GENTEXT/REMARKS/1.  SITUATION:  TO ANNOUNCE HQMC, P AND R, ENTERPRISE PERFORMANCE SUPPORT (EPS) (FORMERLY KNOW AS CONTINUOUS PROCESS IMPROVEMENT (CPI) PROGRAM) SPONSORED GREEN BELT (GB) TRAINING COURSE INITIATIVE FOR MICP COORDINATORS AND REA OFFICERS.  THE INTENT OF THE TRAINING IS TO EQUIP MICP COORDINATORS AND REA OFFICERS WITH A SET OF ANALYTICAL AND PROCESS IMPROVEMENT TOOLS THAT CAN BE UTILIZED TO REDUCE RISK, DEVELOP CORRECTIVE ACTION PLANS (CAPS), DEVELOP INTERNAL CONTROLS, AND IMPROVE THE OVERALL EFFECTIVENESS OF COMMANDERS' MICP.  THE SUBJECT TRAINING WILL BENEFIT COMMANDERS BY IMPROVING THE EFFECTIVENESS OF THEIR MICP, REDUCING RISK, AND IMPROVING OVERALL EFFICIENCY AND EFFECTIVENESS.  UPON COMPLETION OF THE GB TRAINING COURSE AND THE APPLICATION OF TOOLS IN TWO EVENTS, MIC COORDINATORS, REA OFFICERS, AND OTHER COURSE ATTENDEES CAN APPLY FOR THE GB CERTIFICATION AS AN ADDED BENEFIT.
EPS GB TRAINING TARGETED POPULATION INCLUDES:
A.  MICP COORDINATORS (PRIMARY AND ALTERNATE)
B.  REA OFFICERS
C.  OTHER ATTENDEES MAY ATTEND BUT ARE SUBJECT TO COURSE SEAT AVAILABILITY.  MICP COORDINATORS AND REA OFFICERS WILL HAVE FIRST PRIORITY IN ALL CLASSES.

5.  ADMINISTRATION AND LOGISTICS:
5.A.  ALL TRAINING REQUESTS MUST BE SUBMITTED AT LEAST 60 DAYS IN ADVANCE AND INCLUDE NUMBER OF STUDENTS AND INFORMATION MENTIONED IN PARA 3.  TRAINING REQUESTS FROM ACTIVITIES OR ENTITIES NOT GEOGRAPHICALLY LOCATED WITHIN THE REGIONS WILL BE FULFILLED ON A CASE BY CASE BASIS EITHER BY CONDUCTING THE TRAINING AT THE ACTIVITY'S LOCATION OR ATTENDING TRAINING WITHIN ANOTHER REGION.
5.B.  GB CLASSES WILL SUPPORT A MINIMUM OF 8 TO A MAXIMUM OF 25 STUDENTS PER CLASS.
5.C.  GB COURSE FUNDING:  MOST TRAINING WILL BE CONDUCTED REGIONALLY TO AVOID TAD COSTS.  EXCEPTIONS WILL BE HANDLED ON A CASE BY CASE BASIS.  THERE IS NO PARTICIPATION FEE.
6.  COMMAND AND SIGNAL:
6.A.  THE REGIONAL EPS POCS WILL NOTIFY ENROLLEES AS TO THE DATES, LOCATION, AND START AND END TIMES FOR TRAINING APPROXIMATELY 21 DAYS PRIOR TO THE COURSE CONVENING DATE.
6.B.  UPON POSITIVE CONFIRMATION OF REGISTRATION, EACH INDIVIDUAL WILL RECEIVE AN EMAIL FROM THEIR COURSE INSTRUCTOR WITH FURTHER DIRECTIONS AND GUIDANCE.
6.C.  GB TRAINING CONSISTS OF FIVE DAYS (40 HOURS) OF CLASSROOM TRAINING CONDUCTED REGIONALLY/LOCALLY BY USMC CERTIFIED BLACK BELT INSTRUCTORS USING THE DON GREEN BELT BODY OF KNOWLEDGE.  THE TRAINING WILL BE TARGETED TO THE MICP COORDINATOR AND REA FUNCTION.
7.  GB COURSE CURRICULUM: THE GB COURSE IS DESIGNED TO PROVIDE A PRACTITIONER'S LEVEL OF UNDERSTANDING AND APPLICATION OF LEAN SIX SIGMA (LSS) AND THEORY OF CONSTRAINTS (TOC).  THE COURSE ADDRESSES HOW THESE PRIMARY COMPONENTS CAN BE APPLIED WITHIN AN ORGANIZATION AND ALSO DISCUSSES THE TECHNICAL, CULTURAL, FINANCIAL AND MANAGEMENT COMPONENTS OF PROCESS IMPROVEMENT.  BASIC LEAN PRINCIPLES AND TOOLS SUCH AS VALUE STREAM MAPPING AND ANALYSIS, VISUAL CONTROLS, 5S (SORT, SIMPLIFY, SYSTEMATIC CLEANING, STANDARDIZE, SUSTAIN) WORKPLACE ORGANIZATION, AND MISTAKE PROOFING ARE PRESENTED.  PRINCIPLES AND TOOLS FROM THE SIX-SIGMA DISCIPLINE INCLUDE PROJECT SELECTION, PROJECT VALIDATION, STATISTICAL ANALYSIS AND THE DEFINE-MEASURE-ANALYZE-IMPROVE-CONTROL (DMAIC) PROCESS FOR PROCESS IMPROVEMENT.  THE CONSTRAINT MANAGEMENT TECHNIQUES OF TOC ARE ALSO DISCUSSED AND APPLIED DURING THE COURSE.
