GENTEXT/REMARKS/1. EACH YEAR WITHIN HQMC, THE EQUAL OPPORTUNITY AND DIVERSITY MANAGEMENT BRANCH (MPE) AND THE CIVILIAN WORKFORCE MANAGEMENT BRANCH, EQUAL EMPLOYMENT OPPORTUNITY (MPC-10) CONDUCT BOARDS TO SELECT RECIPIENTS FOR NUMEROUS DEPARTMENT OF DEFENSE (DOD) AND NATIONAL AFFINITY GROUPS' DISTINGUISHED SERVICE AWARDS.
2. DOD AND NATIONAL AFFINITY GROUPS' DISTINGUISHED SERVICE AWARDS RECOGNIZE INDIVIDUAL MARINES AND MARINE CORPS CIVILIAN EMPLOYEES WHO DISTINGUISHED THEMSELVES THROUGH THEIR PROFESSIONAL ACHIEVEMENTS, SIGNIFICANT CONTRIBUTIONS TO THEIR COMMUNITY, AND HIGH DEGREE OF PERSONAL INTEGRITY AND ETHICAL CONDUCT. A. ALL MARINES AND CIVILIAN EMPLOYEES, REGARDLESS OF RACE, ETHNICITY, GENDER, OR RELIGION, ARE ELIGIBLE FOR NOMINATION. B. COMMANDERS MAY NOMINATE INDIVIDUALS FOR MORE THAN ONE AWARD IF THE CRITERIA FOR MULTIPLE AWARDS IS MET. C. AWARDS ARE OPEN TO MILITARY AND CIVILIAN EMPLOYEES UNLESS SPECIFICALLY ANNOTATED BELOW.
3. THE OUTREACH AWARDS ARE DIVIDED INTO TWO CATEGORIES: SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH (STEM), AND LEADERSHIP AND MERITORIOUS SERVICE.
    A. THE STEM AWARDS THAT FOLLOW RECOGNIZE MILITARY AND CIVILIAN NOMINEES WHO HAVE DISTINGUISHED THEMSELVES BY SIGNIFICANTLY CONTRIBUTING TO THEIR ORGANIZATION'S MISSION AND THE NATION THROUGH EXEMPLARY PROFESSIONAL AND CAREER ACHIEVEMENT, TECHNICAL CONTRIBUTION, EDUCATIONAL LEADERSHIP AND COMMUNITY SERVICE:
        (1) NATIONAL WOMEN OF COLOR IN TECHNOLOGY RECOGNITION AWARD
        (2) BLACK ENGINEER OF THE YEAR AWARD (BEYA)
    B. THE LEADERSHIP AND MERITORIOUS SERVICE AWARDS THAT FOLLOW RECOGNIZE NOMINEES WHO HAVE DISTINGUISHED THEMSELVES THROUGH THEIR EXEMPLARY LEADERSHIP, PROMOTED THE MARINE CORPS IN THEIR COMMUNITY, AND FOSTERED POSITIVE RELATIONSHIPS BETWEEN THE ARMED FORCES AND THE CIVILIAN POPULATION:

5. HQMC WILL CONVENE QUARTERLY AWARDS BOARDS TO EVALUATE EACH NOMINATION AND SELECT AWARD RECIPIENTS FOR EACH AWARD.  AWARDS WILL BE BOARDED IN CONJUNCTION WITH THE DATES THAT NOMINATIONS ARE DUE TO THE DOD OFFICE OF DIVERSITY AND EQUAL OPPORTUNITY (ODEMO) AND THE AFFINITY GROUP. IF AN INDIVIDUAL IS NOT CHOSEN FOR THE SPECIFIC AWARD SUBMISSION FOR WHICH THEY HAVE BEEN NOMINATED, HQMC MAY EVALUATE THAT INDIVIDUAL FOR OTHER AWARDS (DEPENDENT UPON MEETING CRITERIA).  ALL AWARD NOMINATION PACKAGES ARE DUE TO CMC (MPE/MPC) IN PDF FORMAT WITH JPG PHOTO NLT THE DATES BELOW.

        (2) BLACK ENGINEER OF THE YEAR AWARD (BEYA)
6. AS TRAVEL AND PER DIEM FOR NON-DOD CONFERENCES IS NOT AUTHORIZED, WINNERS MAY ATTEND THE CONFERENCE IN ORDER TO ACCEPT THE AWARD BUT MUST PAY FOR TRAVEL OUT OF THEIR OWN POCKET.
7. AWARD RECIPIENTS WHO RECEIVE A GIFT OF TRAVEL IN ORDER TO ATTEND THE AWARD CEREMONY OR CONFERENCE, INCLUDING WAIVER OF CONFERENCE FEES OR WAIVER OF DINNER EXPENSES, ARE REMINDED THAT IF THE VALUE OF BENEFITS RECEIVED FROM THE AFFINITY GROUP EXCEEDS 250 DOLLARS, THEY MUST REPORT THIS INFORMATION TO THEIR LOCAL STAFF JUDGE ADVOCATE (SJA)/COMMAND ETHICS COUNSEL PRIOR TO ACCEPTING THE GIFT OR WAIVER. THE LOCAL SJA/COUNSEL MUST, IN TURN, REPORT THIS INFORMATION TO HQMC JUDGE ADVOCATE DIVISION'S CODE JAR FOR SEMI-ANNUAL DOD REPORTING PURPOSES. THE SF326 IS AUTHORIZED FOR USE FOR THIS REPORT.
8.  NATIONAL AFFINITY GROUPS ARE NON-FEDERAL ENTITIES AND ARE NOT ENDORSED BY THE DOD OR USMC.
