GENTEXT/REMARKS/1. PURPOSE. TO PROMULGATE IMA AUTHORIZED MANNING (AM) LEVELS, EFFECTIVE 01 OCT 2013, AND UPDATE BILLET ADVERTISING REQUIREMENTS AND PROCEDURES.

3. BACKGROUND
A. FY14 IMA (AM) HAS BEEN SET TO 2908 MARINES, 1655 OFF/1253 ENL BASED ON SELECTED RESERVE END-STRENGTH MODELING, RESULTING IN A REDUCTION OF 209 MARINES, 59 OFF/150 ENL FROM FY13 (AM). DIR RA HAS DISTRIBUTED FY14 (AM), AS DETAILED IN PARAGRAPH 4.B BELOW.
B. HISTORICALLY, AUTHORIZED COMMANDS HAVE BEEN PERMITTED TO TEMPORARILY EXCEED THEIR MANNING CONTROLS TO ACCOUNT FOR TURNOVER, UNPLANNED LOSSES, AND THE CYCLICAL NATURE OF RESERVE MANPOWER. THIS AUTHORIZATION IS FORMALIZED IN PARAGRAPH 4A.1.
4. ACTION
A. COMMANDS AUTHORIZED IMA STRUCTURE
(1) MUST CONTINUE TO ADVERTISE ALL BILLET VACANCIES AND PROJECTED LOSSES, TO AT LEAST 105 PERCENT OF THEIR AUTHORIZED MANNING (AM) CONTAINED IN THIS MARADMIN, BY PROVIDING A MONTHLY LIST OF OPEN BILLET IDENTIFICATION CODES (BICS) TARGETED FOR HIRING AND THOSE BICS PROJECTED AS A LOSS WITHIN THE NEXT 6 MONTHS, TO THE IMA PROGRAM MANAGER NO LATER THAN THE SECOND WEDNESDAY OF EACH MONTH. THE IMA BIC REPORT (COLUMNS M AND N) DEPICTS HOW MANY AM ARE AVAILABLE AND HOW MANY BICS TO ADVERTISE. ADVERTISING WILL BE SUBMITTED IN BOTH AN EXCEL DOCUMENT AND VIA THE REQUIREMENTS TRANSITION AND MANPOWER MANAGEMENT SYSTEM (RTAMMS) UNTIL THE IMA PROGRAM MANAGER (IMA PM) DIRECTS THAT EXCEL DOCUMENTS ARE NO LONGER REQUIRED. AM REDISTRIBUTION FOR AUTHORIZED COMMANDS FAILING TO ADVERTISE BICS IN ACCORDANCE WITH THIS MARADMIN WILL BEGIN ON 01 NOVEMBER 2013.
(2) MUST ENSURE ANY ERRORS IN ADVERTISING OR STAFFING ARE IMMEDIATELY REPORTED TO THE IMA PM. ALL ADVERTISED BICS AND CURRENT STAFFING, AS INDICATED ON THE IMA BIC REPORT, WILL CONTINUE TO BE DISSEMINATED DIRECTLY TO MARINE CORPS RECRUITING COMMAND (MCRC) AND AUTHORIZED COMMANDS ON A WEEKLY BASIS.
(3) MAY NOT DENY NEW JOINS TO THEIR UNITS SOLELY BASED ON THEIR STAFFING LEVEL, UNLESS THEIR UNIT CURRENTLY EXCEEDS 105 PERCENT OF AM. THE IMA BIC REPORT (COLUMNS M AND N) DEPICTS COMMANDS WITH AVAILABLE AM. A POSITIVE NUMBER INDICATES AVAILABLE AM, A NEGATIVE NUMBER INDICATES THE COMMAND IS OVER ON AM. THE IMA BIC REPORT IS LOCATED ON THE IMA PM RIM SHAREPOINT SITE.
(4) MUST IDENTIFY REQUIREMENTS BEYOND THE AM CONTAINED IN THIS MARADMIN, IN WRITING TO CMC (RIM) VIA THE IMA PM SMB ACCOUNT AT: SMB UNDERSCORE IMA AT USMC DOT MIL. SIMILARLY, AUTHORIZED COMMANDS DESIRING TO MAINTAIN AN AVERAGE IMA STRENGTH LESS THAN 100 PERCENT OF AM MUST IDENTIFY THIS IN WRITING TO CMC (RIM) FOR REDISTRIBUTION. CMC (RIM) WILL REVIEW PROGRAM REQUIREMENTS AND REALLOCATE UNUSED AM AS THE NEEDS OF THE MARINE CORPS DICTATE, BASED ON IMA PROGRAM PRIORITIES IN ACCORDANCE WITH REFERENCE B.
(5) MUST ENSURE ONLY ONE MARINE IS ASSIGNED PER BIC, EXCEPT IN THE CASE OF TURNOVER, NOT TO EXCEED 90 DAYS.
(6) USE OF THE PROVISIONAL IMA PROGRAM (PIP) IS ENCOURAGED FOR MOBILIZATION REQUIREMENTS. THESE JOINS DO NOT COUNT AGAINST IMA AM.
(7) DO NOT EXCEED, WITHOUT CMC(RA) APPROVAL, BY MORE THAN 5 PERCENT (ROUNDED UP), THE FOLLOWING IMA AM BY THE END OF FY14. READ IN 5 COLUMNS:

(8) IF CURRENT O/H EXCEEDS ALLOWABLE AM, REDUCTIONS WILL BE REALIZED THROUGH NATURAL ATTRITION AT EACH AUTHORIZED COMMAND OR VIA ONE OF THE MANNING CONTROLS LISTED IN PARA C. BELOW.
5. MANNING CONTROLS
A. ON 1 OCT 2013 COMMANDS WILL ADVERTISE AND CAN HIRE TO 105 PERCENT OF THEIR FY14 AM. IF NECESSARY TO ENSURE THE PROGRAM IS WITHIN ALLOWABLE STRENGTH AT THE END OF THE FY, THIS PERCENTAGE MAY BE CHANGED TO 100(PERCENT) DURING THE LAST QUARTER OF THE FY.
B. BASED ON THE ANTICIPATED NUMBER OF DROPS AND PRIOR SERVICE RECRUITER JOINS, THE IMA PM CAN APPROVE TOTAL OF 20 INTER UNIT TRANSFERS (INTO THE IMA)/EXTENSIONS PER MONTH. THERE ARE NO LIMITS ON INTER UNIT TRANSFERS INTO AN OPEN SMCR UNIT BIC.
C. TOUR LENGTH EXTENSIONS WILL ONLY BE APPROVED IN EXCEPTIONAL CIRCUMSTANCES AND REQUIRE DETAILED JUSTIFICATION. SUBMIT EXTENSIONS 90 TO 120 DAYS PRIOR TO THE END OF TOUR DATE.
D. INVOLUNTARY TRANSFERS TO THE IRR. OPSPONSORS CAN SUBMIT REQUESTS TO RA FOR INVOLUNTARY TRANSFERS TO THE IRR FOR UNSATISFACTORY PARTICIPATION, BIC MISMATCH (INCLUDING FOR PROMOTION), AND IF THEY HAVE A MARINE IN THEIR UNIT THAT IS ON MOBILIZATION ORDERS AND DOES NOT INTEND TO CONTINUE TO DRILL AFTER THE ORDERS END SUBMIT REQUESTS TO EMAIL ADDRESS SMB UNDERSCORE IMA AT USMC DOT MIL. THE IMA PROGRAM MANAGER WILL ALSO BE MONITORING FOR BIC MISMATCHES AND POSSIBLE IRR TRANSFERS AND WILL COORDINATE WITH THE OPSPONSOR IF AN INVOLUNTARY TRANSFER IS REQUIRED. FOR ALL INVOLUNTARY TRANSFERS, INCLUDING END OF TOURS, MARINES WILL BE SENT A NOTIFICATION LETTER BY DIR RA AND ALLOWED 90 DAYS TO RESPOND BEFORE BEING TRANSFERRED TO THE IRR. MARINES INVOLUNTARILY TRANSFERRED TO THE IRR REMAIN ELIGIBLE FOR TRICARE RESERVE SELECT (TRS) FOR 180 DAYS AFTER THEIR TRANSFER AND THE IMA PM WILL ENSURE THE CODE IS RAN BY DMDC. HOWEVER, MARINES MUST REENROLL TO CONTINUE USING TRS DURING THE 180 DAY PERIOD AFTER THEIR TRANSFER TO THE IRR.
