLS EARLY IN A MARINES CAREER.
4.F. SD BRIEFED AN INTRODUCTION TO THE DON RISK MANAGEMENT INFORMATION (RMI) INITIATIVE. RMI IS INTENDED TO TRANSITION EXISTING LEGACY AND CORE SAFETY PROGRAMS AND RISK MANAGEMENT INFORMATION SYSTEMS, APPLICATIONS AND DATA INTO A SINGLE PROGRAM OF RECORD. RMI WAS BRIEFED TO THE INSTALLATIONS PEB AS AN FY15 ADDITIVE CAPABILITY.
4.G. PRESENTLY ALL OFFICERS (LTCOL/COL) ASSUMING COMMAND OF AVIATION UNITS ATTEND THE AVIATION SAFETY COMMANDERS COURSE AT NAS PENSACOLA. SD PROPOSED DEVELOPMENT OF A COMMANDERS SAFETY AND FORCE PRESERVATION COURSE FOR ALL GROUND (LTCOL/COL) COMMANDING OFFICERS. THE PURPOSE IS TO ARM COMMANDERS WITH KNOWLEDGE AND TOOLS TO CREATE A CULTURE OF OPERATIONAL EXCELLENCE AND ENHANCED READINESS THROUGH EFFECTIVE USE OF SAFETY AND FORCE PRESERVATION PROGRAMS. THE CONCEPT WAS GENERALLY WELL RECEIVED BY THE BOARD.

5.A.1. (EFPB 28-01)- PROVIDE FEEDBACK TO EFPB MEMBERS CONCERNING ENLISTMENT WAIVERS THAT ARE REPORTED/TRACKED ON 8-DAY BRIEFS.
5.A.2. (EFPB 28-02)- DETERMINE PMV-2 TRAINING IMPACTS DUE TO SEQUESTRATION AND THE FEASIBILITY OF EXPANDING TRAIN-THE-TRAINER RIDER COACHES MARINE CORPS WIDE.
5.A.3. (EFPB 28-03)- DEVELOP AND EXECUTE A PLAN TO DISSEMINATE LESSONS LEARNED FROM 8-DAY BRIEFS.
5.A.4. (EFPB 28-04)- WORK WITH TECOM TO DEVELOP SAFETY AND FORCE PRESERVATION CLASSES FOR ENLISTED PROFESSIONAL MILITARY EDUCATION.
5.A.5. (EFPB 28-05)- DEVELOP A DECISION BRIEF CONCERNING ESTABLISHMENT OF A GROUND SAFETY COMMANDER'S COURSE FOR LTCOL/COL COMMANDERS.
5.A.6. (EFPB 28-06)- WORK WITH DC AVN TO DEVELOP AND IMPLEMENT A MOBILE TRAINING TEAM FOR COMBAT ARMS, COMBAT SUPPORT AND COMBAT SERVICE SUPPORT COMMANDERS. DC AVN IS OPR. CMC (SD) IS OCR.
5.A.7. (EFPB 28-07)- SD WILL PREPARE A MARADMIN FOR ACMC REVIEW OUTLINING THE REQUIREMENT FOR LTCOL AND COL COMMANDS TO PROVIDE TWO "LIVING" 8-DAY BRIEFS ON MARINES AND SAILORS TO THEIR RESPECTIVE MEF COMMANDING GENERAL. THE FIRST BRIEF SHOULD BE ON A SERVICE MEMBER HAVING RECENTLY EXPERIENCED A NEAR MISS. THE SECOND BRIEF SHOULD BE ON A SERVICE MEMBER IDENTIFIED AS DOING WELL AND ASSESSED BY THE UNIT FPC AS A RAC-5. THE MARADMIN WOULD ALSO REQUEST MEF COMMANDERS CAPTURE BEST PRACTICES, RISK MITIGATION PLANS, AND LESSONS LEARNED FROM THE LIVING 8-DAY BRIEFS AND BRIEF THE 29TH EFPB ON THE FINDINGS.
5.B. DC AVN. (EFPB 28-08)- DEVELOP AND IMPLEMENT A MOBILE TRAINING TEAM CONCEPT MODELED AFTER THE AVIATION SAFETY COMMANDERS COURSE FOR COMBAT ARMS, COMBAT SUPPORT AND COMBAT SERVICE SUPPORT COMMANDERS.
5.C. DC MRA AND CG, MCRC. (EFPB 28-9)- REVIEW ENTRY WAIVER PROCESSES AND DETERMINE IF CERTAIN WAIVERS CAN BE A DETRIMENT TO FUTURE UNIT MISSION READINESS AND RECOMMEND WHICH WAIVER CODES SHOULD BE REPORTED ON 8-DAY BRIEFS.

5.D.1. (EFPB 28-10)- STAND UP AN OPERATIONAL PLANNING TEAM TO REVIEW AUTOMATION PROCESSES AND THE ABILITY TO CROSS-FEED INFORMATION REGARDING DEERS AND MCTFS DEPENDENCY ENTRIES IN ORDER TO CLOSE THE GAPS AND SEAMS ON ACCOUNTABILITY.

5.H.2. (EFPB 28-20)- ENSURE FORCE PRESERVATION COUNCIL HISTORY IS PROPERLY DOCUMENTED AND ANNOTATED ON ALL 8-DAY BRIEFS. IDENTIFIED PERSONNEL ON 8-DAY BRIEFS SHOULD BE CATEGORIZED AS: NOT DISCUSSED OR DISCUSSED WITH ASSOCIATED RISK LEVELS (RAC 1, RAC 2, RAC 3, RAC 4 OR RAC 5).
