GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN ANNOUNCES IMPLEMENTATION OF THE MARINE CORPS CAREER INTERMISSION PILOT PROGRAM (CIPP) AND ASSOCIATED APPLICATION GUIDELINES.
2.  BACKGROUND. REF A AUTHORIZED THE SECRETARIES OF THE MILITARY DEPARTMENTS TO IMPLEMENT A CIPP UNDER WHICH ACTIVE COMPONENT OFFICERS AND ACTIVE COMPONENT ENLISTED MEMBERS MAY BE TEMPORARILY RELEASED FROM ACTIVE DUTY WITH A CORRESPONDING APPOINTMENT OR ENLISTMENT IN THE INDIVIDUAL READY RESERVE (IRR).  THIS PROGRAM IS NOT APPLICABLE TO MEMBERS SERVING ON ACTIVE RESERVE (AR) PROGRAM.  REF B EXTENDED AUTHORIZATION TO IMPLEMENT A CIPP THROUGH 2015. UNDER THIS PROGRAM, SERVICE MEMBERS WILL RETAIN CERTAIN ACTIVE DUTY BENEFITS AND SHALL RETURN TO ACTIVE DUTY AT THE END OF THE INACTIVE DUTY PERIOD.  THIS PROGRAM IS LIMITED BY LAW TO THE SELECTION OF NO MORE THAN 20 OFFICERS AND 20 ENLISTED PARTICIPANTS PER CALENDAR YEAR THROUGH 2015.  PER REF B, NO MEMBER OF THE ARMED FORCES MAY BE RELEASED FROM ACTIVE DUTY UNDER A CIPP AFTER DECEMBER 31, 2015.
    A.  CIPP PROVIDES A ONE-TIME TEMPORARY TRANSITION FROM ACTIVE DUTY TO THE INDIVIDUAL READY RESERVE (IRR) FOR A PERIOD OF ONE TO THREE YEARS FOR SERVICE MEMBERS TO PURSUE PERSONAL OR PROFESSIONAL GOALS /OBJECTIVES OUTSIDE THE MARINE CORPS, WHILE PROVIDING A MEANS FOR RETURNING TO ACTIVE DUTY.  THE LONG-TERM INTENT OF THIS PROGRAM IS TO PROVIDE GREATER FLEXIBILITY IN CAREER PATHS OF MARINES IN ORDER TO RETAIN VALUABLE EXPERIENCE AND TRAINING OF MARINES, WHO MIGHT OTHERWISE PERMANENTLY SEPARATE.
    B.  DURING THE PERIOD OF INACTIVE DUTY IN THE IRR, MARINES ARE PROVIDED FULL ACTIVE DUTY TRICARE HEALTH BENEFITS FOR THEMSELVES AND THEIR DEPENDENTS, A MONTHLY STIPEND OF 2 TIMES 1/30TH OF THEIR BASIC PAY, AND A ONE-TIME MOVE TO A CONUS LOCATION OF THEIR CHOICE FOR THE DURATION OF THEIR PARTICIPATION IN THE PILOT PROGRAM.  ALL PROGRAM PARTICIPANTS WILL RETURN TO ACTIVE DUTY AT THE END OF THE PERIOD PRESCRIBED AND WILL INCUR TWO-MONTHS OF OBLIGATED SERVICE (OBLSCV) FOR EVERY ONE-MONTH OF PROGRAM PARTICIPATION, IN ADDITION TO ANY EXISTING OBLSCV.  FOR EXAMPLE, A MEMBER WHO ELECTS PARTICIPATION FOR ONE-YEAR WILL INCUR A TWO-YEAR OBLSCV.  MAXIMUM CIPP PARTICIPATION IS THREE YEARS FOR A CORRESPONDING SIX-YEAR OBLSCV.
    C.  PROGRAM PARTICIPANTS' TIME IN THE IRR WILL NOT COUNT TOWARDS ELIGIBILITY FOR RETIREMENT, COMPUTATION OF RETIRED OR RETAINER PAY, COMPUTATION OF TOTAL YEARS OF COMMISSIONED SERVICE, ELIGIBILITY FOR TRANSFER TO THE FLEET MARINE CORPS RESERVE (FMCR),OR ENLISTED CAREER FORCE CONTROL (ECFC) LIMITATIONS.  AS SUCH, THE MEMBER WILL BE EXEMPT FROM PROMOTION CONSIDERATIONS DURING PROGRAM PARTICIPATION AND WILL RETURN TO ACTIVE DUTY IN THE SAME GRADE AND TIME-IN-GRADE LAST HELD ON ACTIVE DUTY.
3.  POLICY
    A.  SELECTION OF PARTICIPANTS
        (1) UNDER THIS PROGRAM, UP TO 20 OFFICERS AND 20 ENLISTED MARINES CURRENTLY SERVING ON ACTIVE DUTY MAY BE SELECTED EACH YEAR TO PARTICIPATE IN THE PROGRAM DURING CALENDAR YEARS 2013, 2014, AND 2015.  THIS PROGRAM IS OPEN TO ALL COMMUNITIES; HOWEVER, SPECIAL CONSIDERATION WILL BE GIVEN TO THOSE COMMUNITIES EXPERIENCING RETENTION CHALLENGES.
        (2) APPLICANTS WILL SUBMIT A COMPLETE APPLICATION PACKAGE TO THE DEPUTY COMMANDANT (DC) MANPOWER AND RESERVE AFFAIRS, (M&RA), MANPOWER MANAGEMENT SEPARATIONS AND RETIREMENT (MMSR-3).  MMSR-3 WILL ROUTE APPLICATIONS TO MMOA, MMEA, AND OTHER APPLICABLE STAKEHOLDERS FOR RECOMMENDATION AND FINAL APPROVAL BY DIRECTOR, MANPOWER MANAGEMENT (DIR, MM).
        (3) MARINES SHALL APPLY FOR CIPP NET NINE (9) MONTHS AND NLT SIX (6) MONTHS IN ADVANCE OF A PLANNED ROTATION DATE.  THOSE APPROVED WILL BEGIN PROGRAM PARTICIPATION AT THE END OF THEIR CURRENT PERMANENT ASSIGNMENT IN ORDER TO FACILITATE ASSIGNMENT OF A QUALIFIED RELIEF.
        (4) MARINES ARE NOT ELIGIBLE TO PARTICIPATE IN CIPP DURING ANY PERIOD OF OBLIGATED SERVICE REQUIRED DUE TO RECEIPT OF A SELECTIVE REENLISTMENT BONUS (SRB).
        (5) PARTICIPATION IN THE CIPP MAY NOT EXCEED THREE (3) YEARS FROM THE DATE OF RELEASE FROM ACTIVE DUTY.  WHEN APPLYING, MARINES WILL INDICATE THE LENGTH OF TIME DESIRED FOR PARTICIPATION.  SUBSEQUENT REQUESTS TO RETURN TO ACTIVE DUTY EARLY OR TO EXTEND THE ORIGINAL AGREED UPON PERIOD, NOT TO EXCEED A THREE (3) YEAR MAXIMUM, WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.  PER REF (A), THE SECRETARY OF THE NAVY, IN THE SECRETARY'S DISCRETION, MAY TERMINATE PARTICIPATION IN THE CIPP AND ORDER A PARTICIPANT TO ACTIVE DUTY.
        (6) ELIGIBILITY.  ENLISTED MARINES AND OFFICERS OF THE ACTIVE COMPONENT, WHO ARE NOT OTHERWISE INELIGIBLE AS OUTLINED IN THE NEXT PARAGRAPH, ARE ELIGIBLE TO APPLY FOR CIPP.
        (7) INELIGIBILITY.  THE FOLLOWING CRITERIA RENDER PERSONNEL INELIGIBLE FOR PROGRAM PARTICIPATION.
            (A) MARINES PENDING INVESTIGATION, NON-JUDICIAL PUNISHMENT, INVOLUNTARY ADMINISTRATIVE SEPARATION, A BOARD OF INQUIRY, COURTS-MARTIAL OR CIVILIAN CRIMINAL CHARGES OR PROCEEDINGS ARE NOT ELIGIBLE TO APPLY FOR THE CIPP.  MARINES MUST HAVE NO RECORD OF DISCIPLINARY ACTION FOR TWO (2) YEARS PRIOR TO REQUESTING PARTICIPATION IN THE PROGRAM.
            (B) OFFICERS WHO HAVE NOT COMPLETED THEIR INITIAL ACTIVE DUTY SERVICE OBLIGATION UPON ENTRY OF THE OFFICE ON ACTIVE DUTY, AND OFFICERS WHO HAVE NOT BEEN CAREER DESIGNATED.
            (C) ENLISTED PERSONNEL WHO HAVE NOT COMPLETED THEIR FIRST TERM OF SERVICE.  ENLISTED MARINES CAN APPLY FOR THE PROGRAM DURING THEIR FIRST TERM; HOWEVER, THEY CANNOT COMMENCE PARTICIPATION IN THE PROGRAM UNTIL THEY HAVE REENLISTED FOR A SECOND TERM OF SERVICE.
            (D) OFFICERS WHO CANNOT COMPLETE OBLIGATION DUE TO SERVICE LIMITATIONS OR MANDATORY RETIREMENT.
            (E) ENLISTED MARINES WHO CANNOT COMPLETE THEIR OBLIGATION DUE TO ECFC LIMITATIONS.  FOLLOWING PARTICIPATION IN THE PROGRAM, MARINES MUST BE ABLE TO RETURN TO ACTIVE DUTY AND COMPLETE THEIR OBLIGATION OF TWO (2) MONTHS FOR EVERY ONE (1) MONTH OF PROGRAM PARTICIPATION.  MARINES IN PAYGRADE E6 MUST NOT HAVE MORE THAN 14 YEARS OF ACTIVE DUTY SERVICE TO TAKE A MAXIMUM THREE (3) YEAR INTERMISSION.
            (F) ENLISTED MARINES NOT RECOMMENDED FOR PROMOTION OR RETENTION.
            (G) ENLISTED MARINES IN A TRAINING PIPELINE.
            (H) ENLISTED MARINES IN PAY GRADES E-1 THROUGH E-5, ENLISTED MARINES IN THE PAYGRADE OF E7 WITH OVER 15 YEARS OF ACTIVE SERVICE AND ALL ENLISTED MARINES IN PAYGRADES E8 AND E9.
            (I) OFFICERS IN A FAILURE OF SELECTION FOR PROMOTION STATUS.
            (J) MARINES WHO DO NOT CURRENTLY MEET PHYSICAL FITNESS OR MILITARY APPEARANCE STANDARDS.
            (K) MARINES WHO ARE CURRENTLY RECEIVING A CRITICAL SKILLS RETENTION BONUS (CSRB) OR FULFILLING AN OBLSCV REQUIREMENT BASED ON ACCEPTANCE OF A CSRB; CURRENTLY, ENLISTED MARINES WHO ARE ELIGIBLE FOR A CSRB (GYSGTS WITH 19 YEARS OF SERVICE) ARE NOT OTHERWISE ELIGIBLE FOR CIPP.  A MARINE MAY APPLY TO PARTICIPATE IN THE PROGRAM IN THE LAST YEAR OF THE ASSOCIATED OBLSCV PROVIDED THE MEMBER WILL NOT BEGIN THE PROGRAM UNTIL AFTER THE COMPLETION OF OBLSCV.  IF A MARINE IS ENTITLED, BUT HAS NOT RECEIVED PAYMENTS UNDER THE SERVICE AGREEMENT PRIOR TO PROGRAM PARTICIPATION, THE PAYMENT WILL BE DEFERRED UNTIL THE MARINE RETURNS TO ACTIVE DUTY STATUS.
            (L) AVIATION OFFICERS.  PROGRAM APPLICANTS CURRENTLY UNDER CONTRACT AND RECEIVING AVIATION RETENTION PAY (ARP) INSTALLMENTS MUST BE WITHIN 12 MONTHS OF COMPLETING THEIR ACTIVE DUTY SERVICE OBLIGATION (ADSO) FROM RECEIPT OF NAVAL AVIATOR DESIGNATION (WINGING) OR ANY OBLSCV AS A RESULT OF AN ARP CONTRACT TO APPLY FOR THE PROGRAM.  THOSE WITH GREATER THAN 12 MONTHS OF ADSO OR ARP OBLIGATION REMAINING ARE NOT ELIGIBLE TO APPLY.  PROGRAM APPLICANTS MAY APPLY FOR ARP WITH A REQUEST TO DELAY INITIAL PAYMENT AND ALL SUBSEQUENT ANNIVERSARY PAYMENTS UNTIL CAREER INTERMISSION IS COMPLETE.  SELECTED OFFICERS WILL NOT BE ALLOWED TO BEGIN THE PROGRAM UNTIL COMPLETION OF ADSO OR EXPIRATION OF ARP, WHICHEVER IS LATER.  THOSE OFFICERS ELECTING TO DELAY RECEIPT OF THEIR INITIAL INSTALLMENT UNTIL AFTER COMPLETION OF CAREER INTERMISSION ARE NOT CONSIDERED TO HAVE INCURRED A BONUS-RELATED OBLIGATION PRIOR TO COMMENCING CAREER INTERMISSION.  FOR THOSE OFFICERS, BONUS OBLSCV WILL COMMENCE UPON RETURN FROM CAREER INTERMISSION.
            (M) MARINES WHO ARE INDEBTED TO THE GOVERNMENT (TO INCLUDE ADVANCE AND EXCESS LEAVE).  INDEBTED MARINES DESIRING TO PARTICIPATE IN CIPP WILL BE PERMITTED TO MAKE ACCELERATED REPAYMENT OF THEIR DEBTS BY INCREASING SCHEDULED INSTALLMENT AMOUNTS AND BY MAKING CASH COLLECTIONS TO REPAY THEIR INDEBTEDNESS.  INDEBTEDNESS MUST BE ENTIRELY RESOLVED PRIOR TO PARTICIPATION IN CIPP.
            (N) MARINES WHO MANIFEST SYMPTOMS OF POST-TRAUMATIC STRESS DISORDER OR TRAUMATIC BRAIN INJURY AND ARE UNDERGOING POST DEPLOYMENT HEALTH EVALUATION AND MANAGEMENT CARE ARE NOT ELIGIBLE FOR THE CIPP UNTIL THAT PROCESS IS COMPLETE OR A WAIVER OF TREATMENT EVALUATION HAS BEEN EXECUTED.
    B.  STATUTORY REQUIREMENTS.  PER REF E, THE CIPP MUST INCLUDE THE FOLLOWING STATUTORY REQUIREMENTS.
        (1) CONDITIONS OF RELEASE.  EACH MARINE PARTICIPATING IN THE PROGRAM MUST SIGN A WRITTEN AGREEMENT TO ACCEPT AN APPOINTMENT OR ENLIST, AS APPLICABLE, AND SERVE IN THE READY RESERVE DURING THE PERIOD OF INACTIVATION FROM ACTIVE DUTY.
        (2) PROCEDURES AND STANDARDS DURING INACTIVATION.  THE WRITTEN AGREEMENT MUST INCLUDE AN AGREEMENT TO CONDUCT INACTIVE DUTY TRAINING, AS REQUIRED, IN ORDER TO MAINTAIN THE MEMBER'S SKILLS, PROFESSIONAL QUALIFICATIONS, AND PHYSICAL READINESS STANDARDS.
        (3) OBLSCV.  PRIOR TO BEING RELEASED FROM ACTIVE DUTY, EACH PROGRAM PARTICIPANT WILL ENTER INTO AN AGREEMENT WITH THE SECRETARY OF THE NAVY (SECNAV) OR DESIGNEE UNDER WHICH THE PARTICIPANT AGREES TO SERVE ON ACTIVE DUTY FOR A PERIOD OF NOT LESS THAN TWO (2) MONTHS FOR EVERY MONTH OF PROGRAM PARTICIPATION FOLLOWING THE PARTICIPANT'S RETURN TO ACTIVE DUTY.  ALL APPLICANTS MUST HAVE TIME TO COMPLETE THE ASSOCIATED OBLSCV PRIOR TO RETIREMENT ELIGIBILITY.   A PARTICIPANT, IF NECESSARY, MAY BE REQUIRED TO SIGN A NEW IRR ENLISTMENT CONTRACT TO COVER THE PERIOD OF PROGRAM PARTICIPATION.
        (4) INFORMED DECISION TO PARTICIPATE.  PARTICIPATING MARINES WILL BE THOROUGHLY COUNSELED AND ADVISED IN REGARDS TO BENEFITS, COMPENSATION, MEDICAL CARE, ETC. ASSOCIATED WITH PARTICIPATION IN THE CIPP.  A RECORD OF SUCH COUNSELING WILL BE RECORDED IN THE CIPP AGREEMENT.
    C.  PROVISIONS OF IRR STATUS
        (1) IRR STATUS.  UPON RELEASE FROM ACTIVE DUTY, PROGRAM PARTICIPANTS WILL BE REAPPOINTED OR GAINED IN THE IRR.  ALL PROGRAM PARTICIPANTS WILL RETURN TO ACTIVE DUTY AT THE END OF THEIR INTERMISSION PERIOD.
        (2) IRR EXCEPTIONS.  TIME SPENT IN THE IRR WILL NOT COUNT TOWARDS:
            (A) ELIGIBILITY FOR RETIREMENT, RETIRED RESERVE, OR TRANSFER TO THE FLEET MARINE CORPS RESERVE UNDER REF C, CHAPTER 571 OR CHAPTER 1223.
            (B) COMPUTATION OF RETIRED OR RETAINER PAY UNDER REF C, CHAPTER 71 OR CHAPTER 1223.
            (C) COMPUTATION OF TOTAL YEARS OF COMMISSIONED SERVICE UNDER REF C, SECTION 14706(A).
            (D) COMPUTATION OF ECFC.
            (E) TIME-IN-GRADE FOR PROMOTION.
        (3) ACCOUNTABILITY AND REPORTING.  CIPP PARTICIPANTS ARE NOT REQUIRED TO OBTAIN A SPECIFIED NUMBER OF INACTIVE DUTY TRAINING PERIODS OR DAYS OF ANNUAL TRAINING PER YEAR.  HOWEVER, MARINES PARTICIPATING IN THE CIPP MAY  BE REQUIRED TO REPORT PERIODICALLY (VIA EMAIL, PHONECON, ETC) TO DC, M&RA (MPP) IN ORDER TO VERIFY THE MARINE'S CONTACT INFORMATION, HEALTH, AND WELLNESS.  MARINES WHO FAIL TO COMPLY WITH REPORTING REQUIREMENTS WILL BE SUBJECT TO TERMINATION FROM THE CIPP AND IMMEDIATE RETURN TO ACTIVE DUTY AS AUTHORIZED BY REF A.
        (4) FITNESS REPORTS.  UPON COMMENCEMENT OF PARTICIPATION IN CIPP, MARINES WILL RECEIVE A TRANSFER (TR) FITREP (VICE EN) WITH THE FOLLOWING DIRECTED COMMENT INCLUDED IN SECTION I "SNO/SNM HAS BEEN APPROVED TO PARTICIPATE IN THE CAREER INTERMISSION PROGRAM AND WILL TRANSFER TO THE IRR AND WILL RETURN TO ACTIVE DUTY IN (1, 2, OR 3) YEARS."  UPON COMPLETION OF CAREER INTERMISSION, MARINES WILL REQUEST AND RECEIVE AN ADMIN FILLER TO COVER THE PERIOD OF INACTIVE DUTY WHILE PARTICIPATING IN THE CIPP.
        (5) MOBILIZATION.  MARINES ARE EXEMPT FROM IRR OPERATIONAL MOBILIZATION DURING PARTICIPATION IN THE CIPP.
        (6) CIPP PARTICIPANTS ARE NOT ELIGIBLE FOR ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS) DURING TIME SPENT IN IRR.
        (7) PARTICIPATION IN SELECTED RESERVE.  MARINES ARE EXEMPT/PROHIBITED FROM AFFILIATING WITH THE SELECTED RESERVE WHILE PARTICIPATING IN CIPP.
        (8) MEDICAL AND DENTAL BENEFITS.  MARINES PARTICIPATING IN THE CIPP, AND THEIR DEPENDENTS, ARE ENTITLED TO THE SAME MEDICAL AND DENTAL CARE UNDER REF C, CHAPTER 55, AS IS PROVIDED TO MEMBERS OF THE ARMED FORCES AND THEIR DEPENDENTS AT MILITARY TREATMENT FACILITIES, AND TO THE SAME COVERAGE UNDER THE TRICARE PROGRAM AS IS PROVIDED TO MEMBERS OF THE ARMED FORCES ON ACTIVE DUTY FOR A PERIOD OF MORE THAN 30 DAYS AND THE DEPENDENTS OF SUCH MEMBERS.
        (9) MEMBERS ARE NOT ELIGIBLE FOR SGLI OR FAMILY SGLI WHILE IN THE IRR.
        (10) PAY AND ALLOWANCES
             (A) MONTHLY PAY.  PER REF (A), EACH MONTH DURING PARTICIPATION IN THE CIPP, MARINES  WILL BE PAID TWO TIMES 1/30TH OF THE MONTHLY BASIC PAY TO WHICH THE PARTICIPANT WOULD BE OTHERWISE ENTITLED BASED ON GRADE AND YEARS OF SERVICE AT THE TIME OF TRANSFER IN THE IRR.  THE FIRST STIPEND PAYMENT WILL OCCUR 30 DAYS AFTER TRANSITION TO IRR.
             (B) SPECIAL OR INCENTIVE PAY.  WHILE IN AN IRR STATUS AS A PARTICIPANT IN THE CIPP, A MARINE MAY NOT RECEIVE ANY SPECIAL PAY, INCENTIVE PAY OR BONUS TO WHICH A MEMBER WOULD OTHERWISE BE ENTITLED FOR SUCH A PERIOD.  UPON RETURN TO ACTIVE DUTY, MARINES WILL BE ENTITLED TO REINSTATEMENT OF BASIC PAY AND ALL SPECIAL PAY, INCENTIVE PAY OR BONUSES TO WHICH THEY WERE ENTITLED TO AND RECEIVING PRIOR TO BEING RELEASED FROM ACTIVE DUTY AND FOR WHICH THE MARINE IS QUALIFIED AT THE TIME OF RETURN TO ACTIVE DUTY. HOWEVER, A MARINE WILL NOT BE ENTITLED TO SPECIAL PAY, INCENTIVE PAY OR BONUSES UPON RETURN TO ACTIVE DUTY IF SUCH PAY IS NO LONGER AUTHORIZED, OR IF THE MEMBER NO LONGER SATISFIES THE ELIGIBILITY CRITERIA.
        (11) TRAVEL AND TRANSPORTATION PER REF A PARTICIPANTS AND ELIGIBLE DEPENDENTS ARE AUTHORIZED PERMANENT CHANGE OF STATION (PCS) TRAVEL AND TRANSPORTATION ALLOWANCES UNDER REF D FOR TRAVEL PERFORMED TO THE LOCATION WITHIN THE UNITED STATES DESIGNATED BY THE MARINE AS THE MARINE'S RESIDENCE DURING THE PERIOD OF PARTICIPATION IN THE CIPP, AS WELL AS FOR THE MARINE'S AND ELIGIBLE DEPENDENTS TRAVEL FROM RESIDENCE DURING PARTICIPATION IN THE CIPP TO THE MARINE'S DUTY STATION UPON RETURN TO ACTIVE DUTY.  AN ALLOWANCE WILL BE PAID, UNDER THIS SECTION, FOR TRAVEL TO AND FROM ONE RESIDENCE ONLY.  THE MARINE IS RESPONSIBLE FOR ANY ADDITIONAL TRAVEL COSTS INCURRED FOR ANY ADMINISTRATIVE PROCESSING THAT IS IN ADDITION TO TRAVEL FROM RESIDENCE TO DUTY STATION WHEN RETURNING TO ACTIVE DUTY.
        (12) LEAVE.  PER REF F, CIPP PARTICIPANTS ARE ENTITLED CARRY FORWARD THE EXISTING LEAVE BALANCE ACCUMULATED IN ACCORDANCE WITH SECTION  701 OF TITLE 10, UNITED STATES CODE, BUT NOT TO EXCEED SIXTY DAYS.
        (13) EDUCATION BENEFITS.  PARTICIPANTS ARE NOT ELIGIBLE FOR TUITION ASSISTANCE BENEFITS WHILE IN AN IRR STATUS.  TIME IN THE IRR DOES NOT COUNT TOWARD MEETING THE TIME IN SERVICE REQUIREMENT TO ESTABLISH ELIGIBILITY FOR GI BILL BENEFITS.  MONTGOMERY GI BILL AND GI BILL BENEFITS MAY BE USED WHILE PARTICIPATING IN CIPP.
        (14) LICENSED AND CERTIFIED PROFESSIONALS.  WHILE IN AN IRR STATUS UNDER THE CIPP, THE MARINE CORPS WILL NOT COMPENSATE MARINES FOR LICENSING, CONTINUING EDUCATION CREDIT, LIABILITY, OR MALPRACTICE INSURANCE. UPON RETURN TO ACTIVE DUTY, THE MARINE MUST PROVIDE CURRENT CREDENTIAL MATERIALS, IF APPLICABLE.
   D.  RETURN TO ACTIVE DUTY
        (1) NOTIFICATION.  APPROXIMATELY SIX TO NINE MONTHS PRIOR TO PLANNED RETURN TO ACTIVE DUTY, CIPP PARTICIPANTS WILL CONTACT DC M&RA (MPP) IN ORDER TO INITIATE RETURN TO ACTIVE DUTY PROCESS.
        (2) PARTICIPANTS INELIGIBLE FOR ACTIVE DUTY SERVICE.  AT THE END OF CIPP PARTICIPATION, THE MARINE SHALL RETURN TO ACTIVE DUTY AS ORDERED.  THE MARINE MUST MEET ALL PHYSICAL READINESS AND SECURITY/CLEARANCE REQUIREMENTS FOR RETURN TO ACTIVE DUTY.  UPON RETURN TO ACTIVE DUTY, CIPP PARTICIPANTS MUST REPORT ANY PENDING CIVIL ACTIONS, CRIMINAL CHARGES OR CONVICTIONS THAT OCCURRED WHILE IN THE IRR.  IF THE MARINE, FOR ANY REASON, DOES NOT RETURN FOR ACTIVE DUTY, DOES NOT REMAIN ELIGIBLE FOR ACTIVE DUTY, OR FAILS TO MEET PHYSICAL OR SECURITY CLEARANCE REQUIREMENTS FOR ACTIVE DUTY, THE MARINE WILL BE SUBJECT TO DEFAULT OF THE TERMS OF OBLSCV ASSOCIATED WITH CIPP.  AS SUCH, THE DEPARTMENT OF THE NAVY (DON) IS AUTHORIZED TO RECOUP FROM THE MARINE THE VALUE OF BENEFITS AUTHORIZED WHILE THE MARINE WAS IN AN IRR STATUS TO INCLUDE HEALTH CARE, MONTHLY STIPEND, AND ASSOCIATED PERMANENT CHANGE OF STATION (PCS) COSTS.  THE VALUE OF THESE BENEFITS WILL BE DETERMINED BY THE DOD ACTUARY AND OFFICE OF THE SECRETARY OF DEFENSE COMPTROLLER.  MARINES FOUND INELIGIBLE TO RETURN TO ACTIVE DUTY MAY BE SUBJECT TO ADMINISTRATIVE SEPARATION.
        (3) APPOINTMENT AND REENLISTMENT.  UPON RETURN TO ACTIVE DUTY, OFFICERS WILL BE APPOINTED IN THE REGULAR COMPONENT AND ENLISTED MARINES WILL BE REENLISTED IN THE REGULAR COMPONENT.
        (4) PROMOTION ELIGIBILITY.  ALL MARINES PARTICIPATING IN THE CIPP ARE INELIGIBLE FOR CONSIDERATION FOR PROMOTION UNDER REF C, CHAPTER 36 OR CHAPTER 1405, FROM THE DATE OF RELEASE FROM ACTIVE DUTY THROUGH THE PERIOD OF PARTICIPATION IN THE PROGRAM UNTIL RETURN TO ACTIVE DUTY.  UPON RETURN TO ACTIVE DUTY, THE MARINE WILL BE APPOINTED OR REENLISTED IN THE SAME GRADE AND TIME-IN-GRADE LAST HELD ON ACTIVE DUTY.  IN THE EVENT THE MARINE WAS SELECTED FOR PROMOTION PRIOR TO TRANSFERRING TO THE IRR, PROMOTION WILL BE DEFERRED UNTIL AFTER THE MARINE HAS RETURNED TO ACTIVE DUTY FOLLOWING PROGRAM PARTICIPATION.
             (A) OFFICERS.  UPON RETURN TO ACTIVE DUTY, AN OFFICER'S DATE OF RANK WILL BE ADJUSTED TO A LATER DATE UNDER REGULATIONS PRESCRIBED BY SECNAV.
             (B) ENLISTED.  A MARINE'S TIME IN THE IRR AS A CIPP PARTICIPANT DOES NOT COUNT TOWARDS ECFC, TIME-IN-SERVICE, OR TIME-IN-GRADE.  UPON RETURN TO ACTIVE DUTY, AND UPON MEETING TIME-IN-SERVICE, TIME-IN-GRADE, AND OTHER REQUIREMENTS FOR PROMOTION, AN ENLISTED MARINE WILL BE ELIGIBLE FOR PROMOTION.
        (5) PAY AND ALLOWANCES.  THE EFFECTIVE DATE OF PAY AND ALLOWANCES WILL BE THE DATE THE MARINE RETURNS TO ACTIVE DUTY.
4.  COORDINATING INSTRUCTIONS
    A.  APPLICATION PROCESS.  SUBMIT APPLICATIONS USING THE SAMPLE FORMAT FROM MMSR-3 WEBSITE TO DC, M&RA (MMSR-3) VIA CHAIN OF COMMAND.  INCLUDE THE FOLLOWING INFORMATION WITH THE APPLICATION:
        (1) CONTACT INFORMATION (FULL NAME, EMAIL ADDRESS, PHONE NUMBER, AND MAILING ADDRESS).
        (2) SOURCE OF COMMISSIONING AND DATE OF RANK (OFFICERS).
        (3) CURRENT ROTATION TOUR DATE (RTD) AND END DATE OF ANY EXISTING OBLSCV.
        (4) LENGTH OF PROGRAM PARTICIPATION REQUESTED, NOT TO EXCEED THREE YEARS, AND DESIRED PROGRAM START DATE, IF OTHER THAN RTD.
        (5) PERSONAL STATEMENT INCLUDING ANY ADDITIONAL INFORMATION THAT THE APPLICANT FEELS SHOULD BE CONSIDERED TO INCLUDE THE PURPOSE FOR WHICH THE APPLICANT INTENDS TO USE THE CIPP.  REQUESTS TO WAIVE ANY OF THE ELIGIBILITY REQUIREMENTS SPECIFIED IN THIS MARADMIN SHOULD BE THOROUGHLY SUBSTANTIATED, TO INCLUDE EARLY START DATE, IF OTHER THAN RTD.
        (6) THE PARENT COMMAND WILL ENSURE PARTICIPANTS COMPLETE THE CIPP AGREEMENT PER THIS MARADMIN (PARAGRAPH 3.B.) AND REFS A, B, AND E AND PROVIDE COUNSELING FOR CIPP PARTICIPANTS PER REF E.  INCLUDE COPY OF SIGNED CIPP AGREEMENT WITH APPLICATION.  TO OBTAIN SAMPLE APPLICATION AND CIPP AGREEMENT FORMAT GO TO: HTTPS:/WWW.MANPOWER.USMC.MIL/PORTAL/PAGE/PORTAL/M_RA_HOME/MM/SR/SEPARATIONS  OR CONTACT MPP POCS.
        (7) THE MARINE'S COMMANDING OFFICER (BN/SQDN LEVEL) SHALL SUBMIT AN ENDORSEMENT THAT DISCUSSES THE MOTIVATION AND POTENTIAL OF THE APPLICANT FOR THE CIPP AND PROVIDES A SPECIFIC RECOMMENDATION.
    B.  UPON APPROVAL/DISAPPROVAL OF APPLICATION
        (1) DC M&RA (MMSR-3) WILL NOTIFY PARENT COMMAND VIA MESSAGE TRAFFIC OF APPROVAL/DISAPPROVAL.
        (2) FOR OFFICER APPLICANTS, THE COMMANDANT OF THE MARINE CORPS (RA/RCT) WILL INITIATE PROCESS FOR SCROLLING TO THE RESERVE ACTIVE STATUS LIST.
        (3) DC M&RA (MPP) WILL NOTIFY THE USMC LIAISON AT DEFENSE MANPOWER DATA CENTER (DMDC) OF ALL CIPP APPROVALS.
        (4) FOR ENLISTED APPLICANTS, PARENT COMMAND WILL INITIATE RESERVE CONTRACT PROCESS.  PARENT COMMAND CAREER PLANNER WILL SUBMIT AN ACTIVE TO RESERVE REENLISTMENT EXTENSION LATERAL MOVE (RELM) REQUEST.
        (5) UPON COMPLETION OF RESERVE SCROLLING / RESERVE CONTRACT, DC M&RA (MMSR-3) WILL RUN APPROPRIATE UNIT DIARY APPROVAL ENTRY AND WILL ASSIGN EAS (ONE DAY PRIOR TO INTERMISSION START DATE) FOR ALL APPLICANTS.
        (6) APPROVED APPLICANTS WILL ARRANGE PCS MOVE WITH TRANSPORTATION MANAGEMENT OFFICE USING STANDARD SEPARATIONS APPROPRIATION DATA.
        (7) PARENT COMMAND WILL ENSURE THAT ALL APPROVED APPLICANTS MEET SEPARATION REQUIREMENTS.
    C.  PROCESS FOR TRANSITION FROM ACTIVE DUTY TO IRR
        (1) ON DATE OF PLANNED SEPARATION, MARINES WILL FOLLOW STANDARD SEPARATION PROCESS AND WILL BE SEPARATED FROM THE ACTIVE COMPONENT.  DETACHING UNIT IPAC/ADMIN WILL ENSURE THE MARINE'S CERTIFICATE OF RELEASE OR DISCHARGE FROM ACTIVE DUTY (DD FORM 214) RECEIVES AN INTRADEPARTMENTAL TRANSFER SEPARATION PROGRAM DESIGNATOR CODE OF "MBK1", WITH THE ASSOCIATED NARRATIVE DIRECTION TO THE DEFENSE FINANCE AND ACCOUNTING SERVICE (DFAS) - "SERVICE MEMBER IS PARTICIPATING IN A SECNAV DESIGNATED PILOT PROGRAM WHICH DOES NOT REQUIRE RECOUPMENT OF BONUS MONEY OR SPECIAL INCENTIVE PAYS UPON SEPARATION."
        (2) DC M&RA (MI) WILL ENSURE ALL NECESSARY SEPARATION TRANSACTIONS ARE EXECUTED IN APPLICABLE SYSTEMS FOR CIPP PARTICIPANT.
        (3) CIPP PARTICIPANT WILL EXECUTE FUNDED PCS MOVE TO LOCATION OF CHOICE.
        (4) CIPP PARTICIPANT WILL BE GAINED INTO THE INDIVIDUAL READY RESERVE AND WILL BE REPORTED APPROPRIATELY AS A GAIN INTO THE IRR BY MARFORRES.
        (5) DC M&RA (MI) WILL NOTIFY USMC LIAISON TO DMDC OF ACTUAL TRANSFER TO IRR.
        (6) USMC LIAISON TO DMDC WILL NOTIFY SERVICE DEERS/RAPIDS PERSONNEL PROJECT OFFICER OF TRANSFER TO IRR.
        (7) SERVICE DEERS/RAPIDS PERSONNEL PROJECT OFFICER WILL ADD THE "ON ACTIVE DUTY" ENTITLEMENT CONDITION TO THE AUTHENTICATED RESERVE RECORD IN ORDER TO ENSURE THAT PARTICIPANTS ARE ABLE TO RECEIVE ACTIVE DUTY BENEFITS (MED/DENTAL) WHILE IN THE IRR.
        (8) AFTER THE DEERS RECORD HAS BEEN APPROPRIATELY ADJUSTED, SERVICE MEMBERS WILL BE ISSUED CAC CARDS BY NEAREST DEERS FACILITY.  FAMILY MEMBERS WILL BE ISSUED DEPENDENT ID CARDS.
        (9) PARTICIPATING MARINES WILL PROVIDE DC, M&RA (MPP) UPDATED CONTACT INFORMATION AS NECESSARY.
    D.  INTERMISSION PERIOD
        (1) THE USMC LIAISON TO DMDC WILL TRACK CIPP PARTICIPANTS TO ENSURE APPROPRIATE ENTITLEMENT CONDITIONS ARE MAINTAINED.
        (2) DC M&RA (MI) WILL MONITOR THE RECORDS OF ALL CIPP PARTICIPANTS IN MCTFS.
        (3) CDR, MARFORRES WILL BE ADMINISTRATIVELY RESPONSIBLE FOR CIPP PARTICIPANTS FOR DURATION OF INTERMISSION PERIOD AND WILL EXECUTE ROUTINE ADMINISTRATIVE REQUIREMENTS FOR ALL CIPP PARTICIPANTS.
        (4) DC M&RA (MMPR) WILL ENSURE THAT CIPP PARTICIPANTS ARE NOT INADVERTENTLY CONSIDERED FOR PROMOTION DURING INTERMISSION PERIOD.
        (5) PARTICIPANTS WILL PERFORM PERIODIC CHECK-INS, PHONE OR ELECTRONIC, WITH DC, M&RA (MPP) AND NOTIFY DC, M&RA (MPP) OF ANY CHANGE IN CONTACT INFORMATION, MEDICAL OR MARITAL STATUS, CIVIL ACTIONS, CRIMINAL ARRESTS, AND/OR CONVICTIONS.  PARTICIPANTS ARE RESPONSIBLE FOR MAINTAINING PHYSICAL FITNESS REQUIREMENTS AND APPLICABLE PROFESSIONAL CERTIFICATIONS WHILE IN INTERMISSION STATUS.
    E.  PREPARATION FOR RETURN TO ACTIVE DUTY. 
        (1) OFFICER PARTICIPANTS
            (A) APPROX 6 TO 9 MONTHS PRIOR TO PLANNED RETURN DATE, OFFICER CIPP PARTICIPANTS WILL CONTACT THE CIPP COORDINATOR, DC M&RA (MPP) AND DC M&RA (MMOA) IN ORDER TO INITIATE THE RETURN TO ACTIVE DUTY PROCESS.
            (B) DC M&RA (MMOA) WILL INITIATE OFFICER SCROLLING TO ACTIVE DUTY PROCESS.
            (C) DC M&RA (MMOA) WILL NOTIFY MCRC OF PENDING RETURN TO ACTIVE DUTY.
            (D) OFFICER PARTICIPANT WILL ESTABLISH CONTACT WITH MCRC OFFICER ACCESSIONS REPRESENTATIVE.
            (E) MCRC ADVISES OFFICER PARTICIPANT TO REPORT TO NEAREST MEDICAL TREATMENT FACILITY (MTF) FOR MEDICAL/PHYSICAL EVALUATION FOR RETURN TO ACTIVE DUTY.
            (F) OFFICER PARTICIPANT WILL REPORT TO MTF AND SEND RESULTS OF MEDICAL EVALUATION TO MCRC OFFICER ACCESSIONS.
            (G) MCRC SENDS RESULTS OF MEDICAL EVALUATION TO BUMED.
            (H) MCRC OFFICER ACCESSIONS WILL ADVISE OFFICER PARTICIPANT OF NEAREST USMC ACTIVITY FOR PURPOSE OF SWEARING-IN ON PLANNED DATE OF RETURN TO ACTIVE DUTY.
        (2) ENLISTED PARTICIPANTS
            (A) APPROX 6 TO 9 MONTHS PRIOR TO PLANNED RETURN DATE, ENLISTED CIPP PARTICIPANTS WILL CONTACT THE CIPP COORDINATOR, DC M&RA (MPP).  MPP WILL COORDINATE WITH MCRC PRIOR SERVICE ENLISTMENT PROGRAM (PSEP) CHIEF TO CONFIRM RETURN DATE AND INITIATE RETURN TO ACTIVE DUTY PROCESS.
            (B) MCRC PSEP CHIEF WILL FORWARD PARTICIPANT'S CONTACT INFORMATION TO NEAREST MARINE CORPS DISTRICT (MCD) PSEP CHIEF.
            (C) MCD PSEP CHIEF WILL FORWARD CONTACT INFORMATION TO THE RECRUITING STATION (RS) IN DISTRICT WHERE PARTICIPANT RESIDES AND THE RS WILL FORWARD TO THE RECRUITING SUB-STATION NEAREST TO RESIDENCE OF PARTICIPANT.
            (D) RECRUITER WILL ESTABLISH CONTACT AND WILL SCREEN PARTICIPANT FOR RETURN TO ACTIVE DUTY.
            (E) RECRUITER WILL DIRECT PARTICIPANT TO REPORT TO NEAREST MEPS FOR A CHAPTER 2 PHYSICAL EXAMINATION.
            (F) RS WILL FORWARD REQUIRED INFORMATION (COPY OF CIPP AGREEMENT, RESERVE CONTRACT, DD 214, ETC.) TO THE MCD PSEP CHIEF FOR INPUT INTO TOTAL FORCE RETENTION SYSTEM (TFRS).
            (G) MCD PSEP CHIEF WILL FORWARD RELM IN TFRS TO MCRC PSEP CHIEF.
            (H) APPROXIMATELY 2 MONTHS PRIOR TO DATE OF RETURN TO ACTIVE DUTY, MCRC PSEP CHIEF REVIEWS RELM IN TFRS AND FORWARDS TO MMEA-6 FOR ACTION.
            (I) MMEA-6 SENDS RELM INFORMATION TO PMOS MONITOR FOR APPROPRIATE ACTION.
            (J) MMEA-6 APPROVES RELM AND RETURNS TFRS REQUEST TO MCD WITH APPLICABLE AUTHORITIES FOR RANK, DOR, MOS, AND DUTY STATION ASSIGNED.
            (K) MCRC PSEP CHIEF ADVISES PARTICIPANT TO REPORT TO NEAREST RS ON DATE OF RETURN TO ACTIVE DUTY.
    F.  RETURN TO ACTIVE DUTY
        (1) OFFICER PARTICIPANTS
            (A) OFFICER PARTICIPANT REPORTS TO NEAREST USMC ACTIVITY ON PLANNED DATE OF RETURN TO ACTIVE DUTY.
            (B) OFFICER PARTICIPANT SWEARS-IN AT NEAREST USMC ACTIVITY AND SENDS COPY OF NAVMC 763 TO MCRC OFFICER ACCESSIONS.

            (K) PARTICIPANT ARRANGES HOUSEHOLD GOODS MOVE WITH TMO.

            (E) RS WILL ENDORSE MEPS ORDERS, USING AUTHORITY CONTAINED IN THE TFRS RELM AND DIRECTS MEMBER TO APPLICABLE DUTY STATION.
            (F) PARTICIPANT ARRANGES HOUSEHOLD GOODS MOVE WITH TMO.
            (G) PARTICIPANT EXECUTES PCSO TO NEW DUTY STATION.
    G.  DC M&RA (MP) MAINTAINS OVERALL COGNIZANCE AND POLICY ASSOCIATED WITH THIS PROGRAM.  MP WILL ENSURE THE REQUIREMENTS OF THIS MARADMIN ARE MET BY ALL THOSE CONCERNED AND WILL SERVE AS THE PRIMARY POINT OF CONTACT FOR QUESTIONS BY ALL PARTIES REGARDING THE EXECUTION OF THIS PROGRAM TO INCLUDE REPORTS TO THE SECRETARY OF DEFENSE AND CONGRESS AS REQUIRED BY REF A.
    H.  DC M&RA, (MM) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS.
    I.  INDIVIDUAL MARINES MUST SUBMIT A REQUEST TO PARTICIPATE IN THE CIPP VIA THEIR CHAIN-OF-COMMAND.
    J.  UPON HQMC (MM) FINAL APPROVAL, MM WILL NOTIFY COMMANDERS OF CIPP APPROVAL WITH INFO COPIES TO MSC OR MEF COMMANDERS AS WELL AS SERVICING REGIONAL IPACS.
    K.  RECORDS MANAGEMENT.  RECORDS CREATED AS A RESULT OF THIS MARADMIN, REGARDLESS OF MEDIA AND FORMAT, SHALL BE MANAGED PER CURRENT SECNAV MANUAL 5210.1 OF NOVEMBER 2007.
5.  RESERVE APPLICABILITY.  THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
