GENTEXT/REMARKS/1. PURPOSE. TO ENSURE TIMELY AND ACCURATE SUBMISSION OF THE STATUTORY, REGULATORY, AND MANDATORY MARINE CORPS DOCUMENTS OUTLINED IN THIS MARADMIN. ALL HEADQUARTERS MARINE CORPS (HQMC) AGENCIES, ORGANIZATIONS, AND ADVOCATES SHALL SUPPORT THE DEVELOPMENT PROCESS FOR MANPOWER ESTIMATE REPORTS (MER) AND/OR MANPOWER PERSONNEL TRAINING PLANS (MPTP). IN ADDITION, THIS MARADMIN WILL PROVIDE INTERIM POLICY, GUIDANCE, AND PROCEDURES FOR MANPOWER ESTIMATE REPORTS AND MPTP, TO INCLUDE THE ROUTING, ADJUDICATION, AND APPROVAL PROCESS UNTIL THESE POLICIES ARE FORMALLY INCORPORATED INTO REF (A). THE TERM "MANPOWER" AS USED AND REFERRED TO IN THIS MARADMIN IS SYNONYMOUS WITH STRUCTURE FOR MARINE CORPS REQUIREMENTS, AND SHOULD NOT BE CONFUSED WITH THE TRADITIONAL USE OF THIS TERM WITHIN MARINE CORPS ACTIVITIES.
2. BACKGROUND. REF (B), DIRECTS AND OUTLINES THE REQUIREMENTS FOR THE DEVELOPMENT OF MER IN SUPPORT OF OFFICE OF THE SECRETARY OF DEFENSE ACQUISITION PROGRAMS. MER ARE DOD AND THE SERVICE COMPONENT'S AUTHORITATIVE SOURCE FOR OUT-YEAR PROJECTIONS OF MANPOWER (MILITARY AND CIVILIAN) AND CONTRACT SUPPORT FOR NEW OR UPDATED WEAPONS, SUPPORT, AND AUTOMATED INFORMATION SYSTEMS. DATA FROM MER'S SUPPORT DEVELOPMENT OF LIFE CYCLE COST ESTIMATES, SUPPORTABILITY PLANS AND OTHER DOCUMENTS REQUIRED FOR MILESTONE DECISIONS, LOW-RATE INITIAL PRODUCTION AND FULL-RATE PRODUCTION DECISIONS OF ACQUISITION PROGRAMS AND STRATEGIC MANPOWER PLANNING FOR DOD AND THE SERVICE COMPONENT. DOD COMPONENTS ARE REQUIRED TO PLAN ACQUISITION PROGRAMS BASED ON REALISTIC PROJECTIONS OF RESOURCES (FUNDS AND MANPOWER) LIKELY TO BE AVAILABLE IN FUTURE YEARS. SERVICE MANPOWER AUTHORITIES ARE RESPONSIBLE FOR ASSESSING PROGRAM AFFORDABILITY FROM A MILITARY END STRENGTH (ES) AND CIVILIAN FULL-TIME EQUIVALENT (FTE) PERSPECTIVE. THE PRELIMINARY
ASSESSMENT OF MANPOWER AFFORDABILITY SHALL BE BASED ON LONG-RANGE FORECASTS OF THE DEFENSE/SERVICE'S WORKFORCE, PLANS FOR RETIREMENT OR TRANSFER OF PREDECESSOR SYSTEMS, AND BROAD ESTIMATES OF THE MANPOWER REQUIRED (I.E., ACTIVE AND RESERVE MILITARY, CIVILIAN FTE, AND/OR CONTRACTOR SUPPORT) FOR THE NEW CAPABILITY AMONG OTHERS.
A. MER'S ARE REQUIRED BY STATUTE FOR ACQUISITION CATEGORY (ACAT) IC AND ID PROGRAMS. MER'S SHALL ALSO BE DEVELOPED FOR OTHER ACAT PROGRAMS THAT ARE MANPOWER SIGNIFICANT AT THE REQUEST OF THE COMPONENT MANPOWER AUTHORITY PER REF (B). MER'S ARE REQUIRED FOR MILESTONES B AND C, AND FULL RATE PRODUCTION DECISION REVIEWS. MANPOWER ESTIMATES FOR OTHER ACAT PROGRAMS SHALL BE CAPTURED SOLELY IN THE PROGRAM'S MPTP.
B. IN ACCORDANCE WITH (IAW) REF (D), THE DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC CDI) IS THE DESIGNATED MARINE CORPS COMPONENT MANPOWER SIGNATURE AUTHORITY FOR ALL MARINE CORPS AND INTEGRATED NAVY/MARINE CORPS ACQUISITION PROGRAMS, TO INCLUDE, MER'S, MPTP, AND/OR NAVY TRAINING SYSTEM PLANS. DC CDI IS RESPONSIBLE FOR APPROVING THE FACTORS, ASSUMPTIONS, METHODOLOGIES, AND CONTENT ON WHICH THE MER'S AND MPTP'S ARE DEVELOPED IAW REF (B) AND (C).
C. THE DEVELOPMENT OF THE MER OR A MPTP PLAN IS THE RESPONSIBILITY OF THE PROGRAM MANAGER (PM) (THIS TERM IS SYNONYMOUS WITH RESOURCE SPONSOR USED IN SOME DOD AND DEPARTMENT OF THE NAVY INSTRUCTIONS) IN CONJUNCTION WITH INPUT FROM THE ADVOCATE. GENERALLY, MARINE CORPS SYSTEMS COMMAND (MCSC) IS THE PM FOR MARINE CORPS PROGRAMS. HOWEVER, OTHER PROGRAM EXECUTIVE OFFICES OR MCSC COMMANDERS CAN AND WILL BE ASSIGNED THIS RESPONSIBILTY DEPENDING ON THE ACQUISITION PROGRAM. IN EITHER CASE, THE PM IS RESPONSIBLE FOR FUNDING THE PREPARATION AND DEVELOPMENT OF THE MANPOWER ESTIMATE AND/OR MPTP PLAN; WHILE THE FUNCTIONAL ADVOCATE AND CAPABILITIES DEVELOPMENT DIRECTORATE (CDD) ARE RESPONSIBLE FOR SUPPORTING THE DEVELOPMENT OF THE MANPOWER ASSUMPTIONS TO INCLUDE THE CONCEPT OF OPERATION, EMPLOYMENT, MAINTENANCE, TRAINING, AND SUPPORT FUNCTIONS. HOWEVER DC CDI, AS THE DESIGNATED MARINE CORPS MANPOWER AUTHORITY FOR ACQUISITION PROGRAMS, IS THE ONLY AUTHORIZED AGENT TO SIGN AND APPROVE MER'S ON BEHALF OF COMMANDANTOF THE MARINE CORPS. DC CDI HAS DESIGNATED SIGNATURE AUTHORITY FOR MPTP AS FOLLOWS:
(1) COMMANDING GENERAL, TRAINING & EDUCATION COMMAND (TECOM), AS SIGNATURE AUTHORITY FOR TRAINING & TRAINING SUPPORT, ASSUMPTIONS, METHODOLOGIES, AND DECISIONS OUTLINED IN FINAL MPTP.
(2) DIRECTOR, TOTAL FORCE STRUCTURE DIVISION (TFSD), AS SIGNATURE AUTHORITY FOR MANPOWER & PERSONNEL ASSUMPTIONS, METHODOLOGIES, AND DECISIONS OUTLINED IN FINAL MPTP.
D. THE ROLE OF ADVOCATES CANNOT BE OVERSTATED IN THE MANPOWER ESTIMATE REPORT AND MPTP DEVELOPMENT PROCESS. THEY PROVIDE SUBJECT MATTER EXPERTS TO PARTICIPATE IN INTEGRATED PRODUCT TEAM (IPT) MEETINGS TO VALIDATE THE CONCEPTS ON WHICH THESE DOCUMENTS ARE DEVELOPED, AND ENSURE THEY ARE ALIGNED TO MEET REAL WORD REQUIREMENTS. FUNCTIONAL ADVOCATES SHALL:
(1) REVIEW INITIAL, FINAL, AND ALL UPDATES TO MER'S AND MPTP DOCUMENTS AS PART OF THE DEVELOPMENT PROCESS.
(2) ENSURE OCCUPATIONAL FIELD SPONSORS AND SPECIALISTS ARE ASSIGNED WHEN REQUESTED BY PROGRAM MANAGERS TO SUPPORT THE MER AND MPTP DEVELOPMENT PROCESS.
E. IAW REF (H), THE URGENT NEEDS PROCESS (UNP) TAKES PRECEDENCE OVER THE DELIBERATE CAPABILITY DEVELOPMENT PROCESS DESCRIBED IN THIS DOCUMENT. THE UNP ENDS WITH THE DELIVERY OF A SOLUTION THAT MEETS AN ACCEPTABLE LEVEL OF PERFORMANCE, TIMELINE, AND QUANTITIES AS DEFINED BY THE OPERATING FORCES, WHICH INCLUDES A HANDOFF FOR SUSTAINMENT AND CONSIDERATION WITHIN THE DELIBERATE PROCESS AS DEFINED IN REF (D). NOT ALL CAPABILITIES ACQUIRED VIA UNP WILL BECOME PROGRAMS OF RECORD, HOWEVER THOSE SYSTEMS AND PROGRAMS THAT MAKE THIS TRANSITION MUST MEET THE REQUIREMENTS DETAILS IN THIS MARADMIN AND OTHER APPLICABLE REFERENCES BASED ON THEIR DESIGNATED ACAT PROGRAM TYPE.
F. AN UNDERSTANDING OF THE FOLLOWING DEFINITIONS AND PROCESSES ARE REQUIRED.
(1) MANPOWER. THE NUMBER OF STRUCTURE PERSONNEL (MILITARY, CIVILIAN AND CONTRACTOR) REQUIRED AND POTENTIALLY AVAILABLE TO OPERATE, MAINTAIN, TRAIN, ADMINISTER, AND SUPPORT EACH CAPABILITY AND/OR SYSTEM.
(2) PERSONNEL. THE HUMAN KNOWLEDGE, SKILLS, ABILITIES, APTITUDES, COMPETENCIES, CHARACTERISTICS, AND CAPABILITIES REQUIRED TO OPERATE, MAINTAIN, TRAIN, AND SUPPORT EACH CAPABILITY AND/OR SYSTEM IN PEACETIME AND WAR.
(3) TRAINING. THE INSTRUCTION, EDUCATION, AND RESOURCES REQUIRED TO PROVIDE NAVY AND MARINE CORPS PERSONNEL WITH REQUISITE KNOWLEDGE, SKILLS, AND ABILITIES TO PROPERLY OPERATE, MAINTAIN, TRAIN, AND SUPPORT NEW, MODIFIED, OR UPDATED CAPABILITIES AND/OR SYSTEMS.
(4) OPERATIONAL FORCES (OPFOR). MARINE CORPS FORCES THAT HAVE A DIRECT WARTIME MISSION. THEREFORE, THEIR TABLES OF ORGANIZATIONS AND EQUIPMENT (TO&E) REFLECT THAT WARTIME REQUIREMENT.
(5) SUPPORTING ESTABLISHMENT (SE). UNITS WHICH ARE GENERALLY PERMANENT STATION FORCES USED TO SUPPORT AND TRAIN OPFOR UNITS. THESE UNITS CONSIST OF PERSONNEL ASSIGNED TO BASES, STATIONS, OR TRAINING COMMANDS. SE TO&E REFLECT THEIR WARTIME MISSION, HOWEVER, THEY ARE NOT ORGANIZED TO DEPLOY, AND THEIR ROLE IS TO PROVIDE CONTINUOUS SUPPORT TO OPERATIONAL UNITS.
G. REFS (C) THROUGH (I) PROVIDE ADDITIONAL BACKGROUND, POLICY AND/OR GUIDANCE ON SPECIFIC ACTIONS AND REQUIREMENTS FOR COMPLETING MER'S AND MPTP.
3. MANPOWER ESTIMATE REPORTS. DC CDI AND PM'S ARE REQUIRED TO ENSURE ACCURATE AND TIMELY MANPOWER ESTIMATE REPORTS ARE DEVELOPED AND UPDATED AS REQUIRED BY STATUTORY REQUIREMENTS, IAW REF (D). ADVOCATES (I.E., DC AVIATION, DC PLANS, POLICY & OPERATIONS, DC INSTALLATIONS & LOGISTICS, COMMAND, CONTROL, COMMUNICATIONS & COMPUTERS DEPARTMENT AND INTELLIGENCE) AND CAPABILITIES INTEGRATION OFFICERS SHALL SUPPORT THE DEVELOPMENT PROCESS, THE FOLLOWING DIRECTION AND GUIDANCE APPLIES:
A. THE MANPOWER ESTIMATE SHOULD BUILD ON THE PRELIMINARY JUDGMENT OF MANPOWER PROGRAM AFFORDABILITY ASSESSMENTS MADE DURING THE JOINT CAPABILITIES INTEGRATED DEVELOPMENT SYSTEM (JCIDS) PROCESS. HOWEVER, MER'S PROVIDE A MORE DETAILED ASSESSMENT OF THE MANPOWER REQUIRED FOR THE NEW SYSTEM AND FOR THE RETIRED OR REPLACED PREDECESSOR SYSTEM AND/OR SYSTEMS BEING UPDATED. MER'S SERVE AS THE AUTHORITATIVE LONG-RANGE FORECAST ESTABLISHING THE AVAILABILITY OF MANPOWER RESOURCES IN FUTURE YEARS, AFFORDABILITY OF ACQUISITION PROGRAMS FROM A MILITARY ES AND CIVILIAN FTE PERSPECTIVE, FUNDING THAT WILL BE AVAILABLE IF CONTRACT SUPPORT IS REQUIRED. IF POSSIBLE, THE MER'S ALSO ELIMINATE CRITICAL OUT-YEAR SHORTFALLS AND ADDRESS THE DETERMINATION OF MANPOWER MIX AND INHERENTLY GOVERNMENTAL FUNCTIONS AS REQUIRED BY REF (I). THE MER'S SHALL COVER THE WHOLE SYSTEM LIFE CYCLE BEGINNING WITH FIELDING AND EXTENDING THROUGH SYSTEM DISPOSAL. REF (B) AND (C) PROVIDE MER REPORT FORMAT AND GUIDANCE. AT A MINIMUM, THE MER
SHALL CONTAIN THE FOLLOWING PARAGRAPHS:
(1) COVER MEMORANDUM AND/OR AN EXECUTIVE SUMMARY: THESE DOCUMENTS BRIEFLY IDENTIFY THE PROGRAM AND MILESTONE UNDER REVIEW, RESOURCE SHORTFALLS AND PERSONNEL ISSUES THAT AFFECT THE COMPONENTS STRUCTURE AND INDIVIDUALS ACCOUNT. THEY ALSO IDENTIFY ANY MANPOWER INCREASES ABOVE PROGRAMMED LEVELS, OR ANY WAIVERS TO EXISTING CONSTRAINTS/RESTRICTIONS. ADDITIONALLY, THEY IDENTIFY ANY PROGRAM RISKS AND IF MANPOWER OBJECTIVES/THRESHOLDS AND KEY PERFORMANCE PARAMETERS WILL BE MET OR EXCEEDED IN THE RISK ASSESSMENT SECTION OF THE MER.
(2) SYSTEM DESCRIPTION: THE SYSTEM DESCRIPTION SHALL INCLUDE ONLY INFORMATION THAT EXPLAINS THE FACTORS AND ASSUMPTIONS USED TO ESTIMATE THE MANPOWER.
(A) SYSTEM NAME AND DESCRIPTION: THE MANPOWER ESTIMATE SHALL PROVIDE THE NAME OF THE SYSTEM, ITS PURPOSE, AND THE MARINE CORPS SYSTEM TABLE OF AUTHORIZED MATERIAL CONTROL NUMBER, IF APPLICABLE. IT SHALL PROVIDE A BRIEF DESCRIPTION OF ALL HARDWARE AND SOFTWARE ITEMS THAT CONSTITUTE THE SYSTEM, TO INCLUDE THE MAJOR END ITEM, ESSENTIAL SUPPORT EQUIPMENT, TRAINING DEVICES, SIMULATORS, SPECIAL TEST EQUIPMENT, AND SOFTWARE.
(B) OPERATIONAL CONCEPT: THE ESTIMATE SHALL INCLUDE A DESCRIPTION OF THE OPERATION STRATEGY AND ADDRESS THE ROLES OF BOTH ACTIVE AND RESERVE UNITS IF DIFFERENCES EXIST. IT SHOULD SPECIFICALLY STATE IF THE SYSTEM WILL BE USED AS A WEAPON AGAINST THE ENEMY, IN SUPPORT OF OTHER COMBAT OPERATIONS, OR IN GENERAL SUPPORT OF OTHER MILITARY OPERATIONS.
(C) MAINTENANCE CONCEPT: THE ESTIMATE SHALL INCLUDE A BRIEF DESCRIPTION OF THE MAINTENANCE STRATEGY FOR BOTH THE HARDWARE AND SOFTWARE AND ADDRESS OPERATOR/CREW, FIELD/INTERMEDIATE AND DEPOT LEVELS. THE ESTIMATE SHALL IDENTIFY PERSONNEL SUPPORT REQUIRED LEVELS, MANPOWER MIX CRITERIA, AND DOD FUNCTION CODES THAT ARE REQUIRED DURING PEACETIME AND WAR.
(D) SUPPORT CONCEPTS: THE ESTIMATE SHALL ADDRESS STRATEGY FOR SUPPLY, REPAIR PARTS DISTRIBUTION, SECURITY, BASE OPERATING SUPPORT, LIFE CYCLE SYSTEM MANAGEMENT, WAREHOUSING, DISPOSAL, ENVIRONMENTAL CLEAN-UP, AND OTHER SUPPORT.
(E) TRAINING CONCEPT: THE ESTIMATE SHALL SUMMARIZE THE TRAINING STRATEGY AND ADDRESS THE EXTENT TO WHICH THE SYSTEM WILL RELY ON TRAINING AIDS, DEVICES, SIMULATORS, SIMULATIONS, EMBEDDED TRAINING, AND DISTRIBUTED LEARNING. THE DESCRIPTION SHALL COVER UNIT SUSTAINMENT, COLLECTIVE, AND JOINT TRAINING. ADDITIONALLY, IT SHALL ADDRESS TRAINING THROUGHPUT AT FORMAL LEARNING CENTERS AND WHETHER IT IS SUFFICIENT TO MEET SYSTEM REQUIREMENTS.
(3) PERSONNEL FACTORS: THE ESTIMATE SHALL SUMMARIZE KEY PERSONNEL DECISIONS OR ASSUMPTIONS THAT HAVE A SIGNIFICANT EFFECT ON THE MANPOWER (E.G., PLANS FOR DEVELOPING NEW CAREER FIELDS OR RESTRUCTURING EXISTING ONES.)
(4) REENGINEERING INITIATIVES AND STUDIES: THE ESTIMATE SHALL INCLUDE PLANS FOR BASE CLOSURES, RESTRUCTURING INITIATIVES, OR OTHER INITIATIVES THAT WILL SIGNIFICANTLY AFFECT THE QUANTITY OR MIX OF MILITARY CIVILIAN MANPOWER AND CONTRACT SUPPORT SHALL BE ADDRESSED.
(5) MANPOWER SUMMARY: THE ESTIMATE SHALL INCLUDE THE TOTAL MANPOWER REQUIREMENTS AND AUTHORIZATIONS NEEDED TO OPERATE, MAINTAIN, SUPPORT, AND PROVIDE TRAINING FOR THE SYSTEM. IT SHALL REPORT THE MILITARY (OFFICER, WARRANT OFFICER, AND ENLISTED) AND CIVILIAN (US AND FOREIGN NATIONAL) MANPOWER, AND CONTRACTOR WORK-YEAR EQUIVALENTS FOR EACH FISCAL YEAR OF THE PROGRAM, FROM INITIAL FIELDING THROUGH SYSTEM DISPOSAL. THE MER SHALL DESCRIBE ESTIMATION METHODOLOGIES, WORKLOAD FACTORS, METHODS USED TO DETERMINE THE MANPOWER MIX (TO INCLUDE INHERENTLY GOVERNMENTAL), AND ASSUMPTIONS USED TO ESTIMATE THE MANPOWER.
(6) AFFORDABILITY ASSESSMENT: THE MER SHALL ADDRESS WHETHER THE SYSTEM IS AFFORDABLE FROM A MANPOWER PERSPECTIVE (I.E., SUFFICIENT RESOURCES TO OPERATE, MAINTAIN, SUPPORT, AND PROVIDE TRAINING FOR THE SYSTEM/PROGRAM). WHEN ASSESSING MANPOWER AFFORDABILITY THE FOLLOWING SHALL BE ADDRESSED: NEW AND REPLACED SYSTEMS, RESOURCE SHORTFALLS, PERSONNEL ASSESSMENT, AND RISK ASSESSMENT.
B. DC CDI WHEN REQUESTED OR REQUIRED BY THE PM WILL PROVIDE THE FOLLOWING PERSONNEL TO SERVE ON IPT'S OR ADVISORY WORKING GROUPS TO FACILITATE THE MER DEVELOPMENT PROCESS:
(1) THE CAPABILITIES INTEGRATION OFFICER (CIO)RESPONSIBLE FOR THE CAPABILITY BEING REVIEWED. THIS DESIGNEE WILL ENSURE AND ASSIST WITH THE FOLLOWING:
(A) ENSURE THAT THE APPROVED ACQUISITION OBJECTIVE (AAO) USED FOR THE MANPOWER ESTIMATE, ACCURATELY REFLECTS THE MARINE CORPS APPROVED AAO IN THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS).
(B) ASSIST WITH CLARIFICATION OF MATTERS RELATING TO STATEMENTS OF NEED, THE CAPABILITY DEVELOPMENT DOCUMENT (CDD) OR THE CONCEPT OF EMPLOYMENT, AS REQUIRED IN THE DEVELOPMENT OF MANPOWER ESTIMATE. FURTHERMORE, THE CIO WILL COORDINATE AND/OR PROVIDE LETTERS OF CLARIFICATION WHEN REQUIRED.
(C) ADDITIONALLY, CIO WILL ENSURE AS PART OF THE JCIDS PROCESS, INITIAL CAPABILITIES DOCUMENTS, CAPABILITY DEVELOPMENT DOCUMENTS, STATEMENT OF NEED (SON), AND CAPABILITY PRODUCTION DOCUMENTS (CPD) ARE ACCURATE AND CONTAIN AS MUCH INFORMATION AS POSSIBLE TO FACILITATE MANPOWER ESTIMATE DEVELOPMENT. THIS INFORMATION SHOULD ADEQUATELY DESCRIBE OPERATOR, MAINTAINER AND SUPPORT PERSONNEL ROLES AND IDENTIFY ANY DRIVERS, CONSTRAINTS, OR LIMITATIONS WHICH IMPACT MANPOWER. THIS DATA LAYS THE GROUND WORK TO BEGIN THE MER DEVELOPMENT PROCESS, AND MUST BE AS ACCURATE AND COMPLETE AS POSSIBLE.
(2) AN ANALYST/ACTION OFFICER FROM THE MARINE CORPS TFSD. THIS DESIGNEE WILL REVIEW AND COMMENT AS REQUIRED TO ENSURE:
(A) THE MANPOWER ESTIMATE TAKES INTO ACCOUNT FUTURE FORCE STRUCTURE CHANGES.
(B) DOCUMENT COORDINATION BETWEEN THE PM AND DC CDI.
(C) THE MANPOWER ASSUMPTIONS USED TO DEVELOP THE MANPOWER ESTIMATE WERE APPROVED BY THE DIRECTOR, TFSD ON BEHALF OF DC CDI.
(3) DC CDI WILL ESTABLISH AND/OR COORDINATE WITH THE CG OF TECOM PROCEDURES FOR TECOM, TO EVALUATE AND ADDRESS TRAINING IMPLICATIONS AS PART OF THE MER PROCESS. ADDITIONALLY, THESE PROCEDURES SHALL INCLUDE PLANS TO ENSURE ANY DIRECTION AND/OR RECOMMENDATIONS MADE IN OR AS PART OF THE MER OR PROCESS ARE INCORPORATED IN THE APPLICABLE T&R MANUALS.
(4) DC CDI HAS DESIGNATED TFSD, CDD AS HIS OVERALL COORDINATING AUTHORITY FOR MER'S.
C. THE PM SHALL ENSURE THAT THE FACTORS, ASSUMPTIONS, AND METHODOLOGY USED TO DEVELOP MANPOWER ESTIMATE REPORTS ARE APPROVED BY DC CDI PRIOR TO THE DEVELOPMENT OF ANY MARINE CORPS MER.
(1) FACTORS. FACTORS USED TO ESTIMATE MANPOWER SHALL CONSIDER CONCEPTS OF EMPLOYMENT, MAINTENANCE, AND TRAINING, MAINTENANCE RATIOS, MANPOWER TYPES REQUIRED, EQUIPMENT USAGE RATES, CREW RATIOS, OPERATORS, AND SYSTEM ADMININISTRATIVE REQUIREMENTS AT A MINIMUM.
(2) IN GENERAL THE FOLLOWING ASSUMPTIONS SHOULD GUIDE THE DEVELOPMENT OF MARINE CORPS MER'S, EXCEPT WHEN RESTRICTED BY OTHER DOCUMENTS OR ORDERS (E.G., NAVAL AIR TRAINING AND OPERATING PROCEDURES STANDARDIZATION, FEDERAL AVIATION ADMINISTRATION PROCEDURES, ETC.).
(A) OPERATOR/USER PERSONNEL
1. FOR OPFOR UNITS, THE GENERAL MANPOWER ASSUMPTION USED FOR ACTIVE DUTY PERSONNEL INVOLVED AS DIRECT OPERATORS/USERS OF A SYSTEM OR CAPABILITY IS 24-HOUR COVERAGE, BROKEN INTO TWO 12-HOUR SHIFTS/OPERATIONS.
2. FOR SE UNITS, THE GENERAL MANPOWER ASSUMPTION USED FOR ACTIVE DUTY PERSONNEL INVOLVED AS DIRECT OPERATORS/USERS IS 9-HOUR COVERAGE, AND ONE 9-HOUR SHIFT.
3. TAILORED OPERATORS/USERS MANPOWER ASSUMPTION WILL BE DEVELOPED AND/OR APPROVED BY DC CDI FOR USE IN ESTIMATING PROGRAMS/SYSTEMS THAT DO NOT ALIGN TO THE GENERAL OPFOR AND SE UNITS ASSUMPTIONS. IN ANY CASE, DC CDI WILL APPROVE OPERATION/WORK DAY ASSUMPTION AS PART OF FACTORS AND ASSUMPTIONS PRIOR TO MER'S BEING DEVELOPED.
(B) MAINTAINER AND MAINTENANCE PERSONNEL. REQUIREMENTS FOR MAINTAINER AND MAINTENANCE PERSONNEL SHALL BE DETERMINED USING DOD PROGRAMS SUCH AS POWERLOG J, IMPRINT, AND/OR ANALYTICAL FORMULAS. HOWEVER, REGARDLESS OF THE SYSTEM OR METHODOLOGY USED IT SHALL TAKE INTO ACCOUNT THE FOLLOWING:
1. THE MEANTIME REPAIR RATE OF THE SYSTEM, THE MAINTENANCE TIME REQUIRED TO REPAIR THE SYSTEM, AND THE MAINTENANCE PERSONNEL TYPE (I.E. MILITARY, CIVILIAN, CONTRACTOR) AND NUMBER REQUIRED TO BRING THE SYSTEM BACK TO AN OPERATIONAL CONDITION.
2. THE MEANTIME REPAIR RATE OF REPAIRABLE SUB-COMPONENTS OF THE SYSTEM; THE MAINTENANCE TIME REQUIRED TO REPLACE AND REPAIR THE SYSTEM SUB-COMPONENTS IF REQUIRED; AND THE MAINTENANCE LEVEL, PERSONNEL TYPE, AND NUMBER PERSONNEL REQUIRED TO BRING SYSTEM SUB-COMPONENT BACK TO A READY FOR ISSUE/USE CONDITION AND/OR PLACEMENT IN SUPPLY SYSTEM.
3. THE FREQUENCY AND NUMBER OF TASKS AND ASSOCIATIVE FUNCTIONS REQUIRED TO MEET THE SYSTEMS/PROGRAMS PREVENTIVE MAINTENANCE REQUIREMENTS.
4. THE RATIONALE, PROGRAM, OR FORMULA USED TO DETERMINE TAILORED MAINTAINER AND MAINTENANCE PERSONNEL REQUIREMENTS WILL BE APPROVED BY DC CDI PRIOR TO THE DEVELOPMENT OF ANY MARINE CORPS MER.
D. THE DIRECTOR OF TFSD WILL COORDINATE ALL ACTIONS WITH PM'S, TO ASSIST IN THE TIMELY COMPLETION OF MER'S. TO INCLUDE:
(1) VALIDATING AND/OR APPROVING MANPOWER ASSUMPTIONS/METHODOLOGIES USED TO CONDUCT ANALYSIS FOR THE MANPOWER ESTIMATE PRIOR TO DC CDI APPROVAL.
(2) ROUTING MANPOWER ESTIMATE ASSUMPTIONS AND METHODOLOGIES TO DC CDI FOR APPROVAL.
(3) WHEN REQUIRED, COORDINATE REVIEWS AND BRIEFS TO THE MARINE CORPS STANDING DOCTRINE, ORGANIZATION, TRAINING, MATERIAL, LEADERSHIP AND EDUCATION, PERSONNEL, FACILITIES AND COST (DOTMLPF-C) WORKING GROUP (WG) WHEN GAPS ARE IDENTIFIED THAT THE IPT CANNOT ADJUDICATE (I.E., FOR PROGRAMS THAT REQUIRE SUBSTANTIAL CHANGES ACROSS THE MARINE CORPS COMBAT DEVELOPMENT PILLARS) OR FOR CAPABILITIES, PROGRAM, AND SYSTEMS THAT REQUIRED ADDITIONAL STRUCTURE AND/OR UNIT REORGANIZATIONS TO IMPLEMENT THEM. THE DOTMLPF-C WG WILL ASSIST IN ADJUDICATING THE ISSUE, PROVIDE A WAY AHEAD THAT MITIGATES RISKS, OR SEEK/RECOMMEND GUIDANCE FROM MARINE CORPS REQUIREMENTS OVERSIGHT COUNCIL. THESE ACTIONS MUST BE COMPLETED PRIOR TO FORWARDING THE DOCUMENT TO DC CDI FOR REVIEW/SIGNATURE.
(4) ENSURING MANPOWER ESTIMATES HAVE BEEN REVIEWED BY THE ADVOCATE, MARINE CORPS TECOM, AND ANY OTHER NAVY OR MARINE CORPS ENTERPRISE LEVEL ENTITY THAT MIGHT BE IMPACTED BY THE ACTION. ADVOCATES WILL REVIEW MANPOWER ESTIMATES FOR CAPABILITIES AND/OR ACTIVITIES FOR WHICH THEY ARE ASSIGNED BY THE "ADVOCACY AND PROPONENCY ORDER" PRIOR TO APPROVAL BY DC CDI.
(5) ONCE MER'S ARE COMPLETED, THE DIRECTOR, TFSD WILL REVIEW AND ROUTE THE DOCUMENT TO DC CDI FOR SIGNATURE AND APPROVAL. UPON APPROVAL, DOCUMENT WILL BE UPLOADED INTO TFSMS AS A HISTORICAL RECORD FOR SYSTEMS AFFECTED; AND THE ORIGINAL RETURNED TO THE PM FOR FORWARDING TO ENTERPRISE AGENCIES, MDA, OFFICE OF UNDER SECRETARY OF DEFENSE AND OTHER ORGANIZATIONS IAW REF (B) AND (C).
4. MPTP
A. MANPOWER , PERSONNEL, AND TRAINING (MPT) ARE THREE DOMAINS WITHIN HUMAN SYSTEMS INTEGRATION (HSI). HSI IS PART OF THE SYSTEMS ENGINEERING PROCESS AND PROGRAM MANAGEMENT EFFORTS THAT PROVIDE INTEGRATED AND COMPREHENSIVE ANALYSIS, DESIGN AND ASSESSMENT OF REQUIREMENTS, CONCEPTS, AND RESOURCES FOR SYSTEM MANPOWER, PERSONNEL, TRAINING, HUMAN FACTORS ENGINEERING, PERSONNEL SURVIVABILITY, HABITABILITY, AND SAFETY AND OCCUPATIONAL HEALTH. HSI INCLUDES THE METHODS, MODELS, HARDWARE/SOFTWARE TOOLS, MANAGEMENT AND OPERATING PROCESSES, DOCUMENTATION, SYSTEM DESIGN FEATURES, AND DATA FOR INTEGRATING THE HUMAN INTO THE SYSTEM. MPT AND TRAINING AND TRAINING SUPPORT ARE TWO INTEGRATED PRODUCT SUPPORT ELEMENT PLANNING ELEMENTS THAT MUST BE MANAGED AND RESOURCED THROUGH OUT THE ACQUISITION PROGRAM'S LIFE CYCLE LOGISTICS PROCESS. MARINE CORPS ACAT I THROUGH IV PROGRAMS AND ABBREVIATED ACQUISITION PROGRAMS (AAP) SHALL BE EVALUATED FOR MPT IMPACTS.
(1) MPTP ARE DEVELOPED TO FULFILL ACQUISITION PROGRAMS REGULATORY MPT REQUIREMENTS. THIS ACTION ENSURES COMPLIANCE AND MPT REQUIREMENTS TRACEABILITY IN SUPPORT OF NEW AND OR MODERNIZED MARINE CORPS CAPABILITIES.
(2) MPTP IDENTIFIES MPT NEEDS, CONCEPTS, STRATEGIES, CONSTRAINTS, RISKS, DATA, RESOURCES, AND GUIDES MPT PROGRAM AND BUDGET SUBMISSIONS.
(3) WHILE, MER'S ARE STATUTORY REQUIREMENTS FOR ACAT IC AND ID PROGRAMS; IAW REF (D), THE MPTP IS A REGULATORY PROGRAM DOCUMENT FOR ALL ACAT I THROUGH IV PROGRAMS, AND MANDATORY FOR AAP.
(4) IN ALIGNMENT WITH THE JCIDS PROCESS AND IAW REF D, THE PROGRAM SHOULD HAVE A PRELIMINARY (DRAFT) MPT PLAN AT MILESTONE A WHICH PROVIDES CONCEPTUAL MPT STRATEGIES THAT CHARACTERIZES THE INTEGRATION OF TRAINING TECHNOLOGIES (LIKE EMBEDDED TRAINING) INTO SYSTEMS DESIGN TO ENHANCE WARFIGHTER CAPABILITIES, AN UPDATED DRAFT PROVIDING MANPOWER AND PERSONNEL AND THE SUSTAINMENT TRAINING SOLUTIONS BY MILESTONE B, AND AN APPROVED (FINAL) MPT PLAN PRIOR TO MILESTONE C. THE MPT PLAN SHOULD BE UPDATED AGAIN PRIOR TO THE FULL RATE PRODUCTION DECISION TO CAPTURE MPT CHANGES LEARNED THROUGH OPERATIONAL TESTING AND INITIAL FIELDING. POST FRP MPTP SHOULD BE UPDATED AS REQUIRED TO ADDRESS MPT REQUIREMENTS DUE TO SYSTEM CONFIGURATION CHANGES. PROGRAMS FOLLOWING A HYBRID OR PHASED/INCREMENTAL ACQUISITION STRATEGY MAY REQUIRE MULTIPLE MPTP UPDATES ACCORDING TO ITS PHASED OR INCREMENTAL DELIVERY SCHEDULE.
(5) THE APPROVED MPTP PLAN OUTLINES THE PM'S STRATEGY FOR THE MPT SOLUTIONS TO SUPPORT A NEW AND/OR MODERNIZED ACQUISITION PROGRAM AND CAPABILITY. IT IS THE PM'S RESPONSIBILITY TO DEVELOP THE MPTP IN COLLABORATION WITH A CHARTERED MANPOWER, PERSONNEL & TRAINING IPT AND IAW THE MCSC MPT PROCESS.
(6) THE MPTP SUMMARIZES THE MARINE CORPS PRODUCT SUPPORT STRATEGY FOR NEW ACQUISITION AND/OR MODERNIZATION PROGRAMS.
B. DC CDI OR THE DIRECTOR, TFSD/CDD ON HIS BEHALF, SERVING AS SENIOR AGENT ON ALL ASPECTS OF MPT PROCESS, SHALL REVIEW AND APPROVE ALL FACTS, ASSUMPTIONS, METHODOLOGIES, AND THE TEMPLATE/FORMAT USED FOR ALL MPTP. ADDITIONALLY, DC CDI WILL ENSURE THE FOLLOWING PERSONNEL ARE ASSIGNED TO PARTICIPATE ON MPT ADVISORY GROUPS AND INTEGRATED PRODUCT TEAMS.
(1) CIO
(A) SERVES AS CAPABILITY INTEGRATION DIVISION REPRESENTATIVE AND CORE MEMBER.
(B) PROVIDES INPUT AND CLARIFICATION OF THE CAPABILITY NEEDS STATEMENT REQUIREMENTS AND CAPABILITIES-BASED ASSESSMENT TO INCLUDE CONCEPT OFOPERATIONS, COE, MANNING, TRAINING, AND MAINTENANCE CONCEPTS.
(C) ADDRESSES CLARIFICATIONS AND RECOMMENDED CHANGES TO THE CAPABILITIES NEEDS STATEMENT WITH THE CAPABILITY INTEGRATION DIVISION THAT APPROVES INITIAL CAPABILITIES DOCUMENT, CAPABILITIES DEVELOPMENT DOCUMENT, CPD OR SON.
(D) WILL ENSURE THAT THE AAO USED FOR THE ANALYSIS IS ACCURATE AND REFLECTS THE MARINE CORPS APPROVED AAO IN TFSMS.
(E) ADVOCATES AND SERVES AS LIAISON WITH CDD LEADERSHIP FOR MPT PLANNING DECISIONS.
(2) TFSD ACTION OFFICER.
(A) SERVES AS CORE MEMBER OF THE MPT WG.
(B) VALIDATES AND ROUTES MANPOWER FACTS AND ASSUMPTIONS TO DIRECTOR, TFSD FOR APPROVAL PRIOR TO ANALYSIS FOR THE MPTP BEING CONDUCTED.
(C) RECOMMENDS OTHER AD HOC MANPOWER AND PERSONNEL REPRESENTATIVES TO THE MPT WG (SUCH AS DC MANPOWER & RESERVE AFFAIRS).
(D) COORDINATES WITH TFSD ANALYSTS FOR CURRENT OR PLANNED UPDATES TO TABLE OF ORGANIZATION AND EQUIPMENT (T/O&E) IN TFSMS.
(E) PROVIDES INPUT TO THE MPT WG REGARDING THE MANPOWER IMPACTS AND STRATEGY.
(F) REVIEWS MPT ANALYSES AND RECOMMENDS MANPOWER PLANNING SOLUTIONS.
(G) LIAISES WITH DIRECTOR, TFSD FOR SIGNATURE DURING THE FINAL MPT PLAN ROUTING.
(3) DC CDI WILL COORDINATE WITH CG TECOM TO ESTABLISH A PROCESS TO ENSURE ACTION OFFICERS/REPRESENTATIVES ARE ASSIGNED TO SUPPORT VARIOUS PROGRAM MANAGERS MPT WG AND/OR IPT EFFORTS. ONCE THIS PROCESS IS ESTABLISHED, THESE PM'S WILL COORDINATE DIRECTLY WITH TECOM FOR THEIR ASSIGNMENT IN SUPPORT OF A PARTICULAR EFFORT. THE TECOM ACTION OFFICER, ONCE ASSIGNED SHALL:
(A) SERVE AS CORE MEMBER OF THE MPT WG AND/OR IPT.
(B) COORDINATE FOR OTHER AD HOC TECOM REPRESENTATIVES TO SUPPORT THE MPT WG AND/OR IPT (SUCH AS SCHOOL HOUSES).
(C) COORDINATE FOR CURRENT TRAINING DOCUMENTATION TO SUPPORT MPT ANALYSES (E.G., PROGRAM OF INSTRUCTIONS, T&R MANUAL, ETC.)
(D) REVIEW MPT ANALYSES AND RECOMMEND PLANNING SOLUTIONS.
(E) COORDINATE ACTIONS REQUIRED TO ENSURE RECOMMENDATIONS MADE IN THE MPTP OR AS PART OF THE MPT PROCESS ARE INCORPORATED IN THE APPLICABLE T&R MANUALS.
(F) LIAISE WITH THE CG TECOM OR HIS/HER DESIGNATED REPRESENTATIVE FOR SIGNATURE DURING THE FINAL MPT PLAN ROUTING.
C. COMMANDER, MCSC SHALL DEVELOP, MAINTAIN, PUBLISH, AND UPDATE A STANDARD MARINE CORPS MPTP TEMPLATE TO BE USED BY ALL PM'S. ADDITIONALLY, THIS TEMPLATE SHALL SERVE AS THE MARINE CORPS APPROVED FORMAT FOR THE NAVY TRAINING SYSTEM PLANS WHEN REQUIRED. DC CDI SHALL REVIEW AND APPROVE CHANGES TO THIS TEMPLATE. PM'S SHALL USE MCSC APPROVED MPTP TEMPLATE FOR ALL MARINE CORPS ACQUISITION PROGRAMS. AT A MINIMUM, A DRAFT MPTP IS REQUIRED AT MILESTONE B; A FINAL MPTP AT MILESTONE C; UPDATED AS REQUIRED AT FULL RATE PRODUCTION; AND THROUGHOUT THE LIFE CYCLE OF THE PROGRAM.
(1) THE PM SHOULD CONVENE MPT ADVISORY GROUPS AND/OR IPT TO SUPPORT MPTP DEVELOPMENT.
(2) THE MPT ADVISORY GROUPS AND/OR IPT SHOULD CONSIST OF REPRESENTATIVES FROM TECOM, TFSD, ADVOCATE/OCCUPATIONAL FIELD SPECIALISTS, CIO, MARFOR REPRESENTATIVE AND PROGRAM TEAM MEMBERS. AD HOC MEMBERS SHALL BE REQUESTED AND/OR ADDED AS REQUIRED.
D. MPTP SHALL BE BASED UPON A TAILORED MPT ANALYSIS AND REFLECT THE MPT SOLUTIONS SELECTED BY THE MPT IPT.
(1) ACQUISITION PROGRAMS OR SYSTEMS FOLLOWING A STANDARD ACQUISITION MODEL SHALL CONDUCT THEIR ANALYSES USING THE PROGRAM'S FULL OPERATIONAL CAPABILITY (FOC) AAO AND THE IMPACTED UNITS' T/O&E AT THE FOC DATE.
(2) ACQUISITION PROGRAMS OR SYSTEMS FOLLOWING A HYBRID OR INCREMENTAL/PHASED ACQUISITION MODEL SHALL, AS APPROPRIATE, CONDUCT THEIR ANALYSIS USING THE PROGRAM'S INCREMENTAL OR PHASED APPROACH AAO AND IMPACTED UNIT'S T/O&E AT THE INTENDED FIELDING DATE. THE PM SHALL CONDUCT SUBSEQUENT ANALYSES AS NEEDED TO SUPPORT FIELDING OF FOLLOW-ON PHASE OR INCREMENT CAPABILITIES.
(3) ACQUISITION CAPABILITIES, PROGRAMS, AND/OR SYSTEMS INTRODUCED POST B OR C AND THAT ARE NOT BASED ON AN AAO SHALL CONDUCT THEIR ANALYSIS USING THE PROGRAM'S REQUIREMENTS DOCUMENTS AND IMPACTED UNIT'S T/O&E AT THE INTENDED FIELDING DATE. THE PM SHALL CONDUCT SUBSEQUENT ANALYSES AS NEEDED TO SUPPORT FIELDING OF FOLLOW-ON PHASE OR INCREMENT CAPABILITIES.
(4) AT A MINIMUM, MPT ANALYSES SHALL INCLUDE A JOB TASK ANALYSIS RESULTING IN A MASTER AND CRITICAL TASK LIST, MANNING AND WORKLOAD ANALYSIS, TRAINING REQUIREMENTS ANALYSIS, LEARNING ANALYSIS, METHODS AND MEDIA ANALYSIS, APPROVED MANPOWER FACTOR, METHODOLOGIES, AND ASSUMPTIONS OF DC CDI OR HIS DESIGNATED REPRESENTATIVE. OUTCOMES OF MPT ANALYSES ARE CAPTURED IN THE PROGRAM'S MANPOWER, PERSONNEL AND TRAINING ANALYSIS REPORT.
(5) THE MCSC MPTP TEMPLATE PROVIDES THE CONTENT REQUIREMENTS TO OUTLINE THE PROGRAM'S MANPOWER ESTIMATE AND TRAINING SYSTEM STRATEGY. IT IS A CRITICAL MILESTONE DOCUMENT FOR THE PROGRAM AND REQUIRES THE COLLABORATION AND COOPERATION OF THE MPT IPT MEMBERS AND THE ACTIVITIES INVOLVED FOR ITS TIMELY DEVELOPMENT, STAFFING, AND EXECUTION.
