GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE COMMANDANT'S PROFESSIONAL INTERMEDIATE-LEVEL EDUCATION BOARD (CPIB). THE CPIB IS A COMPREHENSIVE APPROACH IN A NON-STATUTORY COMPETITIVE BOARD PROCESS TO SELECT THE BEST AND MOST FULLY QUALIFIED OFFICERS FOR INTERMEDIATE-LEVEL PROFESSIONAL MILITARY EDUCATION (PME), GRADUATE-LEVEL EDUCATION, AND SELECT SPECIAL DUTY ASSIGNMENTS. THE CPIB WILL CONVENE ON OR ABOUT 1 OCTOBER 2013 AND WILL SELECT OFFICERS FOR:
A. INTERMEDIATE LEVEL SCHOOL (ILS) TO INCLUDE FOREIGN PROFESSIONAL MILITARY EDUCATION
B. CONGRESSIONAL FELLOWSHIP PROGRAM, COMMANDANTS NATIONAL FELLOWS, AND OTHER FELLOWSHIPS
C. INTERNATIONAL AFFAIRS OFFICER PROGRAM (IAOP)
D. SPECIAL EDUCATION PROGRAM (SEP) LAW AND ADVANCED DEGREE (ADP) LAW - RESTRICTED TO 4402 PMOS
E. THE JUDGE ADVOCATE GENERAL'S LEGAL CENTER AND SCHOOL (TJAGLCS) (ARMY) - RESTRICTED TO 4402 PMOS

2. GENERAL ELIGIBILITY GUIDELINES.
A. ALL MAJORS, MAJORS SELECT, AND THOSE IN ZONE FOR THE FY15 MAJOR'S PROMOTION BOARD WITH SLATE ESTIMATED DATE OF DEPARTURE NO LATER THAN 31 OCTOBER 2014 WILL BE SCREENED FOR ALL PROGRAMS. SPECIFIC QUESTIONS REGARDING TOUR LENGTHS SHOULD BE DIRECTED TO THE APPROPRIATE MONITOR.
B. LIEUTENANT COLONELS ARE ELIGIBLE TO APPLY FOR THE CONGRESSIONAL FELLOWSHIP PROGRAM ONLY AND NEED TO CONTACT MMOA-3 WITH THEIR INTENT VIA EMAIL CORRESPONDENCE AT SMBMANPOWEROFFICERPR(AT)USMC.MIL.
C. TIME ON STATION (TOS) REQUIREMENTS. AS LISTED IN REF I, OFFICERS WHO COMPLETE THEIR PRESCRIBED TOUR LENGTHS DURING FY14 WILL BE ELIGIBLE.
D. A LIST OF ALL ELIGIBLE OFFICERS WILL BE POSTED ON THE CPIB WEBSITE NO LATER THAN 2 JULY 2013. APPROVED FY13 DEFERRALS WILL ALSO BE LISTED. HTTPS:(SLASH)(SLASH)WWW.MANPOWER.USMC.MIL/EDUCATION.
3. THE FOLLOWING ARE NOT ELIGIBLE FOR CONSIDERATION:
A. OFFICERS IN THE ABOVE ZONE FOR PROMOTION.
B. OFFICERS WHO HAVE PREVIOUSLY COMPLETED OR ARE CURRENTLY ENROLLED IN FULLY OR PARTIALLY FUNDED EDUCATION PROGRAMS IN GRADE.
C. OFFICERS WHO ARE SCHEDULED TO FILL A UTILIZATION TOUR FOR A PREVIOUSLY ATTENDED PROGRAM.
D. RESTRICTED OFFICERS.
4. PROGRAMS-INFORMATION.
A. PROGRAM SPECIFIC INFORMATION AND REQUIREMENTS ARE AVAILABLE ON THE CPIB WEBSITE AT HTTPS:(SLASH)(SLASH)WWW.MANPOWER.USMC.MIL/EDUCATION.
B. ELIGIBLE OFFICERS INTERESTED IN A SPECIFIC PROGRAM ARE ENCOURAGED TO INITIATE SCHOOL APPLICATIONS AND TAKE PREREQUISITE EXAMS. SOME OF THE SPECIFIC PROGRAM REQUIREMENTS THAT REQUIRE LONGER LEAD TIMES INCLUDE:
(1) THE GRADUATE RECORD EXAM (GRE) FOR THE AIR FORCE INSTITUTE OF TECHNOLOGY AND OLMSTED SCHOLAR PROGRAM.
(2) THE DEFENSE LANGUAGE APTITUDE BATTERY (DLAB) FOR THE OLMSTED SCHOLAR PROGRAM, INTERNATIONAL AFFAIRS OFFICER PROGRAM, AND FOREIGN PME.
(3) CIVILIAN UNIVERSITY ACCEPTANCE FOR THE ADVANCED DEGREE PROGRAM.
C. SUBMIT TEST SCORES AND ACCEPTANCE INFORMATION VIA THE ONLINE QUESTIONNAIRE.

5. BOARD CORRESPONDENCE.
A. ALL CORRESPONDENCE TO THE BOARD MUST ORIGINATE FROM, OR BE ENDORSED BY THE ELIGIBLE OFFICER. THE BOARD WILL SELECT THE BEST AND MOST FULLY QUALIFIED OFFICERS. ANY CORRESPONDENCE TO THE BOARD (LETTERS OF RECOMMENDATION, CLARIFYING STATEMENTS OF SERVICE, ETC) SHALL BE UPLOADED VIA THE QUESTIONNAIRE NO LATER THAN 31 AUGUST 2013.
B. A SLATING PANEL CONVENING DECEMBER 2013 WILL DETERMINE WHICH SPECIFIC PROGRAMS THE SELECTED OFFICERS WILL ATTEND. THE QUESTIONNAIRE AND ANY CORRESPONDENCE TO THE SLATING PANEL THAT WILL ASSIST IN THE ASSIGNMENT PROCESS (PROGRAM PREFERENCES, TRANSCRIPTS, ACCEPTANCE LETTERS, DLAB SCORE, ETC) SHALL BE UPLOADED NO LATER THAN 30 NOVEMBER 2013.
C. FY13 DEFERRALS WILL BE SLATED WITH FY14 CPIB SELECTS. DEFERRALS MUST COMPLETE THE QUESTIONNAIRE IN ORDER FOR THEIR PREFERENCES TO BE CONSIDERED BY THE SLATING PANEL. PREVIOUSLY SLATED DEFERRALS WILL RECEIVE FAVORABLE CONSIDERATION TO THE PROGRAM TO WHICH THEY WERE SELECTED.
6. QUESTIONNAIRES AND APPLICATION PROCESS FOR ALL PROGRAMS. THE QUESTIONNAIRE CAN BE FOUND AT HTTPS:(SLASH)(SLASH)WWW.MANPOWER.USMC.MIL/EDUCATION. THE QUESTIONNAIRE WILL BE AVAILABLE UNTIL 30 NOVEMBER 2013 TO ASSIST WITH THE SLATING PROCESS. APPLICANTS WILL BE ABLE TO SUBMIT PROGRAM PREFERENCES AS WELL AS UPLOAD ACCEPTANCE LETTERS, TRANSCRIPTS, OR ANY SOURCE DOCUMENT TO THE QUESTIONNAIRE. ALL ELIGIBLE OFFICERS ARE DIRECTED TO THE MANPOWER WEBSITE FOR FURTHER INFORMATION AND ELIGIBILITY REQUIREMENTS FOR EACH PROGRAM. NOTE: YOU MUST BE LOGGED ON WITH YOUR CAC TO ACCESS THIS PAGE.
7. AN OFFICIAL PHOTO TAKEN WITHIN 12 MONTHS OF THE BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE REF (J) FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS.
8. EACH ELIGIBLE OFFICER'S CAREER PROGRESSION WILL BE CAREFULLY CONSIDERED IN THE SLATING PROCESS WITH REGARD TO CAREER TIMING AND POTENTIAL FOR FUTURE SERVICE.
9. OFFICERS ASSIGNED TO CPIB SCHOOLS AND PROGRAMS WILL RECEIVE PCS OR PCA ORDERS. DECLINATION OF THOSE ORDERS WILL BE HANDLED IN ACCORDANCE WITH REFERENCES (I) AND (L). OFFICERS WHO ARE SCREENED AND SLATED BUT DO NOT ACCEPT THE CPIB ASSIGNMENT WILL BE REQUIRED TO RESIGN IN LIEU OF ORDERS OR SUBMIT A WRITTEN REQUEST FOR DEFERRAL THROUGH THEIR CHAIN OF COMMAND WITH A GENERAL OFFICER ENDORSEMENT. IF A PRIMARY SELECT IS APPROVED TO BE REMOVED FROM THE SLATE FOR ANY REASON, CMC (MMOA) WILL FLEET UP AN ALTERNATE.
10. THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
