GENTEXT/REMARKS/1. FOR MANY YEARS THE UNITED STATES NAVAL ACADEMY HAS REQUIRED HIGH CALIBER OFFICERS FOR ASSIGNMENT TO POSITIONS OF NATIONAL AND INTERNATIONAL VISIBILITY. A PANEL COMPRISED OF MMOA AND USNA STAFF WILL SELECT OFFICERS FOR ASSIGNMENT FOR FY14 BILLET OPENINGS. THERE IS AN EXPECTATION FOR SELECTED OFFICERS TO ARRIVE THE SUMMER OF 2014 IN ORDER TO FACILITATE THE FALL SEMESTER. THE DATE OF THE PANEL IS 3 DEC 2014.
2. TIME ON STATION (TOS) REQUIREMENTS: OFFICERS WHO WILL COMPLETE THEIR PRESCRIBED TOUR BY 01 JAN 15 ARE ELIGIBLE. QUESTIONS ON TOUR LENGTHS SHOULD BE DIRECTED TO THE APPROPRIATE MONITOR.
A. TIME ON STATION WAIVERS: OFFICERS WHO HAVE NOT COMPLETED THEIR PRESCRIBED TOUR LENGTH BY 1 JAN 15 MAY REQUEST IN WRITING TO MMOA TO BE CONSIDERED FOR USNA. SUCH REQUESTS MUST BE ENDORSED BY THE OFFICER'S CHAIN OF COMMAND. IF AN OFFICER IS ALLOWED TO DEPART A TOUR EARLY, MMOA WILL ATTEMPT TO BACKFILL THE BILLET BUT A VACANCY MAY OCCUR.
B. OFFICERS WHO MEET GRADE AND TOS REQUIREMENTS MUST ALSO:
(1) POSSESS SUPERIOR MILITARY PROFICIENCY, CHARACTER, INITIATIVE, COMMUNICATIONS SKILLS, INTELLECT, JUDGMENT, BEARING AND APPEARANCE. MAJORITY OF RATINGS IN SNO'S MBS SHOULD BE "MIDDLE THIRD" OR HIGHER.
(2) HAVE CONSISTENT FIRST CLASS PFT
(3) HAVE MOS CREDIBILITY
(4) BE FINANCIALLY STABLE
(5) HAVE NO OUTSTANDING LEGAL ISSUES
(6) HAVE RECENT OPERATIONAL EXPERIENCE (PREFERRED)
(7) HAVE NO ADVERSE MATERIAL IN RECORD
3. INTERESTED OFFICERS MUST CONTACT THEIR PRIMARY MOS MONITOR IN ORDER TO BE PRE-SCREENED AND IDENTIFIED AS ELIGIBLE AND COMPETITIVE FOR ASSIGNMENT BY MMOA. INTERESTED OFFICERS SHOULD CONTACT THEIR PMOS MONITOR NLT 15 NOVEMBER 2013. A SELECTION MARADMIN WILL BE PUBLISHED FOLLOWING THE PANEL.
4. PROJECTED 2014 BILLET OPENINGS WITH REQUIREMENTS ARE:
A. 8006, MAJ, SERVES AS THE DEPUTY DIRECTOR OF THE LEADERSHIP, EDUCATION AND DEVELOPMENT DIVISION; OVERSEES MILITARY/CIVILIAN PERSONNEL ISSUES, MANAGES THE DIVISION BUDGET AND COMPANY OFFICER MASTERS PROGRAM, AS WELL AS TEACHES IN THE LEADERSHIP, ETHICS AND LAW DEPARTMENT; MASTERS OR PROFESSIONAL DEGREE (OR ABOVE) REQUIRED.
B. 8006, MAJ, MARINE STAFF SECRETARY; SERVES AS THE UNIT ADMINISTRATOR FOR THE SNCOS AND OFFICERS ASSIGNED TO THE USNA AND SERVES AS THE ASSISTANT TO THE SENIOR MARINE CORPS REPRESENTATIVE.
C. 4402, CAPT/MAJ, MILITARY LAW INSTRUCTOR; SERVES AS AN INSTRUCTOR TEACHING LAW.
D. 8006, CAPT/MAJ, EXECUTIVE ASSISTANT; SERVES AS THE ASSISTANT TO THE ACADEMIC DEAN, AND VARIOUS OTHER DEANS, PERFORMING AIDE AND ADJUTANT TYPE DUTIES.
E. 8006, CAPT/MAJ, ENGLISH INSTRUCTOR; SERVES AS AN INSTRUCTOR TEACHING ENGLISH; MUST HAVE A MASTERS DEGREE IN ENGLISH.
F. 8006, CAPT/MAJ, LANGUAGE INSTRUCTOR OF ANY CRITICAL LANGUAGE (ARABIC OR RUSSIAN PREFERRED); 3/3/3 DLPT IN TARGETED LANGUAGE; SERVES AS AN INSTRUCTOR TEACHING CRITICAL FOREIGN LANGUAGE IN WHICH QUALIFIED; A MASTERS DEGREE IN ANY RELATED FIELD IS PREFERRED.
G. 8006 X 2, CAPT/MAJ, ECONOMICS INSTRUCTOR; SERVES AS AN INSTRUCTOR TEACHING ECONOMICS OR BUSINESS RELATED CLASSES; MUST HAVE A MASTERS DEGREE IN ECONOMICS, BUSINESS, ACCOUNTING OR FINANCE.
H. 8220, CAPT/MAJ, POLITICAL SCIENCE INSTRUCTOR; SERVES AS AN INSTRUCTOR TEACHING POLITICAL SCIENCE CLASSES; MUST HAVE A MASTERS DEGREE IN A POLITICAL SCIENCE RELATED FIELD.
