GENTEXT/REMARKS/1. THIS MARADMIN PROVIDES GUIDANCE ON MANDATORY PARTICIPATION IN CAPSTONE FOR ALL MARINES, EXCEPT THOSE EXEMPTED BY DTM 12-007, PRIOR TO SEPARATION OR RETIREMENT. THE CONTENTS OF THIS MARADMIN WILL BE INCORPORATED INTO AN UPCOMING BULLETIN DETAILING TRANSITION READINESS PARTICIPATION REQUIREMENTS AND THE MARINE CORPS ORDER GOVERNING THE TRANSITION READINESS PROGRAM.
2. BACKGROUND. REF A IMPOSED MANDATORY TRANSITION ASSISTANCE REQUIREMENTS INCLUDING COMPLETION OF PRE-SEPARATION COUNSELING; ATTENDANCE AT THE DEPARTMENT OF LABOR EMPLOYMENT WORKSHOP (DOLEW); ATTENDANCE AT THE DEPARTMENT OF VETERANS AFFAIRS (VA) BENEFITS BRIEFING; AND COMPLETION OF CAPSTONE. CAPSTONE IS THE CULMINATING ACTION IN THE TRANSITION PROCESS AND SERVES AS THE COMMANDING OFFICERS VERIFICATION THAT SEPARATING MARINES MEET CAREER READINESS STANDARDS (CRS) AND HAVE A VIABLE PLAN FOR TRANSITION TO CIVILIAN LIFE.
3. ACTION
A. EFFECTIVE 1 OCTOBER 2013, ALL MARINE CORPS COMMANDING OFFICERS OF TRANSITIONING MARINES WILL EXECUTE CAPSTONE FOR ALL SEPARATING OR RETIRING MARINES.
(1) ALL RESERVE COMPONENT (RC) MEMBERS WHO RETIRE OR SEPARATE AFTER SERVING AT LEAST 180 CONTINUOUS DAYS OF ACTIVE DUTY ARE REQUIRED TO PARTICIPATE IN CAPSTONE NO LESS THAN 90 DAYS PRIOR TO END OF ACTIVE SERVICE (EAS).
(2) MEMBERS OF THE RC WITH LESS THAN 90 DAYS OF ACTIVE DUTY REMAINING SHALL BEGIN THE TRANSITION READINESS PROCESS AND ACCOMPLISH CAPSTONE AS SOON AS POSSIBLE.
B. DD FORM 2958, SERVICE MEMBERS INDIVIDUAL TRANSITION PLAN (ITP)CHECKLIST, SHALL BE COMPLETED PRIOR TO SEPARATION BY THE MEMBER, THE INSTALLATION PERSONAL AND PROFESSIONAL DEVELOPMENT (PPD) STAFF, AND THE COMMANDING OFFICER TO CERTIFY ACHIEVEMENT OF THE CRS COMMENSURATE WITH THE MEMBERS PLANNED POST MARINE CORPS OBJECTIVES.
C. EXECUTION
(1) INSTALLATION COMMANDERS
(A) ENSURE PPD OFFICES PUBLISH A SCHEDULE OF TRANSITION READINESS SEMINARS (TRS) AND INSTALLATION SPECIFIC GUIDELINES FOR ELIGIBLE SERVICE MEMBERS TO REGISTER FOR ATTENDANCE AT LEAST TWO WEEKS IN ADVANCE OF THE SCHEDULED TRS.
(B) ENSURE PPD STAFF VALIDATE TRS ATTENDANCE AND VERIFY MARINES HAVE MET OR DID NOT MEET THEIR CRS PRIOR TO CAPSTONE.
(C) ENSURE PPD STAFF ENTER THE ITP CHECKLIST INTO THE SERVICE TRACKING SYSTEM PROVIDED BY THE DEPARTMENT OF DEFENSE (TAP OPERATORS SITE) AND RETAINS A COPY OF THE CHECKLIST FOR THREE YEARS.
(2) COMMANDING OFFICERS OF TRANSITIONING MARINES
(A) ENSURE ALL ELIGIBLE MARINES ATTEND THE TRS 12 TO 14 MONTHS BEFORE BUT NO LATER 180 DAYS PRIOR TO EAS.
(B) ENSURE ELIGIBLE SERVICE MEMBERS ARE REGISTERED TO ATTEND TRS IN ACCORDANCE WITH INSTALLATION SPECIFIC REGISTRATION GUIDELINES.
(C) ENSURE UNIT TRANSITION COUNSELORS (UTC)/CAREER PLANNERS REVIEW THE ITP CHECKLIST PRIOR TO SCHEDULING CAPSTONE WITH THE COMMANDING OFFICER OR DESIGNEE, SUCH AS THE EXECUTIVE OFFICER, NO LESS THAN 90 DAYS BEFORE EAS.
(D) ENSURE THE ITP CHECKLIST IS REVIEWED FOR COMPLETION, CRS HAVE BEEN MET OR NOT MET, AND THE ITP CHECKLIST IS SIGNED IN ORDER TO VERIFY EACH MARINE IS READY TO TRANSITION.
(E) ENSURE THE MARINE HAS A REFERRAL TO A SUPPORTING AGENCY, I.E. DEPARTMENT OF LABOR, IF THE COMMANDING OFFICER DETERMINES THAT CRS ARE NOT MET.
(F) PROVIDE THE ORIGINAL COMPLETED ITP CHECKLIST TO THE MARINE, ENSURE A COPY OF THE ITP CHECKLIST IS FILED IN THE MARINE'S OFFICIAL MILITARY PERSONNEL FILE, AND ENSURE THE UTC/CAREER PLANNER PROVIDES A COPY OF THE CHECKLIST TO PPD STAFF FOR ENTRY INTO TAP OPERATORS SITE AND RETAINS A COPY FOR THREE YEARS. (3) INDIVIDUAL MARINES
(A) ATTEND THE TRS 12 TO 14 MONTHS BEFORE EAS BUT NOT LESS THAN 180 DAYS PRIOR TO EAS AND UPDATE/COMPLETE THE DELIVERABLE DOCUMENTS ASSOCIATED WITH THE CRS AS DEFINED IN THE TRS AND THE ITP CHECKLIST.
(B) MEET WITH INSTALLATION PPD STAFF TO OBTAIN CRS VERIFICATION ON THE ITP CHECKLIST PRIOR TO THE CAPSTONE MEETING.
(C) COORDINATE WITH THE UTC AND/OR CAREER PLANNER TO SCHEDULE THE CAPSTONE MEETING WITH THE COMMANDING OFFICER OR THEIR DESIGNEE NOT LATER THAN 90 DAYS BEFORE EAS.
4. RESERVE APPLICABILITY. THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
