GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES GUIDANCE ON THE QUALIFICATIONS AND APPLICATION PROCESS OF THE FY14-01 AR OFFICER ACCESSION BOARD AND CURRENT AR UNRESTRICTED OFFICER CAREER DESIGNATION BOARD, CONVENING AT THIS HEADQUARTERS ON 21 OCT 2013.
2. ACCESSIONS. IN ACCORDANCE WITH REF A, HQMC (RAM) IS CURRENTLY ACCEPTINGAPPLICATIONS FROM QUALIFIED MARINE OFFICERS REQUESTING ACCESSION INTO THE MARINE CORPS' AR PROGRAM. THE AR PROGRAM FACILITATES THE INTEGRATION OF THE TOTAL FORCE. MARINE OFFICERS ACCEPTED INTO THE AR PROGRAM FILL A VARIETY OF GROUND, AVIATION, AND LOGISTICS BILLETS LOCATED AT RESERVE TRAINING CENTERS AND MAJOR MARINE CORPS COMMANDS AND INSTALLATIONS WORLD-WIDE.
3. BACKGROUND. PER REFS A AND B, THE MISSION OF THE AR PROGRAM IS TO PROVIDE A CADRE OF WELL-TRAINED AND EXPERIENCED RC MARINES TO SERVE AS A CRITICAL COMPONENT OF THE MARINE CORPS FULL-TIME SUPPORT TO THE MARINE CORPS RESERVE.
4. QUALIFICATIONS FOR UNRESTRICTED RESERVE (UR) OFFICERS
A. FIRST LIEUTENANTS WITH ANY PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) ARE ELIGIBLE TO APPLY. APPLICANTS SELECTED TO ACCESS INTO THE AR PROGRAM WHO DO NOT POSSESS A PMOS COMPATIBLE WITH THE AR PROGRAM MUST BE WILLING TO RETRAIN INTO A COMPETITIVE MOS. RESERVE OFFICER COMMISSIONING PROGRAM (ROCP) MARINES AND OTHER RESERVE COMPONENT OFFICERS WITH A MANDATORY DRILL STOP DATE (MDSD) NO LATER THAN 31 JAN 2014 ARE ELIGIBLE TO APPLY.
B. CAPTAINS NOT PREVIOUSLY PASSED FOR PROMOTION IN THE RESERVE COMPONENT ARE ELIGIBLE TO APPLY. CAPTAINS WHO DO NOT POSSESS A MOS COMPATIBLE WITH THE AR PROGRAM MUST BE WILLING TO RETRAIN INTO A COMPETITIVE MOS.
C. MAJORS WITH A DOR OF 1 AUG 10 OR JUNIOR AND ANY MOS ARE ELIGIBLE TO APPLY.
D. UR APPLICANTS MUST BE ABLE TO COMPLETE 18 YEARS OF ACTIVE FEDERAL MILITARY SERVICE BEFORE REACHING 24 YEARS OF COMMISSIONED SERVICE IN ORDER TO APPLY.
E. ALL OFFICERS SELECTED BY THIS BOARD WILL ACCESS INTO THE AR PROGRAM BY 1 MAR 2014. LATER DATES OF ACCESSION WILL ONLY BE CONSIDERED ON A CASE BY CASE BASIS, AND MUST BE REQUESTED WITH PROPER JUSTIFICATION IN THE INDIVIDUAL APPLICATION. A WAIVER WILL BE REVIEWED BY THIS HEADQUARTERS, THOUGH FAVORABLE ADJUDICATION IS NOT GUARANTEED.
F. AC OFFICERS WILL INDICATE ON THE INDIVIDUAL APPLICATIONS HIS OR HER WILLINGNESS TO REQUEST A RESERVE COMMISSION UPON SELECTION, IF A REQUEST FOR A RESERVE COMMISSION HAS NOT ALREADY BEEN EXECUTED BY THE OFFICER. APPOINTMENT TO THE RESERVE ACTIVE STATUS LIST(RASL) NORMALLY TAKES FOUR TO SIX MONTHS.
G. ALL APPLICANTS MUST HOLD A CURRENT RESERVE COMMISSION OR AGREE TO ACCEPT A RESERVE COMMISSION PRIOR TO SERVING IN THE AR PROGRAM. INITIAL SERVICE OBLIGATION IN THE AR PROGRAM IS 36 MONTHS, COMMENCING FROM THE EFFECTIVE DATE ORDERED TO ACTIVE DUTY WITH THE AR PROGRAM.
H. APPLICANTS MUST MEET ALL QUALIFICATIONS CONTAINED IN REF A, TO INCLUDE BEING WORLD WIDE DEPLOYABLE.
5. TARGETED MOS AND EXPERIENCE

6. IF SELECTED, AC AND RC OFFICERS WHO ARE CURRENTLY ON FUNDED ORDERS WILL END THOSE ORDERS AND RETURN TO THEIR PLACE ENTERED ACTIVE DUTY (PLEAD). FOR OFFICERS COMPLETING PERIODS OF ACTIVE SERVICE, AR ACCESSION IS NOT A SEAMLESS TRANSITION.
A. FOR AC OFFICERS, THIS TRANSITION IS A COMPONENT CHANGE. ALL OFFICERS RESIGNING HIS OR HER REGULAR COMMISSION OR RC OFFICERS DEMOBILIZING FROM FUNDED ORDERS MUST ATTEND ALL REQUISITE TRANSITIONAL BRIEFS AS ENTITLEMENTS AND BENEFITS CHANGE DURING THIS TRANSITION FROM ACTIVE SERVICE. REF F CONTAINS THE PRESEPARATION CHECKLIST REQUIRED BY ALL INDIVIDUALS SEPARATING OR RETIRING FROM THE MARINE CORPS. THIS IS APPLICABLE TO BOTH AC AND RC MEMBERS.
B. SEAMLESS TRANSITIONS WILL NOT BE ENTERTAINED. OFFICERS MUST USE OR SELL BACK LEAVE AS APPROPRIATE PRIOR TO THEIR EAS OR DEMOBILIZING FROM FUNDED ORDERS, UNLESS A SELECTEE WILL ACCESS INTO THE AR WITHIN 30 DAYS FROM EAS OR THE END OF FUNDED MOBILIZATION ORDERS, WHERE THE OFFICER MAY ELECT TO CARRY OVER HIS OR HER LEAVE BALANCE, FROM ONE PERIOD OF ACTIVE SERVICE TO ANOTHER. B. APPLICANTS CURRENTLY SERVING ON ACTIVE DUTY, OR WHO ARE SERVING WITH THE SMCR OR IMA PROGRAM, MUST SUBMIT AN ENDORSEMENT FROM THEIR BATTALION/SQUADRON (O5 LEVEL) COMMANDER. IF CURRENTLY MOBILIZED, THE ENDORSING COMMANDER MUST STATE THE COMMANDS' WILLINGNESS TO ALLOW THE APPLICANT TO DEMOBILIZE PRIOR TO THE AR ACCESSION DATE, COORDINATED BETWEEN THIS HEADQUARTERS AND THE SUBJECT OFFICER, BY THE REQUIRED NO LATER THAN DATE OF 1 MAR 2014.
C. FITNESS REPORTS MUST BE SUBMITTED TO CMC (MMSB-32), IN ACCORDANCE WITH MCO P1610.7F.
D. PER REF C, A PROMOTION PHOTOGRAPH TAKEN WITHIN 12 MONTHS OF THE CONVENING DATE OF THE BOARD IS REQUIRED. OFFICERS HAVE A PERSONAL RESPONSIBILITY TO ENSURE THEIR PHOTOGRAPH IS RECEIVED BY CONTACTING CMC (MMSB-20) OR BY CHECKING THE MMSB WEBPAGE.

ANY DOCUMENTATION SUBMITTED DIRECTLY TO THE BOARD WILL NOT BE RETAINED OR INCLUDED IN THE OFFICERS OMPF AND WILL BE DESTROYED UPON COMPLETION OF DELIBERATIONS BY THE BOARD.
G. OFFICERS WHO WERE CONSIDERED AND NOT SELECTED BY PREVIOUS AR ACCESSION BOARDS AND DESIRE TO BE CONSIDERED BY THE FY14-01 AR OFFICER ACCESSION BOARD, ARE REQUIRED TO SUBMIT NEW PACKAGES. THE SAMPLE PACKAGE IS LOCATED ON THE RAM-1 WEBSITE.
H. OFFICERS MUST INCLUDE THE FOLLOWING STATEMENT IN THEIR APPLICATION, "I HAVE NOT BEEN THE SUBJECT OF ANY ADVERSE CIVIL OR CRIMINAL ACTION, NOR DO I HAVE ANY ADVERSE CIVIL OR CRIMINAL ACTIONS PENDING." BEING SUBJECT TO EITHER OF THESE ACTIONS ARE NOT NECESSARILY DISQUALIFYING, ALTHOUGH FULL DISCLOSURE MUST BE MADE IF ANY OF THE ABOVE PROCESSES PERTAIN TO AN APPLICANT. (1) A COPY OF THE OFFICER'S ACCIDENT AND FLIGHT RULE VIOLATION RECORD FROM HIS OR HER FLIGHT LOGBOOK. NAVAL AVIATORS CURRENTLY SERVING IN THE AC OR SMCR MUST SUBMIT A COMMANDING OFFICERS' ENDORSEMENT OF APPLICANTS' ACCIDENT HISTORY INDICATING ANY FLIGHT VIOLATIONS AND OR MISHAP INVOLVEMENT, OR A STATEMENTINDICATING THE APPLICANT HAS NO FLIGHT ACCIDENTS OR INCIDENTS, AS APPROPRIATE.
(2) A COPY OF THE OFFICER'S AVIATION QUALIFICATION SUMMARY (AQS) FORMATTED AS SHOWN ON THE RAM-1 WEBSITE.
(3) A STATEMENT INDICATING IF THE OFFICER IS CURRENTLY IN A FLYING STATUS AND IS QUALIFIED TO FILL A NAVAL AVIATOR BILLET AT A FLYING SQUADRON IN THE RESPECTIVE TYPE/MODEL/SERIES. IF NOT IN A CURRENT FLYING ASSIGNMENT, INDICATE HOW LONG SINCE THE LAST FLIGHT IN RATED AIRCRAFT AND CURRENT QUALIFICATION STATUS.
B. APPLICANTS ARE ADVISED THAT ONCE THEY ARE ACCESSED TO THE AR PROGRAM, THEY ARE GOVERNED BY THE SEPARATIONS POLICY CONTAINED IN REF E; SPECIFICALLY, CAPTAINS TWICE PASSED TO THE GRADE OF MAJOR WHILE SERVING ON THE AR PROGRAM WILL BE RELEASED FROM ACTIVE DUTY NO LATER THAN THE FIRST DAY OF THE SEVENTH CALENDAR MONTH AFTER THE REPORT OF THEIR SELECTION BOARD IS APPROVED.
C. EACH OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD VIA UPDATED MATERIAL. PHONE CALLS OR E-MAIL WILL NOT BE ACCEPTED. OFFICERS MAY SUBMIT ANY MATERIAL THAT HE OR SHE DEEMS IMPORTANT FOR CONSIDERATION BY THE BOARD. OFFICERS ARE REMINDED THAT MATERIAL SENT DIRECTLY TO THE PRESIDENT OF THE BOARD WILL NOT BECOME PART OF HIS OR HER OMPF. 9. BOARD SELECTS
A. OFFICERS SELECTED FOR ACCESSION INTO THE AR PROGRAM WILL BE NOTIFIED VIA MARADMIN AND SEPARATE CORRESPONDENCE.
B. OFFICERS WILL BE SUBSEQUENTLY ACCESSED AND ASSIGNED BASED ON BILLET AVAILABILITY AND THE NEEDS OF THE MARINE CORPS AND MUST REMAIN WORLD-WIDE DEPLOYABLE. INITIAL ACCESSION TOURS WILL NORMALLY BE 36 MONTH TOURS.
10. OFFICERS WHO HAVE ALREADY RECEIVED OR ARE IN THE PROCESS OF BEING GRANTED VOLUNTARY SEPARATIONS PAY (VSP) PURSUANT TO VOLUNTARY SEPARATION FROM THE AC, ARE CAUTIONED THAT IN ACCORDANCE WITH FEDERAL LAW, VOLUNTARY PERIODS OF ACTIVE DUTY FOR 180 CONSECUTIVE DAYS OR MORE, WHICH INCLUDE PERIODS OF ACTIVE DUTY IN THE SMCR, OR WHILE SERVING IN THE AR PROGRAM, OR WHILE SERVING UNDER ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS) ORDERS, REQUIRE FULL RECOUPMENT OF VSP BEGINNING ON THE DAY FOLLOWING 180 DAYS OF CONTINUOUS ACTIVE SERVICE. INITIAL TOURS IN THE AR PROGRAM ARE 36 MONTHS IN LENGTH, THUS ACCESSING INTO THE AR WOULD SUBJECT AN OFFICER WHO IS IN RECEIPT OF VSP, TO FULL VSP RECOUPMENT, BEGINNING DURING AN OFFICER'S INITIAL AR TOUR. AN OFFICER WOULD HAVE THE ABILITY TO MAKE ARRANGEMENTS WITH HIS OR HER COMMANDER AND THE DEFENSE FINANCE AND ACCOUNTING SERVICE, TO ESTABLISH A LIQUIDATION PLAN.
11. COMPETITIVE CAREER DESIGNATION. THE PROCESS, TIMELINES, AND REQUIREMENTS FOR COMPETITIVE CAREER DESIGNATION OF UR OFFICERS CURRENTLY ON THE AR PROGRAM ARE ADDRESSED IN THE FOLLOWING PARAGRAPHS.
A. CAREER DESIGNATION IS A FORCE SHAPING TOOL FOR CURRENT AR UNRESTRICTED OFFICERS THAT ALLOWS FOR THE MANAGEMENT OF THE OFFICER POPULATION BY RETAINING THE BEST QUALIFIED OFFICERS FROM EACH YEAR GROUP. THOSE SELECTED FOR CAREER DESIGNATION ARE OFFERED THE OPPORTUNITY TO REMAIN ON ACTIVE DUTY WITH THE AR PROGRAM.
B. COMPETITIVE CAREER DESIGNATION REQUIREMENTS
(1) UNRESTRICTED OFFICERS ON THE AR PROGRAM.
(2) 540-DAYS OF OBSERVED FITNESS REPORT TIME FOLLOWING ACCESSION ON THE AR PROGRAM AND DOCUMENTED IN THE OFFICER'S OMPF. OFFICERS CAN VERIFY OBSERVED FITNESS REPORT TIME BY ACCESSING HIS OR HER OMPF AND MASTER BRIEF SHEET THROUGH MARINE ON-LINE (MOL). OBSERVED FITNESS REPORT TIME ONLY INCLUDES OBSERVED, NON-ACADEMIC REPORTS ENDING PRIOR TO 1 OCT 13.
(3) AN OFFICER'S FIRST OPPORTUNITY FOR CAREER DESIGNATION CONSIDERATION WILL BE IN CONJUCTION WITH THE NEXT CAREER DESIGNATION BOARD FOLLOWING THE PERIOD THE OFFICER MET THE 540-DAYS OF OBSERVED FITNESS REPORT TIME AS DOCUMENTED IN THE APPLICANT'S OMPF, WHICH IS NORMALLY BETWEEN THE 24 AND 30-MONTH MARK ON THE AR PROGRAM.
(4) OFFICERS WILL BE GRANTED AT LEAST ONE OPPORTUNITY TO BE CONSIDERED FOR CAREER DESIGNATION. OFFICERS WITH AN EAS THAT DOES NOT SUPPORT AT LEAST ONE OPPORTUNITY FOR CAREER DESIGNATION MUST REQUEST (VIA AA FORM TO THIS HEADQUARTERS) AN EXTENSION ON ACTIVE DUTY TO BE CONSIDERED BY THE NEXT AVAILABLE BOARD.
(5) OFFICERS WHO ARE NOT SELECTED FOR CAREER DESIGNATION WILL BE RELEASED FROM ACTIVE DUTY ON HIS OR HER RESPECTIVE EAS. IF AN OFFICER'S EAS ALLOWS FOR A SUBSEQUENT APPLICATION FOR CD CONSIDERATION, OFFICERS CAN BE SCREENED ON A SUBSEQUENT BOARD, HOWEVER, EXTENSIONS WILL NOT BE GRANTED TO OFFICERS WHO HAVE ALREADY BEEN CONSIDERED AND NOT DESIGNATED BY ONE CAREER DESIGNATION BOARD.
C. CAREER DESIGNATION APPLICATION PROCESS
(1) EXISTING AR OFFICERS WHO ARE APPLICANTS FOR CAREER DESIGNATION MUST HAVE A CURRENT PHOTOGRAPH TAKEN WITHIN 12 MONTHS PRECEDING THE CONVENING DATE OF THE BOARD. REF C CONTAINS GUIDANCE ON SUBMITTING PHOTOGRAPHS TO HQMC FOR INCLUSION IN THE OMPF. MARINES CAN CONFIRM RECEIPT OF HIS OR HER PHOTOGRAPH AT THE MMSB WEBSITE.
(2) APPLICATIONS SHOULD BE ENDORSED BY THE FIRST BATTALION/SQUADRON (O5 LEVEL) COMMANDER IN THE OFFICER'S CHAIN OF COMMAND.

(4) OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR CAREER DESIGNATION MUST SUBMIT AN AA FORM ENDORSED THROUGH THE FIRST O6 LEVEL COMMANDER IN THE OFFICER'S CHAIN OF COMMAND, TO THE ORGANIZATIONAL MAILBOX OR ADDRESS LISTED IN 9.D.(3), NLT 2359 EST, 6 OCT 2013.
D. SERVICE OBLIGATION. OFFICERS ACCEPTING CAREER DESIGNATION FROM THE AR CAREER DESIGNATION BOARD WILL INCUR A 24-MONTH SERVICE OBLIGATION FROM THE DATE OF ACCEPTANCE OF CAREER DESIGNATION.
(1) OFFICERS SELECTED FOR CAREER DESIGNATION MUST FORMALLY ACCEPT OR DECLINE CAREER DESIGNATION IN WRITING WITHIN 45 CALENDAR DAYS OF NOTIFICATION OF SELECTION VIA RESULTS MARADMIN.
(2) OFFICERS WHO DECLINE CAREER DESIGNATION WILL SEPARATE AT HIS OR HER EAS.
