GENTEXT/REMARKS/1.  THIS MARADMIN ANNOUNCES THE FISCAL YEAR 2013 (FY13) OFFICER RETENTION BOARD (ORB) NUMBER 2.
2.  THE FY13 ORB NUMBER 2 WILL CONVENE ON OR ABOUT 6 AUG 2013.  THE BOARD WILL SCREEN ELIGIBLE OFFICERS FOR CAREER DESIGNATION, INTER-SERVICE TRANSFER, AND RETURN TO ACTIVE DUTY.
A.  CAREER DESIGNATION IS A FORCE SHAPING TOOL THAT ALLOWS FOR THE MANAGEMENT OF THE OFFICER POPULATION BY RETAINING THE BEST QUALIFIED OFFICERS FROM EACH YEAR GROUP.  THOSE SELECTED FOR CAREER DESIGNATION ARE OFFERED THE OPPORTUNITY TO REMAIN ON ACTIVE DUTY.
B.  OFFICERS WILL BE CONSIDERED FOR CAREER DESIGNATION IN 5 COMPETITIVE CATEGORIES IN THE MILITARY OCCUPATIONAL SPECIALTIES (MOS) LISTED.
(1) COMBAT ARMS:  MOS 0302, 0802, 1802, AND 1803
(2) COMBAT SERVICE SUPPORT:  MOS 0180, 02XX, 0402, 0602, 1302, 3002, 3404, 4302, AND 5803
(3) AVIATION SUPPORT:  MOS 6002, 6602, 7204, 7208, 7210, AND 7220
(4) LAW:  MOS 4402
(5) AVIATION:  MOS 75XX
C.  COMPETITIVE CAREER DESIGNATION REQUIREMENTS
(1) UNRESTRICTED OFFICER IN THE ACTIVE COMPONENT.
(2) 540-DAYS OF OBSERVED FITNESS REPORT TIME FOLLOWING COMPLETION OF PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) SCHOOL.  OFFICERS CAN VERIFY THEIR OBSERVED FITNESS REPORT TIME BY ACCESSING THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET ON MARINE ON-LINE (MOL) AND SHOULD ONLY INCLUDE REPORTS THAT WERE POSTED IN THEIR OMPF PRIOR TO 1 JUL 13.
(3) AN OFFICER'S FIRST OPPORTUNITY FOR CAREER DESIGNATION CONSIDERATION WILL COINCIDE WITH THAT OFFICER BEING IN THE PROMOTION ZONE FOR THE CAPTAIN PROMOTION SELECTION BOARD.  OFFICERS WHO DO NOT MEET THE 540-DAY OBSERVED TIME REQUIREMENT WHEN IN-ZONE FOR CAPTAIN WILL BE CONSIDERED FOR CAREER DESIGNATION AT A SUBSEQUENT BOARD AFTER ACHIEVING 540-DAYS OBSERVED TIME.
(4) ALL OFFICERS WHO HAVE NOT DECLINED CAREER DESIGNATION AND ARE IN ZONE, OR HAVE PREVIOUSLY BEEN IN ZONE FOR CAPTAIN WITH A 1STLT DATE OF RANK OF 28 MAY 2012 OR EARLIER ARE ELIGIBLE.
(5) OFFICERS WITH AN EXPIRATION OF ACTIVE SERVICE (EAS) 1 OCT 2013 OR LATER.  OFFICERS WILL BE GRANTED AT LEAST ONE OPPORTUNITY TO BE CONSIDERED FOR CAREER DESIGNATION.  OFFICERS WITH AN EAS THAT DOES NOT SUPPORT AT LEAST ONE OPPORTUNITY FOR CAREER DESIGNATION MUST REQUEST AN EXTENSION ON ACTIVE DUTY FROM MMOA-3 TO BE CONSIDERED.
(6) A LIST OF OFFICERS ELIGIBLE FOR CAREER DESIGNATION WILL BE POSTED AT HTTP:(SLASH SLASH)WWW.MANPOWER.USMC.MIL/PORTAL/PAGE/PORTAL/M(UNDERSCORE)RA(UNDERSCORE)HOME/MM/A(UNDERSCORE)OA/OA-3/RET(UNDERSCORE)REL/CAR(UNDERSCORE)DES.
(7) CAPTAINS SELECTED TO THE RANK OF MAJOR ARE AUTOMATICALLY OFFERED CAREER DESIGNATION AND ARE REQUIRED TO CONTACT THEIR RESPECTIVE MONITOR UPON SELECTION.
(8) OFFICERS WHO ARE NOT SELECTED FOR CAREER DESIGNATION MAY BE ELIGIBLE ON SUBSEQUENT BOARDS IF THEIR EAS MEETS THE BEFOREMENTIONED DATE.  EXTENSIONS WILL NOT BE GRANTED TO OFFICERS WHO HAVE BEEN CONSIDERED PREVIOUSLY BUT DESIRE A SECOND OPPORTUNITY.
D.  SERVICE OBLIGATION.  OFFICERS ACCEPTING CAREER DESIGNATION FROM THE FY13 ORB NUMBER 2 WILL INCUR A 24-MONTH SERVICE OBLIGATION FROM 1 OCT 2013 TO 1 OCT 2015.
(1) OFFICERS SELECTED FOR CAREER DESIGNATION MUST FORMALLY ACCEPT OR DECLINE CAREER DESIGNATION WITHIN 45 BUSINESS DAYS OF ANNOUNCEMENT OF SELECTION VIA MOL.
(2) OFFICERS WHO DECLINE CAREER DESIGNATION WILL EXECUTE THEIR EAS.
(3) EXTENSIONS TO, OR ACCEPTANCE AFTER, THE 45-DAY DEADLINE WILL NOT RECEIVE FAVORABLE CONSIDERATION.
E.  APPLICATION PROCESS
(1) APPLICANTS MUST HAVE A CURRENT PHOTOGRAPH TAKEN WITHIN 12-MONTHS PRIOR TO THE CONVENING DATE OF THE BOARD.  REF A CONTAINS GUIDANCE ON SUBMITTING PHOTOGRAPHS TO HQMC FOR INCLUSION IN THE OMPF.  MARINES CAN CONFIRM RECEIPT OF THEIR PHOTOGRAPHS AT THE MANPOWER MANAGEMENT SUPPORT BRANCH WEBSITE.
(2) ELIGIBLE OFFICER'S RECORDS WILL AUTOMATICALLY BE SCREENED FOR CAREER DESIGNATION.  INDIVIDUALS ARE NOT REQUIRED TO SUBMIT ANY MATERIAL EXCEPT THE PHOTOGRAPH OUTLINED IN PARAGRAPH
2.E(1) ABOVE.
(3) OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR CAREER DESIGNATION MUST SUBMIT AN AA FORM ENDORSED BY THE FIRST O-5 COMMANDER IN THEIR CHAIN OF COMMAND NO LATER THAN 1 JUL 2013.
(4) COMMUNICATION WITH THE BOARD IS NOT REQUIRED; HOWEVER, IF AN OFFICER CHOOSES TO COMMUNICATE WITH THE BOARD SUCH COMMUNICATION MUST BE RECEIVED BY 15 JUL 2013, AND BE SENT VIA EMAIL OR MAIL.  SUBMISSIONS CAN BE FORWARDED TO THE "SMB MANPOWER OFFICER PROGRAMS" ON THE GLOBAL OR EMAIL ADDRESS:  SMBMANPOWEROFFICERPR(AT)USMC.MIL.  THE MAILING ADDRESS IS:

(5) SUBMISSION OF LATE MATERIAL OR OFFICIAL PHOTOGRAPHS WILL ONLY BE ACCEPTED WITH APPROVAL OF THE BOARD PRESIDENT.
(6) THE FIRST FISCAL YEAR 2014 BOARD IS SCHEDULED TO CONVENE IN JAN 2014.  A SEPARATE MARADMIN ANNOUNCING THE CONVENING DATE WILL BE RELEASED 60 TO 90 DAYS PRIOR.
3.  FORCE CAREER DESIGNATION
A.  THE COMMANDING OFFICER, THE BASIC SCHOOL, WILL CONTINUE TO NOMINATE THE TOP 5 PERCENT OF EACH BASIC OFFICER COURSE FOR MERITORIOUS CAREER DESIGNATION PER REF B.
B.  COMMANDING GENERALS OF THE COMMANDS LISTED BELOW WILL EACH HAVE A SET NUMBER OF QUOTAS BASED OFF OF THE ELIGIBLE POPULATION BEING SCREENED FOR CAREER DESIGNATION.  THE ELIGIBLE POPULATION WILL BE DETERMINED APPROXIMATELY ONE WEEK BEFORE THE CONVENING OF THE BOARD.  THE FORECASTED QUOTAS ARE MARFORCOM 7; MARFORPAC 9; MCICOM 2, HOWEVER THIS MAY CHANGE BASED ON ACTUAL ELIGIBLE POPULATION.  OFFICERS NOMINATED MUST MEET THE QUALIFICATIONS SPECIFIED IN PARAGRAPH 2.D ABOVE.  THESE CAREER DESIGNATIONS ARE SUBJECT TO CMC APPROVAL AND ARE DUE TO HQMC (MMOA-3) SEMIANNUALLY WITHIN 60 DAYS OF THE RESULTS MARADMIN BEING PUBLISHED.  NOMINATIONS SHOULD BE SUBMITTED VIA NAVAL LETTER CORRESPONDENCE IN A SCANNED, ELECTRONIC FORMAT.  ALL SUBMISSIONS SHOULD BE ROUTED VIA EMAIL WITH APPROPRIATE ATTACHMENTS INCLUDED TO THE "SMB MANPOWER OFFICER PROGRAMS" ON THE GLOBAL OR EMAIL ADDRESS:  SMBMANPOWEROFFICERPR(AT)USMC.MIL
4.  THE SELECTED MARINE CORPS RESERVE IS ACTIVELY SEEKING THE SERVICE OF COMPANY GRADE OFFICERS IN ANY MILITARY OCCUPATIONAL SPECIALTY (MOS) WHO WANT TO REMAIN AFFILIATED WITH THE MARINE CORPS UPON TRANSITION FROM THE ACTIVE COMPONENT.  OPPORTUNITIES EXIST FOR PLATOON/COMPANY COMMAND, RESIDENT AND NON-RESIDENT PROFESSIONAL MILITARY EDUCATION, AND ADVANCED OR ADDITIONAL MOS TRAINING.  DEPENDING ON MOS AND BILLET AVAILABILITY, OFFICER AFFILIATION BONUSES MAY BE AVAILABLE FOR TRANSITIONING OFFICERS.  OPPORTUNITIES ALSO EXIST FOR CONTINUED FULL TIME ACTIVE DUTY SERVICE THROUGH THE ACTIVE RESERVE PROGRAM WHICH IS ANNOUNCED TWICE A YEAR VIA MARINE ADMINISTRATIVE MESSAGE.  ADDITIONALLY, ACTIVE DUTY FOR OPERATIONAL SUPPORT AND VOLUNTARY MOBILIZATION MAY BE AVAILABLE.  INTERESTED OFFICERS ARE ENCOURAGED TO CONTACT RESERVE CONTINUATION AND TRANSITION BRANCH AT EMAIL:  RCT(AT)USMC.MIL, DSN:  378-9585 OR COMM:  703-432-9585.
