GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES THE TRANSITION OF THE FIELD SUPPLY AND MAINTENANCE ANALYSIS OFFICE (FSMAO) FROM TOTAL FORCE IMPLEMENTATION (TFI) OF GLOBAL COMBAT SUPPORT SYSTEM-MARINE CORPS (GCSS-MC) TO AN ANALYSIS AND ASSIST CONSTRUCT EMPHASIZING ACCOUNTABILITY AND ADHERENCE TO MARINE CORPS ORDERS. THIS TRANSITION WILL FOCUS ON A RETURN TO THE BASICS IN TERMS ACCOUNTABILITY OF EQUIPMENT, ADHERENCE TO SUPPLY AND MAINTENANCE PROCEDURES, AND IMPROVEMENT OF MILITARY OCCUPATIONAL SPECIALTY (MOS) SKILLS. CONCURRENTLY, WE WILL CONTINUE TO PROVIDE EXPERTISE TO IMPROVE USER PROFICIENCY WITH LOGISTICS SYSTEMS, TO INCLUDE GCSS-MC.
2. BACKGROUND. HISTORICALLY, FSMAO HAS CONDUCTED COMPREHENSIVE ANALYSIS OF LOGISTICS FUNCTIONAL AREAS IN ORDER TO ASSESS UNIT COMPLIANCE WITH MARINE CORPS ORDERS AND DIRECTIVES. THIS ANALYSIS FOCUSED ON AREAS THAT DIRECTLY IMPACTED EQUIPMENT ACCOUNTABILITY AND READINESS. FOR THE PAST THREE YEARS, FSMAO HAS FOCUSED ON THE INITIAL IMPLEMENTATION OF GCSS-MC. WITH GCSS-MC IMPLEMENTATION COMPLETE, FSMAO WILL SHIFT EMPHASIS TO ACCOUNTABILITY, TRAINING TO IMPROVE MOS SKILLS, AND LOGISTICS SYSTEMS/GCSS-MC COMPETENCIES. THIS WILL BE ACCOMPLISHED THROUGH SCHEDULED ANALYSIS, ASSIST/TRAINING VISITS, PROCESS AND PROCEDURAL REVIEWS, AND POLICY DEVELOPMENT.
3. RECENT FSMAO TREND ANALYSIS REVEALED THAT MOS SKILL DEFICIENCIES AND NON-COMPLIANCE WITH PUBLISHED PROCEDURES ARE PREVALENT THROUGHOUT OUR CORPS. IN LIGHT OF REDUCED DEFENSE BUDGETS IT IS IMPERATIVE THE MARINE CORPS REVERSE THIS TREND AND BETTER ACCOUNT FOR AND PROPERLY MAINTAIN EQUIPMENT.
4. FSMAO EFFORTS WILL BE CONDUCTED TO IMPROVE EQUIPMENT ACCOUNTABILITY, AUDITABILITY, AND READINESS; IMPROVE LOGISTICS SYSTEMS/GCSS-MC PROFICIENCY; ENSURE UNITS OPERATE MORE EFFECTIVELY; UTILIZE THE BEST LOGISTICS CHAIN MANAGEMENT PROCESSES AND PROCEDURES; AND PROVIDE UPDATED AND COMPREHENSIVE MARINE CORPS POLICY. FSMAO WILL PROVIDE THE FOLLOWING:
4.A. ANALYSIS. ASSESS COMPLIANCE WITH ORDERS, DIRECTIVES, AND PROCEDURAL GUIDANCE, PROVIDE COMPREHENSIVE REPORTS AND RECOMMENDED CORRECTIVE ACTION TO COMMANDERS FOR REVIEW/ACTION, DRAFT POLICY CLARIFICATIONS/WAIVERS. FSMAO ANALYSIS WILL STRESS UNIT ACCOUNTABILTY FOR EQUIPMENT AND SUPPLIES.
4.B. AUDITABILITY. IAW THE FINANCIAL IMPROVEMENT AND AUDIT READINESS (FIAR) EXISTENCE AND COMPLETENESS (E&C) CONSTRUCT, ENSURE AUDITABILITY, ASSESS VERACITY OF LOGISTICS SYSTEMS INFORMATION WITH ASSETS ON-HAND, AND VALIDATE EQUIPMENT ACCOUNTABILITY INTERNAL CONTROLS.
4.C. MOS/LOGISTICS SYSTEMS/GCSS-MC TRAINING. CONDUCT OVER-THE-SHOULDER MOS AND LOGISTICS SYSTEMS/GCSS-MC TRAINING AND ASSISTANCE DURING ANALYSIS AND ASSIST VISITS, ASSIST MARINE EXPEDITIONARY FORCE (MEF)/MARINE FORCES RESERVE (MFR)/MARINE CORPS FORCES SPECIAL OPERATIONS COMMAND (MARSOC)/SUPPORTING ESTABLISHMENT (SE)/MAJOR SUBORDINATE COMMAND (MSC) BEYOND THEIR CURRENT ORGANIC CAPABILITY, COMMUNICATE SYSTEMS ISSUES WITH HEADQUARTERS MARINE CORPS (HQMC)/MEF/MFR/MARSOC/SE TRAINING CELLS, RESPOND TO SPECIFIC INQUIRIES FROM UNITS, ASSIST IN ANSWERING QUESTIONS REGARDING THE SUBMISSION OF GCSS-MC TROUBLE TICKETS, REVIEW AND MAKE RECOMMENDATIONS TO GCSS-MC PROCEDURAL NOTICES (GPNS), AND CREATE/UPDATE THE ITERATIVE USERS GUIDE.
5. EXECUTION.
5.A. FSMAO WESTPAC WILL CONTINUE TO CONDUCT COMPLIANCE ANALYSIS WHILE FSMAO EAST AND FSMAO WEST WILL CONDUCT ASSIST VISITS THROUGH FISCAL YEAR 2014 (FY14). FSMAO-EAST/WEST WILL INITIATE FORMAL COMPLIANCE ANALYSIS AT THE BEGINNING OF FY15.
5.B. USING THE HQMC APPROVED CHECKLISTS, FSMAO WILL ASSESS AND FACILITATE ACCOUNTABILITY, AUDITABILITY, AND MOS/LOGISTICS SYSTEMS COMPETENCIES; ASSIST IN THE INTERPRETATION OF MARINE CORPS POLICIES AND DIRECTIVES; IDENTIFY CAUSATIVE FACTORS THAT MAY CONTRIBUTE TO PROCEDURAL PROBLEMS; ASSIST/RECOMMEND CORRECTIVE ACTIONS OR IMPROVEMENTS; IDENTIFY TRENDS FROM ANALYSIS AND ASSIST VISITS; INSTRUCT/ASSIST PERSONNEL IN PROCEDURAL TECHNIQUES; INFORM THE CHAIN OF COMMAND REGARDING SIGNIFICANT DISCREPANCIES, TRENDS, AND RELATED CAUSES; AND PROVIDE TAILORED FEEDBACK TO DRIVE IMPROVED GCSS-MC SUSTAINMENT TRAINING AS WELL AS IDENTIFY AND SOCIALIZE GCSS-MC BEST PRACTICES.
6. FSMAO, UPON REQUEST AND WHEN SUPPORTABLE, WILL PROVIDE TAILORED ASSISTANCE VISITS FOR SUPPLY AND MAINTENANCE PROCESS AND PROCEDURES. UTILIZING FSMAO RESOURCES AND EXPERTISE WITHIN THE TEAMS, FSMAO WILL CONDUCT GCSS-MC ASSIST VISITS TO THE EXTENT FEASIBLE. GUIDANCE AS STATED IN REFERENCE A WILL BE FOLLOWED WHEN REQUESTING ASSIST VISITS.
7. UNITS REQUIRING DIRECT SUPPORT OR ASSISTANCE SHOULD FIRST CONTACT THEIR MSC/MEF/MARSOC/SE BEFORE GOING DIRECTLY TO FSMAO.
8. QUESTIONS REGARDING THE FSMAO PROGRAM SHOULD BE DIRECTED TO THE SUPPORTING FSMAO OFFICER-IN-CHARGE AND HQMC INSTALLATIONS AND LOGISTICS, LOGISTICS PLANS, POLICIES, AND STRATEGIC MOBILITY DIVISION (LP) POINTS OF CONTACT.
