GENTEXT/REMARKS/1. THIS MARADMIN ESTABLISHES AND PROMULGATES ROLES AND RESPONSIBILITIES FOR INSTALLATIONS AND LOGISTICS ADVOCACY FOR SUSTAINING AND SUPPORTING THE ENTIRE MARINE CORPS.
2. AS OUTLINED IN REFS A AND B, THE DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS (DC IL) SERVES AS THE ADVOCATE FOR THE LOGISTICS COMBAT ELEMENT (LCE), INSTALLATIONS, AND THE SUPPORTING ESTABLISHMENT. THE MCILR IN REF C CHALLENGES ALL USMC LOGISTICIANS TO ACT AND THINK TOGETHER IN ORDER TO BEST PREPARE THE COMMUNITY FOR THE ONGOING CHALLENGES OF THE TWENTY FIRST CENTURY. THROUGH THE MCILR, WE HAVE ESTABLISHED A MANDATE TO ADVOCATE FOR OUR PEOPLE, PROGRAMS, INSTALLATIONS AND LOGISTICS CAPABILITIES ACROSS ALL ELEMENTS OF THE MAGTF AND SUPPORTING ESTABLISHMENT. WE WILL ACCOMPLISH THIS BY USING A TOP-DOWN MISSION-ORDER GUIDANCE PROCESS WITH BOTOM-UP PRODUCTION OF IDEAS, CONCEPTS, AND SOLUTIONS THAT INFORM AND INFLUENCE THE MARINE CORPS FORCE DEVELOPMENT SYSTEM (MCFDS) AND OTHER RESOURCE RELATED PROCESSES. IL ADVOCACY WILL FOCUS ON TRAINING, EDUCATION, INNOVATION, AND PROFESSIONAL DEVELOPMENT. THROUGH THIS PROCESS, WE WILL DEVELOP INSTALLATIONS EXPERTS, MAGTF LOGISTICIANS, AND THE INSTALLATION AND LOGISTIC CAPABILITIES NEEDED TO SUSTAIN AND SUPPORT MAGTF WARFIGHTING ACROSS THE FULL SPECTRUM OF MILITARY OPERATIONS IN THE CORPS' FUTURE. BY EMBRACING AN ALL-INCLUSIVE ENTERPRISE APPROACH TO INSTALLATIONS AND MAGTF LOGISTICS, WE WILL OPTIMIZE CAPACITY AND STREAMLINE CAPABILITIES.
3. INSTALLATIONS AND LOGISTICS ADVOCACY WILL BE ADVANCED THROUGH A FORMAL AND COLLABORATIVE CONSTRUCT THAT INCLUDES INSTALLATION ADVISORY GROUPS (IAGS) AND OPERATIONAL ADVISORY GROUPS (OAGS) WITH KEY REPRESENTATION FROM THE OPERATING FORCES, HQMC, AND THE SUPPORTING ESTABLISHMENT. RESULTS AND RECOMMENDED ACTIONS FROM THE IAGS AND OAGS WILL BE STAFFED THROUGH A STREAMLINED ADVOCACY BOARD STRUCTURE DESIGNED TO FACILITATE RAPID ADVANCEMENT OF ISSUES UP TO THE DC, IL AND SENIOR LEADERSHIP. MLG COMMANDERS HAVE BEEN ENCOURAGED TO ASSIST THE OAGS IN DEVELOPING SOLUTIONS TO EMERGENT ISSUES AND ON TOPICS OF IMMEDIATE INTEREST AFFECTING LOGISTIC OPERATIONS ACROSS THE MAGTF.
4. ADVOCACY ORGANIZATION.
4.A. THE DIRECTOR, LOGISTICS PLANS, POLICIES, AND STRATEGIC MOBILITY DIVISION (LP) AND THE COMMANDER, MARINE CORPS INSTALLATIONS COMMAND (MCICOM)/DIRECTOR, FACILITIES DIVISION (LF) WILL FACILITATE THE ADVOCACY PROCESS.
4.A.1. THEY WILL REPRESENT DC, IL TO COORDINATE MARINE CORPS POLICY, MARINE CORPS DOCTRINE, REQUIREMENTS, PROGRAMS, READINESS AND STRUCTURE RELATING TO INSTALLATIONS AND LOGISTICS WITH KEY HQMC OFFICES, MARINE FORCES, DEPARTMENT OF THE NAVY (DON), DEPARTMENT OF DEFENSE (DOD), AND ALL EXTERNAL AGENCIES AS REQUIRED.
4.A.2. THEY WILL INFLUENCE DEVELOPMENT, REVIEW, AND PROPOSE REVISIONS TO ALL INSTALLATIONS MANAGEMENT AND GROUND LOGISTICS ISSUES AFFECTING THE CORPS' INSTALLATIONS, LCE AND MAGTF LOGISTICS READINESS, MARFOR READINESS, TRAINING, AND CAPABILITIES.
4.A.3. BOTH THE DIRECTOR, LP AND COMMANDER, MCICOM WILL REPRESENT DC, IL IN THE MCFDS AND THE PLANNING, PROGRAMMING, BUDGETING, AND EXECUTION (PPBE) PROCESSES.
4.B. INSTALLATIONS AND LOGISTICS BOARD (ILB). THE ILB IS THE PRINCIPAL IL ADVOCACY GOVERNANCE FORUM AND IS CHAIRED BY THE DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS. ILB MEMBERSHIP IS OUTLINED IN THE IL ADVOCACY CHARTER (REF D).
4.C. MARINE INSTALLATIONS BOARD (MIB). THE MIB IS THE OVERARCHING IL ADVOCACY GOVERNANCE FORUM IN SUPPORT OF MARINE CORPS BASES AND STATIONS AND IS CHAIRED BY THE COMMANDER, MCICOM/DIRECTOR LF DIVISION. MIB MEMBERSHIP IS OUTLINED IN REF D.
4.C.1. COMMANDER, MCICOM/DIRECTOR LF DIVISION WILL ISSUE CHARTERS TO GUIDE THE ACTIVITIES OF THE FOLLOWING IAGS AND WILL REVIEW ISSUES AND RECOMMENDATIONS FROM THE IAGS FOR FURTHER PRESENTATION TO THE ILB AS NECESSARY.

5. THE METHODOLOGY FOR THE IL ADVOCACY PROCESS IS OUTLINED IN REF D. IAG/OAG CHAIRS MAY ESTABLISH WORKING GROUPS AS DESIRED TO PROVIDE ADDITIONAL FOCUS ON KEY OR COMPLEX ISSUES. WORKING GROUP MEMBERSHIP AND WORK PRODUCTS WILL BE GUIDED BY THE IAG/OAG CHAIR.
6. THE LOGISTICS VISION AND STRATEGY BRANCH (LPV) WITHIN LP DIVISION WILL FUNCTION AS THE IL ADVOCACY SECRETARIAT, PROVIDING BRANCH ACTION OFFICERS TO ASSIST EACH OF THE ABOVE IAGS AND OAGS. LPV WILL PROVIDE AN IAG/OAG USERS GUIDE AND HAS ESTABLISHED AN IL ADVOCACY SHAREPOINT SITE ON EHQMC AT HTTPS: (SLASH-SLASH) EHQMC.USMC.MIL (SLASH) ORG (SLASH) IL (SLASH) LP (SLASH) LPV (SLASH) LPV-1 (SLASH) ADVOCACY (SLASH) DEFAULT.ASPX. EHQMC ACCOUNTS MUST BE ESTABLISHED FOR EACH INDIVIDUAL ASSIGNED TO IAGS AND OAGS AND CAN BE REQUESTED THROUGH NORMAL SUPPORT CHANNELS. STANDARD TEMPLATES ARE INCLUDED IN THE USERS GUIDE TO STREAMLINE IAG/OAG WORK PRODUCTS AND SUPPORT RAPID DECISION MAKING AND ELEVATION OF CRITICAL ISSUES FOR MIB, MLB, AND/OR ILB REVIEW.

LOGISTICS OCCUPATIONAL FIELD SPONSORS AND COMMUNITY OF INTEREST PERSONNEL WILL PROVIDE FUNCTIONAL AREA EXPERTISE AND RECOMMENDATIONS TO THE IAGS AND OAGS SO THAT TABLES OF ORGANIZATION, TABLES OF EQUIPMENT, TRAINING AND READINESS MANUALS, MARINE CORPS LOGISTICS DOCTRINE, AND MARINE CORPS LOGISTICS POLICY ISSUES ARE FULLY INTEGRATED INTO THE IL ADVOCACY PROCESS.
9. COMMUNICATIONS. CHAIRS OF EACH OF THE BOARDS, IAGS AND OAGS WILL PUBLISH ACTION ITEMS AND ISSUES TO ALCON VIA NAVAL MESSAGE. ALL UPDATES TO IAG/OAG SPECIFIC SITES ON THE IL ADVOCACY SHAREPOINT SITE WILL BE ACCOMPLISHED BY THE LPV AO IN SUPPORT OF THE APPROPRIATE IAG/OAG. THE IL ADVOCACY SECRETARIAT WILL DEVELOP CALENDARS TO SUPPORT EACH BOARD, IAG, AND OAG AND WILL PROVIDE AN OVERARCHING CALENDAR TO SUPPORT ILB REQUIREMENTS.
10. AS WE ENTER INTO AN EXTENDED PERIOD OF CONSTRAINED RESOURCES, THE UNITED STATES IS SIMULTANEOUSLY EXECUTING A STRATEGIC REBALANCING TO THE PACIFIC. THIS REBALANCE, ALONG WITH NEW WARFIGHTING CONCEPTS SUCH AS AIR-SEA BATTLE, AND THE "NEW NORMAL" OF VERY SHORT NOTICE GLOBAL RAPID CONTINGENCY RESPONSE, HAS FOCUSED US MORE INTENSELY ON MEU'S AND SP-MAGTFS, HOWEVER ALL FUTURE MAGTF FORCES MUST BY DESIGN BE LIGHTER, MORE LETHAL, AND WE MUST BE ABLE TO SUSTAIN THEM ON A DISTRIBUTED BATTLEFIELD ACROSS MUCH LARGER DISTANCES. TO SUSTAIN AND SUPPORT THESE FORCES AND PROVIDE THE OPERATIONAL REACH THAT WILL BE NEEDED BY FUTURE MAGTF COMMANDERS, WE HAVE TO FOCUS ON INNOVATIVE INSTALLATION AND LOGISTIC CAPABILITIES AND WE ABSOLUTELY MUST REDUCE OUR DEMAND FOR LIQUIDS - FUEL AND WATER - AND ENERGY. IL ADVOCACY WILL PROVIDE A SIGNIFICANTLY ENHANCED CAPABILITY TO TRULY FOCUS MARINE CORPS INSTALLATIONS AND LOGISTICS FOR THE FUTURE AND WILL ENSURE THAT MARINE LOGISTICS AND LOGISTICIANS REMAIN RELEVANT TO OUR WARFIGHTING
FOCUS.
