GENTEXT/REMARKS/1. BACKGROUND. TO SUPPORT COMMANDERS, THE MARINE CORPS IS EXPANDING BEHAVIORAL HEALTH PREVENTION CAPABILITIES BY HIRING PREVENTION PERSONNEL AT THE MARINE EXPEDITIONARY FORCES (MEF), MAJOR SUBORDINATE COMMANDS (MSC), AND REGIMENT OR EQUIVALENT COMMANDS. MEF PREVENTION PERSONNEL WILL IMPLEMENT COMMANDERS GUIDANCE IN THE EXECUTION OF ALL BEHAVIORAL HEALTH PREVENTION REQUIREMENTS, AND WILL IDENTIFY AND MITIGATE RISK FACTORS WITHIN THE COMMAND. PREVENTION DIRECTORS WILL SERVE AS A DIRECT LINK BETWEEN MEF COMMANDERS AND HQMC VIA OPERATIONAL CHAIN OF COMMAND, IMPROVING COMMUNICATION ON PREVENTION INITIATIVES, DATA REQUESTS, AND FEEDBACK TO/FROM THE OPERATING FORCES. MEF PREVENTION DIRECTORS REPORT DIRECTLY TO MEF COMMANDING GENERAL.
2. PREVENTION PERSONNEL WILL HELP COMMANDERS MAINTAIN READINESS BY PROACTIVELY IDENTIFYING RISK FACTORS WITHIN THE COMMAND AND IMPLEMENTING TARGETED EVIDENCE-BASED PREVENTION EDUCATION/TRAINING AND RESOURCES INCLUDING TRAINING EXECUTION AND FIDELITY. COLLABORATION WITH LOCAL MEDICAL TREATMENT FACILITIES (MTF), MARINE CORPS COMMUNITY SERVICES (MCCS) BEHAVIORAL HEALTH PROGRAMS AND OTHER AGENCIES WILL ASSIST WITH THE TARGETED EFFORT.
3. PERSONNEL WILL INCLUDE MEF PREVENTION DIRECTORS, ANALYSTS, AND SPECIALISTS, SUBJECT TO FUNDS AVAILABILITY AND AUTHORIZED VIA SEPARATE CORRESPONDENCE, PLACED ACROSS THE OPERATING FORCES. RESPONSIBILITIES ARE OUTLINED BELOW.
4. MEF PREVENTION PERSONNEL WILL CONDUCT EVIDENCE-BASED EDUCATION AND TRAINING, EVALUATE TRAINING EFFICACY, DEVELOP AND SUSTAIN A CADRE OF TRAINERS, DEVELOP AND IMPLEMENT STRATEGIC PREVENTION PLANS, AND BRIEF LEADERSHIP ON PREVENTION TO IMPROVE READINESS. PREVENTION PERSONNEL WILL ALSO COLLECT AND ANALYZE DATA TO ENHANCE BEHAVIORAL HEALTH EFFORTS WITHIN THE COMMAND AND THROUGHOUT THE MARINE CORPS.
5. MEF PREVENTION PROGRAM DIRECTORS WILL CLOSELY COORDINATE THE STRATEGIC PLANNING, IMPLEMENTATION, AND MANAGEMENT OF PREVENTION PROGRAMS AND PERSONNEL WITHIN MEF VIA CHAIN OF COMMAND. PREVENTION ANALYSTS WILL ANALYZE INITIATIVES AT INSTALLATIONS IN HIS/HER RESPECTIVE REGIONS, AND ADVISE LEADERSHIP ON THE IMPLEMENTATION AND EFFECTIVENESS OF INSTALLATION/COMMAND-WIDE BEHAVIORAL HEALTH PREVENTION, EDUCATION, AWARENESS PROGRAMS/INITIATIVES FOR MARINES, SAILORS, AND THEIR FAMILIES. SPECIALIST WILL EXECUTE AND OVERSEE THE DAY-TO-DAY OPERATIONS OF IMPLEMENTING TASKS AND TRAINING TO SUPPORT THE STRATEGIC PREVENTION PLAN. AT THIS TIME, THE SPECIALIST BILLETS ARE AN UNFUNDED DEFICIENCY.
6. THE PHASES OF PREVENTION PLACEMENT ACROSS THE MARINE CORPS ARE AS FOLLOWS:
A. PHASE ONE (NOV - DEC 2013): HQMC VISITED THE OPERATING FORCES TO PRESENT THE DRAFT PREVENTION PLAN AND RECEIVE FEEDBACK FROM OPERATING FORCES .
B. PHASE TWO (DEC 2013 - MAR 2014): PREVENTION DIRECTORS AND ANALYSTS WILL BE RECRUITED, HIRED, AND PLACED. THE SELECTION AND HIRING PROCESS WILL BE A COLLABORATIVE EFFORT BETWEEN EACH MEF AND LOCAL INSTALLATION MARINE CORPS COMMUNITY SERVICES (MCCS) NONAPPROPRIATED FUNDS (NAF) HUMAN RESOURCES OFFICE.
C. PHASE THREE (MAR - APR 2014): PREVENTION DIRECTORS AND ANALYSTS WILL RECEIVE TRAINING FROM HQMC. POLICY IS IN DEVELOPMENT PROCESS.
7. SEPARATE CORRESPONDENCE WILL BE PROVIDED DIRECTLY TO IDENTIFIED MEF AND INSTALLATION HUMAN RESOURCE OFFICES TO PROVIDE A DETAILED PLAN FOR IMPLEMENTATION OF THIS PREVENTION CAPABILITY.
