GENTEXT/REMARKS/1. PER THE REF, THE SECRETARY OF DEFENSE HAS DIRECTED THAT FURLOUGH FOR DOD CIVILIANS BE CURTAILED FROM 11 DAYS (88 HOURS) TO SIX DAYS (48 HOURS).
2. THE FOLLOWING PROVIDES GUIDANCE TO IMPLEMENT CURTAILMENT OF THE ADMINISTRATIVE FURLOUGH:
A. ALL CIVILIAN MARINES WHO WERE PROVIDED APPLICABLE NOTICE, WERE SUBJECT TO BEGIN BEING FURLOUGHED AS OF THE WEEK OF 8 JULY 2013, AND WERE NOT EXCEPTED, ARE REQUIRED TO COMPLETE SIX DAYS (48 HOURS) OF FURLOUGH.
B. EMPLOYEES WHO DEFERRED FURLOUGH DAYS SHOULD HAVE COMPLETED SIX DAYS (48 HOURS) OF FURLOUGH BY 17 AUGUST 2013 OR, IN RARE SITUATIONS BASED ON SUPERVISORY APPROVAL, NO LATER THAN 21 SEPTEMBER 2013. EMPLOYEES MUST SCHEDULE FURLOUGH DAYS WITH THEIR SUPERVISOR.
C. EMPLOYEES WHO ACCELERATED THEIR NUMBER OF FURLOUGH DAYS BEYOND THE AMOUNT THEY WOULD HAVE BEEN FURLOUGHED THROUGH 17 AUGUST 2013 MAY SUBMIT A CORRECTED TIME SHEET SUBSTITUTING ANNUAL LEAVE FOR THE EXCESS FURLOUGH HOURS.
D. NEW EMPLOYEES WHO ENTER ON DUTY ON/AFTER 12 AUGUST 2013 AND ARE NOT CURRENT DOD EMPLOYEES WILL NOT BE ISSUED A FURLOUGH NOTICE. THE EMPLOYEE WILL NOT BE SUBJECT TO FURLOUGH.
E. PREVIOUS GUIDANCE APPLIES FOR DOD/DON/USMC EMPLOYEES WHO ENTER ON DUTY INTO NEW POSITIONS EFFECTIVE 12 AUGUST 2013. IF THE EMPLOYEE IS MOVING FROM AN EXCEPTED POSITION TO A FURLOUGHED POSITION WHICH WOULD HAVE REQUIRED THE EMPLOYEE BE ISSUED A 30-DAY FURLOUGH NOTICE, DO NOT PROVIDE A NOTICE. THE EMPLOYEE IS NO LONGER SUBJECT TO FURLOUGH.
F. CONSISTENT WITH PREVIOUS GUIDANCE, EMPLOYEES WHO WERE NOT REQUIRED TO TAKE FURLOUGH DAYS DUE TO EXTENDED TDY (MORE THAN THE EQUIVALENT OF ONE FULL PAY PERIOD) DO NOT HAVE TO MAKE UP THE LOST FURLOUGH DAYS. FOR EXAMPLE, IF TWO DAYS (16 HOURS) OF FURLOUGH WERE NOT REQUIRED DUE TO EXTENDED TDY, EMPLOYEE NEEDS TO COMPLETE ONLY FOUR DAYS (32 HOURS) OF FURLOUGH.
G. EMPLOYEES WHO WERE EXCEPTED FOR A PORTION OF THE TIME BETWEEN 8 JULY-17 AUGUST 2013 DO NOT HAVE TO MAKE UP THE LOST FURLOUGH DAYS. FOR EXAMPLE, IF THE EMPLOYEE WAS EXCEPTED FOR THREE OF THE SIX WEEKS AS A RESULT OF BEING DEPLOYED, THE EMPLOYEE NEEDS TO COMPLETE A TOTAL OF THREE DAYS (24 HOURS) OF FURLOUGH.
H. NEW EMPLOYEES WHO WERE NOT SUBJECT TO BEING FURLOUGHED UNTIL AFTER 8 JULY 2013 WILL ONLY BE REQUIRED TO COMPLETE THE NUMBER OF FURLOUGH DAYS EQUAL TO THE NUMBER OF WEEKS THEY WERE SUBJECT TO FURLOUGH THROUGH 17 AUGUST 2013. THEY WILL NOT BE REQUIRED TO COMPLETE SIX DAYS (48 HOURS) OF FURLOUGH. FOR EXAMPLE, IF THE EMPLOYEE WAS NOT SUBJECT TO BEING FURLOUGHED UNTIL 22 JULY 2013, THE EMPLOYEE WILL NEED TO COMPLETE FOUR DAYS (32 HOURS) OF FURLOUGH; 8 HOURS FOR EACH OF THE FOUR WEEKS BETWEEN 22 JULY-17 AUGUST 2013.
I. PART-TIME EMPLOYEES ARE ONLY REQUIRED TO COMPLETE FURLOUGH DAYS/HOURS AS PRO-RATED BASED ON THEIR INDIVIDUAL WORK SCHEDULES. FOR EXAMPLE, IF THE EMPLOYEE WORKS A TOTAL OF 40 HOURS WITHIN A TWO-WEEK PERIOD, THE EMPLOYEE WAS SUBJECT TO 4 HOURS OF FURLOUGH PER WEEK. TOTAL FURLOUGH HOURS TO BE COMPLETED ARE 24.
J. COMMANDERS/HEADQUARTERS MARINE CORPS (HQMC) STAFF AGENCY HEADS ARE AUTHORIZED AND ENCOURAGED TO RETURN ALL EMPLOYEES TO THEIR PRE-FURLOUGH WORK SCHEDULES. THIS ALSO APPLIES TO EMPLOYEES WHO MAY STILL NEED TO MAKE UP DEFERRED FURLOUGH DAYS.
K. FOR BARGAINING UNIT EMPLOYEES, COMMANDS SHOULD CONSULT WITH THEIR SERVICING LABOR RELATIONS SPECIALIST FOR ADVICE AND GUIDANCE ON INTERPRETATION OF APPLICABLE CONTRACTS/MEMORANDUMS OF AGREEMENT PRIOR TO REVERTING BARGAINING UNIT EMPLOYEES BACK TO PRE-FURLOUGH WORK SCHEDULES. MANAGEMENT WILL ALSO WORK TO RETURN NON-BARGAINING EMPLOYEES TO THEIR PRE-FURLOUGH WORK SCHEDULES, IF APPROPRIATE.
L. NO REQUESTS FOR PERSONNEL ACTION (SF-52S) WILL BE REQUIRED TO CURTAIL THE FURLOUGH.
M. SERVICING HUMAN RESOURCES OFFICES WILL BE RESPONSIBLE TO ENSURE THE WORKFORCE IS NOTIFIED OF THE CURTAILMENT OF THE FURLOUGH.
3. ALTHOUGH THE FURLOUGH HAS BEEN CURTAILED, SEQUESTRATION IS STILL IN EFFECT; THEREFORE, COMMANDERS/HQMC STAFF AGENCY HEADS ARE DIRECTED TO CONTINUE RESTRICTIONS ON THE USE OF OVERTIME WHENEVER POSSIBLE. PRE-FURLOUGH OVERTIME LEVELS ARE NOT TO BE EXCEEDED.
4. OUR CIVILIAN MARINES ARE COMMENDED FOR THEIR DEDICATION AND SACRIFICE IN SUPPORT OF THE DEPARTMENT OF DEFENSE-WIDE BUDGETARY ISSUES.
5. RELEASE AUTHORIZED BY MR. M. F. APPLEGATE (SES), DIRECTOR, MANPOWER PLANS AND POLICY DIVISION.//
